al-jazeera. hello and welcome to this al-jazeera news hour live from doha i'm martin denis coming up in the next 60 minutes mass shootings in 2 u.s. states in a higher 10 people are killed including the gunman. while in southern texas the suspects being arrested after killing 20 people at a shopping mall. we are going to aggressively prosecute both. but also is a crowd of. protesters keep up the pressure in hong kong continuing their fight a day after police fired tear gas to disperse
1:01 pm
a. known crash landing this time the french are named as the flying man crosses the english channel on his 2nd attempt. and joining us go with the sports the latest from the 1st ashes test is a stray here build a lead and can match the stuff and make it 2 wins in a row as he starts from pole position for the hunk gary graham prayed. so mass shootings in the u.s. states the texas and ohio within hours of each other the 1st at a shopping center in el paso there the suspect killed at least 20 people police say it has the hallmarks of a hate crime we'll have more on that in just a little while but it within the past couple of hours in a popular entertainment area in dayton ohio police say 10 people including the gunman have been killed 16 others are taken to hospital with injuries the f.b.i.
1:02 pm
is investigating. no indication of a motive when all of this comes on the heels of the west mass shooting in the u.s. this year police have arrested a 21 year old white man in texas suspected of killing at least 20 people president called it an act of cowardice police are investigating the possibility the attack was a hate crime both reynolds reports. heavily armed police move through a shopping center in el paso texas after a gunman opened fire in a crowded area. in other parts of the mall shoppers were held in place while people tried to work out what was happening. you know where you are. right i don't have you there there and then there was what has become a common scene in the united states lines of people being led from the scene of another mass shooting. on an on a day that would have been
1:03 pm
a normal day for someone to leisurely go shopping. turned into one of the most deadly days in the history of texas. lives were taken. who should still be with us today. 20 innocent people from el paso. have lost their lives and more than 2 dozen more. are injured. we as a state unite and support. despite reports of multiple shooters police say only one man is in custody and will face charges that could if he is convicted lead to his execution but he was to say this scene is a riff unfortunately because of the nature of the situation the scene will be in
1:04 pm
play for. a long period unfortunately to see school remain at the scene until the scene is process properly for. evidentiary purposes to be gathered for later prosecution the state of texas will be the lead agency or into the prosecuting this particular individual. that has a nexus point in time to a hate crime the f.b.i. will be looking into that with other federal authorities right now we're looking out for tension with capital murder charges for this individual he is a 21 year old white man who allegedly posted a racist rant online on an extremist web site just an hour or so before the shooting an emotional democratic presidential hopeful beto all roark who is from el paso announced he was canceling further campaigning and heading back to his city and so i just ask for everyone strength for
1:05 pm
a pass and right now everyone's resolved to make sure that this does not continue to happen in in this country us president donald trump called the shooting an act of cowardice and promised the city and state any help the federal government could extend but democratic presidential candidates including o'rourke linked trump and his rhetoric to the shooting senator bernie sanders wrote on twitter we must reject this growing culture of bigotry espoused by trump and his allies the shopping center behind me is now the focus of an intense criminal investigation and as authorities gather the physical evidence they'll also be looking at the suspects activities on line trying to trace the roots of his rage rob reynolds al jazeera el paso. well they've been 13 mass shootings in the u.s.
1:06 pm
in this week alone the shooting in ohio was the 251st attack this year according to a u.s. based group that monitors gun violence which divines defines a mass shooting as an incident where 4 or more people are shot or killed 270 people have been killed in such attacks this year despite those figures lists year to 2019 is on track to have fewer attacks than last year last year 368 people were killed in gun violence all right well let's talk to scott lucas now professor of american studies at the university of birmingham he's joining us via skype from england thanks very much scott these extraordinarily grim statistics in the united states on a daily basis we're being regaled with these awful atrocities why are americans apparently so resistant to gun law changes or restrictions on the ownership of guns
1:07 pm
. well 1st of all unfortunately these are extraordinarily grim statistics the united states has had this surgeon gun related mass killings for decades but it is getting worse and worse as you noted but the 2nd correction i think is important here and that is a lot of americans. are not ignorant of this they are not resist this they want something to be done we saw in mass marches after the mass killings at the high school apartment florida last year the march for our lives that there are demands for actions to be taken to restrict gun ownership to have a decent system of regulation in place we have seen further marches and i suspect we will especially as we're going into let's be honest a 2020 election season in other words while some americans may cling on to their guns or a lot more who are saying it's too long far too long that citizens have been treated as collateral damage for the national rifle association and the politicians who receive money from them let's see if that begins to finally have an effect and reduce the hundreds thousands of incidents that we are seeing and retiring in
1:08 pm
particular to the el paso incident where a 21 year old white man has been a vested is suspected of this being made by hate bernie sanders has talked about a growing culture of bigotry and says that all merican should be rejecting this would you agree with them. oh absolutely and but i think we need to go farther and i think we need to be very honest about this not as. the suspect patrick cruz yes in the past so shooting used rhetoric a 4 page manifesto which is that he was carrying out this act because of the invasion of america by emigrants he said in words that echo those of donald trump used recently that those immigrants should go back to their countries i think we need to be honest and say that the man in the white house and other politicians when they carry out anti migrant can language when they use language which can appear to target those who are of a different color
1:09 pm
a different religion they don't put the guns in the shooter's hands but they provide the excuses for those guns to be used so it's not enough just to simply condemn bigotry there needs to be responsible action by all politicians and if they're not responsible right thank you to help they need to be called out as accomplices then there has been a debate has an area within the past week oh say as to whether or not donald trump is himself a racist. i would argue that perhaps he is given the language that he uses and and what i would like to know from you is whether the vast majority of the united states americans are racists is wow. well i come from alabama and for decades in my or the country as you probably know we've had issues with rights we've had issues with discrimination and those issues are across america and they continue today we never achieve civil rights fully we always have to march towards it but what is different now is is that while there may be a lot of questions that are always below the surface regarding what race the
1:10 pm
president writes places brought them out of the open and when he tells american congresswoman go back to your country when they were born in america when he calls migrants animals when he says that african-american communities are rat infested that is a divisiveness that's what we face this is the most critical time in american politics since 1905 and these mass killings are only part of the challenge that we face including against a man named donald trump scotland has thank you very much indeed for the talking to us live from birmingham in england thank you robin some breaking news now iran's revolutionary guard say they have seized a foreign oil tanker in the gulf which they say was smuggling feel to some arab states get some more on this now by talking to our correspondent also jabari who is in tehran bring us up to date then what's the very latest what are they saying.
1:11 pm
well martin we've had a statement that's been released by the media relations department of the revolutionary guards they say that they seize this vessel in near far sea island which is an island that sits in the waters in between iran and saudi arabia this vessel was apparently seized on wednesday with 7 crew members on board who have now all been arrested the vessel was then moved to share the port city of share in the south of the country the revolutionary guards have said that this vessel was smuggling 700000 liters of fuel they didn't say where it was coming from that said it was heading to a number of arab countries and the statement also said that the revolutionary guards carried out the seizure or after the quote prior the appropriate documents from the country's judiciary and for now they have not released any more information about the details of this us all right bill so there's also another
1:12 pm
issue that we want to talk about with you and that is. an indication from the iranian government that it appears that mohammed. zarif the iranian foreign minister actually turned down an offer to go to the white house let's hear what the government spokesman had to say about it. because the u.s. action on foreign minister zarif is against all diplomatic procedures and is an unprecedented event in the history of diplomacy but one government keeps claiming to be ready for negotiations and then to put sanctions on the foreign minister of that country well just ridiculous he was invited by a senator to have a meeting at the white house then they impose sanctions on him foreign minister zarif is responsible for foreign policy and the diplomatic path should pass through him right now with us and also so it seems as though the iranian foreign minister invited to the white house turned them down to we know why. yes apparently mohammad javad zarif was on
1:13 pm
a trip to the united nations in new york earlier this month and he was invited to the white house but apparently the position here is that any visitation that comes from any members of the u.s. government iran will continue to reject that is because the iranians have said that they will not have any dialogue with the american government until the u.s. lifts all the sanctions they've imposed on iran since withdrawing from the 2015 nuclear deal last year apparently the government spokesperson i laid out being said that this is not the 1st time an iranian official has been invited to hold talks with american officials but they will continue to reject these offers because according to the iranians the americans have now waged economic terrorism on iran that is something the reigning for minister mohammad javad zarif has been fighting against on the international. scene during this time he says that while the americans continue to impose sanctions on the country they say that they want to
1:14 pm
hold dialogue and this is something that will never happen of course will how much of our serif himself the latest victim of sanctions again from the united states government on thursday the u.s. placed him under sanctions because they said that he was not in on the spoke or the government spokesperson mentioned this morning that this is very ironic since the foreign minister is in charge of holding all diplomatic talks with the international community and if the americans sanction serif then that means that they're not interested in having any kind of dialogue and therefore any kind of a discussion in the future between the 2 countries looks very very bleak at the moments. we live in tehran thank you very much. now sudan's military and the opposition have signed a deal on the constitutional declaration this is an agreement that was reached through mediation 4 months after the longtime president omar al bashir was ousted the african union's envoy to sudan says the document outlines the division of power
1:15 pm
until elections can be held in 3 years on the holidays our correspondent reported extensively on the situation in sudan so how significant a day is it this document has actually been signed well it's quite significant and that means the if implemented fully in sudan is now embarked on the road to the hope of democracy finally being gotten in the country and also this is huge and unprecedented for the african union which has been mediating between the purtiest in sudan and also the other letting a force of prime minister mother with your sims of people these agreements was agreed upon more than 24 hours ago but the last one for was technical teams have spent on the nitty gritty trying to establish the different relations some powers
1:16 pm
the different councils and the different layers of the transitional authority will briefly mohamed then explain because this is not a new constitution as such this is just a road map if you like as to how the transitional period is to be governed there are 3 essential institutions of state is that right yes indeed there is the sovereign council which is going to be the top organ of the transitional government and then there will be the executive council which is going to be led by a civilian prime minister will be the couple of ministers and then a legislative assembly where 2 thirds of the suits will go to the opposition parties and the civil society organizations were behind the porters while a 3rd would go to those political parties. inexistent model bullshit us but did not take part in the protests or in the organization of the protests and mohammed there are those who have been incredibly cynical skeptical as to whether the likes of hematite here we're looking at at the moment and the rest of the military genter
1:17 pm
actually serious about giving way ceding power to a civilian led government do you think that if indeed this is implemented that this does port sudan on the road to a civilian government with the possibility of democratic elections being held well it's a very symbolic to see. the goal committee the leader or so dunsford support forces signing the agreement on behalf of the transitional military council which shows that he is a force to reckon with within the t.m.c. and the structure that they is but again what the opposition leaders say is that they are relying on public support and people power in case things don't go the way they wouldn't and the military hijack martyrs and that's why they're saying they're not ready to disband the structures and pressure groups that initiated the protests from the beginning mohamed atta thank you. we've got
1:18 pm
a lot more to come on this al-jazeera news hour including fountains more indian troops are deployed to kashmir as hindu pilgrims and tourists are ordered to leave because of security concerns. as a bowler spreads to a border city in the democratic republic of congo we look at how other countries are preparing to tackle the disease. and in sport english premier league champions manchester city get their 1st chance at silverware this season but they find out why their manager thinks his team didn't get the recognition it deserves. our 4th straight day of protests is under way in hong kong crowds have been marching in a suburb ahead of a much larger rally in the center of the city on saturday police fired tear gas to
1:19 pm
clear thousands of demonstrators activists are angry over a proposed extradition law and the police response to the process protests andrew thomas is our correspondent he's live in hong kong andrew it seems very much as though the idea of this extradition bill has been pretty much put to one side now the protests are including a lot more demands specifically about democracy and how it their democracy and how their relationship with beijing is to be maintained. oh that's right this is much more about a rule of the i thought it was on the phone generally and not so much anymore about the specifics of the extradition of all 3 so called got into now owes it to the shingles of being with war by the government put on hold but the protest is about them taking off the table but really as a side this is morphed into much more local democratic reform more generally and
1:20 pm
investigations into the place in the previous places. there is growing anger here in a home away that the police have in the eyes of protesters to try them when they have been basically protesting in a cool situation with h. rally escalates when the protesters come prepared for confrontation and some of them don't provide the place it has to be said and the police responded and that is by situation then a lot of hearts come out about the only thing western nations in the placing of those protests is very much a way of seeing how any of this ends and every day now they seem to be pushed into government crisis this is wanting to hold the in hong kong on sunday that are not right on complicated in the sense of the city in the new territories of hong kong was nearly a protest in the subtle john paul was that americans are now at c some protests he was studies at a police station that was relatively low that a lot is but yet he was saying now it seems that was these protests was writes us today was monday the cold was going on then i'll
1:21 pm
go and see the votes us across was all right andrew thomas in a very loud hong kong indeed thank you very much for now andrew wilkie designer of calls on the protests in hong kong florence and i've been speaking to emily lau she's a former democratic party member at the legislative council and i started by asking her what the protesters are seeking to achieve. the sun and the monster food ran chief executive harry latham to come out and a joke word that she will with strength the extradition and not just to say to you instead because that's not a legal language but very intentionally i think not just the protest it's at the people in the community including say west that michelin think it's. administration to set up a commission a pretty fiery. that's a plea headed by
1:22 pm
a very eminent retired judge to look into the home side of the last 9 weeks right get this crowd and it's not so much to a question relating but it's a fat thing like a truth commission right in south africa isn't this is the fundamental cools if you like that is bringing people out onto the streets of hong kong is a demand for more democracy or at least at the very least the maintenance of the basic law and the freedoms that are enjoyed by hong kong for them not to be whittled away as many people see is happening at the moment where you are right we have been demanding democratic government even be said $997.00 when homebred was handed written to china so this is and i'm going to not but at the very immediate future and the sentiments of the temperature who know how to
1:23 pm
combat i think the setting up of this commission by fiery is very unfortunate and of course in beijing and the administration of kerry lads who say i bet we will have a constitution and then right after we cannot have so many rights to me get me so i think the most urgent thing is the commission of inquiry how far do you fear the. the actions and the demeanor if you like of so many of these hong kong protesters is actually being provocative provocative to the authorities in hong kong and of course to those in beijing well as course been maybe seen as provocative but you also by sir understand the feelings many of the protests i've taken with. some of them have already admitted there will. be are prepared to die and he does nothing request to see
1:24 pm
a very bleak future inside of them and like to wait until 2 or 3 or 7 which is the 50 years of one country 2 systems because the mainland china is talking about integration with the debate everywhere already and maybe that integration were take place in 2 or 3 years time and they see a very bleak future and also economically and even how they say is a big problem so they see all these problems in front of them and don't feel that china is interfering in the car has not stopped so basically a very very bleak future and that's right. educator and console right and how much do you think beijing will take how much more do you think the authorities in beijing will take before they take decisive action and i'm i'm talking perhaps about hong kong perhaps a tiananmen square moment do you think that send in the troops this question has
1:25 pm
been raised at a press conference in beijing and of course to the garrison level as well as the police car which i mean as we speak there are already 6000 people or so liberation army station in the car and don't have since 997 that maybe went to cairo and the disturbance that may not know not and they can send troops and not cross the boundary i correctly i think. not run teetering because if they did decide to do it. that would be good and to ask them country to assist the state and some people don't. call. a spade really well to risk that. i guess not at least 25 people

states 7 crew members have been arrested in the ship's being taken to the bushehr paul. pakistan has expressed serious concern about india's decision to send thousands of extra troops to indian administered kashmir india says the move is to stop attacks $55.00 says it believes pakistan supports its order to hindus attending an annual pilgrimage as well as tourists to leave the area separatist politicians are accusing the indian government of preparing to broaden its control . let's go live now to kemal hideaways our correspondent in the pakistan capital islamabad and the indian government is suggesting that they've actually found evidence of pakistan made alderman's that was that was a about to be used in an attack on these pilgrims what are the pakistanis saying about that. but 1st before the august
1:32 pm
on has categorically rejected the indian claims that bog standard and ward in anything untoward and been administered kashmir a deposit on the gold so daken a strong exception to the fact that d.n.d. and their view cluster munitions these abandoned target in a degree men are dead or 100 countries that have banned days ago still against the geneva convention project on the bridge diety or with the fact that india is moving a large number of troops that airports in the local media also of extraordinary movement forward bases close to the pakistani front care by the indian air force the progress on the for prime minister summer and a meeting of the national security committee and that of course includes all the armed forces chiefs debuggers saudi foreign minister were due to address the press
1:33 pm
conference and which he was going to criticize day use of these cluster munitions as a violation of the geneva convention so we are going to wait and see what kind all soldered spawns come from pakistan but the pakistani foreign office has already dejected the indian claim that it started nations along the line of control and that it was hoarding bodies the opposition also has come out strongly in favor of the government saying that and camera parliament session war due and should happen . right come out live in islamabad thank you very much indeed. well now we can speak to charlie who's professor and dean at the jindal school of international affairs joining us live from new delhi via skype thank you very much for taking the time to talk to us there's a whole range of of accusations being leveled against delhi including as you just
1:34 pm
said with our correspondent on the use of cluster bombs what is the plan i mean it's quite dramatic isn't it for it to clear indian administered kashmir a region that depend so heavily upon upon tourist dollars being spent. a situation which force the hand of the indian government. precautionary measures and evacuated the toulouse because i think the critical critical intelligence indicating a massive a series of terrorist attacks. by jihadists who are sponsored by barbara starr do you have any idea. just wondering whether whether you have any idea as to the evidence regarding the suggestion of there being. a series of planned attacks on these hindus. well you know history is the evidence for the general public i don't think they're going to reveal the plots so that the attackers can cover up there are traces but rebellion recently just a few months ago there was
1:35 pm
a massive suicide or back in kashmir where more than 40 security forces were killed and it remains tense there is a lot of you how destructive media and a lot of a fundamentalist groups there are eating to attack non muslims so i think there is a problem here in korea trying to result and at the same time i must say that india does have a plan as you mentioned i think they want to integrate in a similar question we are fully into india because kashmir has had a special status or an autonomous within india her long time under the indian constitution under the new and newly reinvigorated leadership of prime minister narendra modi after the elections they're looking at you know taking preemptive measures to sideline the separatists and the secessionists and to use security as well as other developmental means to train you know integrate kashmir better so i think that's the long term plan what we are seeing now at the border what you're hearing from your correspondents i'm about that there are you know preparing for war all these you know ways of thier tricks and i think what will really happen in
1:36 pm
the long run you know be a cleaner assimilation of kashmir and you know which is i think just a modis long can go right but it does seem very much as they mr met his government is approaching indeed administered kashmir as a security issue rather than a political one. no i think see what will happen is that in the last few years you know there has been a uptick in extremism and terrorism so they i have a 2 pronged approach they will try and marginalize the cessation is groups which are each in for either independence or to join with pakistan and then they will open a dialogue you know that iraq is going to happen at different levels but i didn't the 1st move is to try and of worked you know massive suicide attacks and these kind of things that in the past have completely spiked the regional security atmosphere he then again the key is that he thinks are is how is that do you think that these tens of thousands of additional soldiers are going to help that process
1:37 pm
. or that most definitely you see what happens is that you know crush we've specially populated but it's a fairly large territory and it's mountainous territory it's the high human layers so of course prison has had to you know repress major attacks and a foreign plot so that's necessary but at the same time even at the border of the line of control that has been fighting and india is claiming that we have killed 4 pakistani intruders and infiltrators so that's the other problem so one is the terrorism that's being perpetrated some by disaffected kashmiris themselves in the in india and the other is the infiltration of jihad the send 15 kind of suicide attackers from across the border so to covered these you know long line of control and to make it in view of these kinds of attacks i think some kind of preemptive measures are necessary i think most of the after the election is looking at trying
1:38 pm
to resolve this problem once and for all and i think he's got the you know keeping his cards close to his chest and that's what we're all guessing but i think the real motive ultimately is for india dual secure its position in kashmir. chali i thank you very much indeed for talking to us live from new delhi. aid workers are warning that any burner outbreak in the democratic republic of congo is still not under control and it could last for up to 3 is doctors without borders says nearly 2 thirds of those who've been infected have died and one in 3 patients are under the age of 18 other countries now are trying to take measures to prevent the disease reaching their borders mozambique for instance which is 2000 kilometers away is setting up disease checkpoints along its border with malawi rwanda which is a neighboring country briefly shut down the border on thursday after 4 patients in
1:39 pm
the east india r c city of goma tested positive for the disease 12 others are being tested for possible infection right we can go live now to 70 dekker our correspondent who's in kigali the rwandan capital and. understandably many people are anxious and nervous about the possibility of this disease spreading because it's so easily spread and so quickly does it take a hold do you get the impression that all of the resources that are being plied into east india are see that they're managing to get a hold on it boner. i think they're doing the best they can as you mentioned doctors without borders saying that it's not under control the tool the maps for various reasons that the geography of the area you have it's very remote people are on the move constantly another fact that they gave was that between the time that
1:40 pm
a patient has symptoms which is fever and things like this which is when they become contagious martine it takes from that period 6 days for them to reach an average in about a treatment center so everyone they come into contact with at that point in time is at risk of contracting the disease and then you have the medical workers and the officials that that need to trace once they identify a positive patient every single person they have come into contact with throughout that time test them vaccinate them potentially quarantine them it's incredibly difficult and as you mentioned the concern is because now this is a year this crisis is here ongoing but because it reached goma which is a border city of over $2000000.00 people there's a lot of cross border activity so here no wonder which is why the authorities here are taking it very seriously this is our report. it's a health workers nightmare a busy border crossing thousands of people in close contact and constantly on the move and have a dynamic on this medical worker tells people to wash their hands on the.
1:41 pm
health checks and hygiene measures of titan between the democratic republic of congo and rwanda ever since multiple cases of the bone of virus were discovered here in goma the congolese city of more than 2000000 people. people are washing their hands as a precaution due to be outbreak of disease spreading through their homes that's why they're asking us to wash water mixed with medication. the virus is paul through body fluids including sweat there is a vaccine that has been used for quite some time the world health organization says it has a very high success rate and you only need one shot but there's a. problem. vaccination is not approved for mass use it's usually given to those exposed to the virus and it's also given to the doctors and health workers as they are handling those cases to protect them from contracting the virus there is still no officially approved vaccine on the market but we're told this one is expected to
1:42 pm
