can actually deliver on this promise made to the turkish president at the margin of the g. 20 summit to actually prevent or block these potential sanctions and is it true that trumps pretty president obama denied access to patriot missiles well what's behind that decision well it's let's say it's a half truth in the sense that yes those patriots were not delivered to turkey but that we did because there was a disagreement about the conditions of their degree so it was not a categorical rejection but turkey wanted that purchase to be accompanied by a degree of technology transfer and that's not what the u.s. was prepared to accept under the obama administration and therefore deal went through didn't go through. and what would happen then if turkey decides not to take

delivery of the s 400 what will be the consequences well i mean now the turkish government has iterated so many times that the s 400 that turkey was intent on the purchase of this 400 there would be difficult to explain to the turkish public opinion why it's the last moment the government has decided to pull off for a different scenario but nonetheless i think that if there is a diplomatic solution to this problem. that would enable the turkish government to explain in a convincing manner to deter shortens why they're automatically made that decision that this would be the best way forward because it would then diffuse the political tension with the united states and still allow turkey to a choir this time around the patriots of what will be the impact on that for the

russians then. well turkey will have to manage the relationship with moscow if turkey at the last moment decides not to acquired s. 400 here i think we should underline that a mosque or court would have 2 potential objectives associated with that sale the 1st one obviously is a financial one where turkey would still be committed to pay the amount agreed but secondly russia the problem we all saw or wants i weigh all over this sale to turkey to an escalation between turkey and united states which was also have an impact on nato and nato is cohesion so in that sense if turkey goes ahead and decides not to acquire this $400.00 then. at these turkey would probably need to compensate russia for the financial loss because of the leverage

referred to mobile gaming. those mobile games market is now half of the games industry but the rest of the games industry is still there didn't go anywhere so it's the total size of the market grew so it's very possible that there is still a need for those hard for hardcore gamers who value cutting edge graphics hardware and so on because one of the problems for something like google stadia cloud gaming system is is the lag lag between controller inputs and visual feedback on the screen google state is by no means the 1st cloud gaming start up even sony has playstation now which is a cloud based system but the problem with those services has been that the lag between the controller and the visual feedback has been

a little bit distracting has been too high because it takes time for the signal to propagate to the data center and back now google thinks that because they have lots of data centers around the world that they're able to cop this lag to an acceptable amount but i think that what may happen is that there's still going to be a need for those gamers who really want to play a hardcore 1st version shooter games or a sports where the lag so having a small lag is extremely important and they will want to have cutting edge hardware locally on their homes and perhaps perhaps sony's targeting that nation and game makers would like to to sell their games across all platforms i mean that makes sense doesn't it yes although it can be helpful for a game maker to get more attention to stand out in the marketplace if they get that extra marketing push from. a platform with a home they have an exclusive launch deal with and what technologies then should we

be looking out for how will they change the industry just think. well in terms of technology new technology is changing the industry there's of course a lot of talk about v. r. and now google status cloud gaming and it remains to be seen whether they can solve the problem of lag in cloud and me but i would actually highlight 2 technologies on the production side under the under the hood. so one is motion capture is becoming cheaper to capture 3 d. motions from actors and transfer those onto. 3 to characters and the other is a character animation so animating characters in a partly automated fashion and that's making the production side of games cheaper potentially allowing it reducing the entry barriers increasing competition and allowing higher quality games to be produced a lower cost really large and better thanks for being with us thank you very much

and destroy incoming targets up to 400 kilometers away the u.s. is concerned that turkey's s 400 purchase will compromise the security of its f. 35 jets the stealth fighter is the backbone of the u.s. and nato future air power and turkey is already bought for and wants another 116 but the u.s. believes russia may use c.-s. 400 system to connect sensitive data about the f. 35 said speak some more about this now to rich advice who is a defense analyst at the global risk consultancy he's live from washington very good to have you on al-jazeera once again why is america so concerned about this acquisition is it just about turkey drifting closer to moscow sphere of influence. there are several reasons why the u.s. has been concerned and to give a little background what's been happening is about a decade ago the turks decided they needed

a better air defense system and they realize they didn't have a strong enough national defense industry to build their own so they started initially looking at a chinese system but the u.s. and nato managed to sway them from doing that now though they've gone ahead with the russian system one several fears several concerns were mentioned in the package it's seems to me plausible that if the turks had such a system and also had the f. $35.00 that over time being able to watch the f. 35 very closely very frequently would give the russians who still control the software to these systems some insight and how to use the f. how to attack the f. 35 and that plane is really where the u.s. and nato has put its bets for the future of there been a vast amount of money poured in and so you want to expose those there's also as you mention a general concern about nato and the ties with turkey and turkey is drifting away

towards russia or at least away from nato and there is a some hope that by putting a firm stance now that could avert that and finally there's a big concern that not only turkey but many other countries might purchase the system so the chinese have already acquired it the indians are about to and there are several gulf countries including qatar that are considering purchasing it and the u.s. wants to signal that there are high costs to doing this interesting they reported this talk about the possibility of turkey still buying a patriot missile defense system from the americans would that resolve this dispute you think what are the potential scenarios here well. right so the turks have been telling me for the past year we've been arguing about this that they always thought that in the end president trump would intervene to block the

sanctions and as you mentioned at the osaka some and he almost indicated a possible resolution that way which was we would just plain the yvonne the ministration incorrectly from my view for causing this problem and therefore you know that absolve turkey but as mentioned the package and elsewhere the congress is pretty firm against this so i think it's a question of how many sanctions when they would occur or delayed some of the more drastic ones cutting turkey off in the financial u.s. financial system i don't see but a stew see what nato has done in the past when it had problems with one member a country is cutting back on defense ties limiting cooperation and treating the country almost as a pariah in the relationship with the alliance so i think that's what's most likely to happen yeah i was going to ask you about the potential consequences long term of turkey's decision to acquire the vs 400 system what will it mean for take east position with a nato and would turkey thing be willing to give up its relationship with the west

in favor of a closer relationship with the russians. right and i'm positive the turks would not want to give up on the nato ties i definitely want that they can't their relations with the e.u. is so strained so joining the e.u. is not possible. if nato were to ask the ask the question now to admit turkey or not an expansion question turkey would not get in but the fact that they're in makes it really hard to expel them there's not been any that's never heard in the alliance before it's more been freezing ties and so on and so i think what will happen is turkey will stay in nato it'll be nominally an ally but it will be just limits on the cooperation and strained relations until the next event and we've had many of these because the iraq war syria war so on comes and to shake up the ties and perhaps move turkey back closer to the west for further away right interesting
