story out of the day is head of programs of the center for policy research at the united nations university he joins us live from new york the day why is this region so tense well i think it's a few related factors one is the conflict between the 2 communities has been escalating over the last few months there was a large killing last week against the doggone community and an even larger one in march against the fulani community and there's a sense that they are mobilizing in an increasing degree and one of the reasons that tension is rising is because there are accusations that the fulani community has been supporting some of jihadist groups in the central part of of mali which has created a sense of the need to mobilize group more and the 3rd factor is really that climate change has brought these communities into each other in far more direct contact over time and with the absence of the mali and government in the central

part of mali there really isn't much stopping this escalation right now and with the un also focused largely in the north and in some of the urban areas there is little to stop it from continuing in this tit for tat over time ok when you talk about the un being focused in the north there are people like yourselves who say the center of gravity of this conflict is going from the north of the country to the central belt of the country the central region what are the potential consequences of that. well i think one of the most important things to recognize is that from 2013 to 2015 there was a relatively successful process there was in elections there was a peace agreement in the north the u.n. was largely deployed to oversee that peace agreement and is largely its resources are focused on that and in some of the urban areas now that the conflict is moved to the center one of the implications is that the u.n. may not be balanced in terms of where the real risks to civilians are and also may

be focused on a political process where none of the parties in the central part of the country are actually involved in that peace process so i think the security council met last week and is going to adopt a mandate and part of the discussions that are going on is whether more focus should be on this conflict in the center and more resources might need to be moved to address that and i think the question now is should the political emphasis also shift and starting gauging some of these communities a bit more always saying that there needs to be a refresh twin truck approach almost i mean what there are $10000.00 plus u.n. people on the ground in the country already some people like yourself say this is one of the world's worst disasters waiting to happen and yet the peace process so-called for what 2024 months or so has gone precisely no place yeah exactly and meanwhile the center of the country has become the most dangerous part of the country but i think one of the challenges they face is none of the parties in the center appear ready to talk and the government doesn't seem willing
