7:05 pm
irish paid off at golf's latest major. welcome to the news our syrian government airstrikes have killed and wounded dozens of civilians and province several people who are still believed to be trapped under the rubble after a busy market came under attack now the syrian government backed by russia really launched their offensive to capture it live in april killing more than 2000 people so far let's cross over to say who's tracking those developments from beirut in neighboring lebanon center just bring us up to speed on those as strikes and what we know so far. well those airstrikes have been targeting opposition controlled towns in the southern edges of the rebel controlled province of like you mentioned dozens of civilians killed we believe according to opposition activists on the ground and war monitors at least 30 civilians killed in the past 24 hours among
7:06 pm
them women and children this morning the time of the airstrike the target is a model that has a crowded marketplace and that is why so many people were killed it's not the 1st time they have targeted residential areas it's not the 1st time they've targeted civilian infrastructure and it's really not the 1st time that civilians have been killed in this ongoing offensive which is now in its 3rd month it is a military tactic that the syrian government has used over previous years to really put pressure on the civilians so who in turn pressure rebels to surrender because what is happening on the ground is that the syrian government has not been able to make any significant advances on the ground the rebels are holding their territory they're defending their territory and fact that the syrian government and its allies are believed to have lost up to $1000.00 men so this is a very costly battle for the government there was supposed to be a cease fire an adlib a cease fire that was guaranteed by both the russians and the turks these 2
7:07 pm
countries who should be working together in syria instead their local allies are engaged in a proxy battle on the ground and live has become a bargaining ground really for these 2 countries and definitely what we understand as it live the issue of the fate of it is not the only issue on the table so civilians continue to die we mentioned a dozen people killed in the past 24 hours but since late april more than 700 civilians have been killed according to war monitors for the moment we'll leave it does it hold it in beirut for us. in the northeast in syria turkey is pushing for a so-called distressed new military offensive if it doesn't happen soon but one crew will keep could issue one piece. he forces it considers terrorists away from its borders but it wants the u.s. to come on board which backs the kurdish armed group the issue will be top of the agenda as a meeting with u.s. special envoy for syria james jeffrey who's visiting ankara live too soon consider

in istanbul well said and why is really turkey pushing for this now where do the 2 sides differ on the issue obviously with the white p.g. in the middle of all of it. while so her lack of this is not the 1st time that turkey has proposed for a safe zone turkey 1st raised their concern about a safe zone in 2013 but it has been neglected or left away for somehow or based on the conflict of interest by the players in syria turkey wants a safe zone 32 kilometers. from its border to inside syria and it wants a safe zone which doesn't have any fight true group are 2 groups like isis k.k. or why p.g. and 4 took your wife e.g. is the i'm not a terrorist organization because for turkey it is the syria branch of the altgeld kurdistan workers' party which is recognizing the terrorist organization by the

7:10 pm
a dam construction scandal now it marks the 1st time a sitting kenyan minister has been arrested on corruption charges he and other officials are accused of flouting procurement rules when they water the building project to a bankrupt italian company the minister has denied any wrongdoing let's join catherine sawyer he's on the phone from some blue in north of the country what more do we know about this is quite a significant arrest obviously. hugely significant and so hale and this is because as you mentioned he's quite a high profile minister so he was arrested he of the comment of criminal investigations actually ordered 4 he's arrested alongside his deputy are some officials of a power stock tool that was meant to but see the project as well as issued warrants of arrest over officials of the entire company that was actually supposed to undertake this construction of building all 28 people in for these for this to be
7:11 pm
made the president 5 must be aware so the minister had over the months and 6 months several times about the department of criminal investigation for questions and the statement by c.d.c. i was very heavily war dead and i mean i'm looking at the very huge very alarming because they say that the construction of the dams hart has not even spotted well yes i think we're going to go see a chad talking about the negotiations you know to a cost of cheap $160000000.00. 7170000000 a little prize almost 200000000 so he has already been paid even before the dam is constructed and this includes payment for insurance a and listen to that they say the d.c.i. says that if the government the government was to be the government to then they should have paid insurance the tolls and these amount opening kluges interest there
7:12 pm
was also money meant for compensation for lands where the dams were to be constructed the d.c. had the department of 1 criminal investigation saying that there was no evidence that that land was even to chased into sparsely though the d.c.i. statement also says even though it would have been probably for more than the cost would be much lawyer much lower than the 650000000 that we're talking about and they call this a high of betrayal of public trust so very clear. going forward whether they going to. get an egg you mentioned it's a very significant development indeed of course we'll come back to you when that moves along as well thanks very much catherine saw that force in kenya. well staying in africa or getting the news of a large explosion close to the international airport in somalia's capital that's killed at least 10 people the blast happened close to a checkpoint another 15 are reported to have been injured another explosion is

leader from defeat and rule from a lie. well. from. jamila before we sort of talk about even a state of emergency and rehabilitation of those murari let's talk about the war on drugs we knew the president was going to focus on this and it's top of his agenda in that opening speech. oh yes definitely and his call basically for a stronger measures i.p.o. before congress for the imposition of the death penalty for illegal drugs and plunder is proving his government's priority he also admitted in this speech that his government is corruption driven rigid and that over the past few months he has actually believed in the professionals in the palace and of money and is not there is essentially nothing different from the speech of president bush that the day

compared to others except that this he is somehow or over an hour late which would be by the time he appeared in hong residence but here are the signs of all summer long resident just a few blocks away then from about since our group of protesters are marching in the evening and many of them suggesting that instead of talking president of the good that there should listen instead of the they told us basically the perceived in action that they're there in the south china sea in the pits relation to china including his so-called war on drugs all of these issues they say his rhetoric against gay people are against the minority is called for death penalty and plunder they think it's proof that the president is unfit to the burn and they want him to resign essentially though that the state of the nation's meat which is meant to highlight the president and the government's agenda and that should mean they say it's nothing really but. of all the atrocities that have been committed against the filipino people over the last 3 years of course i will continue to monitor what's

end of a day the whole of hong kong and the people will suffer as a result of the loss of law and order in hong kong. well sarah clarke joins us now from speaking there she has been addressing it in terms of a much larger speech but of course both sides seem very entrenched in their positions right. yes and kerry lamb and the police commissioner held this press conference both have called for an investigation into the incident which we saw on sunday night you know you know long this is where around 46 people were injured when what's been described as a mob of people wearing white shirts targeted those protesters who were returning from the march yesterday which was sunday here in hong kong it was a peaceful rally and when these protesters are here you're long on the train station this mob as they've been describing of gangsters as they've also been
7:18 pm
described they targeted and pursued them wielding a baton as well as still roads and beat them and assaulted those people as i mentioned 46 people in hospital one is in a critical condition. and the police commissioner have condemned the attacks and they've called for an investigation into this long incident and of course so there seems to be no end in sight in terms of the. the to ing and fro ing between the 2 sides more demonstrations inevitably are being planned because certainly the demonstrators and saying the pro-democracy demonstrators are saying that they're not going to give up either in their position on certain things like the extradition law which has only been suspended. yes i should say kerry lamb was also asked at this press conference today whether or not she would resign over these ongoing protests the ongoing opposition to her leadership and of course this proposed extradition law and of course she said no that we had also the project marker see lawmakers or the legislators the politicians here they
7:19 pm
once again called on kerry lamb to resign but again kerry has said she white there will be more protests starts incident the incident on sunday night in your long in the new territories which is an area quite. a distance from where we are now in central hong kong which is where most of the rallies have been held this escalated or as the level of violence to a new level it was a different type of attack purely because it was it appears strategic and this is where some of the problem obviously lawmakers are accusing the police even colluding and cooperating with some of those people who attacked those anti-government protesters they're also suggesting that there may be triad members being paid by the pro-government or the pro beijing lawmakers to silence. the opposition on this the extradition treaty so certainly things are not getting any quieter and some of the pro-democracy groups and the extradition bill organizations are planning more protests in coming weeks but for the moment sara we
7:20 pm
will leave it there thanks so much sarah clarke there in hong kong for us. now britain's prime minister trees move is holding an emergency meeting on their own seizure of a u.k. flood prone friday westminster is reportedly considering a range of options including limited sanctions as part of its response the vessel with 23 crewmembers aboard was seized at the strait of hormuz and is no doctor's new re-import iran says the tanker collided with a boat and broke international maritime law below and see islam for some london but 1st let's cross over to dorsetshire bar in the iranian capital where indeed the intelligence minister says that 17 people have been accused of spying for the cia and they've been arrested. we seem to have just lost a daughter so we'll go back to her
7:21 pm
a little while let's cross over to lawrence lee's also following events for us in london and lawrence what we do know certainly about the scenario between the united kingdom and iran at the moment there's concern obviously for the u.k. they've taken those facts that they have to the u.n. they've brought in the iranian. and given him a dressing down as well in london and apparently defense ministers talking about sending more assets to the middle east a diplomatic terminology most probably for military ship so what more can we expect from prime minister may in one of her final decisions. well that's a think the short answer is it is really difficult to know what they have been planning to do and they have got themselves in a complete mess the whole back story to this and there are a lot of reprisals going on about this now for the last few weeks really from the point in time when the british sees the iranian flag tanker which is still off
7:22 pm
gibraltar the complaint now being made from people in the defense establishment and conservative and labor members of parliament is that the government was looking the other way there was so obsessed with the concerns about a leadership contest and the unseating of the british ambassador in washington that they didn't have a strategy even though they soon after they took the iranian tankard there was going to be a sort of tit for tat reprisal and i was cited talking a week or 10 days ago just just making the point that the british only had one frigates in the strait of hormuz and if there's plainly more than one tank going through the same stretch of water and the come protect them all and that's clearly exactly what's happened and so now they're in a very difficult position where they they don't want to back what the americans want which is to take part in this multi nation coalition warships their will to be seen to be backing the americans that strongly but they haven't got enough warships
7:23 pm
of their own to protect the old tankers they're either and so it's led to this load of reprisals from people saying this is to do with decades of under-funding for the for the navy and why didn't the government have a plan this afternoon the foreign secretary for it would stand up and parliaments in talk about limited sanctions against revolutionary guard and maybe sending some some act over there as well but it doesn't really resolve any of the problems that you know the main issue is that they're stuck between the european position which is not sue a bay what the americans once and have sanctions and this pull from the american side which is we're which is which is to follow them i certainly think they don't want to escalate and they really want to deescalate states but short of actually giving the iranians back that bank of gibraltar which would would immediately solve the problem is very difficult to know what they can do so they got themselves a real pickle. so they will leave it alone. as they happen thank you and it's good luck to still correspondent for the wrong of course we were mentioning these
7:24 pm
significant arrests made by the iranian authorities allege cia operatives tell us more. also how the interior intelligence ministry has released a certain minute documentary in which they detail what took place with these 17 iranians who were lords allegedly by cia operatives in countries such as austria highlands and the united arab emirates they were warm into working for them in various different sectors inside iran including the country's nuclear and cyber facilities they said that they were promised either visas or residences in the united states for in exchange for information that they could gather from these different fields now the intelligence minister in this documentary outlined how detailed these 17 people were trained how they were taught to exchange information how to get information outside of or on the to these cia operatives these 17 people
7:25 pm
have been convicted and some of them we don't know how many yet have been sentenced to death this is what they're calling one of the biggest networks that they've managed to dismantle its links to the cia and the iranians have said that they will keep at it and this is a huge again for this ministry they said that the country will continue to practice to diligence when it comes to information gathering and these individuals have confessed on the video which is part of this documentary that's the airing on state television for them but we'll leave it out into her own thing to. well in kabul is the head of policy analysis at the arabs and for research and joins me here. of course many moving parts to this story which is like a huge movie to a certain extent without making light of the situation but we have now let's focus on the u.k. because that's the developing part of the story they went to build consensus also
7:26 pm
tell their side of the story to the u.n. that looking for european support to assert their partners and they tried to move away from the u.s. narrative it's very complicated path that they are trying to follow and absolutely i think the u.k. right now is in a very awkward position to say the least because on 3 know what to do about this on the one hand they don't want to be seen very much supporting the united states in its policy against iran and they want to stick to the european position because they're not the u.k. actually was one of the key partners in the iran nuclear deal in 2015 and have been working hard in order to maintain. and. i mean maintain the deed and keep it alive but on the other hand they have actually to find an exit from this from this crisis so that they what they want to the united nations security council 1st of all i mean they're threatened to sanctions against
7:27 pm
iran but there aren't aren't many sanctions they can actually endorse because there are so many sanctions against iran they went to the united nations security council complaining about their name behavior the next step might be asked actually asking the u.n. security council to be more sanctions on iran for what they call it the panacea in the gulf but that's going to be very difficult because the russians the chinese will veto that if they go to europe actually calling for the r.b.s. to impose sanctions on iran that the french and the germans will not actually accept that because the french. and the germans they want to keep the nuclear deal with with iran and they have been working over the past few months actually in order to find a way to avoid the u.s. sanctions on iran and have plans actions to where they need the ok is part of yeah absolutely absolutely. on the other hand the u.k. actually doesn't have much least forces in order to protect. its.
7:28 pm
ships and the gulf the the oil tankers here in this in this case and they have to rely very much on the americans but the americans in order to rely on them you have to to adopt their position or to come very close to their position concerning that the building of the international coalition or the coalition of the willing in order to protect navigation the freedom of navigation in the gulf so this is why i believe the u.k. here in it is in a very difficult position because we have to watch different things coming out of the u.k. firstly we've got a change at the top leader there's a prime minister about to take office with mostly very different policy and standing who's going to choose a new cabinet before the new defense minister as well and then obviously there's another track where we have to look at the military back and forth that's going on in the goals there's the issue of naval ships drones take a seizures that you just mentioned as well but there's also this diplomatic talk uplink both in the e.u. and over in the u.s. in terms of the u.n.
7:29 pm
what should we really as viewers who are watching this story unfold where should all of us be focusing their attention in your opinion well i think 1st of all most probably we're going to see bonus johnson replacing me on wednesday if that happens actually we're going to see the u.k. moving closer to the u.s. position taking into account the very strong person the relationship between but is then. but having said that. we are not going to perhaps see a very quick result to that because as you said i mean you have to do so many things 1st before. before actually doing anything. with your arm but the focus must always remain on on 2 issues here are the u.s. efforts in order to build the coalition in order to protect the freedom of navigation in the gulf and where the british actually are going to stand here are they going to support the americans in this because the americans are very much
7:30 pm
keen to have they have the pitch support and they are taking advantage actually of the crisis between iran and the u.k. in order to enlist the u.k. in this coalition and we have also to watch the diplomatic talk on the other hand and there are a lot in my opinion taking place maybe not in public but. if i was in new york last week and he made a few of. meetings one of them actually was with iran born. u.s. senator i was given a green light by president obama to talk with so i think these 2 tracks actually must be we must be focusing or watching closely what happens on these 2 fronts a very carefully again mo in congress thanks for your time and your analysis you think you palestinians are being made homeless because israeli forces demolishing homes despite warnings from the un and the e.u. the destruction of all the homers is the 1st of its kind because under the control
7:31 pm
of the palestinian authority residents lost the 7 year legal battle to overturn a military of action order when israel's high court dismissed their case. is that what they are homers in the occupied west bank the demolitions rob her of being going on slowly but surely through the day where are we now with that. so i have just let me show you these piles of rubble that you can probably just see behind me one on the this side of the fence the other one on the other side of the fence he's used to be hoses these these used to be homes that one was on occupied but this one was occupied by a family that had 6 children and it just around the corner from us from where we are now there was another building that's been razed to the ground there were 2 families in that that had to be evacuated by the security forces before that building was flattened in the early hours of the morning israeli security forces made their way into the backs property and brought people out we were here when
7:32 pm
that happened we heard people screaming and shouting and yelling and the people were taken off further up the road and then we saw teams of workmen who came in and were removing large pieces of furniture from the house but we didn't see any small personal items that were coming out the only thing that will bracing for now is this building here this force building is currently being filled with explosives by israeli military engineers the intention is to bring that building down as well the whole reason for doing this is as you mentioned a military ruling that was brought in about 8 years ago which said that in at least as far as this neighborhood is concerned that no buildings could be could be constructed within about 250 meters of the separation fence and the separation fence as you can see is running up the center of the street there you can get an s. sense of just how close these buildings have been these buildings were constructed after that ruling came into effect the people who own this building and activists
7:33 pm
working on their behalf were trying to make an appeal to the israeli courts to stop the demolition but 2 weeks ago israeli courts said the demolition was going to go ahead of because these buildings were illegal one final thing the palestinian authority is very concerned that this is going to set a precedent that a lot of the israeli authorities to carry. more demolitions like this of the really full of us with you through the day thanks rob. well in a few moments we'll have the weather with jenny but still ahead here on al-jazeera . we'll continue to monitor what goes on in the occupied west bank as israeli forces continue to demolish those buildings and we get some analysis from a legal advisor on palestinian rights and trust.
