the prime minister will then form a cabinet and that cabinet will need to be confirmed by the sovereign council. of sudan's transitional government is expected to be made up of civilians and the military with a sovereign council governing the country it will have 11 members 5 from the opposition 5 from the military and one independent civilian the appointed prime minister will have $21.00 days to form an executive council or cabinet made up of candidates chosen by the opposition except for the ministers of interior and defense and the opposition coalition forces for freedom and change is also expected to control the legislative assembly or parliament with at least 2 thirds of the seats of the u.s. and the taliban are are describing the latest round of talks in doha as the most crucial yet senior officials are expecting a peace deal that would lead to the withdrawal of foreign forces the taliban says it will not negotiate with the government until the u.s.

2:34 am
indicated that they were ready to reach this peace agreement they did say that they were waiting to hear from the americans they were hopeful to get the assurances they need on their side now we don't know how long these talks will last but certainly you do have kind of a positive message coming out from both sides of this thing if indeed a peace agreement is is reach then they will be talking about foreign troop withdrawal about 20000 of them her include in afghanistan 14000 being american soldiers the americans have said very clearly that that would be a gradual withdrawal but i think also more importantly if a peace agreement is indeed reached then it will pave the way for interim afghan talks which are crucial to bring some sort of stability to that country. with the doha institute for graduate studies he says there's been
2:35 am
a great deal of mistrust between both sides. this round is very much a continuation of the last round which happened at the beginning of july then they reached the point of needing to sort out the timetable for for the withdrawal as you can appreciate the conflict has been going on for 18 years or so there are a great deal of mistrust between all sides not just between them americans and the taliban but also the americans the taliban's and the government in kabul and over the 18 years there's been a great buildup of forces and bases in afghanistan so from a taliban perspective they would like to see an immediate withdrawal and as soon as possible on the american side of course they would like to undertake an orderly withdrawal which also offers guarantees to the afghan government and the afghan people and the various political viewpoints in afghanistan that it is not going to

numerous casualties and as i said the state of texas will be the lead prosecuting agency in this. part me start. if i can't get into specifics on that right now because we have to validate for certain certainty that this was the manifesto from this individual that we've arrested so with that in play we still have to be aware of the fact that this person is still entitled to fair process as far as the law we don't want to complicate that by making any statements right now that might be tainting the investigation. would you mind repeating that. we're not able as attorney taking that right now simply because hospitals will not release that information to us specifically.
2:46 am
again those are details that we're going to. keep under play right now as far as the investigation goals we have one weapon that was put put on social media i'm sure you're aware of that which was a a k 47 we don't know if those pictures released in social media were the actual individuals all right now again going back to the fair process for this individual we don't want to taint the investigation by a matter of fact we saying things right now. were you mind repeating it. the capability of the weapon a lot that and then his intent and then the location of worry dog was a wal-mart
2:47 am
a supermarket. where people are in large numbers there so if your friends are firing randomly at people you can cause a lot damage. again. you know. again the initial information coming in and was several suspects that information was put out to the feel we had misleading information going to different locations as far as supermarkets costco was one location dillard's was another everyone was responding to that social media somewhat influenced that but in the final analysis of all this the suspect was arrested at sun mount and. invite county which is on the west side of the wal-mart out there were the initial shooting took place. i'm sorry.
2:48 am
yes. he surrendered to the approaching officers. i don't know that matter of fact way but he surrendered to police so on being scene. right now we only have one. you're asking for specifics right now right now that still under investigation when you. read. that's for a psychologist the answer that's something that is definitely i think in play but that's beyond my skills that.

only caught the tail end of that man who we try. we train for act. if shooters events all the time and as i said to my staff and to that apartment we train for this not expecting it to happen but nonetheless we have to prepare for it to happen and we try to get the community as much as involved as we possibly can to participate in the have been so that everyone is under. understand what this potentially might cause. this responding to a situation like this to try to make sure it doesn't happen again is a replication of what we just went through during the last legislative session. it was made a year ago when we had the horrific tragedy of a shooting at santa fe high school that led to 3 days of hearings that i conducted at the capitol to get input from people who are educators who were students who were victims of shooting crimes as well as experts in all different kinds of fields
2:50 am
to help us be able to strategize the best ways to keep students safe and to prevent and students like that from happening again that led to hearings that were conducted by the legislature before the session began and then additional hearings and then legislation that was passed by the state of texas and is now law that includes bill after bill after bill that make sure that we are doing more than ever before to keep students safe at school during that time we did not as far as i know value for him plan for an incident like this that said i can tell you that perhaps the most profound and agreed upon issue that came out of all of those hearings was the need for the state and for society to do a better job of dealing with challenging mental health based issues we know that's

a component to shootings that take place in schools i think is a fact probably as a component to any type of shooting that takes place including including for example the shooting that took place in sutherland springs bottom line is mental health is a large contributor to any type of violence or shooting violence and the center texas this past session passed a lot of legislation and provided funding for the state to better address that challenge. ok. so the question about the manifesto and this emerging narrative that we're seeing
2:52 am
throughout our country as to domesticity terrorism which is you know obviously i want to say we don't know we have to allow the investigation to continue respect the process very much so but without regard to this particular instance not speaking about this particular instance which is still under investigation but the manifesto narrative is fueled by hate and it's fueled by racism and bigotry and division. and health it's you know i want to say the national media is watching el paso has historically been a very safe community we've been safe for decades we will continue to be safe this is someone who came from outside of our community to do us harm a community that has shown nothing but generosity and kindness so the least among us those people arriving at america's front door and so we'll wait to see what
2:53 am
happens with this investigation once we have a determination by law enforcement then i think you will see a lot of us coming together to make some very strong statements but for now we will let the investigation continues i want let me just say one thing in closing to echo what congressman escobar said this person did not come from el paso it is not what we are about we are a special community and this would not have happened from el paso and i can assure you you may have i want to thank the governor and other elected officials who've expressed their support here and there also you all might want to know if there are going to be any more updates on this and i'm going to let chief alan close with that. no other proscribed fruits if we find out anything different we can experiment later but you all for coming. thank you.

so if you're just joining us here on al-jazeera you've been listening there to a news conference led by the texas governor greg abbott confirming that 20 people now 20 people have been killed in the mass shooting at a busy warmup store in the texas city of paso there were also police chief greg allen there and the mayor of el paso were also on hand giving new information there this shooting alan fisher has been monitoring developments for us for on this from washington d.c. . just a little bit more information that we're giving was given there confirming some some of things that we already know 21 year old white male. is in custody although they wouldn't confirm his his name. and as we've been reporting as well this is a shooting that happened. on

a saturday morning in august when when many people quite a lot of people would have been there. inside inside that mall. well the police are estimating that in this store there was somewhere between one to 3000 people and that is because we're getting to the period of the year in texas when many families take their children along to somewhere like wal-mart to buy them clothes for the school year ahead also to buy them supplies and then there are families who are just doing their weekly shopping for food at that time though this man walked into the store and started firing what the police are saying is that they responded within 6 minutes and because of that they probably kept the number of people who died to a very low number among those wounded include a 9 year old child a 2 year old child and a 4 month old baby $26.00 people wounded in total 9 of them critically ill

3 hospitals in el paso said that a number of people are undergoing operations at the moment we can assume that some of them may well be a life saving operations. and they will also face further subjects in the days ahead so it may well be that 20 isn't the final death although one would hope that perhaps the experience and the expertise of the doctors will do enough to help cure the least help the 26 or so or wounded. they also talked about the fact that the man who's currently in custody could well be charged with crimes they're looking at something that was posted online about an hour before the shooting on an extremist web site something that disappeared a couple of hours after the shooting in which case he laid out what could only be described as a diatribe against immigration saying that the country was experiencing a lack of resources or would experience a lack of resources because of the number of people coming into the country the

jobs there would be in scarce supply and something had to be done about that certainly that's what so. the center of the district attorney's investigation is he's saying this could well be the nexus of a hate crime and also he's saying that they're looking at as a capital crime so they're looking at perhaps pursuing the death penalty should this individual either plead guilty or be found guilty of murder one other can a tragic detail that was added there is that because this is no murder scene a number of the bodies are lying where they fell and several of them are in the car park at the wal-mart in el paso another interesting thing people are lining up to give blood for the victims the meeting where they can alan fischer live for us there in washington and we of course have a lot more information on this mass shooting as and when it develops that is it for
