there's no one way of telling. keeping this right and to be honest. it's great to know the person for. iran's president accuses the us administration of having novice politicians with naive ideas that rejecting any talks for now. this is al-jazeera. also coming up the british prime minister makes a final bid to get m.p.'s to back her break that deal allowing for the possibility of a 2nd referendum. there has already been too much death and destruction libya
8:01 pm
is on the verge of a warning by the u.n. that libya could be descending into a prolonged civil war. but u.n. says most people who have fled venezuela need refugee protection and governments not to deport them. to iran's president hassan rouhani has called the u.s. administration novice politicians with naive ideas as the latest salvo in a war of words between the 2 countries earlier rouhani said he favors diplomacy with washington but the current situation isn't suitable for talks the u.s. says it strengthening its military presence in the region because of unspecified threats from iran but on monday iran announced it's quadrupled its production of low enriched uranium well we have correspondents both in iran and the u.s. keeping track of the story will go to be in tehran in a moment but 1st let's talk to kimberly halkett in washington d.c.
8:02 pm
can be so how much skepticism is there in congress regarding iran and any potential threat as the white house is giving. there's enormous skepticism about the intelligence and the threat has been portrayed by the trumpet ministration particularly in the lower chamber of the house of representatives controlled by democrats essentially the opposition of the republican party to donald trump they're holding sort of a secondary briefing to try and get sort of a 2nd opinion by talking to the former cia director john brennan and even former state department officials like wendy sherman but there are some primary briefings that are taking place that the administration has finally put together because members of congress have been saying we're in the dark here we need more information so we know that the u.s. secretary of state will be briefing not only the house of representatives but also the u.s. senate and that will be accompanied by
8:03 pm
a briefing that will include the joint the chair of the joint chiefs of staff and even the acting defense secretary patrick shanahan. when they comes to the statements coming from the acting defense secretary they seem to be quite different than some of the rhetoric that we've been hearing from donald trump and recent days well donald trump is certainly sort of heightened tensions escalation with his words threatening a wrong with this official and as he did on sunday into monday on social media this is a much more subdued statement coming from the acting defense secretary says the potential for attacks on americans has been put on hold there haven't been any attacks on americans now that doesn't mean the threat goes away but a response has given the iranians time to recalculate so certainly he will be part of these briefings and this is certainly something that many on capitol hill may be wishing to hear as they continue to sort of weigh the options in terms of the threat and the u.s. response moving forward because of iran so it can really can the white house allow the u.s. to go to war with iran without the commission of congress. well congress says no
8:04 pm
and the law is very clear that they're co-equal branches of government the congress must authorize for the united states go to war but there is this concern by some members on capitol hill that what this white house is doing is crafting an argument under the authorization for the use of military force that's something that was put in place to combat following the september 11th attacks in 2001 that allows the administration defend u.s. interests and personnel from attacks from al qaeda but the argument from the u.s. secretary of state in recent weeks has been that there is a link between al qaeda and iran since the argument the u.s. is making is that it transited through iran but not everyone in capitol hill is buying that in fact the house speaker nancy pelosi has been very clear she says that if this is the argument that the administration is trying to make it's not one that the congress members at least in the lower chamber house of representatives are willing to accept that committee thank you very much let's cross over now
8:05 pm
design bus robbie's line for us in tehran in the iranian president hassan rouhani was talking earlier about the crisis what would he have to say. well iran's president is on a tour of iran's western us or by john province has an rouhani there to inaugurated a number of infrastructure projects including a dam and he characterized these as a decisive response to the white house to the united states basically saying that what he is doing today by inaugurating these large scale domestic development projects is illustrating to the united states that the that despite the economic pressure that the united states is placing on iran iran is still able to move forward with its development agenda at least on the domestic front he also said that the pressure campaign that the united states had embroiled iran in is designed to try to force iran to react in a bad way somehow perhaps leaving the nuclear deal which president hassan rouhani
8:06 pm
said he is not going to do that iran remains committed to its commitments and he will stay in the nuclear deal but he also said that it is not up to the government alone to resist the united states he called on iranian people by saying that it was up to them to have more willpower in the face of their enemy and same what about ordinary iranians on the street and how worried are they about all this talk of war with iranians we've spoken to in the past few weeks say that yes they are concerned that a war with the united states is an existential threat for them but a more immediate problem they're facing is they're devolving currency the iranian ryall has lost much of its value of household goods food things like that have gotten more expensive so the message from iranians is while they are worried about the ratcheting up of tensions with the united states what they're more concerned about is u.s. sanctions that are slowly eating away at iran's economy.
8:07 pm
in iran ramadan is usually a time of spiritual reflection charity and family but for a 2nd here in a row as iranians began a month of fasting there was escalating pressure from the united states. every day they face angry exchanges with american leaders a buildup of u.s. forces on their doorstep warnings to commercial flights in or near iranian airspace and threats from arab neighbors saudi arabia the u.a.e. and bahrain all that on top of an economy in free fall on the day it's one of these guys that's it will trump or america can't do anything iran is not iraq even though they are strong iran's armed forces will stand against them that's going to get more dire than is on them or we think military is as strong as past but it isn't we should never face america directly i'm afraid because we keep saying they can't do anything they finally well and the siege of the islamic revolutionary guard corps
8:08 pm
that took to the streets in the revolution and changed everything something iranian people speratus to that level but it isn't. a u.s. carrier strike group deployed close by in the arabian sea was for some a chance for a little levity a widely shared post has the abraham lincoln up for sale on a website for used goods. but for many talk of war is a real concern that some hope can be resolved through dialogue because one of my giving in the 2nd edition i mean i think if they enter into talks it would be better because this is the 21st century and we should avoid war now is the time for dialogue jank even as it is also about a war in my opinion is not good for us now negotiation is the best our government could overlook some issues if this pressure could be reduced speaking to a group of young artists iranian president hassan rouhani said he always remains open to the idea of dialogue. not with us bullies even if it means taking on the
8:09 pm
world alone. iranians too young to remember when their country last fought a war say fighting america seems unreal. yet many say they have more faith in the country's strategic defenses than its economy in the past year the prices of fast moving consumer goods like food and household items have all gone even read a staple of the iranian diet that has been price controlled for decades is more expensive now and in some places the price of a piece of bread has tripled whether they have known war or not a few here are keen to rush into battle with the united states in a meeting of the to her own city council this week. the son of a founding father of the islamic republic warned that dissatisfaction at the possibility of unrest over high prices is iran's biggest immediate threat more so than another american war in the middle east. right. now the british

prime minister to resign may have been presenting her latest attempt to get the u.k. parliament to agree a deal on briggs it includes the possibility of a 2nd referendum and has been in lawrence lee who joins us live now from london and so what more as tourism i've been saying and what is it all mean. not just the latest attempt very last and final exams one last chance so she put herself weeks and weeks of talks with the opposition to try to find a deal got to absolutely nowhere and so here she is presenting what she says is a listening. reflection if you like of all the different concerns across parliaments in the hardliners on one side who want to make sure the u.k. leaves and the soft remains on the other side it was leave it all and she's saying that her last throw of the dice is the withdrawal bill that contains all of them and in particular and the only new base since most of it was was what was really hates. did promise that if the bill passes that m.p.'s would have
8:11 pm
a vote on whether to have a 2nd referendum and ask the public if they agree with her or withdrawal bill or whether she don't this is how she framed herself the government will therefore include in the withdrawal agreement bill at introduction a requirement to vote on whether to hold a 2nd referendum and this must take place before the withdraw agreement can be ratified and if the house of commons were to vote for a referendum it would be requiring the government to make provisions for such a referendum including legislation if it wanted to ratify the withdrawal agreement so that those m.p.'s who want a 2nd referendum to confirm the deal you need a deal and therefore withdraw agreement bill to make it happen so let it have its 2nd reading and then make your case to parliament well for all her attempts to try to persuade everybody across parliament to back the whole thing's gone down already like a complete lead balloon the hardliners in her own party regard the idea of
8:12 pm
a 2nd referendum as a form of betrayal of bracks and even those who said the that she supported the last time of so that they will vote against its labor m.p.'s meanwhile who support a 2nd referendum are saying that she can't make that sort of promise because she's resigning anyway and if she gets a withdrawal bill through and then says his you vote 2nd referendum by that stage that a hard liner might to replace who could read the entire thing up so they're saying they're not going to support it either so that is to reason may's last roll of the dice it looks like a complete duds and frankly down at this point it would be unsurprising to me if she didn't even try to get it through parliament because it looks like it's completely dead in the water and if that happens that it just would lead immediately to her resignation and the conservative party leadership race which will dominate the summer all right lawrence thank you. now the united nations security council has been warned that libya is on the verge of descending into
8:13 pm
a prolonged civil war a un special envoy for libya may brief members in new york his assessment follows 7 weeks of fighting for control of tripoli by fighters loyal to the warlord and he for half a tough diplomatic editor james bays has more now from the united nations. the u.n. special representative was briefing the security council on what has been a difficult and destabilizing time for libya he took the council back to the beginning of april he said it was a time of positive thinking about the political process of economic improvement in the country but all of that changed when general have launched his offensive on tripoli while the u.n. secretary general antonio good terrace was visiting the country he gave his assessment of the situation in the country now 48 days into the attack on tripoli by dinner have to its forces there has already been too much death and destruction libya is on the verge of descending into

parliament to agree a deal on drugs that includes the possibility of a 2nd referendum. on the un special envoy for libya as one of the countries on the verge of descending into a prolonged civil war which could lead to its permanent division us on solemn days warning came at the u.n. security council briefing moments ago. the u.n. says most of the people who have fled venezuela's political and economic crisis are in need of refugee protection and is urging governments not to deport them 3000000 the death the country since 2015 as the economy crumbled a power struggle is continuing between president maduro and the. only that one glider the un's refugee agency says between 3 and 5000 venezuelans are still leaving every day less than half a 1000000 have sought formal asylum mostly in other latin american countries while lyster a cell as a spokesperson for u.n.h.c.r. she says for many venezuelans the decision to leave is agonizing. venezuelans in many cases are unable to go back home they're suffering from the point of view of

persecution but also deterioration in the conditions inside the country one example is a father who spoke to u.n. refugee colleagues who said that he decided to take his family to brazil after 3 of his relatives including his 9 month old daughter died and he put it quite bluntly he said we either leave or we die we totally understand that the scale of the numbers of venezuelans arriving in countries is challenging and it is complex we recognize that and we recognize that the countries of latin america in the caribbean have made efforts to host venezuelans in some cases they have offered them temporary visas or work arrangements to enable them to stay but what we are saying is that given that the infrastructure in their silence systems may be overwhelmed it really is important for the governments to focus on giving venezuelans international refugee protection and it may be very difficult maybe impractical to do individual determinations so in that case we are advising that
