she says governments play a crucial role in alleviating plastic pollution this plastic lesion across the world is enormous there have been studies that have shown that and to take one example by 2050 we're predicting that there will be more plastic in the ocean by weight then so it's crucial that countries do whatever they can to actually reduce the amount of plastic production and plastic consumption and to cut down on that and so plastic single use plastic bags are one of the most ubiquitous uses of plastic across the country and that across country and across the world in new york for instance billions of plastic bags are used every year and that's just one city so taking action to cut off the plastic bags from the supply side can do a lot to cut down on that particular source of plastic region tanzania has a lot of their own state in this effort for 2 reasons 1st of all tanzania has a large part of their national economy invested into as and when you have plastic bags that are littering the environment and hurt hurting local ecosystems hurting

dogon al-jazeera island northern philippines joining us live. is a defense and security analyst he's in manila studio who actually owns this territory . but actually the philippines. recognizes philippine territory those islands are philippine territory. shown in the treaty of paris 8 in 98. so it's. ports are the chances this yes are the facts of this base becomes a flashpoint in the region. well the base. us of now it is still a low key installation its primary purpose most likely will be to monitor the area
2:09 pm
it will be a listening and a monitoring air post for the philippine military because that area of the island is in the middle of 2 channels channel and berlin tongue channel which are waterways that connect the east china sea to the solve china sea or portions of the rest of us we would call it here and that is a major interdiction point ok so. i will be frank here by saying that chinese military vessels for example can be monitored in terms of their ingress and egress all of that of the south china sea or is trying to see leading towards the central pacific so. the possibility of that playing a very big role in in monitoring those activities is quite high and of course there's always the potential for base improvement base improvement by itself need
2:10 pm
actually not just be a unilateral affair by the philippines because we have to remember that the philippine that diary is works very closely with the united states military so it is also possible that such a facility me be assisted by the u.s. government in matters of installing sensitive listening and monitoring devices there and even perhaps upgrading the could be abilities of the philippine military to undertake its missions and its mandate in that particular part of the philippines and yes they are saying that it's a fisherman facility for for assisting our fishermen but of course the mere fact that the navy was used and not the philippine coast guard also is a signal. other countries in the region that the philippines is taking its defenses quite seriously we have always had this image that the philippines would always
2:11 pm
back off in territorial disputes but this time it's a strong message that the philippines is sending because they said they could have used the philippine coast guard or the bureau of fisheries and aquatic resources which are 2 maritime civilian agencies that handle fisherman's concerns but this time they actually. highlighted the fact that the navy and major naval assets will be in that area so it's a strong signal still too early to say that it will result in a war ok just interrupt you. debate for the next 30 seconds briefly. you fast forward by a year. what happens if the philippines military mr and the american military are all working together to make this basin bigger and better and more strategic than it is at the moment the reaction in beijing point would be what are you well they can always protest they will most likely
2:12 pm
protest the u.s. interference in the region which is their standard line they won't really be able to do anything about it just the same way that the philip in cannot do anything about physically about the chinese military improvements in the south china sea west philippine sea area so it's more of a tit for tat that will happen so we the chinese upgrade their facilities we upgrade their facilities also with americans assisting us and not just the americans possibly also the japanese or destroy or even the koreans ok we'll leave it there thanks very much. an investigation is underway into a series of explosions at a munitions factory in russia which left more than 80 people injured the blast happened 400 kilometers east of moscow at a plant that makes explosives for the military half of the injured were in the nearby residential area with the force of the blast blew out the windows. the british government says it's intercepted 9 boats carrying dozens of migrants trying

2:23 pm
also my home i was born in delhi and i've lived most of my life but i've been away for a few years and in that time delhi has been making the headlines for an alarming reason it's become the most polluted capital city in the world and its residents say there's snow leaving bison by the air they breathe air pollution is estimated to be the hard highest cause of death in india killing over a 1000000 people every year nearly 12000 people died in that lead 2017 because of the city's bad air some doctors are calling this a public health emergency. so i've come back to find out why like many big cities around the world this pollution from too much traffic and from industry but there are also specific local causes delis geographies one is another
2:24 pm
what i'm keen to know is why can't more be done to stop this i also want to hear from those worst affected the sick and dying and those on the frontline. of pollution that i it's a it's a very dangerous situation dr ivan kumar has been a lung cancer surgeon in delhi for over 30 years most of his patients used to be male smokers in their fifty's and sixty's but that's all changed when we analyzed the last year we follow. and the price of $5050.00 distribution between more goods and so-called nonsmokers from hardly any lady 40 percent female then age group from fifty's and sixty's we were now seeing patients in thirty's and forty's and nearly 8 percent of my patients were under 40 years of age i rarely see along with just think even when i'm operating one
2:25 pm
teenagers we are fighting big black black deposits and much of this dr kumar believes is down to the city's dirty air in delhi the only requirement for you to be affected by the ill effects of air pollution is that you should be breathing. to get a better sense of what that means i had back out to the streets it's early summer and the city is gearing up for national elections pollution levels are generally lower at this time of the year than in the winter. but things are still pretty bad . i've met up with ron aqsa taria who has developed an equity wanted to ring network with piety khan for and duke university to my surprise he just my attention 1st to something quite mundane the road speaking

almost like 50 micrograms off of dust which was picking up just when that activity was happening ron extra vice monitors fine particles in the air including something called b m $2.00 which is smaller than the weight of human hair this tiny particle is a mighty healer it has been linked to nearly 3000000 deaths around the world in 2017 but more than half of them occurring in china and india. although the indian government disputes mortality figures to. directly linked to absolution b m 4.5 are the most harmful pollutants to humans you know it goes deeper than the body it settles in the lungs and over an extended you ration you know it definitely caused all the respiratory problems while many disorders people like walk faster but the people who are actually doing the work they're exposed to this on an extended duration day after day. there's more to delhi's application than just to go

dusted. and so we set off to take measurements around the 6 x. 7 right now we have quite a bit here or there the field $2.00 level here is higher than 60 in the last 24 hour scandal how much of a problem is that if you know. the rate of actually called about 30 to 35 percent of families where you should wake up going over to unless it is regulated or keep going. with around $10000000.00 vehicles fighting for space in delhi's crowded streets it's unavoidable and sadly ironic that among those we knew them last summer to convict him on the city's policing crisis. i'm a 26 year old new delhi resident about 6 months ago i got diagnosed with stage 4 met a static lung cancer. priyanka jin is a digital marketing consultant an only child she lives with her mother in south

delhi the right lung is completely damaged the cancer has spread so much that it's just not visible on extra hands it's less than a year ago she used to drive for an hour and a half one way to get to her office nearly 25 kilometers away. now many of her journeys to and from the hospital the city's evolution has been a significant contribution to my health issue it was very very difficult because i was you know working i was living my daily life i was happy and then all of a sudden i started experiencing these breathing issues i would go breathless and then one day i was hospitalized i still feel that. i'm not sure
2:29 pm
if i would even make it for the new year and i don't know how many how many days do i have. think about it is pretty evident that she's too young to have any cancer at all and then to have a longer answer which is classically related to smoking is almost impossible to with priyanka as dr need a she wrote again has been on colleges in delhi for the past 7 years he's noticed a rise in the lung cancer among his patients we used to talk about smoking go back every day for 25 years causes cancer or any sex so it's quite obvious that that may not be able to use their gums to chemical industries somebody who's exposed well she's not exposed to dark either then you start thinking of family history and she doesn't have the idea that you have to stop and. pollution actually be your reasons for

a cancer somebody dark young there's enough evidence in the world that pollution can go dark and i really wonder if that was the main chord to be a true fact of if so then it could be in accord with the latest state of global air report on air quality and health it states that 33 percent of lung cancer deaths in india can be attributed. living in a city like delhi you're directly what are you doing it in him being. when all look and serve. not for one. or do you been doing this for years together i can not see or stop it and say that's katie. and rhonda kids means some more disturbing news in the past 6 months he has put monitors in 15 of. the city he's noticed high levels of pollution even young hospitals in

a neighborhood where i grew up. this is bad news for patients to risk of having respiratory ailments from the air that they breathe is very high for you know places like these it is particularly more important to make sure that the air is far more cleaner. it also helps explain why we could see a lot of nebulized and mosques being sold around us people used to buy headache. pain killers buying breathing about it is which is becoming a medical equipment you know requiring still the unfortunate reality you know what is happening to the i don't know if. it's been shown by studies. of lung capacity in generation born and brought up in the new did cities like daily is much less than their counterparts in cities. because some of the most exposed to the cities and pollution i mean them just
