well from beijing's perspective hong kong has become a haven for criminals which is why it supports plans for a new extradition bill and on monday the foreign ministry spokesman confirmed that the central government supports kerry lamb's efforts in that regard but also warned of external intervention in hong kong's internal affairs but he wouldn't elaborate on what he meant by that he also appeared to dispute the figure that more than a 1000000 people took part in sunday's rally and protest saying he preferred to believe the figure of the hong kong government that no more than 240000 people had participated but the message he wanted to get over again and again was that beijing supports kerry. firstly the central government will continue to firmly support the government of the hong kong special administrative region to push forward the amendments of the extradition bill secondly china is strongly opposed to any external interventions in hong kong's legislative affairs state controlled media

has largely ignored the events in hong kong but the china daily newspaper which tends to reflect government thinking carried an editorial on monday which blamed foreign forces for what it called the chaos in hong kong saying the people of hong kong had been hoodwinked the foreign ministry spokesman also had another message he said that hong kong's freedoms would continue to be protected by china emily lau is the former chairwoman of the democratic party and spent 25 years in the legislative council she's calling on the international community to continue exerting pressure on the hong kong government. the city is split asunder there are those who are on the side of beijing willingly or unwillingly but there are many who are terrified of you know the chinese legal system coming into hong kong and as you can see more than a 1000000 people march yesterday very peacefully there were those who were very rich

crisis in venezuela. and head to head the brewing. game away from the standoff more with peter a little later. so health care workers in venezuela are demanding better pay and working conditions at public hospitals the country had one of the best health care systems in south america just 25 years ago but the collapse of the economy has caused widespread shortages of food and medicine the worsening conditions have gained international attention as president nicolas maduro and opposition leader continue their power struggle sara hire us has more. but as well as once impressive medical system has dramatically declined over the decades the government hasn't released health care
3:09 am
data in years making it difficult to know the full extent of the crisis but media reports research by n.g.o.s and people working in the sector paint a very bleak picture our desire is to raise a boat had this exclusive report in february in the hospital in barcelona in venezuela released 14 children have died from contaminated water we were allowed to film because staff here say they want the world to see that they are unequipped to save children's lives you can see how desperate the situation is here nurse several children on each one of the very people are telling us that there's no medicine for there are not enough syrian just among other things many of the children that are arriving here are dying from one day to another madeline in my teen years p.v. boy was one of them he was 2 months old on tuesday night he died he's 40 remains in the hospital because she hasn't been able to get together the money needed to buy

a coffin in april human rights watch claim nicolas maduro his government for denying the humanitarian crisis blackouts and a lack of running water in public hospitals plus a major decline in immunization have caused a spike in mortality rates especially for infants some 3200000 children or one in 3 needs humanitarian assistance viruses and diseases have made a comeback according to human rights watch last year more than 9000 cases of measles were registered and at least 74 people died and more than 2500 suspected that feria cases have been reported since 201-6190 those are just from this year alone a malaria rose from 36000 cases in 2009 to 414000 in 2017 or tuberculosis has hit an all time high and where hiv and. medication was once given out for free venezuela is now the only country in the world where 9 out of 10
3:11 am
hiv registered patients are no longer receiving anti retroviral drugs hall spiegel is the director of the center for humanitarian health at johns hopkins bloomberg school of public health and he says that as well as health system is in a worse situation than the government is willing to admit. it's astonishing the slide of the health system in venezuela from a strong functioning health system to a health system that's in catastrophe basic items such as gloves intravenous medication intravenous kits and intravenous medications oral medications are no longer there and that's one of the reasons we have over $4000000.00 people now who have fled the country and we believe much of the data we we reported on in april are is an underestimation but we were able to work with pan american health or look at the reports from pan american health organization centers for disease control we also have private conversations with physicians in venezuela and furthermore we're
3:12 am
able to get some data from the venezuelans that were crossing the border into colombia and brazil which were the 2 countries that we visited it's clear that the venezuelan government is not releasing data and in fact is telling their health care workers not to release data and we are aware of some health care workers that have been detained and have lost their jobs by providing such data one of the recommendations in our report is to have an independent assessment and evaluation of the health care situation in venezuela because right now we have some ideas the numbers that you have mentioned but as we said we really need a independent evaluation to understand the gravity which we believe is quite severe but also to come up with a a strong estimate of what is truly needed the u.n. has declared it to be a major emergency they have declared a both going to u.n.h.c.r. the refugee agency in the international organization for migration have a dedicated senior person involved in trying to address the situation so we have
3:13 am
seen some movement but ultimately this is still a political situation. the un is calling for an investigation into what it's called an act of unspeakable barbarism in which 95 people were killed in central mali a local mayor says gunmen raided an ethnic dogan village in the mopti region fighting between dog and hunters and fulani herders has killed many people in recent months as they battle over access to land and resources nicolas has more from neighboring senegal. the attack took place in the early hours in the morning where villagers were still asleep when men on motorbikes carrying machetes and guns killed people indiscriminately at least 95 people had been killed in this village called. do go on a village that's about 50 kilometers away from you which is in the center of mali you know no one has claimed responsibility for this attack the 1000000 security
3:14 am
forces are on the ground to try to secure the area to ensure that there are no more attacks in the air and try to apprehend those that may have been responsible for this it comes just months before there was another attack dog on fighters then attacking full lonny villagers and what seems to be really an increase of intercommunal violence between the semi nomadic herders group that are the philosophies and the local doggone fighters each trying to vying for control of the land the full on these for their animals and the dog ran for agriculture in this is of course the increase of violence in mali it comes just days before the u.n. security council is supposed to renew the mind mandate of the un peacekeeping force there about 14000 men u.n. peacekeepers are supposed to bring back control of the country to the government of
3:15 am
burma coup but the situation have gone has gone from bad to worse with what seems have started with armed groups fighting the government of burma who are now really hitting the very fabric of society where villagers are attacking each other's neighbors attacking each other along ethnic lines just a few moments ago we were telling you about a helicopter that crashed into a building on 7th avenue in midtown manhattan that's in new york and just a few moments ago in fact the governor of new york andrew cuomo. came out and made a statement he was by the scene of the crash let's listen to what he had to say. i don't know but obviously you created a fire so it was not a the land so that around until the only. thing. your mind. really did this is if you're a a new yorker you have a level of p.t.s.d.
3:16 am
right from morning love. and i remember that morning hold on to well very soon as you hear an aircraft did a building. i do my mind goes wherever your mind go but at this point there's no indication that you're going there is no there is no indication that that is the case the only indication was a helicopter had to do for d.c. or a hard landing or crashed onto the roof top of the building causing the fire but there's no indication of anything more than that again this is all very preliminary and these situations are all very quickly as we know. but that's cool we know at this time of night governor thank you let's bring in gabriel is on the he's joining us from baltimore so as the governor was saying it's preliminary gabriel but what have you been able to gather about what exactly happened and what's the situation
3:17 am
right now. the situation right now is that this section of midtown manhattan is pretty much completely shut down as there are dozens of fire trucks on the scene as well as dozens of police as well all sorts of the biggest emergency response units from all the different agencies in new york city are all on scene right now again as you just heard from the governor it's very preliminary information but as the governor said there that this helicopter did crash into a building in midtown manhattan it's unclear if it was an emergency landing of some sort trying to do some sort of emergency landing on the roof or if the plane had some sort of helicopter at some sort of malfunction and crashed into the side of the building that is all very unclear it did cause a fire in the building that the we are now being told has been put out and beyond that those are the details we have at this very moment as you saw there the
3:18 am
governor did mention that the 1st reports of one a helicopter went into a building in new york city obviously caused quite a lot of alarm particularly in this city after september 11th of 2001 but no indications at this point that this was an intentional act but of course we'll be hearing more from the n.y.p.d. and various authorities fire department as well here in the coming minutes that we expect just to give our viewers some perspective on where exactly this is happening this is in times square on the northern part of times square in midtown manhattan about 7 or 8 blocks south of central park area this is a very very busy area of new york city if not the busiest area it is common for helicopters as many people know who have visited new york city or been here for helicopters to be flying all over this city at all hours of the day so it's not
3:19 am
uncommon at all for to see helicopters. this is a city that has some of the most helicopters anywhere in the united states if not anywhere in the world flying all over the city at all hours so that is not uncommon but clearly to have a helicopter crash into a building like this is clearly something that you don't see every day here and clearly it's being taken very very seriously as fire department and police are on scene trying to get more information via gabriel and we're looking at the live picture from the scene of the crash right now as you speak to us and not to speculate but the department that the fire department that is is saying on twitter the firefighters of course are on the scene of the crash landing which took place in rainy weather in fact we can see how about the weather is right now in our life feed that's coming through to us but presumably gabriel also you tell us that it's a very busy area it would have probably been busier seeing as it's a monday and the start of the working week. yeah no doubt about it that part of
3:20 am
manhattan is very busy right now it's not a holiday here it's a normal work day in new york city the weather is very bad here quite frankly we've had a downfall of rain and very foggy conditions no idea at this juncture if that had any role in this of course but clearly the weather will be taking a look at here it is not good conditions right now i'm not a pilot but just looking out the window all morning it's a very bad conditions in terms of fog and visibility in the city some of the worst i've seen in quite frankly the last few months after winter is ended we have not gotten any indication that there has been any sort of. damage or injuries to anybody on the ground it appears that all of the accident scene happened. at the building where the plane or the helicopter i should say excuse me where the helicopter crashed in to the building does not appear that there's any sort of
3:21 am
damage or injuries or anything below we are hearing potentially one injury potentially but not yet confirmed yet from the n.y.p.d. but we are hearing potentially one death so far but we'll be watching that closely but for sure weather is not good in new york city right now ok well we'll cross over to you a little later on gabriel you're speaking to us from new york apologies i had said baltimore earlier on for the time being thank you very much for that update. we're back in a moment right here on al-jazeera. hello again or welcome back we're here across parts of turkey over the next few days were expecting to see more often on showers particularly in the afternoon it is that time of year where those afternoon showers could get quite intense you can see them
3:22 am
spotting across much of turkey as well as over here towards parts of the caspian for parts of iraq though it is going to be quite hot baghdad a high for you here on tuesday a 45 degrees may be coming down to about 42 degrees but quite warm over here towards quade city as well well speaking of heat it has been quite warm as we start of the week here in doha into the mid forty's but that is slightly going to be coming down as we go towards the rest of the week here a 43 degree high on tuesday may be coming down to about 42 as we go towards wednesday but notice the clouds out here towards arabian sea so for parts of oman expect some more clouds and not only for wednesday but probably by the end of the week as well and then as we make our way down here toward southern africa we are looking at mostly clear conditions for many locations not a lot of here activity here on our satellite imagery but down here towards cape town we do expect to see maybe some clouds coming into play here on tuesday but as we go towards wednesday a little bit cooler for you johannesburg it is going to be a sunny day with a temperature of 19 and durban it is going to be

3:26 am
why the supreme court does this and your take on their decision sure well the supreme court generally rejects more cases and accepted actually rejects 97 percent of all cases that try to reach to to supreme court because the cases come from all 50 states plus the district of columbia there are only 9 justices and they only sit for a 9 month term so the justices do not have to give a reason as to why they are turning down a case just the fact that they are declining to hear it for whatever reason but i can tell you that what it makes it more likely for a case to reach the supreme court is when there is a difference of opinions in federal appeals districts where there is a difference of opinion meaning one district may have decided one way or another may have decided another way that makes it a little more likely to get to the quick but in reality you have a greater chance of lightning striking twice in getting your case to the supreme

court i see ok and behind some of the lower court's ruling that the 2nd amendment does protect the right to own a gun but that doesn't apply to gun accessories then does this mean that states are free to individually regulate accessories going forward. well no not exactly there are several reasons why one is respected the stocks they were actually banned in the us in december of 2018 anyone that owned the bum stock which basically is a device that allows your rifle or your gun to be in essence turned into a machine gun they were banned in december of 2018 that was one of the things that donald trump did do in going against the national rifle association so as of march of this year it was illegal to either buy own earth sell a bomb stock so you know those are not controlled by state law is under federal law that has the ban with respect to those now under high ammunition. stock that's
3:28 am
a whole nother issue and that is controlled by states laws so there are 42 states that do allow for high ammunition cartridges and what that means is where the manufacturer has said that this particular gun this particular weapon only holds 8 rounds high ammunition cartridges allow for a greater amount of rounds and that is controlled by the states and you recently wrote a piece in which you say that passing meaningful legislation is what's needed to bring down the rate of gun deaths and as you point out the rate of gun deaths in 2018 was the highest in in 50 years are you hopeful that legislation will be passed . i always remain hopeful i mean i think in the political climate that we have in the united states right now in 2019 it's quite doubtful if something is going to get done this year but there's always hope that something
3:29 am
will happen because i think it goes without saying if we have less guns on the street we'll have less killings if we had 0 guns in the city which is not possible there would be 0 killing so anyway or anything that we can do to reduce guns on the street does in effect save lives and that's the main thing that our politicians have to look towards saving lives under the 2nd amendment right behind me thank you for speaking to us on the news hour newspapers in russia have reacted with outreach to the arrest of an investigative journalist on drug charges let's cross over to barbara sara in our european broadcast center for more on that there in thank you yes 3 of the country's top newspapers have said that even go. amounts to an act of intimidation the journalist is known for his work exposing corruption among moscow's political elite steadfast and has more now from the russian capital
3:30 am
it's an unusual display of solidarity by 3 leading business newspapers here in russia i am we are got enough that's what it's spreading all over their front pages today the arrest of the investigative journalist has caused an outrage not only among his colleagues and closest friends but in widespread circles around the country even up to the government level in state media some of them out to his defense and questions about his arrest he was arrested on thursday and police have found drugs on his body and in his apartment but it's widely believed that these trucks are planted and that he is arrested for his work uncovering corruption practices here in moscow region. for the past 3 days nearly nonstop people have been coming here to the police station to protest against got enough rest since they need a permit to officially demonstrate they're doing it individually one by one at the national. freedom in an hour right that's why i think one way or another everyone
3:31 am
should come here physically or supports and social media but everyone should be here otherwise you might end up where iran is now because anyone could be the next one it is not the 1st time in russia that drop this case is i used against journalists and human rights activists the most recent and most famous case is against human rights defender in chechnya to tear recently sentenced to 4 years in panel colony but this is the 1st time that people have come out massively to protest and this newspaper is already selling out very rapidly and it's already sold online for more than $200.00 u.s. dollars. the deadline has passed for members of the u.k. conservative party to put in their papers to replace u.k. prime minister to resign may and 10 are officially in the race the contest is being defined by each compendious position on brecht sit with hardliner and former foreign secretary boris johnson currently at well ahead in the polls while 3 of

baccarat is with me here in the studio with more details so as well as boris johnson who us in serious contender was a pretty pumped race so far but yes a well as boris johnson the former foreign secretary turned hard line breaks a tear the next front runner is michael gove the environment secretary who has done pretty well in his opening speech that he gave for the launch of his campaign on monday but he struggled to refocus the attention away from his personal life after admitting that he had taken cocaine 20 years ago as a journalist he importantly has said that he believed that the october 31st bricks and deadline was something of a movable feast providing that negotiations with the could be reopened and then of course that is jeremy hunt the foreign secretary who's been described as a continuity to reason may he voted to remain in the e.u. now of course he has to deliver on brags that he again like michael gove believes
3:33 am
that negotiations are possible he believes that negotiation team should be widened to include the democratic unionist party that all important northern irish political party but he also believes that it is absolutely vital for the conservatives to deliver on brics it and that the new deal should be on the table in the u.k. should be confident to take that road asking about reopening negotiations with which many of the contenders are saying i mean what do they base that on what are we hearing from the question there are currently no indications whatsoever from brussels that they're prepared to reopen the withdrawal agreement that is signed and sealed as far as they are concerned but according to jeremy hunt the foreign secretary he believes. positive noises made from france from my in my crown from angela merkel of germany as well and given the fact that there will be a new prime minister by at least the end of july and a new e.u. commission by the end of the year there are some that believe that the negotiating landscape.
