12:00 am
probably around the globe if you find a lot in america presents acting lessons on al-jazeera. al-jazeera. hello i'm barbara sara this is the al-jazeera news hour live from london thanks for joining us coming up in the next 60 minutes protesters in sudan blocked roads and demand an investigation after 4 people are shot dead during anti-government demonstrations. russia's president holds talks with america's top diplomat just hours after the 2 countries failed to agree on how to deal with iran as well and troops blocked access to the opposition controlled congress while the government is
12:01 am
accused of crimes against humanity and what's up with whatsapp why the world's most popular messaging service once it's 1500000000 users to download an urgent update. on poll recent darwood the spalt english football champions manchester city say they're the victims of foul play after being threatened with a bomb from the champion's league over financial irregularities. thanks for joining us we begin the news hour in sudan where protest leaders are demanding an independent investigation into violence that claimed the lives of at least 4 people activists are reinforcing barricades on the streets of the capital khartoum despite a warning from the military not to do so 3 demonstrators and an army major were killed in gunfire on monday night outside the military headquarters protesters have
12:02 am
gathered there for weeks calling for a transition to civilian rule the military is there 9 claims the security forces used live fire and are blaming what they call infiltrators for the deaths were. brought down in syria we want the army to show us evidence that they weren't responsible. because the injured people say that those who shot at them were in uniform and were driving armored vehicles they deny these allegations so the blame goes straight to the military council the military council has to do an investigation and tell us what happened we cannot accept their explanation that they were outsiders sowing discontent they have a morgan is live a forest same car 2 men it was a very confusing picture when the story was breaking. now the opposition are calling for an independent investigation how likely do you think it is that they'll get one. well at the moment barbara the military council is saying that it has nothing to do with what happened on monday evening
12:03 am
and that they have there have been infiltrators among the protesters themselves so to set up an independent committee to investigate what happened last night is going to be a little bit tricky the members of the coalition of the opposition coalition are saying that witnesses on the ground have said that the people who shot at them while wearing military uniform were mounted on military vehicles so they're largely playing the responsibility on the military council and it doesn't look like the military council would want anyone or anybody investigating them at the moment as they are trying to form a transitional government with the opposition coalition so chances of some kind of accountability being delivered to those who were killed and those who were injured and are the protesters who have been in front of the army headquarters for the past 2 weeks looks unlikely at the moment but if a transitional government is formed then there might be more probability or more chances of that happening but protesters are calling for an end to it to talks between the 2 sides they're saying that at the moment all they are seeing in that
12:04 am
when they look at the military council is images and remnants of the former regime so they're saying that the old former regime is very much still intact and still in place but still here in light of do you think that the chances of a transitional government actually being formed have less invasive of course that is exactly the reason why all the people are still out there demonstrating weeks after all the shares that down. well at the moment the opposition coalition and the military council are in talks to try to iron out their differences between in terms of forming a transitional government we've already heard from the 2 sides that they have they have agreed on the structure of that transitional government but there are going to talk today and they are currently talking today on how long the transitional period should last and how much representation each side should get now that last point has been a point of contention since the military council took over it wants to be the one chairing the transitional period but the opposition coalition a thing that they want to civilian who is independent not affiliated to any party
12:05 am
or military to be the one chairing the transitional period so a lot of things to iron out who are yet to hear from the so 2 sides they are expected to hold a presser shortly but people are saying that they still don't believe the military council will hand over power which is why they are staying in front of the army headquarters continuing with their sets and they're saying that they are the only pressure card that the opposition coalition has to make sure that the military council no matter how long ago go on for will hand power eventually to a civilian independent transitional government here for morgan with the latest analysis for a same cartoon always thank you and for more i'm joined in the studio by joseph which you know he's a fighter and commentator and african affairs sir thank you so much and welcome again to al-jazeera as we're just hearing our correspondent there in khartoum obviously a very tense situation especially in the past 24 hours where do you see it leading now because of course there's been almost like quite a stalemate but we have seen people refusing to leave the streets until there is a transition of power which we still haven't seen its extraordinary events in the
12:06 am
last 24 hours i think whatever the cause is i think the opposition is right there is a version of the events the true police the 4 people who died in front of the reporters and those are understanding the 10 people who are critically ill and 2 others who are dead but no formal identifying this is to do and to talk about 8 how it was in front of the military. installed installations of the military cannot explain that so they're either incompetent or perhaps not committed to it but i think it may also be the case that it's a faction within the military that is really not interested in talks because up to yesterday eventually going on rather very well what sides have no option but to troll both sides have no option but to get a compromise so far i think the sudanese process was becoming a very good example of a military regime ruthless military regime kind of go away and perhaps you know how
12:07 am
the guys who take over have a conversation and there's a good in transition if you like a genuine true revolution in the region because i mean obviously despite these deaths which of course are still tragedies in the relatively speaking compared to what the danger could have been we haven't seen an outbreak of violence and it has been weeks months really that people are on the streets so what do you think needs to happen now for all sides who do want a transitional government to make sure that it happens without further escalations and further violence i think there is need to be some kind of this from both sides i think tonight is extremely critical all of us are waiting for what may actually come out of there interesting leave the the regional players probably not helping. moralities a saudi arabia those are the distant interest groups but perhaps also the immediate neighbors in eagan who really don't want to see the kind of changes that was taking place in incident may perhaps be pulling on the triggers but also on the other hand
12:08 am
the opposition have had to work very very hard in the last few months from if you like ragtag guys to political parties to organizations or professional groupings to try to be able to come together and then work with the military that aside the actual they themselves learning to play a process of having dialogue again as we were hearing from our correspondent here the morgan in khartoum there had been of a bit of a breakthrough when it comes to sorting out a transitional government $24.00. hours ago is in that they'd agreed the structure and it was still sticking points over the time frame and obviously that the vision of roles doing that how do you think those things are what do you think would have to be in place for the demonstrators still on the streets now to feel ok you know power has been transferred effectively we've won i think it's confidence after yesterday's a vote of confidence what happened again and go back to it hasn't really helped because the guys in their position they generally. a progressive about certain
12:09 am
elements in the military where the rotary guys who played a role in in places like darfur or south kordofan or ready indeed the guys who necessarily they think they're elements or bush or who have not moved on but they want to retain power confidence is key but as i say that much earlier it is the case that both sides nearly really really really have to make sure that they have to have a little bit of give and take this is a chain of writer and commentator an african affairs thank you until now russia's president has told the u.s. secretary of state that he senses president trump wants to repair relations between washington and moscow let him or putin's been holding talks with my thumb pale insult earlier pompei ahmed his russian counterpart sergey lavrov and said the u.s. does not seek war with iran step fasten is insult you for us. very rare but very important meetings here in sochi between my compare and the russian foreign minister and after that with vladimir putin basically the leaders now want to
12:10 am
improve the relationship which has been very bad between the united states and russia and one of the reasons that they can do this is because the report has basically officially cleared the collision allegations that were made between the campaign and the russian authorities put inside that that was an objective investigation and basically now it sort of clears the way to have an order changing situation between the 2 nations as he described it but then there's of course all these differences that the 2 superpowers still have they have different opinions on iran on afghanistan on syria and also on venezuela on iran had hoped the russian foreign minister that you could give him more guarantees on too profound a military operation in the gov region which couldn't get the united states want russia to stop supporting nicolas maduro in venezuela that also something that last
12:11 am
5 laugh of couldn't guarantee but then there were some baby steps some small progress on other issues like north korea where both nations the united states and russia support a dialogue with north korea also afghanistan there was some progress and most importantly on the arms race the arms control after the important intermediate nuclear forces treaty collapsed earlier this year there's only one significant nuclear treaty in place which is the new start treaty that will expire in 2021 well both nations now seem to agree to continue dialogue on having an extension or a possible different agreement on nuclear forces because they said despite their differences to super powers need to get along to have a better situation in the world. the united states military is investigating an
12:12 am
alleged attack for oil tankers off the coast of the united arab emirates it comes as iran's foreign minister said his country had anticipated an event that would escalate tension in the gulf region 4 ships were damaged on sunday and called an act of sabotage saying reports from tehran. in the immediate aftermath of a legit sabotage attacks on oil vessels at the foot jura port in the united arab emirates like other countries in the region iran was quick to condemn the incident demand an investigation and offer support on tuesday a carefully worded statement gave way to pointing fingers during talks in india iran's foreign minister left little room for doubt about who to iran considers responsible. we discussed regional issues and the policies of extremists inside the us administration and in the region who are trying to impose their policies we also discussed the concerns we have about suspicious. that

are happening in the region that we had earlier predicted that they would carry out such measures. in the region. zarif comments followed a report attributed to an unnamed member of an american military team sent to investigate the alleged explosions and. the initial u.s. assessment seems to say iran had a hand in the incident but no senior u.s. officials immediately backed up the report senior iranian parliamentarian say there still isn't enough information about what happened. to what happened at the pool to pajero is still vacant unclear but it seems there are some in the region that want to drag trump into a war we're dealing with the issue with a strong mind towards our historic responsibilities i think to talk about explosions in just a hasty scenario and itself as many shortcomings who have a stands behind this is pushing for a failed plan after
12:14 am
a closed session of parliament on tuesday morning another senior m.p. said israel may also be behind the alleged attack as a sort of false flag operation to turn up the heat on iran. neither side has offered any evidence of their claims and this is all happening as iran and the united states exchange strong words but prepare for a fight. earlier this month president hassan rouhani announced iran's plans to roll back cooperation of the 2050 nuclear deal as well as look at restarting enrichment activity at various nuclear sites his move came after the latest round of u.s. sanctions that targeted iranian nuclear activity allowed as part of the nuclear agreement itself to her on continues to call out to regional capitals to say that the united states is an outsider and that it is up to the countries in the middle east to maintain their own security and stability together while iran's neighbors seem reluctant to have more conflict in the region the power forward is still here
12:15 am
and tensions are still hot specially with more american military presence in the region same with ravi i'll just. sell ahead on the al-jazeera news hour we're going to look at how a severe drought in angola is impacting the country's most vulnerable people a 2nd successive night of curfew in sri lanka as worries grove more violence against muslims there and tiger woods is preparation for the 2nd major of the season or overshadowed by a wrongful death lawsuit will be here with more. but 1st saudi arabia says its main east to west oil pipeline has been bombed in a raid by aerial drones the who the rebels in yemen say that they were behind the attack one that the saudis are calling terrorism and an act of sabotage the drone say to oil pumping stations on the pipeline near riyadh
12:16 am
a 1000 kilometers north of yemen the pipeline is owned by the saudi oil giant aramco which says it's halted supply earlier i spoke to the military drone expert and u.s. army veteran bret's very covert i started by asking him who he thought was behind the attack. well barbara couldn't be more clear to me that the iranians are behind this and that they're sending a clear message in that they've basically asked their proxy group the who the rebels to step up attacks on saudi's energy infrastructure what we know from previous drone attacks from the who theses which we still at this point don't know the exact drone that was used in this attack but we can look at previous attacks where they have used basically a drone that the iranians built for them something that's known as a cost if $1.00 which they've used in at least 12 different attacks in yemen over the course of the last few years and this is a drone that has the capability of flying about 100 kilometers of range can fly up to about 200 kilometers as well but the iranians have built this drone specifically
12:17 am
for who the rebels to use not necessarily for surveillance but specifically for weaponization and that's in my opinion what's happened here is that they've asked them to step up their attacks specifically on saudi's energy infrastructure but they drilled say these 2 oil pumping stations are in need of rehab and which are a 1000 kilometers north of yemen so that's quite a remarkable this then south surprised are you that a drone what was able to reach if it came from that come from yemen. well i'm not necessarily saying it came from yemen i believe that the who these were involved in so you're absolutely right i mean this is a significant distance that there's no there's no doubt about it i mean just the location that the that these oil pumping stations were at indicates a different level of sophistication than i've seen before from from who's the rebels which means they either had to be inside saudi territory to be able to conduct this attack or they have just stepped up their game significantly because just the geographic location of these pumping stations normally is seen as
12:18 am
a highly secure location and so that's why i think we've really escalated tensions here and potentially are seeing a new type of weapon system that we've never seen before from the who these but we know for sure that they've been conducting attacks you know via drone at the request of the iranians for years now drones all over the world have become just a lot more accessible their use a lot more privilege fake how would you say that the use of drones as a weapon has changed and potentially could keep on changing. oh barbara this the truth is that the weaponization of drones is no longer reserved for superpowers that can afford the heavy price tag i mean any child or even terrorist group or criminal organization that has the ability to get their hands on explosives can simply buy a drone online and weaponize it and send it into its target that's the sad reality of it these days is that the cheap readily availability of these parts can be used to conduct target strikes against targets like we've never seen before in our
12:19 am
history i mean typically you know we see big nation states using these type of devices but recently we've seen this technology a lot more prolific especially within the middle east region and we're going to only see see more of this because the fact is that this weaponization is just going to continue but again this level of sophistication is not necessarily something that i believe is off the shelf they needed the rebel rebels in this particular case they would have had needed a state sponsor to help out with this because this technology is something that is a bit more readily developed and that wouldn't have been able to be quite off the shelf but no doubt we're going to see more of this from other terrorist groups that want to replicate something at this nature. when will the united nations says the who the withdrawal from 3 major ports same yemen is being carried out quote partly as agreed the redeployment of fighters began on saturday as part of a u.n. brokered deal the current with role in her day is part of what's known as phase one
12:20 am
the ongoing peace efforts to end the 4 year civil war brokered the talks are currently taking place in jordan between the rebels and drivable government parties . venezuela's supreme court has called for 4 more opposition m.p.'s to be stripped of immunity so that they can be tried for treason lisa also locked down the national assembly in the capital caracas just minutes before the opposition leader one widow was set to leave a session officers cordoned off the building and several surrounding blocks i. reports of a suspicious package a national assembly is opposition controlled and has been marginalized by president nicolas maduro his government and this comes as the human rights group amnesty international says the venezuela's government is responsible for crimes against humanity and wants the international criminal court to investigate their new report says a systematic policy of repression was used by security forces during 4 days of protests against president maduro in january in which at least 47 people were killed amnesty
12:21 am
says maduro has a history of executions of arrests and excessive force against his opponents. well let's in america this is the same human joins us live on the phone and now from the capital caracas and lucy anderson the one going though has just been speaking of course couldn't speak at the assembly while he was on lockdown what's he have to say. i know barbara guess he just finished speaking of just a few minutes ago we had a lot to say among other things that the government would not get its way so even if it continued to opposition deputies of their immunity in fact the government controlled constituent assembly just a short while ago confirmed that it was the request of the supreme court and did effectively take away that immunity and make 14 opposition get 5 of them.
12:22 am
into inner circle but he says none of that will work and that they will again attempt to meet at the natural assembly how it's on wednesday. but it will be up to the government department want to continue to use your question he also said and this is very significant that on monday he is the man he doesn't need it as is embassador to washington who will be meeting with members of the u.s. southern command in washington that is the southern command the military limitation in charge of the southern hemisphere. has asked for help from the international community including the military community for progress and we'll see if this also comes as the human rights group amnesty international has issued a report where they accuse the government of systematic proces of repression what kind of repercussions could this from one of the accusations within it have within venezuela. i barbara i don't think it will have much of the repercussions it just confirms what the homes have been saying for years now and of course some of the
12:23 am
supporters will say as they have been saying for a long long time now that this is all rather should small crew and it's part of an international club against the government here led by the united states and the cia so it's going to have i think much more of an impact abroad than inside the country what is interesting though is that as all this is happening there somebody will be hard at this hour barbara we've just gotten confirmation that tomorrow this went members of the 28 member contact group that's in european union mexico. will be coming here to meet with the government of the opposition to contact has been trying unsuccessfully and so now to find some kind of a good treated settlement to this conflict and why dawn skirted around the question when i asked him whether he thought that this could be a solution he did confirm that there will be meetings taking place on thursday here in gaza barbara
