and sustainable but it's the plight of african elephants that's expected to dominate these discussions with botswana namibia south africa and zimbabwe wanting to open up a regulated trade in ivory but others arguing that it will only increase illegal poaching and the hayward reports. running wild and free for now at least while elephants aunt on the verge of extinction more countries could lose their herds altogether destruction of habitat complet with people over land and poaching threaten the elephant down a back street in hanoi the capital of vietnam the floor of a timber plant is strewn with elephant ivory the result of illegal poaching part from here but traded in vietnam where it's possible to buy pretty much anything using your phone number. one man told an undercover investigator from a group campaigning against the illegal wildlife trade how he's able to open his

contacts in a pool of ivory inside a customs compound standing next to officials who are supposed to stop him campaigners say more needs to be done to tackle the traffickers m.b.m. which has become the global hub for the illegal trade reading there are compelling reasons do you do these noncompliance proceedings against vietnam so we're calling on all sides parties and world governments engine iran this month the beginning these noncompliance proceedings against vietnam with the view that if significant progress is non demonstrated. that they should be slapped would treat suspensions vietnam is under pressure to reform its practices and has bowed to do more there have been modest increases in elephant populations in kenya malawi in uganda but losses in tanzania mozambique and the democratic republic of congo complex with people over habitat loss is a problem but so too is poaching that's despite the $989.00 international
6:21 am
ban on the trade in ivory there are estimated to be about $400000.00 elephants in sub-saharan africa it's also estimated $55.00 african elephants are killed for their ivory every day that's $20000.00 a year. there is a long standing debate about whether i brew stock should be sold or whether that would provide further cover but the illegal trade campaigners say wildlife crime is worth noting but more needs to be done before it's too late and the heywood. well jasmin williamson is from the elephant protection initiative joins me in the studio now and of course it is the discussion about elephants that is key in this meeting with so many countries involved it's hardly surprising that there are divisions about whether there should be a blanket ban on the ivory trade or whether it should be regulated yes it's not just that you know the amount of countries that have the benefit of having out of
6:22 am
an african elephants in their country it's it's also the fact that the populations of those elephants differ so widely between say the southern african countries that you're seeing now pushing for decreased protection for elephants and the opportunities for trade and the central east and west african countries that are pushing family against it does that mean that there is some possible rationale if the population numbers vary that there might be a rationale for different rules in different places the problem is is that. elephant poachers don't differentiate between where they're looking for ivory so if you open up the trade again it makes all elephant populations vulnerable so having southern african countries or any african countries or anyone opening up trade in ivory encouraging consumer demand suddenly those central east west african populations are in mortal danger we're not talking about continent wide extinction
6:23 am
in the immediate term but for those countries they have maybe a couple of 100 elephants some of them and they will those those populations also national parks individual parks in those countries will lose their of the populations that are already on the brink even if they were complete how difficult would it be to enforce a rule like that presumably if there is demand for ivory then the the supply is going to be found poaching will continue yes as you say as long as the demand continues to exist then elephants will continue to be a target 3 things have to be done at once one is that of force and has to be upped on the ground boots on the ground you need ranges you need police offices customs watching international trade making sure that nothing gets out you need to disrupt the trade both by protecting elephants and stopping ivory from leaking into the illegal markets then on the flip side and entirely in tandem with all of this to
6:24 am
have to be concerted demand reduction efforts everything has to be done at once and this u.n. conference in geneva isn't just looking at elephants there are also concerns about other vulnerable species and they're looking for a legally binding protections. apart from the elephants one of the species particularly concerned about to the point where we're reaching emergency. from the point of view of someone of the elephant conservation charity where obviously. very happy the elephants are still getting a lot of the focus because the fight is far from over however we are also concerned to see other things taking up so much of the agenda for argument such as the ones that we're seeing at the moment we we know top partners in places like kenya specifically are looking for increased protection for the giraffes whose population numbers have dropped by about 40 percent in 30 years which is an astonishing figure that has gone rather on motive obviously penguins are in dire need
6:25 am
of protection and tension vultures in places like zimbabwe elephants are killed often using cyanide is no girl gold mining that occurs nearby if a vulture comes across an elephant caucus with cyanide they go down in the hundreds and it's not just vultures but other species that come across them other scavengers but you're seeing huge vulture declines as well vultures are such an integral part of an ecosystem that basically that clean is and without them you are facing just on yeah so when you hear conservationist say there are these unprecedented specie declines unfolding because of the exploitation of mankind and that something has to change but time and again we see is just everything continues with business as usual do you have any real expectation that will change after a meeting like this so. is a remarkable thing in itself it's
6:26 am
a convention that spilled around the idea of controlling trade but by extension therefore becomes a conservation body because countries are interested to make sure that. you don't you want to have a sustainable population of something if you're trading too much in it then you don't have that so to get 180 countries in one place discussing these issues is really remarkable so that's that's the 1st thing the other thing is the. in the case of elephants we do have hope we are seeing change we're seeing the stability of poaching rates it's no longer going up with seeing the stability of ivory prices again also no longer going up we're seeing like i said the dumond reduction efforts and enforcement efforts operating in tandem and and we're starting to see change on the ground. one of the biggest steps one of the biggest changes we've seen in this field is china closing their domestic market we really think that's having a big impact on the outlook for elephants thank you very much for shedding some

light on this for us jasmine williamson from the elephant protection initiative went out united states is continuing its pursuit of the iranian oil tanker held for 6 weeks and gibraltar the department of justice has issued a warrant for the ship's detention the vessel is preparing to leave gibraltar by sunday off to supreme court judges in the british territory or did its released new crew members are on board and the super tanker has also been given a new name it will now sail under the iranian flag off its registration was switched from panama under simmons has more from gibraltar. there may be a warrant in place from a u.s. district court for the seizure of the ship and the full faith of its cargo but it's have little effect on the slow pace of preparations some of the crew had used to board to actually put stencils all the store and paint in the new name adrian daria wall and the registration question that's the
