10:00 pm
is correspondent live in hong kong and i'm just wondering about the impact of these images that we've been seeing. which look which look fairly. they do look fairly ominous and they certainly do have an impact but just to a certain extent i've spoken to several people here and they say that that the moment they're really not worried because china has much to lose also should the situation here deteriorate any further that said china is sending out a message and if you put those pictures that were shot by the news agencies i'm add to that the words of the chinese ambassador to the u.k. you do there is a strong message coming out the chinese ambassador to the u.k. did say that china would not allow to protest just to bring home called down
10:01 pm
into the apis he did say also that they were saying that they noticed certain moves out among protesters that he equated to terrorism and he did also warn against anyone interfering in domestic affairs of hong kong as he put it these are his words no foreign country should interfere in hong kong's internal. urge those foreign forces to respect china's sovereignty and security immediately stop interfering in hong kong's affairs stop interfering in china's internal affairs so can i being violent offenses. this should not misjudge the situation on goal the wrong parts all the ones they will lift the storm only to drop it on their feet and.
10:02 pm
the pattern has been established doesn't it it's late in the afternoon to the early evening that the protests really get going and what's happening now. well today actually as far as we know so there are no protests but this is really just gearing up to do weekend with several protests have been scheduled even though authorities here and negated the request to protests in one area i spoke to one of these sort of hardcore demonstrators who has been going to these protests ever since they started in mid june and he said that actually 8th will continue they will continue being on the streets even if that means that the situation in hong kong could deteriorate he said that they were so much as they can that stake is actually did future of this place and what kind of what kind of
10:03 pm
society it will become we're certainly expecting large scale demonstrations over the weekend all right hunter thank you for that. we've got a lot more to come in this hour news hour including fears about the safety of the u.s. economy see asian markets tumble. why a trade to street between seoul and tokyo has roots in both the distant past and much more recent times. and find out how liveable clinched a top tracy so early in the season will reveal. on the markets in europe a fall and a little after a warning from china that it would take fresh countermeasures against u.s. tyrus the dow jones suffered its worst loss of the year on wednesday index closed 800 points that's 3 percent lower asian markets also dipped in the wake of u.s.
10:04 pm
losses it was driven by growing fears of a possible recession in the u.s. investors have made a major shift to the bond and gold markets which is seen as safe havens during time of market volatility our economics editor abbott alley has more detail on what could be behind this turbulence. there is a discrepancy in trade agreements then there's a way in the mechanism of achieving a goal of resolving those but what trump has been doing he's been going out there and he's been slamming on these on these tariffs or threatening tariffs and this is having an impact on germany having an impact on latin american economies as well so you know there's there's a lot to be said for this but we need to take a realistic look at what's happening around the world as well you know we've had the longest. expansion in the u.s. economy for some time the employment numbers are doing really really well the spending consumer spending is doing extremely well as well currently and this
10:05 pm
really no reason why we should see a recession there are people who watch the markets who. take it take it to the temperature of the markets are expecting a 30 percent chance of a recession so we are a long way away from that but we will see a global slowdown that's for sure because you can't have an economic expansion around the world which is going to last forever whatever goes up has to come down at some point. there's been a march in support of southern separatists have taken control of the yemeni port city of aden the southern transitional council called for the rally to show backing for the independence of southern yemen separatist fighters who were supported by the u.a.e. and seize the city last week it's created a rift in the saudi a morality coalition which is supported yemen's internationally recognized government based in aden. and all flights have been suspended at the any

functioning airport in libya's capital after it was hit by shelling one person sought to be dead at tripoli is missing airport after the attack by forces loyal to one or 2 after it comes under attack several times during the 4 month offensive. we emperor of japan has expressed his deep remorse for what happened during the 2nd world war now he made his 1st speech to commemorate japan's defeat since his in 3 meant in may he's the 1st japanese emperor to be born after the war and he pledged to reflect on the past and hopes that the devastation will never be repeated but the empress spoke around 50 japanese politicians went to a war memorial which often causes controversy there yet a sunni shrine commemorates japan's war dead and honors convicted war criminals prime minister shinzo rb there he stayed away from the shrine after previous visits by japanese leaders infuriated neighbors he sent

a ritual offering instead south korea's president says he's open for talks with japan to end their trade dispute in may the appeal at an event marking 74 years since korea's independence from japanese colonial rule japan has restricted exports of components that are vital to south korea's tech industry president who are on the global trade may suffer if a country in his words weaponize is a sector where it has an advantage he says he will gladly join hands if japan wants to resolve the dispute through dialogue. not a country that the cult 1st should not hinder the ability of a country that is currently developing to continue growing we hope that japan will play a leading role together in political to bring peace and prosperity and used to asia what contemplate the past the brought misfortune to its neighboring countries. well i've been speaking to robert kelly he's professor of international relations at the
10:08 pm
national university now he says the trade tension plays differently in japan that it doesn't south korea. carries a lot of weight on the south korean side i think a lot more than on the japanese side you know for japan japan of course is a much larger economy than south korea's the 3rd biggest economy in the world and so for japan korea is kind of a minor issue that sort of flares up once in a while but japan's really focused on north korean nuclear weapons china its alliance with united states and so the korea thing kind of comes and goes recently of course has become sort of a big deal right but in principle i think the japanese have tried to keep the sort of moderate level in korea though it's actually a much bigger issue right in korea says a lot about national identity a lot of korean history is taught to build sort of lens of the colonial period there are movies made about it all the time and something that the koreans take this really seriously which is why every year on national independence day and stuff like today and other holidays you get a lot of the kind of speeches you get the sort of tough rhetoric that you got from let's say doesn't doesn't the empress apology go any way to smoothing over the cover introduction there is a specific they have
10:09 pm
a trade somewhat yes i mean this is sort of another debate too right i mean are the koreans ever going to get an apology from the japanese that will satisfy the koreans korea is actually pretty deeply split on this the korean left really takes this very seriously and wants a great deal more than a lot of korean conservatives and sort of centrist voters are more or less willing to sort of work with what's been offered and move on right but the issue of japanese colonization in korea is deeply partisan and is deeply ideological now and you have a left wing government korean the south korean left really really emphasis a lot i think in particular for domestic purposes but this is really really important to the left wing coalition that stands behind the current president that's why it keeps coming up and compulsory rubbish recycling programs started in one of the world's largest cities shanghai and china is fining people and businesses if they don't follow strict new rules on favoring what they used to throw away a plane a refund. throwing household waste away in shanghai is a lot more complicated than it used to be rubbish has to be sorted into several
10:10 pm
categories including wet and dry it's not optional it's an order from the government and it seems to have caught on quickly. this garbage recycle rule is great for both citizens and the country we're used to it as not trouble for us at all it's like when i'm cooking i automatically separate the kitchen waste and other waste it's a habit now at sit times people take their separated waste to bins that have been placed in communities around the city the contents are then collected and taken for recycling composting or incineration for power generation businesses also have to abide by the new laws if they don't they could be fined up to $70000.00 the motivation behind a program like this would be applauded by most but there was also a sense that the government has missed a step out and that not enough emphasis is being placed on educating people how to reduce waste in the 1st place in 2014 china declared war on pollution it's made
10:11 pm
significant gains particularly with air pollution. but with rapid economic expansion came a boom in consumerism growing waste problem which is the government's next target it wants a standardized nationwide rubbish sorting system to be in place in the next 6 years and shanghai is seen as the big test the city's residents produce more than $22000.00 tons of waste per day among the contributors is china's growing love affair with food delivery services which is now a $70000000000.00 industry experts agree that education could be improved but the new initiative is a significant step china is still coming from. a culture where people are still going see littering on the streets going from. trying on the streets to lose literally putting stuff in the bin but in the right bin that's that's a big jump for 4 people right now the test will be when the novelty wears off and
10:12 pm
the volunteers keeping an eye on the process and no longer they have for now the government is serious about tackling china's waste problem and people have no choice but to follow the law wayne hay al-jazeera shanghai. tied to the weather now here's kevin that's right we're going to update you on what is happening with cross a tropical storm that made landfall today in japan at about 3 o'clock local time there time want to put this into motion show you what we do expect to see a lot of heavy rain with this particular storm only a tropical storm but you can never underestimate the power that a tropical storm can hold over an area we did have a lot of flooding in the area a lot of storm surge a lot of rip tides as well we're still going to be dealing with the storm for the next several days so it's not out of the picture yet i want to show you some rain totals and statistics that we have with the storm right now in terms of the winds 83 kilometer per hour winds right now gusting to 101 moving quite quickly right now towards the north so we're going to see this move into the sea of japan by tomorrow
10:13 pm
but in terms of the rain just the last 24 hours we have seen anywhere between one $120.14 millimeters of rain in the last 3 days we have seen almost $700.00 millimeters of rain in certain areas down here towards the south now we're going to be seeing quite a lot more rain over the next 24 to 48 hours actually for parts of japan parts of the russian coastline as well as the decree peninsula we could be seeing the likelihood of flooding increase as we go towards friday so we're going to be watching this very carefully as we go towards saturday things to improve across much of the south but up towards a kaido the remnants of the storm still expected to bring some very heavy rain across their area and also flooding there. kevin thank you very much indeed still to come on the news hour the emergence of more tense it is on the american southern border how it's crazy in space for a growing number of detained migrants. and tigers back but would he be fit enough to play

10:15 pm
also know what they see the world from a different perspective on al-jazeera. time to take a look at the top stories here in the hour jazeera news hour there's been an outbreak of fighting across the line of control between indian and pakistani security forces the indian. the army is denying reports that 5 of its soldiers have been killed. the united states government has made a formal request to gibraltar to block the release of an iranian oil tanker the brace one was seized by british forces last month because it was suspected of
10:16 pm
breaking international sanctions by shipping all to syria. chinese security forces amassing near the border with hong kong where anti-government protests are continuing china's government says they are routine military exercises. but let's have some more on their main story of course and that is the situation in the region of kashmir there's been fighting across the line of control between indian and pakistani forces that's the very latest line that we've had to report we can now speak to adam and that similar is a senior lecturer in international relations at king's college london he's joining us from london thank you very much 1st of all comment then on what the seriousness if you like of of this exchange of fire between the 2 sides at the line of control . well unfortunately firing across a lot of control is a crude depressingly common phenomenon so i wouldn't read too much into it because
10:17 pm
both sides have huge huge artillery stockpiles and positions. fairly common to have exchange of fire. across the line of control right and let's get on to what i really wanted to talk to you about and that is about the economic status of of india administered kashmir given that prime minister modi has basically defended his decision to change the constitutional state itself it promising a great deal of prosperity for the region what are your thoughts on how he's going to be able to attract this kind of enormous injection of foreign investment or outside investment at least when there are so many thousands of soldiers and paramilitary forces as well as barbed wire if you were. yes well that's exactly the point the theory of the case on the part of the modi government is that with
10:18 pm
the. article $370.00 and the sort of integration of india into the rest of india is the rest of. the rest of india then there would be capacity for indians to buy indians outside of kashmir to buy property and to move forward in terms of investment now one of the things that has been pretty emphasized in the commentary so far is the kashmir traditionally had a fairly high development status but that was based on the main industry which was tourism now of course tourism is become becomes a little bit more complicated if there are as you say a massive military presence and the possibilities of instability i think more broadly one of the things that we see internationally is the. private sector development tends to follow places with
10:19 pm
a fair amount of stability. a fair amount of regulatory certainty and the part of the democratic participation of the of the people on the ground right and has yes but that seems to be completely lacking doesn't it given that the people of kashmir were not consulted about the process that was about to befall them and have not been in fact been in a lockdown no internet not able to move to unfriend as they please no telephones so you know it think to be participants in this this project of regeneration if you like then surely peace has to be has to be put in place 1st. absolutely and i mean i think that modi's argument would be with development then there will be peace but he's managed to get sort of commitments from some of the big.
10:20 pm
or at least sort of a verbal commitments are on the part of some of the major major indian like like. the bonnie group that they would come in and they would think very seriously about investing in kashmir but i think over the long term participation and democratic governance are absolutely key for both stability and peace on the one side but also sustainable development on the other right and it doesn't seem to be the case because it seems as i say because of the reasons that i've already given that effectively in indian administered kashmir there is going to be a residual resentment that is not going to go away is it i don't think it will go away any time soon i mean i think that there is a huge lack of trust on the part of the kashmiri people and and more importantly
10:21 pm
because india jailed number of the sort of moderate pro india politicians and the leaders of the political parties there are really no intermediaries between the muslim majority population of indian citizens in the kashmir valley and the indian state and that i think that the lack of. the ability to for representation to be to be part of this process is also going to be very concerning in terms of economic development moving forward so what do you think of the prospects and if this big investment summit that is being called for october the 12th. well i mean sure i mean i am absolutely certain that there are going to be some commitments made but one of the things that's worth remembering is that the indian state has provided a huge number over the last 203020 years huge number of incentives
10:22 pm
for business to move into question here and. in vest in factories and and other economic activities but that has often been short circuited by the security situation. alternately in even if you have all of the investments in the world and all the commitments in the world and all the incentives in the world to say build a factory manufacturing shoes. in the kashmir valley in srinagar if you cannot. transport your goods to market because of blockades because of car mines on roads and and things like that it's unlikely that in the long term the private sector in india let alone abroad are going to. maintain those investments right now. thank you
10:23 pm
very much indeed and the pilots of a russian and liner are being hailed as here is the saving lives by crash landing in a cornfield all 233 people on board escaped 23 people had to go to hospital with minor injuries the ural and lines a bus hits a flock of seagulls shortly after taking off from the gulf skin. sucked into both engines forcing the pilots into an emergency landing close to the airport well i've been speaking to aviation safety specialist david lee amount and he says the crash has similarities with the so-called miracle on the hudson that was in new york 10 years ago. it would have been pretty shocking but it didn't last very long and although i think a couple of people got minor injuries in the incident it was you know everybody everybody lived and if it be the closest comparison we have to an event like
10:24 pm
this is one almost exactly 10 years ago when. a u.s. airways pass landed on the hudson river actually on a river but exactly one of the most famous incidents of all time actually for aviation again a couple of people got hurt nobody was killed and it was exactly the same cause it was both engines were hit by in this case it was a flock of geese and they were pilots lost power almost for power on both engines as happened in this case. we're going to talk more now about the situation in hong kong and what could possibly be the chinese reaction bearing in mind these security forces that are massing on the buddha with home call in the chinese city of shenzhen is top line today we can speak to richard vite sousa defense and security analyst that wiki strossen the joining in for us from washington d.c.
10:25 pm
festival what do you think then of the build up if you like of rhetoric and visual images being produced by the chinese authorities in order one presumes to intimidate the protest is in hong kong. right i think it has 3 purposes 1st as you said to intimidate the protests and particularly those who might support and we've seen a lot of. on the photos and on your show and others about how shopkeeper regular people have been supporting the protestors this will make them think twice it's probably also to encourage the law or hong kong 3040 years to take a tough line the thinking would be that they know that if they are unable to control the protests and the chinese government and its own forces then to do so and then lastly it's a preparation for war that contingency i mean clearly beijing with them doesn't
10:26 pm
want to send in its regular military forces or military police but it need it wants to have that option just in case things get out of control right now the impression generally is that the united states is really being quite quiet on the whole issue of hong kong i mean we're talking about 10 almost 3 months of a fairly serious protesting taking place there and yet president trump seems almost to have been nudged into some taking some sort of position when he tweeted that he would a perhaps have a possible meeting with president xi jinping to sort the. and also linking the issue of hong kong with the prospect of a trade deal. right what the us and other external players might have some role such as the british are in a difficult situation in the sense that if they are. do are too
10:27 pm
quiet and don't seem to signal any concern ben that removes a possible restrain on chinese military action or a completely. but if they are to openly tied to the protests look like they're behind them that would play into the chinese government narrative that this is all an externally supported revolution and would serve as a justification and some and some chinese mines for military intervention since it would be seen as the u.s. and other countries trying to work their work and jang in taiwan to paul china apart so i can understand why the president himself has been cautious i think that at a low that level there's probably been more explicit discussions and warnings i'm in now we've seen the president himself say that he want he's going to get involved but they get in and as i said at ease just prior to this role as being support of a resolution not trying to encourage provocations on either side yeah but also in
10:28 pm
that tweet to cause he did explicitly link the prospect of a playing some sort of brolin defusing the situation no go with a potential trade deal with china what do you make of that. well it's almost inevitable in the sense that if the chinese government were to intervene militarily a lot of people would be killed that would undermine even further support in the us for trying to work out its commendation and what china on this and other issues we saw after 10 and then instead and a couple decades ago it took years build the relationship even though president bush was trying to sustain it so that's he's not really right that if there's if this it's the chinese act brutally and hong kong that will make it more difficult to trade agreement converse if this is resolved peacefully that might be able to
10:29 pm
help broaden cooperation in other areas right and so from what you're saying then do you think that there's any role outside is the outside mediation any international intervention that might help resolve the situation right not publicly i mean you as in your discussion and kashmir earlier the at least one of the parties in this case the chinese government does not want to have any external intervention and that's why his government this is an external affair i am sure that the u.s. officials and chinese officials or perhaps even the 2 presidents would discuss the issue but the chinese wouldn't want a foreign government having a major role for example mediating discussions between the opposition and which the r.c. authorities richard bites talking to us live from washington thanks. so the u.s. government's building new detention centers to hold asylum seekers who are crossing
10:30 pm
the border from mexico the government says new arrivals a well full of several children are among migrants who died in custody castro ripples from el paso texas which is on the front line of donald trump's heavily criticized immigration policy. across from an el paso shopping plaza down a suburban street is a detention center for migrants this is now part of life along the u.s. mexican border that which is warm allies to is not a protest against that which is normalized simply because it becomes an omnipresence the number of people who've been captured or turned themselves into the u.s. border patrol has trucked for more than 100008 month 272000 in july in el paso that's still 6 times higher than a year ago over the summer the government was criticized for keeping people under bridges and in overcrowded facilities but with emergency money from congress new
10:31 pm
detention centers are now being built u.s. customs and border protection says it's dramatically increased detention capacity in recent weeks in texas an additional $4500.00 migrants are being held in tent cities the government says that the people inside are well cared for and protected from the desert sun but the migrant deaths still continue 2 weeks ago a 33 year old man from el salvador died shortly after being arrested more than a dozen migrants including children have died in government custody in the past year and a half cruelty is the point all of this is meant to be a deterrent it is meant to be a deterrent is meant to be a punishment then there's the recent allegation that a border patrol agent in yuma arizona sexually assaulted a detained 15 year old girl the u.s. homeland security secretary says that is under invest to. any allegation that's raised by by policy must be immediately reported to an independent investigative

agency and they take that for action critics say the migrants are refugees and should be greeted with assistance rather than a rest in possible abuse the u.s. government says it's trying to enforce the law in a humanitarian manner as more and more people are being detained heidi joe castro al jazeera el paso texas following his poor showing in sunday's primary election argentina's president has announced pay rises and tax cuts in a bid to win back the voters this year machree faces defeat in october's general election if sunday's primary results are repeated his rival alberto fernandez and his leftwing running mate the former president cristina fernandez the cash came in far ahead of mr mark remarked creases he wants to relieve the pockets of argentines suffering from the collapse of the past so poverty and recession than you assure
