10:00 pm
americans are allies like in europe or it's nemesis like china and russia see that the iran you could hear is a much better thing than the alternative which is the escalation we see and because of this it is organization the shanghai cooperation organization could yet bring iran under its wing couldn't. absolutely i mean i haven't seen yet science to date that it will mean that it will become a full member 2 years ago it did apply to do so and if you remember just a few years before. india and pakistan became members now you have this group that's a quarter of the world g.d.p. half of the world population and it's a very very major bloc if you will of countries and if you think the background of this tension between china and the united states on trade and between russia and the united states on american deployment in poland in elsewhere in eastern europe
10:01 pm
as well as of course on iran and syria all in all you are going to see this more resistance if you will to america's policies now in the absence of a real strategy by the united states in the face of this ongoing a skirmish in the gulf it's clear that the shanghai group it's clear that the american russian chinese position it has far more weight far more clarity if you will than the u.s. position that is not clear whether it's going to war that's going to diplomacy because the economic pressure why it is working certainly the way i see it whether there is proof or not it makes all the sense in the world for iran to be pursuing a low intensity warfare a submit their cold war fare if you will against the united states that is blockading it economically trying to cripple it while pursuing a gunboat diplomacy if you will sending aircraft carriers the gulf so what we have now is gunboat diplomacy versus bomb boats the plum
10:02 pm
a sea by perhaps iran and given the dangers of where this could all lead it's a pretty. delicate balance situation is that it's a thin line to tread isn't it. want to quote the american president we will see. but yes i mean those who until yesterday were saying that all of this is just propaganda war economic warfare media warfare public relations warfare and so on so forth as of yesterday they've been reconsidering their position saying well wait a minute this ongoing discrimination might actually lead to unintended consequence is it likely to further escalation you could expect that the united states will not stand by and that iran is the way it sees it destabilize the shipping and the go of so this is has a high price already in 24 hours you have the oil prices jumping 2 percent you're
10:03 pm
going to have insurance jump you're going to have difficulty in shipping in the gulf and so on so forth so i think the united states is going to have to act but what could it do 1st on trump said he doesn't want more wars and certainly he criticized his predecessors for such wars and if they could amik block it is not working out something's got to give we don't know what and as far as the other u.s. allies are concerned where do they stand on all this. well clearly you know the saudi arabia the united arab emirates and israel would like to see america fight iran until the last american soldier that's you know at all possible. so they the they would like to see america put more pressure but as i said earlier because within washington itself there isn't a consensus about what work to go next certainly there is no consensus on war while the lieutenant's in the national security council and perhaps even at state you
10:04 pm
know are for military escalation but many others including the president are not enthusiastic to go to war certainly not in the end in an election year and so you're going to see saudi arabia and israel try to push for more pressure on iran but as i said earlier with china russia coming to the rescue and with iran playing a very clever very low intensity type escalation in the gulf this is going to put the entire american plan at thrift at this point in time and that could lead to unintended consequences. for nothings very much indeed more bashar. but i'm all the lead on the news including will he be extradited to the united states will have to wait find. a pleading not guilty to 51

for airlines those w.'s in saudi port as they stop using sonar airport after the saudis started the war against them and i think it is time because if there is any civilian civilian casualty in the coming days or coming weeks this means that airlines take the responsibility saudi arabia take that as well as ability because actually it is not saudi arabia cannot just bomb yemen airport while the airport still open and this is exactly what the yemeni government on forces here in sanaa are saying that an airport and i for an eye and if they close our airports we will close all that airports. next february is the date set according to britain to decide whether julian assange should be extradited to the united states or not the wiki leaks founder is serving a 50 week sentence for skipping after spending 7 years in hiding in ecuador's embassy in london he's wanted in the united states for conspiring to have government computers and leaking fountains of secret documents john holmes has more

10:18 pm
heard by judges in the hague in the netherlands and barca is live for us now at the hague in the tell us more. well 1st and foremost i think the qatari delegation are going to be pretty pleased with the results here the i.c.j. the courts the un's highest court has rejected the application for this emergency injunction known as provisional measures on all 4 counts that the u.s. was trying to put forward here the i.c.j. . the just put it all into context this case was empowered to the main case that has been going on now for some time qatar's accuse the u.a.e. of violating a key convention the international convention on the elimination of all forms of racial discrimination of which the u.a.e. is the only one of the 4 countries behind the blockade to be a signatory off that case is pending it could be many months if not years before we get a result there but last summer the i.c.j. ruled that the u.a.e.
10:19 pm
had indeed been guilty of racial discrimination during the course of the blockade and ordered the u.a.e. to allow families to be reunited to allow students to continue their education to allow categories that needed access to courts or tribunals to do so and that was a compulsory order what the u.a.e. it done in return then is hit back and say well look we've been trying to follow that order but qatar's making it hard for us particularly by blocking access to an all important web site the u.a.e. said was necessary for catteries to use to be able to apply for visas to get back into the u.a.e. but now of course the i.c.j. is rejected this application and now what happens next is that we essentially go back to the main case the case of whether or not the u.a.e. has violated this key convention all right a believe that the moment the buck reporting from the hague. let's get back to the top story tonight. from the united states and iran over water who is behind
10:20 pm
explosions on 2 oil tankers in the gulf of oman say we can speak to georgia cough yetto who is c.e.o. of gulf state analytics which is a geopolitical risk consulting firm focusing on the arabian peninsula joins us now from washington d.c. mr kefir yeah it's an incredibly complicated tricky situation this from the outside looking in any way what's your assessment of what's going on well it's an extremely dangerous environment in the gulf region you know over the past several weeks several months there has been ratcheting up of the tension a lot of saber rattling going on and this really increases the room for misunderstanding that being said i think it's pretty clear that the united states administration is really rushing to judgment there is quite a bit of cynicism out there on people who are trying to read the messages from home
10:21 pm
peo a lot of people think this is possibly a little too convenient given that there are some in washington some in certain countries in the region that want to see the tensions between the u.s. and iran remain really high and that given that this episode took place during the japanese prime minister's visit has left many quite suspicious and i think reasonably so ok given everything that you've said in the end of the fact that it's increasing room for a miscalculation an extremely dangerous situation in a very strategic area it leads to one question and ultimately whose interests is this in for this to happen. you know there are different figures different groups in multiple countries that have an interest in tensions remaining really high clearly there are some in the trumpet ministration
10:22 pm
who are working to mobilize international support for the so called the maximum pressure campaign if iran were to be believed to be behind these attacks there would be more sympathy globally for the trumpet ministrations anti iran agenda i think there are some in certain gulf arab states that also see it in their geo political interest for the us to keep the pressure on iran very intensely at the same time within the iranian regime there are definitely figures who have much to gain from a continuation of this very intense pressure so you know we don't i don't know and no one really seems to know who is behind this well obviously the people behind it do but the general public is still unaware of who the guilty party is let me just. do what you just talking about you know the iranians and if iran is culpable who
10:23 pm
within the iranian regime would gain to benefit and why you know i'm not going to name names of any specific people but let's just say that the iranian leadership has said that if iran is unable to export its oil they would ensure that other countries could not do so saudi arabia and the u.a.e. where these 2 tankers are coming from have supported tribes maximum pressure campaign and some could see how it makes sense for iran to gain from situations like this whereby the pro trump countries in the gulf face new problems as blowback for supporting the white house right now. if. iran are culpable and the tension continues to ratchet up something's gotta give somewhere down the line is not a how how is that how is resolution going to be found.
10:24 pm
this dangerous situation could move in many different ways i think what we could be hopeful for is that one of the handful of countries that is attempted to be sort of a diplomatic bridge between washington and tehran could take some steps that lead to the tension beginning to cool down that is what and we could optimistically hope for at the same time if that does not happen in there is still no direct channel of communication between the white house and the iranian leadership i think we're moving in a very dangerous direction where there is less there is less room for you know finding in off ramp to get off of this dangerous path it certainly makes everything much more risky and can result in events such as the attack yesterday and also the
10:25 pm
sabotage of made 12 be more dangerous in the stakes will be much higher indeed if you had i would relieve the pressure you know perspective thanks very much or let's go to the hague now where the international court of justice has rejected a request by the united arab emirates to grant an injunction over a discriminate discrimination case taken by concert we can speak now to mohamad abilities. who is an agent of cuts or in the international court of justice joins us now from the hague tell us more about what's happened what your reaction is. this. yes actually we witness today. a very important judgment from the courts the international court of justice. favor of. for rejecting the provisional measure this request submitted by the united arab emirates and marse 2019 that requests that specifically the courts consider it unjustified and

did not feel. fill in the requirements of article 41 of the court statutes that deem to be important for the court to grant a provision in measures we are quite happy about this victorious. tradition judgment received in this court and now the case should proceed should continue for the court to discuss jurisdiction and then following that their merits hopefully the court will be able to reach a level where they can view and examine and make a judgment on the witness submitted by the state of up are in terms of the victims the true victims of this racial discrimination case on paul's on the 5th of june 2017 from the united arab emirates and this case is running in parallel to the main case to tell us more about and what happens next. correct this is a provisional measures request which is more of an urgent request demands from the
10:27 pm
court to take a quick judgment over a matter where the united arab emirates claimed that about has aggravated the dispute between qatar and the u.a.e. before having a final decision on this and this and this in this case specifically so the court had to deal with this matter as an urgent matter and review of the u.a.e. case in conclusion the court decided that the request does not fulfill the requirements of that is needed for the provision of measures to be granted in favor of the u.a.e. rejected by a vote of 15 judges out of one judge only was the judge ad hoc appointed by the u.a.e. we believe that the court recognizes that this case is actually about human rights violations and that the true victim of this case out of the people who've been victimized by the discriminatory measures imposed on the 5th of june not the government of the u.a.e. now the case will proceed and will continue as
10:28 pm
a mission before jurisdiction amorous ok so. case will proceed but it's proceeding immediately when does it actually go back to court. it's a proceeding immediately suspended to look at the provision and not just request with the court's order today it will proceed to go to destruction after confirming the jurisdiction the court will examine as i mentioned all the evidence submitted by the state of qatar explaining actually the horrific situation that people. faced during the. you know the period to 5th of july 2017 till today which is in violation of the international convention of the elimination of all forms of racial discrimination muhammad and i feel we appreciate that thanks very much indeed. another person to die from the burner outbreak in uganda has been buried near the border with the democratic republic of congo family members of the
