and that's we have to address the key trigger of the problem which is this new presidential system which is unique to turkey our institutions are now paralyzed we need to rebuild a system by introducing a rule based system in line with universal law separation of powers checks and balances otherwise i believe the current system will serve terminate you know it was. worth. losing there's a deal to be done between the united states and turkey an anchor as decision to buy the russian s $400.00 inside and system. are very chill indices are it me i don't see myself eligible to talk assertive in foreign politics but what i understand so far as 400 missiles did not comply with the pact turkey is in as 100 software detects nato defense systems as hostile or enemy so now they are discussing ways to adjust this is a diplomatic a military topic when our government says it is a done deal the turkish lira loses value when they say there may be another
7:33 am
solution the lira gains back value to this topic oppresses the lira like when turkey arrested american pasta n.-g. bronson. if they want to do a favor to the turkish businessmen and industry they need to sort this problem out one way or another so the business men are able to see ahead and take risks they run the a.m.r. economy. if so what can do that to turkey or russia relations. understand the situation i believe the government is caught in the middle of 2 powers they are not as comfortable as they are seen from outside the rosier. that's why even if russia gets its money in the event that turkey doesn't install the s for hundreds to the bitter end russians would use the leverage it has that fits in the national interest turkey market harmed them some us former governor of turkey's central bank thank you very much for your time this is my vision i think you.

the traits bad between the united states and china has been rumbling on for almost a year now the us hike existing tariffs on $200000000000.00 of chinese goods to 25 percent in may china has retaliated as talks to end the trade war of stuart but economists have been running the numbers to see what this all means according to bloomberg if the united states slaps tariffs on china's remaining $300000000000.00 in exports it could cost the global economy $600000000000.00 a year by 2021 the new york federal reserve bank estimates the newest round of tariffs could cost american households $831.00 a year added s. and nike were among $173.00 u.s. footwear makers who warned consumers would pick up the cost of tariffs which could be $7000000000.00 annually the investment bank nomura expects inflation in the u.s. to rise by 0.5 percentage points over the next 12 months. apple c.e.o.
7:35 am
tim cook recently estimated that if i phones were made in the u.s. from start to finish they would cost consumers up to $100000.00 that's partly due to higher labor costs but also a shortage of manufacturing expertise and infrastructure well reynolds went to find out more. we have right now the number one and 2 and 3 m. for up to 9 bethany to leave isaac lair in those toys he's the c.e.o. of m.g.a. entertainment one of the most successful toy makers in the u.s. now which of these toys here on the wall are made in the united states none of them were made and you know none of the nano if you make the beef 23rd for 14 you know it's called a lower growth the number one thing to you know america if you made the from the u.s. because you would pay $40.00 for they will buy it for $40.00 for the kids would not
7:36 am
have beef toys you can possible to make a log of to leave and be you would think as the u.s. china trade war heats up president donald trump gives companies some simple advice last september he tweeted make your products in the united states instead of china start building new plants now exciting but trade experts say trying to replace china's factories isn't an exciting idea it's a bad one we have so many strengths that we should be working with rather than trying to duplicate the industry of. the past today's us economy is based on providing services and ideas not heavy industry and china's advantage isn't just in lower labor costs from toys to television sets to technology the u.s.
7:37 am
simply lacks the manufacturing infrastructure and expertise to produce many of the items which are now made in china c.e.o. isaac larry and gives one example i've been doing 2 for 40 years. hair grooming and the tool ease and hair routine even the skid can not have been here is the shortage of expertise do you want to wait for 30 years 40 years for america to become the biggest dollar manufacturing you would say in the world in philly it's silly but there are hundreds of highly paid workers at larry and company headquarters the design the creativity is coming out of their brain and they are paid a lot more for that the moral of the story of toys tariffs and trade is that the u.s. economy runs uncreative brainpower not industrial brawn rob reynolds al-jazeera chatsworth california

7:41 am
and about $1800000.00 people in need according to the united nations mozambique needs $3200000000.00 for post cycle reconstruction the international monetary fund says growth could slow it turn least 1.8 percent from losses to agriculture transport and communications food shortages in barrow one of the hardest hit cities and surrounding areas could push prices up. mozambique's port of barrier is an important hub for the country as well as for neighboring malawi and zimbabwe but it's not running right now and according to the finance rinna street most homes hospitals and schools and suffered large scale to struction a debt crisis has complicated mozambique's finances in 2016 it admitted to $1400000000.00 in undisclosed funding that prompted the i.m.f. to cut off support triggering a currency collapse and debt default it has little hope of repaying the debt in
7:42 am
2017 the debt to g.d.p. ratio was 112 percent by 2022 the i.m.f. for costs that it could climb to over 130 percent but the country is resource rich the come the next liquefied natural gas powerhouse by 2025 mozambique is on track to invest $128000000000.00 but it will still be many years before it gets over its debt crisis and begins to reap the benefits of the gas. joining me now from london is aneesh capacity a managing director of a cap energy thanks very much for being with us so in asia let's start with the debt crisis there are a number of pending cases plea bargains and so on and i guess what people in mozambique really want to know is are they going to see any of this money or the e.u. going to split it into a couple of different different branches you've got some of that that with that was clearly fortunately issued and then you've got the more conventional your obama's
7:43 am
that were issued as well i think in terms of that fortunately issue there there there is a good chance that mozambique may be able to get that written off given the issues with. the behind that there in terms of the euro bond issue i think it makes sense for the mozambique government to come to some kind of an agreement with the the the debt holders to move forward because i think the the main thing is is that mozambique needs to be in a position where it can raise further debt going forward to really benefit from the huge potential of the l n g projects in the country and the former finance minister was arrested in south africa looks at this point like he'll be extradited to mozambique but the u.s. has also asked for him to be extradited because they want to see him in a american courtroom what do you how do you spect that to play out. think it's it's
7:44 am
an interesting situation you know clearly there's different number of different actors that been a fall in this situation and i think finally some of them are being brought in for questioning and hopefully they'll be some justice out for for the mozambique people give given the the scale and the size of the of the fraud over here there's going to be a number of different. different parties involved and i think it's just going to be a matter of time in terms of who gets called for this. and what was actually happens to them and the more importantly is the mozambican the people is. being able to move forward being able to get some of that cash back and focus on the huge growth outlook for the country and as far as their ambitions for liquid natural gas to get to get to that point. where they would be in able
7:45 am
to enjoy the win for that they would need to demarcus to raise money and with their debt likely to hit 130 percent of g.d.p. who's going to be willing to loan the money so i think there's 2 different levels where you're going to see that that coming in you've got debt that's going to be coming in another project level. if you think about these projects they're huge projects almost. hard to comprehend how large so you're looking at a $50000000000.00 investment for the various elegy projects that should be going going ahead by the end of this year. out of say around $30000000000.00 will be funded through there will be up to largely the project participants to raise that there and they'll pledge some of their assets and the l. and g. assets against that. no doubt with the government in that the full situation even
7:46 am
for those companies to raise their is going to be more difficult. on top of that the government isn't going to be seeing a lot of the revenues from these projects until the late 2020 s. that's when it really picks up the reason for that is all the spend that has gone in already over $10000000000.00 and the future spend that's going to go in the companies are going to need to recoup recoup most of that before the government starts getting paid out so in order for some of this cash to flow back to the people the government needs to be able to borrow some money to in essence. bring some money in it's going to earn in the future in 10152020 years time but obviously it's not the fault of the creditors they want to see this money back what was a compromise can they offer in terms in terms of the euro bond this is clearly not not the fault of the creditors. i think it makes sense for. mozambique
7:47 am
to for the government to. give a little over here because the size of the size of the prize in the future you're talking about tens of billions of dollars of revenue. that there's this huge potential there relative to the current size of the loans that they're in the fall and he's capacity and good to talk to you thank you and that is our show for this week remember you can get in touch with us by tweeting me at has and do use that a.d.c. t.c. when you do or drops an e-mail account in a cast that al-jazeera dot net is our address there's more for you on line as always at al-jazeera dot com slash c.t.c. there are taken straight to our page which has individual reports links and entire episodes for you to catch up on. so that is it for this edition of counting the cost and has a secret for the whole team here thanks for joining us the news on al-jazeera is next.

calorie i'm the star theater and this is the news hour live from doha coming up in the next 60 minutes at least 11 people dead and 6 injured in a shooting in virginia and the united states. warnings of economic risks and a possible legal challenge to president donald trump plans for tariffs on mexico. the top u.s. envoy visits germany with differences on iran and china clear at the start of his european tour. an a m e t u r. and then each way tie means a record number of winners leaving some without while at the end of the u.s. telling competition to children. we start this hour with breaking news police in the united states state of it of
7:50 am
the genea say 11 people have been killed in a shooting in the town of virginia beach it happened at a municipal center shortly after 4 pm on friday local time the suspect is also dead police say they believe there was only one shooter. right now i can tell you we have multiple casualties and multiple fatalities. we have 11 deceased victims. there at the scene we had 6 more victims who were transported to area hospitals i do not have the condition of those victims at this particular time i can tell you that one of the individuals shot by the suspect is a region of each police officer. and he was saved by his vest. that speak to an official who's in washington d.c. allan what do we know at this stage. well obviously the details are just coming out the shooting started sometime after 4 o'clock in the municipal building complex in
7:51 am
virginia beach which is about a 3 and a half drive from washington d.c. if you head south the municipal complex of normally around 25 buildings this was in the public works building what we do know is that the pass that started shooting was a current employees started moving from floor to floor people were to take cover many people huddled under desks but at the end of it we are told that the shooter is no dead after police originally saying he'd been taken into custody they have no confirm that there are at least 11 dead clearly police are still on the scene there moving through the scene of the shooting there moving through the building where that happened 6 people were taken to hospital one of them as you haired was a police officer who was short and though there is some speculation that the shooter did not have an exit plan which suggests that he may well have gone on to commit further murders if he hadn't been stopped by the police that sent lee seems that that has what's happened either he has been confronted by them or short by
7:52 am
them but all of this all relatively new as we start to sift through the details for ginia beach is a as you would expect from the name a holiday resort it's a place where people sometimes from washington and across virginia which head for the weekend somewhere they would go on a friday night to relax to enjoy themselves to perhaps spend the weekend by the ocean and clearly this place will be shocked by what has happened just in the last few hours how does there is alan fischer they have got update from washington d.c. we'll be bringing you more on that story as we get it thank you allan. well mexico's foreign minister says he'll be holding talks in washington on wednesday over the u.s. tariffs set to be imposed on all mexican goods present donald trump's threat is simple either mexico stop the flow of illegal immigrants crossing america's southern border or face trade taxes which could climb to 25 percent the tariffs are already facing opposition from politicians on both sides of the border and affected
7:53 am
u.s. businesses like the auto industry some of the most popular vehicles sold in the u.s. are made in mexico there are concerns the move could jeopardize free trade talks between mexico the u.s. and canada but despite this trump has reiterated his plan to reach to impose the 1st wave of duties by the 10th of june let's cross now to mexico city. is live for us and many what sort of reaction since we've been hearing from officials there in mexico the reaction here in mexico has been quite measured from the moment the president trump initially made that statement made those threats rather to impose tariffs on mexico if mexico is unable to stem the flow of migrants coming into the united states mainly the dialog that we've been hearing from both world leaders has been through social media of course we did hear from the mexican president during his morning press conference earlier on friday let's take a listen. and. i believe this measure will be further analyzed by the united
7:54 am
states government i believe that president trump will understand that this is not the way to solve things i think that there will be a correction if not right away at some point because these measures are neither in the interest of mexicans nor united states citizen wastes money president trump is saying that mexico isn't doing enough on the topic of immigration enforcement how true is that. it's interesting that we would hear this sort of rhetoric from president from about mexico given that if you look at mexico's borders on the north of mexico's taken in asylum seekers at the request of the united states this is a process that in the past would have individuals waiting for their asylum processes the resign claims in the united states they would be able to remain in the united states while these cases were being process this is no longer the case and mexico is taking in dozens of individuals at the behest of of the united states
7:55 am
if you look at the southern border of mexico the border with guatemala where in the past mexico would be providing assistance to migrants from central america coming through into the country providing humanitarian visas so that they would be able to work here that's no longer the case for seeing a more heavy handed approach a sort of crackdown on what we would be referring to as the caravans those large groups of people coming in from central america and in nowhere in this conversation of of tariffs on against mexico over over 5 percent to 25 percent tariffs over the course of the next few months is there any conversation about the roots of why these people are migrating in the 1st place why they're fleeing countries like honduras or el salvador or guatemala and to some extent you get out of well where there's a political crisis unfolding there as well these people are fleeing violence their plea feel fleeing extreme poverty political instability and it's unclear how terrible how slamming tariffs on mexico is going to have people make people not
7:56 am
want to flee countries in central america and it's also to some extent counterintuitive counterproductive at the moment to see why the united states or the trumpet ministration would be talking about tariffs when both the united states and mexico as well as canada are on the verge of signing a trilateral trade deal it was would be almost inappropriate to think that that a trade war happened right before a trade deal is to be signed by now about half for us in mexico thank. well u.s. house speaker nancy pelosi has blasted trump over his decision accusing him of sowing chaos over the border and asking him to work with congress on immigration reform but white house advisor kellyanne conway criticized congress for its failure to act and called on u.s. businesses to step up the pressure on mexico or other administrations relating here in fact had policies that encouraged if not compelled our auto manufacturers to
7:57 am
move much of their production out of the u.s. into other countries including mexico but what i would tell them is if they are dealing with mexico if they have such great relations with mexico then join with the united states government join with our our white house our president was saying mexico needs to do more when it comes to stopping the flow over the southern border they can help us with the northern triangle countries they can help with the remaining mexico policy they can help with asylum as can congress before you buy here i said what i'll repeat which is that mexico has not done enough and congress has done even less than that we need their help. well there's plenty more ahead for you on this news out including. rallies in iran and across the wilds in support of the palestinian people to mark to respond. to don's fragile revolution as protests continue concern grows over the media suppression. and the raptors take a major step in making basketball history action from the n.b.a.
7:58 am
finals in force. the u.s. secretary of state's mike has been in switzerland and germany to push washington's policy against iran there a shop decisions start shop divisions not least over the 2015 nuclear agreement backed by the e.u. which the u.s. pulled out of last year and as dominant came reports from berlin mike pompei also sounded a warning over doing business with chinese tech giant while way. it was a meeting of strategic allies in berlin a chance for a show of unity at least in public and an opportunity to concentrate on apparently shared policy objectives notably iran but on many people's minds was the dispute between the u.s. and germany over the nuclear deal agreed with the iranians in 2015 but rejected by president donald trump in 28. also when will the world is in great restlessness
7:59 am
especially the issue of iran and how we prevent the country coming into ownership of nuclear weapons also how we prevent other aggressive actions from iraq to win this and yet germany has joined forces with britain and france russia through all possible to help keep iran within the terms of the 2015 deal setting up a financial transactions channel called instead acts designed to help iran legally get around u.s. sanctions something that has angered u.s. officials to the point some commentators believe it explains why mike pump aopa spurned an earlier planned visit to berlin another contentious area for the 2 countries is the increasing influence of china in the world recently the u.s. government officially deemed the chinese tech giant weiwei to be a risk to its national security alongside the german foreign minister mike pompei. explain what why where there is american information on their systems or where
8:00 am
colocated where their systems are the rest that we have to change our behavior in a lot of the fact that we can't permit private citizen data from the united states or gashes security data from the united states to go across networks that we don't have companies that we don't view as trusted networks that's how we're thinking about that it's a warning to the several e.u. countries considering allowing huawei greater access to their telecommunications networks ministers in berlin say sales of 5 g. operating licenses here will not be allowed with companies which don't meet german security requirements for the merkel government this is a sensitive issue particularly given china's status as germany's leading trade partner by chance the chinese vice president was also visiting berlin on friday next in line to meet merkel after pompei i had left there was no comment for the media at this meeting but the beijing government roundly rejects american accusations dominic kang al-jazeera.
