new developments in surgery i'm talking about them when i'm in hiroshima japan to meet the surgeon hiring new techniques in regenerating on. a breakthrough medical trial provide some much needed to cystic fibrosis sufferers based on all the evidence but the. least a 100 foot noise to cancel. the cure revisit it on al-jazeera. ready for transition to a new government for so than a deal between the military and a civilian coalition assigned after weeks of negotiations. hello i'm down in jordan this is al jazeera live from doha also coming up the u.s. imposes new stronger sanctions against me and must top military leaders accused of

the mass killing of wrecking the muslims plus. impeaching the. president of the united states of misdemeanors donald trump's racist comments about 4 female congresswoman spots the 1st formal attempt to impeach the us president also. germany. becomes the european commission's 1st female president. so down there is one step closer to a joint civilian rule government after the military council and protest leaders signed a landmark agreement creating a transitional power sharing body it'll be made up of military members and representatives from the pro-democracy coalition known as the forces for freedom and change all the deals the 1st step towards meeting protesters demands for
12:34 pm
a civilian led government a constitution agreement is expected to be signed next friday. if. the transitional military council is reach an agreement with the freedom and change forces you have witnessed the signing of the document it is a huge achievement representing a step towards an all inclusive agreement among all the forces in sudan it ushers in a new era and paves the way for the upcoming steps of the console the dacian and celebration and reinstatement of the constitutional document for the transitional period it's a glorious moment so let's take a look now at how we got here after weeks of protests against his rule the military moved president omar al bashir in a coup on april 11th the generals then set up a transitional council while a mass sit in was held outside the army headquarters protest leaders held talks with the joint or they agreed on a 3 year transitional period to democracy but talk soon broke down over who would leave the joint transitional government the military wanted
12:35 pm
a soldier to be in charge protesters demanded it be led by civilians but on june 3rd security forces raided the protest camp outside the army headquarters killing more than $100.00 people or contact between the both sides was shut down while talks resumed on july 3rd after mediation by the african union and ethiopia within days they agreed to set up a council that will govern for about 3 years while elections are organized well he morgan is monitoring developments from ethiopia's capital addis ababa so just talk us through this agreement between the military and the opposition how significant is it and what does it actually mean. well there at the moment it's quite significant because it is the 1st agreement to be signed between the opposition coalition known as the forces of freedom and change and a transitional military council they've been lots in negotiations and all the president out of this year was ousted in april and yes talks collapsed several times and they came back together especially after. when the army attacked the pro-democracy in front of the i'm headquarters killing at least 100 protesters
12:36 pm
according to the protest their protests are aligned medical sources so they're saying that now with the signing of the equipment they've taken a step forward and both sides just sent back this is quite is that next significant achievement they didn't wait for their timing and for the negotiations. the be the hardness of a high level it is with pleasure on this morning to bring the good news to the sudanese people that we have signed the political document between the transitional military council and the freedom and change alliance it is historic moment in the history of the sudanese people and their journey of struggle it's a new era of partnership between the brave armed forces and our partners in the freedom and change alliance and the sudanese people in this document is the fruit of the efforts of the people and us as well we honor the fallen martyrs the bereaved mothers and the youth the fuel of this revolution and he by this agreement
12:37 pm
to separate though from the much more contentious constitutional declaration that still has to be signed so what would be the definition of the constitutional document because that sounds like a much more significant piece of paper. yes indeed daryn that's going to be the core of the transition period now about constitutional declaration document which is still being negotiated still being discussed between the 2 sides and yet to be signed it will be defining the roles of the sovereign council and will be defining the roles of the executive council we already know from the agreement just signed a few minutes ago in the capital one of them that the 2 sides will be having 5 members each in the sovereign council which effectively will be the presidency and the forces of freedom and change will keep them out of the walls of the members of the executive council but what the rules of these 2 councils will be is going to be defined in that constitutional declaration which is get to be signed is also the issue of immunity now the transitional military council has asked for immunity for the members of the sovereign council and the executive council that's something that the opposition coalition does not want because they largely represent the
12:38 pm
protests on the streets and the protesters are demanding accountability and justice so if they give in to that demand there are concerns amongst the opposition coalition that they will lose their support as industries that something they don't want it's also the issue of who is eligible to be in the executive council and it's up in council so a lot of issues are going to be discussed and while this deal that was signed a few minutes ago in the capital is quite difficult significant there are still a lot of obstacles to overcome before sudan's transition is. just a just a final point to you so so where does this then leave the protest movement because does that is this a deal that the protests will be happy with or will they feel that to some extent they've been sold out because of the military inclusion in the sovereign council. well process that have been very clear in that the mandarin letters lot of success and that they want a complete civilian government now since they would resume talks on july 3rd if the opposition politician has been holding the faith and rallies of problems if you try
12:39 pm
to raise awareness and to explain to their supporters that it's not going to be possible to have a completely civilian government during the transition period but that what they can't do is try to mobilize or in the preservation period to try to take over some of the union some of the instance of caves that have been formed during president bush era and then go to elections and have a completely civilian government that's something this that they've also explained that the military council will not be in charge throughout the transition period they'll be about holding for they'll be holding the chairmanship of the sovereign council for the 1st time one month and then the sibilance of meeting for 18 months about something they plan to explain but many civilians on the streets many protesters are saying that the 1st point of the whole process of this whole revolution is that they want us to believe in charge there's also the issue of accountability so some of them are feeling that they are stupid that they've been sold out at this revolution is still yes not only not yet complete and that there's a lot to be done but at the moment they seem to be listening to this opposition coalition the force the freedom and change and they're waiting to see what that
12:40 pm
final constitution that their action will contain before they decide whether they should abandon their support for the opposition coalition or whether they should continue all right to have a moment there in ethiopia as capital addis ababa heba thank you. we want some other news now the u.s. government is imposing its strongest sanctions to date on me and mas top military leaders they target me and was commander in chief and several other senior officers in response to the mass killing of bringing the muslims in 2017 washington says the government hasn't taken any action against those responsible for human rights abuses so here's how those sanctions will work of a bar those targeted and their immediate families some traveling to the united states they come a year after economic sanctions are placed on lower level security officials this time it's the military's top brass in chief minnow and hang his deputies so when and to subordinates together they're accused of orchestrating widespread rights violations forcing at least 700000 ranger to flee the country since august 27th

team and a delegation of the international criminal court is in the bangladeshi capital dhaka to discuss the running a crisis let's join tanveer choudhry he joins us from there now what more can you tell us about this i.c.c. delegation and what their mission is. well there arrived yesterday on the 16th of july the delegation is led by. prosecutor james stewart this is the 2nd visit by team in bangladesh the last was on the march they will meet with foreign ministry and as well as home affairs ministry they will work out such a protocol including protection and diplomatic immunity for the investigators as well as witness protection program which bangladesh doesn't actually practice so a lot of protocol has to be worked out eventually they will visit that cam they will talk to the growing as themselves as well as community leaders to gather
12:42 pm
information and documentation are crimes committed against them now it should be noted there is a delegation of me on my team headed by the. permanent secretary foreign secretary who is also scheduled to visit with the team members on this monday will also visit during at camps to persuade the rowing us to tell them that the environment is conducive to go back to me and my dad this would be their 2nd visit they came last october and they're going as we're not convinced now it is important the team comes on the same day when the u.s. imposed economic sanction it also should be no noted that the organization of islamic country is also sitting with a case on the international criminal court to file a case against this that trust cities but the critics and allies saying this all these are seems to be symbolic that really impacts are going to come when china and india which most serious economic ties made. if they put some sort of
12:43 pm
pressure pressure then certain outcome will be positive but this is still stuck on the right direction or a time to challenge either in dhaka to be a thank you for that let's get you more on those sanctions against the top brass of me and most management bring in frederic risky he's director of the. asia pacific program with the international commission of jurists he joins us live from the thai capital bangkok what do you make of these u.s. sanctions against the me and my generals and how significant are they do you think . well the i.c.j. welcomes these sanctions they're long coming and much needed but only a 1st step they're significant primarily because they target the commander in chief men are laying and his deputy so when and we hope that will set a precedent for other states to take similar action of course the measures you know fall short of what we have would have liked to seen it would have been good to the
12:44 pm
scene as said speaking for those in pursuant to the global magnitsky act and you know some more robust measures taken we also we also would have liked to have seen some calls for cooperation with u.n. bodies the i.c.c. the newly formed. international investigative mechanism for myanmar it's not surprising we haven't seen those in this case given the u.s. government's on hostility towards the u.n. but nonetheless it's it's it's a good 1st step and perhaps that's a good precedent for the future for what about the wider ripple effects of these sanctions is this likely them to make countries and perhaps business leaders be more hesitant about doing business with me and ma in case they incur the wrath of the trumpet ministration of donald. and the president. well i do think every every time a sanction like this is placed it adds a greater disincentive for business to to engage particularly those that might be inclined to engage in sensitive areas as with the military with the security forces
12:45 pm
it's now you know there's an enormous cost to considering those kinds of investments so yes i do i do think it will that further disincentive for people to to engage there and it's important to know that these the violence is ongoing at the military continues to take offensive action throughout the country and particularly in rakhine state and not only against but against their kind ethnic minority as well as you say the violence continues so what happens mounts of those people who were responsible for human rights abuses in the mass killings of bringing the muslims back in 2017 and i mean how does the international community then keep up the pressure on me and miles generals well it's this is a this is a long term view we have to take we have the i.c.c. investigation we have several investigations being conducted by the united nations those will continue they will take a while to to produce results but i think that will create pressure and let's not
12:46 pm
forget also the internal pressure there's an increasing call within the country for greater transparency greater accountability by government and we should be looking for ways the international community should be looking for ways to support civil society in those and others that are seeking accountability and reform within myanmar are coming into an election period as well in 2020 which will also create a new dynamic in which some of these issues could be relevant for thank you very much indeed for talking to al-jazeera. and. time for a short break here on al-jazeera when we come back. that office of the mayor and all the officers what they bought them outside steps that they need to be off the caused outrage from mother of the mound choked to death by a new york policeman not a news there'd be no charges against the officer. just as in hong kong bound to defy what they see as china's efforts to tighten control or not stay with us.
