a cease fire as you say so where does this leave mark rolls mediation efforts going forward. well the official french position is still that france backs the u.n. peace process he wants to see peace and stability in libya but you know over the past few years experts on this political insiders in both libya france and and in europe have often said that so france is backing renegade commander have to now they say that france is even supplied weapons don't have to despite a un's our u.n. arms and embargo to libya so that puts france in a very difficult position what france says to explain this is they say that yes they have provided have to the certain amount of what they call technical or logistical support or they say that is because he is a very useful ally for them in eastern libya in fighting armed groups including i

there we're still but there's really stubborn showers every pulse of the middle east at the moment this is the time of year where normally things would be coming down and the weather would just be quiet help but we've still got plenty of showers over possibly iran and there's a stretching through parts of afghanistan as well they'll still be there as we head through the next few days mostly over parts of afghanistan stretching their way northward into parts of kazakstan that's where they'll stay as we head through friday the behind it doesn't like it will be drawing up a little bit and getting hotter so to iran we'll get to 30 degrees and hot in baghdad about 42 but parts of turkey there is still quite unsettled hair another weather system is making its way into the northwest giving us some heavy downpours for me arabian peninsula there's been a lot of cloud recently with that so now sinking towards the south you can see it here it could give us one or 2 showers around parts of the u.a.e. may begin to oman but i think most of them will be over parts of yemen and that area of cloud thins and works its way south was still as we head through friday that means here in doha it's just going to get off again with a top temperature. of around $39.00 and they further towards the south and we've

president has hit back at those claims saying he won't work with democrats due to their phony investigations. i just saw that nancy pelosi just before a meeting made a statement that we believe that the president of the united states is engaged in a cover up well it turns out i'm the most and i think most of you would agree to this i'm the most transparent president probably in the history of this country instead of walking it in happily into a meeting i walk in to look at people that i just said that i was doing a cover of i don't do cover ups you people know that probably better than anybody well the democrats who control the house are trying to investigate trump over his stonewalling of the russian probe and also his personal finances let's bring in kyron higgins he's a former prosecutor he's also a professor at the cardozo school of law and joins us live from new york let's talk 1st about the former white house counsel don mcgann and he's no show in front of
3:20 am
congress i mean the white house says he has absolute immunity but the house committee doesn't see it that way so how robust is the white house's legal argument . the white house his argument is completely nonsense they. just as a general point the duty to respond to a subpoena as been described for over 400 years is just absolute and so the white house is on very thin ice here in all respects donegan was not only a witness to acts of obstruction in the white house he was actually ordered by donald trump to fire robert muller and then when that became public he was ordered to falsify white house records to show that that had never happened so don mcgann is critical to congress's investigations. and the white house is claiming absolute immunity but it's perfectly clear that there is no such thing as absolute
3:21 am
immunity richard nixon tried to assert absolute immunity regarding the white house tapes the supreme court says there was no such thing 2008 george w. bush's white house counsel harriet miers holding the same position as mcgann asserted absolute immunity to a congressional subpoena and that was denied by the supreme court but a lower federal court and a well it's respected opinion on what about the subpoena for donald trump's personal tax records i mean the treasury secretary seems to be steering clear of this one but what's stopping the i.r.s. some turning over those tax records. well the treasury secretary is stopping the i.r.s. from turning over those tax records and continues to say that it's a constitutional question that has to be decided by the courts and 1st it's not a constitutional question it's a statutory question and the statute statute is absolutely clear that the records
3:22 am
must be turned over and then the courts won't step in when a statutory question is perfectly clear which this one is so the treasury department the i.r.s. should simply comply with that you know unconditional duty and what about the court order directing trump accountants to comply with congressional subpoenas i mean is there any kind of executive privilege that would allow trump in his accountants not so comply. there would be no executive privilege here executive privilege discussion. rather protects direct communications and deliberations in his financial records just don't fall under the heading of executive privilege at all the issue there was whether congress had a legitimate legislative purpose and the court said in line with well established precedent that virtually any thing that can be subject to legislation
3:23 am
is subject to a valid subpoena and so since there is ample legislative purpose for those records that subpoena has to be complied with i'm just let me get a final thought from you what's the bigger picture here kiran and could we see judges appointed by trump not follow the law and where does this lead attorney general william bomb on his refusal to appear on capitol hill. well attorney general barr is eventually going to have to appear again he's got to produce the full report that congress has an absolute right to that again be simply because it's the subject of a subpoena and congress has a legislative a legitimate purpose as far as judges denying the subpoenas it's going to have to go through several federal courts the recent appointees by the trump administration some of which are unqualified according to the a.b.a.

generally it here to an ideology of very strong presidential power especially these of a congress and it's possible that not as partisans but under the influence of this ideology that they would deny congress right to have this information karen higgins thank you very much indeed for your insight thank you. the politicians in the us are debating a bill which could provide citizenship to more than 2000000 so-called dreamers who were illegally brought into the country as mine is the house judiciary committee are voting on the legislation meant to protect undocumented children who've been living in the u.s. for a year is president trump has tried to cancel the program schuman the dream of some deportation these attempts have been shot down by the courts meanwhile questions are being asked about the safety of new young migrants 5 young people have died in detention centers along the southern border in the last 6 months the latest is a 16 year old who was found dead on monday after

with a harsh and uncaring ethos of also joins us live now from new york a professional some thank you so much for joining us here on out it makes for very disturbing reading some of the parts of your report you say the poorest people in the u.k. face lives that are solitary poor nasty brutish and short and of course we should remind our international audience you know we're talking about the 5th biggest economy in the world what was it in your research that led you to these conclusions . well my. research my analysis is based on not just the many interviews that i undertook both before going to the u.k. and when i was there but also on a whole slew of reports that have been produced by think tanks and civil society groups respected economic groups and so on in the u.k.

what they point to is 14000000 people living in poverty in the united kingdom a staggering prediction which everyone seems to accept that something like 40 percent of these children will live in poverty within a couple of years rising rates of homelessness. food bank usage through the roof. increasing concern about suicides even lower life expectancy in some areas so overall while the economy is thriving in the united kingdom what we see is a social situation which is not just neglected but is essentially being allowed to slide pretty dramatically in 2 major difficulties and you seem to lay the blame squarely at the door of the conservative party and their welfare policies. well this

is almost a test tube situation as i see it. there was a recession as we well know defected all countries back in 20072008 after that the british economy had a significant deficit as did many other countries. the coalition government that was elected in 2010 announced a new policy of austerity the chancellor at the time george osborne announced that it would bring in radical changes and indeed it has its revolutionize the whole approach to welfare in the u.k. the country that gave us the beverage plan immediately after world war 2 suddenly moved to a system where benefits were much harder to get the emphasis was on getting into employment which was a very good thing and has been very successful but the various benefits have

been eliminated they've been combined into something called universal credit which has had very significant problems 1700000 people will be left over a 1000 pounds worse off as a result of moving into universal credit the. funding for local councils has been cut in some cases up to 50 percent and they were the ones who used to provide the emergency protection for people who were really poor and couldn't cope they can no longer do any of that and certainly were running as an irregular interrupting i just want to get i just want to get the government's point of view here because they're going to be doing lodging a complaint with the un and the rudd the work and pensions secretary effectively says that he doesn't think you did enough research and that you were politically biased they also point to record lows of absolute poverty in the u.k.
