to talk more about this is c.n.n. again he is the chairman of the istanbul based center for economic some foreign policy studies and a visiting scholar at carnegie europe in brussels thanks very much for being with us now despite president trump's comments at the g. 20 word from the pentagon and washington is that nothing has changed and that these sanctions will go ahead if turkey takes delivery of the s 400 what do you make of that well after the meeting between the turkish president are gone and it was president trump in all sucka there was an air of optimism erkki and expectation that the u.s. president could use his presidential prerogatives to either block or suspend potential sanctions against turkey but obviously we also know that the different pillars of the 1st administration and also congress is very much in intent on imposing those sanctions but to be seen to what extent trump
7:33 am
can actually deliver on this promise made to the turkish president at the margin of the g. 20 summit to actually prevent or block these potential sanctions and is it true that trumps pretty president obama denied access to patriot missiles well what's behind that decision well it's let's say it's a half truth in the sense that yes those patriots were not delivered to turkey but that we did because there was a disagreement about the conditions of their degree so it was not a categorical rejection but turkey wanted that purchase to be accompanied by a degree of technology transfer and that's not what the u.s. was prepared to accept under the obama administration and therefore deal went through didn't go through. and what would happen then if turkey decides not to take
7:34 am
delivery of the s 400 what will be the consequences well i mean now the turkish government has iterated so many times that the s 400 that turkey was intent on the purchase of this 400 there would be difficult to explain to the turkish public opinion why it's the last moment the government has decided to pull off for a different scenario but nonetheless i think that if there is a diplomatic solution to this problem. that would enable the turkish government to explain in a convincing manner to deter shortens why they're automatically made that decision that this would be the best way forward because it would then diffuse the political tension with the united states and still allow turkey to a choir this time around the patriots of what will be the impact on that for the
7:35 am
russians then. well turkey will have to manage the relationship with moscow if turkey at the last moment decides not to acquired s. 400 here i think we should underline that a mosque or court would have 2 potential objectives associated with that sale the 1st one obviously is a financial one where turkey would still be committed to pay the amount agreed but secondly russia the problem we all saw or wants i weigh all over this sale to turkey to an escalation between turkey and united states which was also have an impact on nato and nato is cohesion so in that sense if turkey goes ahead and decides not to acquire this $400.00 then. at these turkey would probably need to compensate russia for the financial loss because of the leverage
7:36 am
that russia has on turkey nowadays is about syria and particularly in the where turkey is afraid that. heavy handed intervention by the regime backed by russia could lead to a new way wolf refugees i'm from england so that's the leverage and for that turkey needs to be diplomatic about it and essentially compensate russia for any financial loss and if the u.s. were to go ahead with sanctions on turkey what could the input impact of that be. on turkey because this course not the 1st time the u.s. and turkey. have had difficult relations there was the whole episode with the u.s. pastor as well. yes indeed we've seen last summer the threat of sanctions or cold or sanctions were not applied but even the threat of sanctions was enough to destabilize the turkish economy now if the u.s.
7:37 am
. as i had with the cuts a sanction. that is likely to have an impact on the turkish economy by raising turkey's risk perception is sold that it's really the main economy impact but. the and that this will have also implications for thirty's defense in the streets it's going to make it more difficult for turkish companies to pull trade with the with their u.s. counterparts and 30 this will also have an impact on the f. $35.00 program whereby the u.s. has clearly stated that if the s. $400.00 come to turkey the u.s. will stop the delivery of the f. $35.00 aircraft to churchy but also exclude british defense companies from of the production line of of the f. 35 so there are many different aspects of or many of these full tracks
7:38 am
of possible impact if the if the u.s. goes ahead with the cuts of sanctions against russia and if we look at the domestic political situation in turkey right now president of one's party recently lost the istanbul election the merrow election there what's the potential impact of that going to be on the 2 ends approach to to running the economy in turkey. well i mean short term little in the sense that this was a dental they are local elections so it does not really impact at the overall national distribution of power in ankara and on continues to be the executive president of the country and therefore he will continue to dictates turkish policy but of course. being a stumble is a major setback and
7:39 am
a lot of that is certainly due to the economy explored down that we have witnessed in the past couple of course or interests in turkey so the direct impact of this will be for the government to refocus on the economy and try to create a reform agenda for a faster recovery very and but that will also be very much dependent on the it will not turkey's set of foreign policy goals and they're an escalation with the united states would certainly hinder this path towards ready faster recovery sinan organ good to talk to you thank you now x. box playstation and intended have dominated the video game industry for the last decade and more sunnies next generation console will be available around december 2020 and it's about to focus on hardcore gamers that decision shouldn't come as
7:40 am
a surprise the big 3 have carved up a chunk of the $135000000000.00 industry for themselves by 2025 it could be worse $300000000000.00 and that is why some of tech's biggest players are about to introduce rival services alfabet the parent of google plans to launch its stadia platform in november this year stadia will be streamed from the cloud and does away with expensive consols apple will introduce its. arcadius it's estimated that more than 2500000000 people play computer games every year and e-sports enjoy an audience of 458000000 a year so can google and apple make a dent in the games industry would joining me now from oxford england is vili lead inverter associate professor and senior research fellow at the oxford internet institute part of the university of oxford thanks so much for being with us so can google and apple change the gaming industry then well 1st of all i'd say that they
7:41 am
already have once apple app store and google play store popularized mobile gaming and the microtones action and advertising revenue models for games. and today something close to half of all the revenues in the global games industry come from mobile gaming sites say that they already have revolutionized the games industry once and now as for google stadia and apple arcade i'd say that it appears to me that apple arcade is. a more of a sort of compliment to their existing off arrange the subscription service perhaps for parents who are concerned about letting their kids in a marketplace with my concerns actions where they might end up spending too much money or for professionals who want to just play some games every month without
7:42 am
spending too much time browsing the marketplace. whereas google stadia appears to be a much more ambitious effort something that is called platform and delahunt which means that they are. appeared to be attempting to become the customer interface to become the platform between the buyers and developers of games and relegate the hardware manufacturers to the role of pipes essentially infrastructure which is what google has been far so they're trying to envelop. the existing platforms and become a platform of their own and what about sony it's aiming its next console at hardcore game is in it sees itself as a niche player what do you make of that strategy. well i think that need is probably still very viable because if you think about the 1st revolution that i
7:43 am
referred to mobile gaming. those mobile games market is now half of the games industry but the rest of the games industry is still there didn't go anywhere so it's the total size of the market grew so it's very possible that there is still a need for those hard for hardcore gamers who value cutting edge graphics hardware and so on because one of the problems for something like google stadia cloud gaming system is is the lag lag between controller inputs and visual feedback on the screen google state is by no means the 1st cloud gaming start up even sony has playstation now which is a cloud based system but the problem with those services has been that the lag between the controller and the visual feedback has been
7:44 am
a little bit distracting has been too high because it takes time for the signal to propagate to the data center and back now google thinks that because they have lots of data centers around the world that they're able to cop this lag to an acceptable amount but i think that what may happen is that there's still going to be a need for those gamers who really want to play a hardcore 1st version shooter games or a sports where the lag so having a small lag is extremely important and they will want to have cutting edge hardware locally on their homes and perhaps perhaps sony's targeting that nation and game makers would like to to sell their games across all platforms i mean that makes sense doesn't it yes although it can be helpful for a game maker to get more attention to stand out in the marketplace if they get that extra marketing push from. a platform with a home they have an exclusive launch deal with and what technologies then should we
7:45 am
be looking out for how will they change the industry just think. well in terms of technology new technology is changing the industry there's of course a lot of talk about v. r. and now google status cloud gaming and it remains to be seen whether they can solve the problem of lag in cloud and me but i would actually highlight 2 technologies on the production side under the under the hood. so one is motion capture is becoming cheaper to capture 3 d. motions from actors and transfer those onto. 3 to characters and the other is a character animation so animating characters in a partly automated fashion and that's making the production side of games cheaper potentially allowing it reducing the entry barriers increasing competition and allowing higher quality games to be produced a lower cost really large and better thanks for being with us thank you very much

paris as they demand talks with the french prime minister also this hour the scandals surrounding a u.s. businessmen accused of sexually abusing young girls prompts a resignation of donald trump's labor secretary and 8 west african nations plan to move to a single currency in a french back to front. thank you for joining us turkey says its defense minister has spoken to his u.s. counterpart on the phone to discuss his nation's controversial purchase of the russian s 400 missile defense system. reportedly told mark esper that the deal does not mean turkey. as changing a strategic direction the 1st delivery was flown into the more ted ad base near the capital ankara where the several more scheduled over the next few days the u.s. says it's ready to impose sanctions it's also threatening to stop supplying turkey

with its f. 35 fighter jet blue has a report from istanbul. this russian plane cargo that's got turkey's allies worried this $400.00 surface a year missile system is expected to give the turkish military a clear advantage in the region it can detect and destroy incoming missiles up to 400 kilometers away but to u.s. and nato say it is not compatible with their weapon system and insist it could pose a risk to their new stealth fighter jet the f. 35 we don't know exactly the extent. the russians would allow this means size to be used what kind of targeting possibilities of course the turkish sides argue that turkey would be totally free and will use it but the more much depends on the call being. friend in full i didn't. need to say is it is
7:51 am
concerned about the potential consequences of this missile purchase while washington has vowed to impose sanctions if that's $400.00 ever become operational . for turkey this is a done deal despite a possible setback for its defense industries that would earn up to $12000000000.00 from their $35.00 program. surgeon refuses to the s 400 is a temporary solution to turkey's immediate need for air defense but we have many partnerships of the u.s. in f. 35 and other defense industries that are vital for us because the engines of the helicopters fighter jets we produce are u.s. made no one would desire any ban on these imports. the list of possible u.s. sanctions range in service and include cutting turkey off from american and international loans preventing its transactions on foreign exchanges and targeting turkish banks businesses and executives took
7:52 am
a series of tools the russian system because that's for hundreds were more sophisticated and cheaper among other reasons the system is expected to be operational by october during last month's g 20 summit in japan u.s. present donald trump said it was the obama administration that refused to deliver american patriot missile security and that was unfair presence our don says trump has now promised not to impose sanctions on tricky but it is unclear whether trump will be able to persuade congress to do the same scene and go solo al-jazeera stumble and al-jazeera as alan fischer has more now on the u.s. reaction from washington. donald trump said at the g 20 in or sachar that he didn't think the u.s. would impose sanctions on turkey if they went ahead with the part just the understood why present the one was looking at the russian system he blamed president obama for not doing enough to help out and they need to ally but the reality is he can't stop the sanctions it's no american law that if turkey went
7:53 am
ahead with this part just in the actually switch on the machine then sanctions start and there's a list of 12 sanctions that can be imposed all financial donald trump picks 5 from the list no you might be able to perspire in imposing the sanctions for 180 days but after that period they come in and there are a number of congressional leaders who say look if turkey goes ahead with this we will punish them through sanctions so where are we no it looks as of both sides have taken this to the absolute brink but at least they are no talking the u.s. about selling a new system to the turks which is the petri system which the turks of wanted for a long time and the turks are talking about not switching on the russian system which have just bought for hundreds of millions of dollars. well the s 400 will give turkey a significant advantage over its neighbors in terms of. the system's mistah. track
7:54 am
and destroy incoming targets up to 400 kilometers away the u.s. is concerned that turkey's s 400 purchase will compromise the security of its f. 35 jets the stealth fighter is the backbone of the u.s. and nato future air power and turkey is already bought for and wants another 116 but the u.s. believes russia may use c.-s. 400 system to connect sensitive data about the f. 35 said speak some more about this now to rich advice who is a defense analyst at the global risk consultancy he's live from washington very good to have you on al-jazeera once again why is america so concerned about this acquisition is it just about turkey drifting closer to moscow sphere of influence. there are several reasons why the u.s. has been concerned and to give a little background what's been happening is about a decade ago the turks decided they needed
7:55 am
a better air defense system and they realize they didn't have a strong enough national defense industry to build their own so they started initially looking at a chinese system but the u.s. and nato managed to sway them from doing that now though they've gone ahead with the russian system one several fears several concerns were mentioned in the package it's seems to me plausible that if the turks had such a system and also had the f. $35.00 that over time being able to watch the f. 35 very closely very frequently would give the russians who still control the software to these systems some insight and how to use the f. how to attack the f. 35 and that plane is really where the u.s. and nato has put its bets for the future of there been a vast amount of money poured in and so you want to expose those there's also as you mention a general concern about nato and the ties with turkey and turkey is drifting away
7:56 am
towards russia or at least away from nato and there is a some hope that by putting a firm stance now that could avert that and finally there's a big concern that not only turkey but many other countries might purchase the system so the chinese have already acquired it the indians are about to and there are several gulf countries including qatar that are considering purchasing it and the u.s. wants to signal that there are high costs to doing this interesting they reported this talk about the possibility of turkey still buying a patriot missile defense system from the americans would that resolve this dispute you think what are the potential scenarios here well. right so the turks have been telling me for the past year we've been arguing about this that they always thought that in the end president trump would intervene to block the
7:57 am
sanctions and as you mentioned at the osaka some and he almost indicated a possible resolution that way which was we would just plain the yvonne the ministration incorrectly from my view for causing this problem and therefore you know that absolve turkey but as mentioned the package and elsewhere the congress is pretty firm against this so i think it's a question of how many sanctions when they would occur or delayed some of the more drastic ones cutting turkey off in the financial u.s. financial system i don't see but a stew see what nato has done in the past when it had problems with one member a country is cutting back on defense ties limiting cooperation and treating the country almost as a pariah in the relationship with the alliance so i think that's what's most likely to happen yeah i was going to ask you about the potential consequences long term of turkey's decision to acquire the vs 400 system what will it mean for take east position with a nato and would turkey thing be willing to give up its relationship with the west
7:58 am
in favor of a closer relationship with the russians. right and i'm positive the turks would not want to give up on the nato ties i definitely want that they can't their relations with the e.u. is so strained so joining the e.u. is not possible. if nato were to ask the ask the question now to admit turkey or not an expansion question turkey would not get in but the fact that they're in makes it really hard to expel them there's not been any that's never heard in the alliance before it's more been freezing ties and so on and so i think what will happen is turkey will stay in nato it'll be nominally an ally but it will be just limits on the cooperation and strained relations until the next event and we've had many of these because the iraq war syria war so on comes and to shake up the ties and perhaps move turkey back closer to the west for further away right interesting
7:59 am
to talk to you thank you so much for your insight richard finds a defense analyst joining us now from washington. now president donald trump says immigrant deportations will begin in 10 u.s. cities this weekend trump's announcement comes as a house oversight committee has been hearing evidence on the mock treatment of migrants at border detention center is my kind of angry for some washington the trumpet ministration is trying to change the narrative of 2 weeks of negative attention vice president mike pence toured a migrant detention facility along the us mexico border different from what we hear from many of the critics. i couldn't be more impressed with the compassionate work that our close of the border protection to doing here at this facility on capitol hill the house oversight committee hood a different version of conditions.
