in the 1st of 2 special reports people in power traces the dramatic evolution of hong kong summer of defiance on a just 0. u.k. prime minister boris johnson braces for legal challenges and a showdown in parliament over his breaks it plans. have him see here this is al jazeera live from doha also coming up the iranian tanker blacklisted by the u.s. turns off its tracking signal deepening the mystery over where it's heading. i have never i have never attended a recitation to the central people hong kong's leader goes on the defensive after all the recording reveals her saying she'd quit if she could over the protests. one
12:01 pm
of the most power for atlantic storms ever recorded kills at least 5 people in the bahamas. britain's prime minister boris johnson is facing a major challenge to his authority as the breaks a drama reaches a critical moment developments on several fronts over johnson's plans to leave the european union 1st johnson held a cabinet meeting late on monday evening ahead of a showdown in parliament m.p.'s will return from their summer break later on tuesday the opposition planning to introduce legislation to block a no deal bragg's it and a number of legal challenges to johnson's plans to suspend parliament are moving through the courts and the uncertainty has seen the british pound for to its lowest level since january $2171.00 pound is now worth less than $1.20
12:02 pm
a loss lee is live for us now in london with the latest developments so any number of scenarios could be playing out here in what is a huge day for british politics. yes it's not a salute the massive day and certainly it does look at the moment having spoken to a number of members of parliament either rebellious conservatives or members of the opposition and they do think probably they just about have the numbers to defeat the governments in this motion which would demand that the government's delays breck's its and stops boris johnson from going ahead with his do or die vowed that the u.k. leaves the european union by the 1st of november it's going to be very very close but it's he's still thought that despite all the pressure that the governments and forces have been putting on concert of them these that they will be diesel that say
12:03 pm
that they won't be able to stand for conservatives in an election. that they're that which is basically kicked out of the party that there are sufficient numbers who are so absolutely sure in their own mind that a no deal bracks it would be catastrophic for the country that they are prepared to vote against their own governments it's not actually a confidence vote but that's the way in which the government is portraying it's and the question obviously arises if the rebels do win what does the government some what what does boris johnson do next but certainly all the reading of it sees that the prime minister would then seek whether successful in notes to turn this into a general election issue and lawrence apart from everything happening with bragg says specifically this brings up lots of issues about british politics and constitutional president president and all the rest of it.
12:04 pm
the question's going to arise just assuming for a 2nd that the that they're the and see no deal rebels do actually win this evening the question then arises what happens next because speaking to some of them just now they actually question whether the prime minister can demand of votes on holding a national election tomorrow on wednesday because they say that they would then be in charge of the parliamentary timetable and would stop him from from being able to hold that vote now if that were to happen then boris johnson suggested when he spoke outside downing street last nights that if he can hold an election he could just choose to ignore the results of the votes and the lights and just plow on with leaving the european union anyway at the end of october and if that happens the u.k. is in the massive illegal hole because they would accuse him of breaking the law and if if if the prime minister says well you might sort of voted this way in
12:05 pm
parliaments but i'm just going to ignore it's then he will be accused of having a dictatorial tendency and they would then lead automatically to enormous challenges through the courts and what people are signs of described as the beginnings of an inside constitutional crisis for the u.k. so it is potentially very very serious because the other question is. exactly how many m.p.'s would be prepared to hold an election in the middle of october as far as johnson wants and i do suspect that probably he might get that 2 thirds majority that he needs because i think i'm right in saying that there would probably be enough consensus and enough labor m.p.'s the main opposition party that he would be able to get that sue thirds majority the other thing is do they actually trust boris johnson to hold elected in the middle of october because some of them say in my promise that but then actually say well he's got his election he wants to hold it after breakfast at the end of october so there are any number of unknowables
12:06 pm
it's enormously complicated but it is the incredible atmosphere of mistrust inside parliaments all these m.p.'s are looking at each other really not trusting the that the motives of other parties it's a terribly difficult moment for british democracy indeed a hugely critical day there for the u.k. prime minister and parliament will wait to see what does happen for the moment lawrence lee live for us there in london now the iranian oil tankers seized off gibraltar before being released is reported to have turned off its tracking beacon the adrian dairy one formerly known as the grace one switched off its track on monday ship tracking websites had previously shown the vessel off the coast of lebanon heading northwards u.s. secretary of state mike pompei o has said they have intelligence the ship is heading to the syrian port of tartus dosage a body has more from tehran. the diarrhea one formerly known as the grace one
12:07 pm
supersized oil tanker that is carrying $2100000.00 barrels of rain in crude oil worth over $130000000.00 was last spotted near tripoli in northern lebanon now since this vessel was released by the authorities in it has been known to go to near greece turkey lebanon but that has not been located since monday evening here in officials have not disclosed where the ship is heading but they have reiterated that syria is not its destination the ship was seized by the authorities on july the 4th and it was released on august 15th the iranians say that the british government sees this vessel at the request of u.s. officials they say that this is an example of how the u.s. government is trying to pressure officials in iran to get them back to the negotiating table to renegotiate the 2015 nuclear agreement the united states withdrew from that the last year and we imposed a series of sanctions on iran's oil and banking sector the iranian president hassan
12:08 pm
rouhani you are way to the position here that iran will not have any kind of dialogue with american officials until these sanctions have been lifted and this vessel is the sanctions that have now been imposed on this vessel as of august 30th by the united states treasury department are being seen here as another effort to put more pressure on the iranian government. hong kong's leader has dismissed the lead recording of her saying she would resign if she had the choice caroline says she never planned to quit her comments were recorded during a private lunch last week and come after 3 months of anti-government protests there when a reports was. this seems to be no end in sight to the protests in hong kong and no sign that the government is willing to bow to any of the protesters demands but in a conversation with business leaders that was leaked to the media the city's chief executive indicated she wanted to walk away for a channel said it. was this. show. out
12:09 pm
so far. this just in the life insurance the 1st thing is to eat. and. is 2. hours later in her weekly media conference kerry said it was unacceptable that the private conversation had been recorded and she sought to clarify her comments about resigning i have never i have never attended a resignation to the central people's government. i have not even contemplated to discuss a resignation with the central people and. the choice of not resigning is my own choice oh no no no the resignation of the chief executive was one of the key demands of the protesters when they began taking to the streets their rallies
12:10 pm
started when the government tried to introduce an extradition bill which would have allowed criminal suspects to be sent to mainland china for trial carry lamb says the bill is did the protesters want to to officially withdraw it the leaks comments from kerry lamb come just days after another media report suggested that the central government in china had rejected a proposal by her to withdraw the extradition bill the report claimed that beijing ordered her not to agree to any of the protesters demands she also said in the lead gaudio that the government in beijing has no plans to put soldiers on the streets of hong kong to try to end the crisis and that her power is particularly limited at the moment because of the trade war between china and the united states plus home for the chief executive who are close. to hearts as hostages. said. that.
12:11 pm
there are already allegations that kerry lamb leaked the audio herself to try to ease the pressure on her which she says is not true the controversy is likely to have little impact on the situation with both sides no closer to finding a resolution wayne hey al jazeera hong kong. by jim brown is live for us now from hong hong kong so adrian does this we can carry lambs position now with the emergence of this record. i was. well i think the people around me at the moment would probably agree that what has happened to kerry lam today is embarrassing to say the least these are some of the protesters taking part in a demonstration very close to the main government offices and parliament here in hong kong they're taking part in the 2nd day of a half day strike but that said it has to be said that the impact of that strike is so far been very minimal all this of course happening on the day that kerry lamb is
12:12 pm
forced to go public through it since she has no intention of resigning that was in response to the leak of an audio recording that the reuters news agency got hold of clearly showed kerry lamb saying the exact opposite so i think it's embarrassed her but it's also embarrassed her political masters in beijing and of course it raises a number of questions because if beijing had allowed kerry land to resign if beijing had allowed kerry lam to officially withdraw this controversial extradition bill which has sparked this political crisis might that crisis how then did a little bit sooner i think what we're seeing at the moment is a strategy by beijing to really embark on a slow war of economic attrition against hong kong as a way of punishing the protesters so i think china is in full for the long game and what is it what is there the beijing government been saying about all this today.
12:13 pm
well we heard on tuesday again from the hong kong and macau affairs office this is the 4th time they've had a press conference since this crisis began in early june the sorts of media conferences of their. the rare but today they in a sense reiterated some of the points 8 made in their previous media conferences saying that the central government continues to support the government of carry around but what stood out for me was one comment where the official said that if china did intervene in hong kong it wouldn't necessarily mean the end of the one country 2 systems formula but he once again stressed at the moment he believed the central government wouldn't have to intervene and that the hong kong government could somehow contain the situation but he also stressed that actually it's up to the people of hong kong and the hong kong government to stand up to the violence he
12:14 pm
said that the central government had been alone and that so many young children have been caught up in the violence children as young as 12 have been arrested 15 children in all and once again it was a desire that in fact the hong kong police and hong kong government do more to bring the violence under control a belief that up until now they haven't done enough. all right adrian brown live for us there in hong kong thanks a.j. . still ahead when we come back thousands displaced in sudan and weeks after widespread floods we'll have the latest from the worst affected areas. turning back the page schweiger. the virtual book could be virtually over.

hello again or welcome back to your international weather forecast it is going to be a stormy day here across parts of italy as well as down here towards malta the reason being is we have an area low pressure this has been here for a few days causing a lot of problems in terms of severe weather and it will be another day potentially in the afternoon as well as the overnight timeframe so heavy rain even the possibility of tornadoes could be seen across much of this area to the north though we do have a frontal boundary that will continue to make its way towards the east we could be seeing some heavy rain along with that as well over here towards eastern europe and for parts of russia as well there over here towards the northwest so it is going to be quite windy we have a front coming in from the atlantic and that will push through very quickly across london so tuesday into wednesday morning some rain showers and gusty winds pushing through as well temps are dropping down here on wednesday to about 1000 degrees down here towards or it is going to be a beautiful day $25.00 and we do think on wednesday things get much better across italy but still down towards the south into parts of a central mediterranean it is still going to be stormy across much of that area
12:16 pm
here across the northern coast of africa not too much in terms of weather we did see some clouds pushing across algeria but we are going to be seeing some better weather there tonight it's going to be a warm day at 30 degrees over here towards because at $31.00 degrees there in cairo at about $35.00 for you. i'm around the world council and it is a way to manipulate and influence us trolls thoughts taking used algorithms that athena developed and designed to push content that says click me every click we make is a value and sought after but one and in the 3rd of a 5 part series raise in mexico examine how propaganda and proper shape content all failed the algorithm on a jersey or. again

a draft peace agreement with the taliban. hurrican dorian is ravaging the northern bahamas in the caribbean at least 5 people have died and thousands of homes have been destroyed after it made landfall as a category 5 storm it's now we can to a category 3 but it's still considered life threatening and it is expected to make its way to the southeast coast of the u.s. and you got to get reports from flood. complete devastation that is cars mind hurricane dorian hit the northwestern part of the bahamas as one of the most powerful storms ever recorded in the atlantic wind gusts reach 350 kilometers per hour roos ripped off and storm surges flooded streets and homes but this is the direct canal that's right behind us and you can see the waves are just raging as if we were at sea before the storm hit many residents decided to ignore warnings according to the red cross more than 13000 homes have since been destroyed communications are down on some of the islands even as dorian lingers as

a still deadly storm. in the midst of a historic tragedy. down some of our northern bahamas. on mission and focus now on this search and rescue and recovery. it's for the press for those in affected there is and for our 1st responders it's expected dorian will remain over the bahamas until at least tuesday morning before heading towards the u.s. is east coast. in florida mandatory evacuation orders are in place as much of the state remains under threat forecasters say the eye of dorian should run power well to the florida coast but authorities here taking no chances but we are in a situation where the storm is stalling very close to our coast it is going to make a movement and the movement that it makes is going to have a lot of impact on floridians and so please listen to the instructions he the
12:21 pm
instructions do what you need to do to keep. you and your family safe other states too are preparing for the worst as dorian's path is projected to bring it close to georgia and the carolinas from its formation dorian has been unpredictable it may have slowed slightly but the threat of landfall storm surges and strong winds remains this storm is still moving its massive. changes will. continue to move in reverse and so we're not thinking dorian is still a powerful storm in the u.s. as east coast is bracing itself for a days long event the predicted northern turn is the best case scenario for the entire eastern seaboard authorities here in florida are warning residents to watch forecasts closely even the slightest deviation could be deadly the main focus for now is on the bahamas and a rescue efforts are being hampered by conditions on the ground but it seems that widespread destruction and loss of life is likely if dorian sticks to its predicted
12:22 pm
path millions may be spared but no one here is taking any chances and agalloch rogers era puts an lucie florida let's go to jay gray who is live for us from savannah in the u.s. state of georgia north of florida but still very much possibility that it will be within the path of. this hurricane now as we mentioned there there the storm has weakened for now but presumably people there are prepared for whatever does happen. yeah absolutely has i'm we're right in the middle of the forecast path here in savannah georgia this is been such an unpredictable storm and right now unfortunately continuing to linger over the bahamas and you have to feel for everyone there who has taken this beating for more than a day now if it does eventually start to move
12:23 pm
a bit more quickly and right now it's just lingering there it would kind of mirror the coast no real landfall expected perhaps much later in north carolina but that would be late in the week if it moves and continues like forecaster believe it will it would be off the coast here sometime late wednesday into thursday evacuations have been ordered here and people have moved to higher ground more than a 1000000 people leaving from florida through the carolinas moving to safety the port is closed here most of the businesses as well everyone cooperating with this except dorian because it just continues to sit there if there's any good news from this storm lingering it's the fact that it's losing a bit of its momentum a bit of its steam if you will but again it's still a very powerful very dangerous storm and once it does move hurricane conditions are expected all along the coast it will be close enough to the coast to cause some

serious problems as i'm all right say a lie frist says there in savannah georgia thanks for that. at least 78 people have now been killed by floods in sudan 2 months of heavy rain has forced hundreds of thousands of people to abandon their homes nearly every state is affected how many reports from one of the worst affected areas. this used to be a road for cars now it's a waterway for boats flash floods after vast areas along the nile into a continuous lake hundreds of villages in 6 federal states across to them have been evacuated including some 40 kilometers north of khartoum residents say that in their lifetime they've never seen a flood of such magnitude the riverbed itself is 4 kilometers from here all this land is submerged and for 20 days now people have been trying to extract their belongings from the village that has melted into water because most of the
