saying that they will still vote against against their own party if this happens and that in turn but enormous pressure on the government to say what it's going to do instead and that's where the idea of an election comes in ok would he call an election to i guess get or get all his ducks in a row because he could kind of blow those rebels out of the political water in one fell swoop call an election and then apparently use the royal prerogative which he can deploy to move the election to after october the 31st because then the election isn't him looking for a mandate on him and what he might do with breaks it or what he's able to do with briggs it then becomes an election on his opposition to jeremy corbyn the main opposition leader the labor party leader because he can then say well i'm the guy who's actually delivered on bricks it and that's why you have at this stage there before parliament's going back both sides wargaming if you like
10:01 pm
all these different scenarios and certainly the and see no deal rebels will want to try to make sure that if johnson says ok fine. you you you don't want this practice to happen in about 7 going to go on election they would then try to insist that he has that election before october 31st and not after it's because otherwise effectively he's ignoring the will of parliament anyway isn't he in doing that that is another of his options but it would be disastrous constitutionally for the u.k. and so. one way or the other you're going to have this this this thing going on in parallel in tandem the absolute countdown toward october 31st plus an actual national election at the same time which in terms becomes a 2nd referendum because you have the conservative party and boris johnson without the all the rebel m.p.'s plus nigel farage is bret's it party on the one side saying it's bracks it's do or die at the end of october and then all the other parties trying to find some way of working together for some alternative
10:02 pm
arrangement if you look at the polling it's actually very good for boris johnson because the way i think things work in the u.k. under that scenario with an opposition very much split as to what he wants he might easily win the election even before the end of october and still be able to drive the whole thing through but it's it's so volatile it's fissile i can't tell you how absolute febrile the atmosphere is just at the moment peter but is there a chance here that if he does this if he kind of plots a course through these various constitutional mechanisms on the one hand if he gets rid of his own m.p.'s or if he politically neuters them if you will for a. short period of time he turns the governing conservative party into the brics that party if you will you know not you've mentioned. that party there and also his critics might say well hang on you're being very exploitative for you being very manipulative because you're closing down parliament you're getting rid
10:03 pm
of your own m.p.'s on a temporary basis and you're going to the polls but you'll flip it to after the u.k. has kind of flopped out of the e.u. anyway. it depends if they can stop him from doing that if he says fine going to have an election but it's going to be on the vendor the seconds he would be accused of ignoring them betraying the will of parliament to avoid the no deal breck's it there isn't any time so organize another deal with the european union anyway between now and the end of october and so the pressure on him to call the election before the end of october would be enormous to the question of to what happens in the election then it all depends on what deals all the opposition parties can do with each other for example they might say well look if in this constituency the liberal democrats have the best challenge chance of winning then the green party the labor party whoever else might say we're not standing give all of us the liberal democrats just because they're the people that
10:04 pm
don't want the sorts of brecht's the boris johnson wants equal on the other side you've got the bracks a party potentially and the conservative party and the johnson doing the same thing doing tactical voting that's why the election would effectively turn out to be in all but name a 2nd referendum anyway because people would only be voting on whether or not the u.k. leaves at the end of october lawrence listen thanks so much for breaking. through that sue a very very complex political story thank you. ok lots more still to come for you here on the news hour including these stories vigilante attacks in india why victims' families say the police nor the courts are giving them justice. and how u.s. support for the united nations is waning in the era of donald trump. and time had a real task on his hands saving the l.a. galaxy we'll tell you if you managed it in the sports news in about 30.

u.s. special envoy to afghanistan has met the president ashraf ghani to discuss the draft peace agreement with the taliban and details about a ceasefire zalmay khalilzad met taliban representatives in cattle last week to complete a 9th round of talks to end the 18 year long war and yesterday and today the president met with the ambassador. and he came and he briefed the president on what he has done. and what was his mission for the boston months in terms of working on a peace process that would eventually take us to turn the next page our next phase that will be a direct negotiation between the government and the taliban. so he today when he came. he talked about the details of of that potential agreement or framework of the agreement that is going to be signed any time in the
10:06 pm
future or near future ok let's talk now to omar zakhilwal in kabul on skype he is the former afghan ambassador to pakistan omar what has to be in this embryonic peace deal for it to be a success. well. i think 1st the finding of the u.s. taleban. in the ports but immediately got. right groundwork in the media started. but there's nothing as a quid pro quo there's nothing in the history of the taliban that would suggest they can be trusted asshole. while talks. between taliban in the afghan government will be started after politicians. do not
10:07 pm
place trust but. if there are trusted we would not have. been up on time but we do believe it is well in this within the taleban i think intercepts put a political settlement in their readiness within the broader political view just going on a. moment and then there is the international mines that were. so . important element. it leaves. the environment that we must move on to at some point during these discussions up to today has anyone said to the taliban do you think yes you will be included in this process particularly when we get to the stage of direct negotiations if you lay down your arms. i think a lame down. parks.
10:08 pm
believe what. did they will be part of the power structure. out structure not. part of the process. and i think the world and. done with them have been given to them it's certainly. part of the top and. part of settlement in. not. ok if the afghan president thinks there is enough here to move forward with if there is enough to build on is there now a situation coming where in effect when they have those face to face negotiations the taliban have got precisely what they want they are in effect afghan politicians but they haven't got the other thing that they want which is their
10:09 pm
interpretation of what afghanistan should be in the future. i think the 1st important thing for the taliban was in agreement from the us was undeveloped the withdrawal of foreign forces that's a significant. thing that there would be getting no doubt of it and then the 2nd important thing that the frame are fighting for is an islamist government there is no difference between the taliban and the rest of the afghan politicians the government and the islamic nature of the government but certainly as to what islam means. which usually i think there is agreement on the packed up not let. her go indicative. that the nature of the government. on the family part that it might actually whack.

government that we need people who she initially in fact that inefficient from the taliban that there was. ok we must leave it there 2nd of all thank you very much. thousands of students in hong kong have skipped class today to keep up the pressure on the government change on to reduce chinese control protest organizers of call for today general strike to further those demands wayne hale reports from. oh my god oh god university students in hong kong are at the center of a protest movement that's lasted 3 months it's been a long summer holiday fighting for democracy and greater rights but their voices are as loud and strong as ever and they want the battle to continue thinking that. if we lost our own cause it was our friend john that's the real and so
10:11 pm
we think that we would have to use any methods it means to fight for our democracy on day one of the new school year thousands came from around hong kong to the chinese university known for its political activism. on this day for the students there were no books in sight no lectures to attend just a rallying call to begin a strike for 2 weeks 2 days in that time they want the government to meet their demands including an independent investigation into the crisis although intensify their campaign their announcement came in state media in china issued new warnings that the end is coming for hong kong's protest is there is no sign the threats coming from mainland china are deterring the use of hong kong if anything it appears to be having the opposite effect of becoming emboldens more determined to achieve their goals. organizers say around 10000 secondary school students decided to join the strike or quit for some who have joined street protests over the past 3

months say political awareness is growing among school children in the past they don't really care about political things you think eating drinking are saying it's more important but what really makes me feel 1st touched is. in the past 3 months many of them really start caring about. the government criticize the decision to allow schools colleges and universities to be dragged into the crisis schools should not be use as plazes for raising political. trying to exercise pressure on the government on political ease whose we would like to keep schools as a peaceful and orderly place for students to to study. representatives of workers from 20 sectors also called for a 2 day strike while thousands gathered in the city to protest work is it queen mary hospital formed

a chain to show their support but it's in the universities where the power base of the protest movement can be found striking students have placed their education on hold for 2 weeks they say their books can wait because the future they are fighting for is more important when hey al jazeera hong kong. aurukun durian is pounding the bahama islands in the caribbean this category 5 storm system is leaving huge damage in its wake island being warned not to leave the emergency shelter as the storm is expected to pummel the region throughout monday before heading towards the south and east coast of the united states with experts hoping the hurricane will avoid a direct hit on the u.s. but millions of americans are worried and they are making last minute preparations the governors of florida georgia and south carolina have ordered mandatory evacuations of the coastlines let's turn to jay gray who's live for us this from the hilton head island in south carolina how x.
10:14 pm
how bad are the expecting it to be. peter it could be very severe this is the 2nd most powerful storm in the atlantic in recorded history and while you talk about this thing not making landfall it looks like it will get close enough that some of these communities along the coast are going to feel hurricane force winds see the driving rains and deal with the storm surge some erosion on the beaches there are those mandatory evacuations in place from florida through south carolina including here on hilton head island everybody needs to get off of this silent today others who may ride this thing out preparing by gathering food water and medicine that they hope will sustain them through at least a week of hospitably not having power some could be isolated by flooding now we expect this thing to make its move as you talked about its own issuing the bahamas
10:15 pm
right now and you have to have thoughts with those people who are enduring quite a challenge there and then it will not make landfall but it will shadow the coast through florida and really up the shoreline it could make landfall if that happens in this area it would be sometime late wednesday into thursday morning peter and the significant aspects of dorian for the weather forecast this is the way it's gone from a category 4 to a category 5 and on top of that it's moving quite slowly. yeah it's amazing it's slowed down to a. wall it's really not budging much at all and that's going to allow it to churn and maintain some of its energy and it's been such an unpredictable storm i started covering this the end of last week this area of the carolinas was not even
10:16 pm
a thought when it came to dorian now it's a potential strike point so it's busy a lot to consider as this storm kind of wavers back and forth and continues to ensure long as you talk about millions of people watching this very closely very tense wondering where dorian may go next jay thanks very much. let's get more on his cabin its range made a very good point when it slows down like it does we kind of lose all momentum of where the storm is going if it's going very quickly in one direction that puts the track very accurately but when it slows down that gives a lot of question marks and opens up either to the west to the east so that's going to be the big question once it starts picking up there will get a better understanding of where it's going to go and right now the storm is you can see the eye of the storm has been visible for over a day now so it's very powerful not a very big storm from north to south though but we are seeing a lot of rain with that storm right now riding over the grand bahama island these are the winds that we have about 270 kilometer per hour winds gusting to $320.00
10:17 pm
now this is actually come down slightly from when it was the strongest and here it is west moving west at 2 kilometers like it's a basically a walk walking. pace over here towards the west now again with that movement it's going to have a lot of question mark on where this is going to go now we do think today still staying over the grand bahama islands as a category 5 tomorrow making a slight turn up here towards the north that's going to be the big question once it makes that turn and starts to move even faster then we get a better handle on where it's going to be going over the next few days this is what we think it is going to be going on the long term now this is a long term catastrophic event happening course we're talking about it on saturday we're going to be talking about it on friday as it makes its way towards parts of the carolinas so category 4 then as we go towards florida cape canaveral area category 3 off the coast of carolinas possibly category 3 and i'm here towards cape hatteras it's going to be chattaway 2 back to you thanks very much still to come

stein is head of the yemeni delegation at the international committee of the red cross he went to the scene of yesterday's attack. around the middle of the day i saw were very shocking images many bodies many that potties lying around our key internationally yemeni red crescent society our partners have already started to recuperate body somewhere around 50 bodies could be rapists but this work is ongoing also as we speak about it of course the death toll will be quite high listen yesterday to around 60 bodies that could be recuperated today there are many more we are around one people tested have now are all body parts that have been recuperated and there are still around 20 even people bodies in the rubble so where
10:23 pm
at least a 1000000 mt are also beat the ones recuperated today to around $1510.00 dead body which is probably matching also when we say total the total number of that in each has been $170.00 and around 50 are now cared for in the nearby hospital you know it's difficult it's very difficult to understand the motivation of the of this attack because what we have seen is actually that the center where all these people have been a lodged and detained has been directly hit by several strikes and all the clean he so it's not they're not talking about collateral damage so it's a detention center that we have been to hitting various times before has been several times heat yesterday around midnight by now the airstrikes if you really.

a month ago the united states must continue the drumbeat every form at the u.n. the u.s. presence at the u.n. has essentially been degraded since the departure of nikki haley at the end of last year 8 years prior she'd been a powerful advocate of u.s. interests in the organization everything it's working we're going to make it better her seat on president trumps national security council adding weight to it influence she became the administration's point person on the issue of north korea and particular the president and can have had a summit and was fierce in joining her president in calling us rivals to account. we need china to do more president trump called chinese president xi this morning and told him that we have come to the point that china must cut off the oil from north korea that would be a pivotal step in the world's effort to stop this international pariah in haley's absence the u.s. role in the security council has sharply diminished senior members of the

administration such as john bolton really want to sideline the un and simply not having a full scale ambassador here in new york has been a very good way to minimize the un's importance and russia and china have been quick to pull the vacuum left by the u.s. ramping up efforts to set their agendas in the security council and further afield russia deeply involved in syria negotiations proposing a gulf security plan to kashmir china managing to raise the contentious issue of kashmir in the security council for the 1st time interestingly is unlike her previous washington's new ambassador will not have a seat at the trump cabinet yet another indication that this administration no longer sees the u.n. as a viable body to advance its agenda apparently unconcerned that ceding its once all powerful influence in the world body to its most bitter rivals. mike hanna
