4:00 pm
and for you. this is al jazeera. hello malcolm i'm peter w. watching the news hour live from our headquarters here in doha coming up in the next 60 minutes. in communities becoming evil. and ever increasing. the u.n. declares the u.s. britain and france may have all committed war crimes in yemen by backing the saudi u.a.e. led coalition. u.k. prime minister boris johnson braces for a showdown in parliament over his breakfast club. the iranian tanker blacklisted
4:01 pm
by the u.s. turns off its tracking signal deepening the mystery over where it's heading plus. i have never i have never attended a recitation to the essential people. hong kong's leader goes on the defensive after leaks all the recording reveals her saying she would quit if she could but with the recent protests and helen adela sends out a warning to the u.s. open field as he moves into the quarter finals it's funny and put on quite a so at flushing meadows that despite dropping a set over how the 2014 stacking line till i. say let's begin with the war in yemen a group of u.n. experts today releasing a report saying all parties in the cons. it may be involved in war crimes the
4:02 pm
report accuses the. coalition of killing civilians and airstrikes and deliberately denying them whilst on the brink of famine it also blames the coalition for using starvation as a water act like the u.s. britain and france were criticized for their role in selling weapons and providing intelligence reports also blaming who 3 rebels for shelling cities and using child soldiers and it's accusing iran of backing the violence investigators have given a list of suspects to the u.n. human rights chief. the evidence. is becoming even. and every. time to prioritize. safety. we want to emphasize that the suffering of. the conflict and
4:03 pm
national. consequently the conflict and national have a collective responsibility to resolve and. well the conflict in yemen is now into its 5th year and has led to tens of thousands of deaths by november last year human rights watch said at least $6870.00 civilians have been killed an air strike on a wedding party in september of 2015 is believed to be in the worst attack by the saudi you a coalition 130 people were killed when in december 27th seen more than 60 civilians were killed in 2 strikes on the same day the 1st struck a crowded market entire province killing $54.00 civilians including 8 children the 2nd killed a family of 14 in the red sea province of data and in august of last year a school bus inside was bombed at least 40 children died. joining us now is.
4:04 pm
joins us here is the progress of the university of georgia and welcome back to the news this report from the u.n. what does it mean. it points out clearly to 1st of all to the devil standards on the part of the western countries on the one hand they talk about the human rise and violation but on the other hand they actually provide the coalition the saudis the merit is with working with intelligence with their with logistical also our systems so it would you know we know that they also provide them with the fueling and stuff like that so if they really genuine about this position visa we have a human rights why why on earth they keep this kind of support for the coalition what will come out of the report i mean the reaction i guess will be predictable from all the countries who are being maimed in it we think because a list has been compiled it has been passed the relevant authorities we don't actually know who's on the list i should say. they will presumably say world is
4:05 pm
business or we're doing the best we can well this is exactly what they're going to do this you know we know that there is no will no names as perpetrators and the less so the saudis will say that there will probably set up a committee and they did that in the past but you know they never actually condemned any one of their own people all these airstrikes and the mistakes they talk about mistakes but you know some other people would argue that actually deliberately they bombed all these civilian places because they used television as a tactic in order to push the hoti to cave in so but and at the list moment to we we don't know of any case that the saudis condemned among the people so i think they just buy time you know and they will go back to business as usual this is the reality of the people who are involved in this vicious war. they stay involved in it because no one saw you win in a 6th sense would it be better if one side actually won because in the flow of the
4:06 pm
conflict no side comes out on top ever and now it seems to me it's going to get worse before it gets better because you got the separatists in the south in effect going to war with the u.a.e. supporting forces well you know the point that i really want to highlight is the fact that there is no a military solution for the saudis or even their merit is going to continue bombing than they were going to continue sending the missiles the ballastic missiles and the drones but on the ground no one will decide the battle and the problem with this how do the americans and all those who matter them like the united states the ignore the read dimension of the war saw short on of talking to iran short of probably mitigating the tension between the iranians and the americans the arenas and the cell does i think those happening in there in yemen is only a proxy for probably a bigger game and where the game is valuable that the u.n. has given us this report as opposed to at some point say 2 or 4 or
4:07 pm
5 years down the line because it occurs to me it doesn't look as if this conflict going to end anytime soon well you know we hope that the conflicts going to end but i think they're ignoring the reality on the ground there are some parties and here i'm talking about the us forces have a vested interest in continuation this war because this is the only way where they can cause a kind of damage to this how do they want to have a kind of when attrition with them a war of attrition so they want to bring them down to the quagmire and yemen but. the era of the iranian will probably have a hand off if you know the american the saudis talk to them directly and meet them probably half way and i think short of doing that we would run the risk of having the war going on regardless of the reports coming here from me over there professor thank you so much for. big story in europe listen the u.k.
4:08 pm
is breaks it battle is coming to a head as the parliament in london resumes in the next half hour or so with a showdown that could seriously undermine prime minister porous johnson's authority opposition parties want an emergency debate to take place to try and stop a new deal exit from the e.u. share jeweled on october the 31st some tory m.p.'s say they will support this but they are facing the threat of having the party whip taken away from them by mr johnson but if the legislation passes the prime minister has said he may seek parliamentary approval for a snap general election well before that date october the 14th mr jones insists the united kingdom will leave the e.u. with or without a deal by october 31st to show our friends in brussels that we are united in our purpose in peace should vote with the government against cool beans pointless. i would everybody to know there are no circumstances in
4:09 pm
which i would ask brussels to do that we're leaving on the 31st of october no gifts or buts. while the former attorney general dominic grieve is one of the conservative leading critics on brick said he believes those opposed to no deal have the numbers they need to defeat the government i hope so never certain because there are lots of pressures on the company some of them have been are being threatened with the selection with having the whip withdrawn and this is all very draconian and it will be those who are weighing up party loyalty against the national interest this is this is painful and hard but i think we have the. live to college green. green park me outside the palace of westminster so what kind of reception do you think mr johnston will get when he enters the chamber. well peter let me let me just let me just fill you in on the very latest thing
4:10 pm
that's happened in the last hour or so because those rebels opposition m.p.'s and conservative rebels have now tables in detail what they propose to try to see one to mind boris johnson's plans and it's absolutely striking how detail duties because what they're trying to do if they get this vote through tonight is to seize control of the entire parliamentary timetable from wednesday push through the entire legislation in a single day to try to prevent boris johnson's breakfast at the end of october come hell or high water and then keep on top of the situation effectively cutting boris johnson's political legs off right through the rest of this week and into the start of next week where the bill would have to go up to the house of lords the 2nd chamber here and back to the commons at the start of next week or is final reading before getting royal assent from the queen and only we understand after that point
4:11 pm
boris johnson then apply to have an election and the point is that because the legislation rebel to try and see that unless and until boris johnson can get some sort of deal on october the 19th after that crucial european council summits he will be forced to seek an extension from the european union until the end of january next year now if that if he can't ask to have an election until that legislation goes through it prevents him it seems to me from asking for an election in october the 14th he could only asked for it to happen after he's come back from the european union with some sort of. deal or not and so in doing so it seems they're trying to force him to break his foul that the u.k. will leave the european union at the end of october and so it's very very very serious moments he's got to go through several votes tonight and through the rest of wednesday if this happens it's an extremely serious one for boris johnson
4:12 pm
because he would serve completely to undermine his although it is prime minister lawrence thanks for that laura linney there our correspondent side the palace of westminster with the very latest shenanigans going on inside the house of commons as lawrence was saying boris johnson the u.k. prime minister is due to enter the chamber imminently we will carry that live for you here on the news and we'll try to understand that possible maybe understand it a bit more than we did this time yesterday maybe ok loads more still to come here on the news for you including the u.s. state of georgia as hurricane dorian moves up the east coast. drafting a peace deal u.s. and afghan leaders try to agree terms to put to the taliban. and the sports news that some of his premier league flock has the chance to revive a career in italy details in about 35 minutes.

the iranian oil tanker seized off the coast of japan before it was released is reported to have turned off a tracking beacon on board it's called the audio one formerly known as the grace one switched off its track on monday chip tracking websites of previously shown the verse law of the coast of lebanon and heading to the north now the u.s. secretary of state mike pompei has that they have intelligence that the ship is heading to the syrian port of tartus or such a body has the latest now from tehran. the area one formally known as the grace one super sized oil tanker that is carrying $2100000.00 barrels of rainy and crude oil worth over $130000000.00 was last spotted near tripoli in northern lebanon now since this vessel was released by the authorities in it has been known to go to near greece turkey lebanon but has not been located since monday evening here in
4:14 pm
officials have not disclosed where the ship is heading but they have reiterated that syria is not its destination the ship was seized by the authorities on july the 4th and it was released on august 15th the iranian say that the british government seized this vessel at the request of u.s. officials they say that this is an example of how the u.s. government is trying to pressure officials in iran to get them back to the negotiating table to renegotiate the 2015 nuclear agreement the united states withdrew from that the last year and we imposed a series of sanctions on iran's oil and banking sector the iranian president hassan rouhani you are way to the position here that iran will not have any kind of dialogue with american officials until these sanctions have been lifted and this vessel is the sanctions that have now been imposed on this vessel as of august 30th by the united states treasury department are being seen here as another effort to put more pressure on the iranian government. well after stalling after devastating

the bahamas hurrican dorian has restarted a slow crawl away from the islands at least 5 people have died and thousands of homes were destroyed after made landfall as a category 5 storm door and has now we can to a category 3 but is still considered life threatening it's expected to make its way to the southeast coast of the united states and gallacher is in florida. complete with vision to get its cars mind hurricane dorian hit the northwestern part of the bahamas as one of the most powerful storms ever recorded in the atlantic wind gusts reach 350 kilometers per hour roos ripped off and storm surges flooded streets and homes but this is the direct canal that's right behind us and you can see the waves are just raging as if we were at sea before the storm hit many residents decided to ignore warnings according to the red cross more than 13000 homes have since been destroyed communications are down on some of the islands even as dorian lingers as a still deadly storm. in the midst of historic tragedy.
4:16 pm
and northern bahamas. mission and focus now on this search and rescue and recovery. that's for the press for those in affected areas and for our 1st responders it's expected dorian will remain over the bahamas until at least tuesday morning before heading towards the u.s. is east coast. in florida mandatory evacuation orders are in place as much of the state remains under threat forecasters say the eye of dorian should run powell to the florida coast but authorities here taking no chances but we are in a situation where the storm is stalling very close to our coast it is going to make a movement and the movement that it makes is going to have a lot of impact on floridians and so please listen to the instructions heed the instructions do what you need to do. to keep you and your family safe other states
4:17 pm
too are preparing for the worst as dorian's path is projected to bring it close to georgia and the carolinas from its formation dorian has been unpredictable it may have slowed slightly but the threat of landfall storm surges and strong winds remains this storm is still moving its massive. changes with this one you know continue to move in reverse and so we're not thinking dorian is still a powerful storm in the u.s. is east coast is bracing itself for a days long event the predicted northern turn is the best case scenario for the entire eastern seaboard authorities here in florida are warning residents to watch forecasts closely even the slightest deviation could be deadly the main focus for now is on the bahamas any rescue efforts are being hampered by conditions on the ground but it seems that widespread destruction and loss of life is likely if dorian sticks to its predicted path millions may be spared but no one here is
4:18 pm
taking any chances and gallacher al-jazeera port st lucie florida ok let's cross live know. who's live for us in savannah in the u.s. state of georgia jay how long do they think it's moving so slowly until dorian gets to near or actually where you are. it's going to be several days probably wednesday evening into thursday morning is when we'll see it off the coast here in georgia we're right in the middle of the projected forecast track right now so we're right in the middle of where this storm is likely going to mirror the east coast of the u.s. never really making landfall until perhaps much later in the week somewhere in the carolinas but close enough to the shoreline that it's going to cause major problems we're going to see hurricane force winds driving rain storm surge in many areas
4:19 pm
beach erosion may also be an issue especially in florida they are starting to feel some of the effects of the storm this afternoon that's going to intensify through the night and then again it's just going to march up the coast here more than 2000000 people now from florida through the carolinas have evacuated moved to higher ground and it's become just a waiting game for everyone in the potential strike zone watching this storm wondering where it may go next as you talk about just creeping toward the shoreline here and it's been very difficult to predict over the last several days so no one really able to rest at this point until that storm makes its move and continues through ok thanks very much. at least 78 people have now been killed by flooding in sudan 2 months of heavy rain has forced hundreds of thousands of people to abandon their homes nearly every state is affected reports from one of the worst affected areas. this used to be the road for cars now it's

a waterway for boats flash floods after vast areas along the nile into a continuous lake hundreds of villages in 6 federal states across so that have been evacuated including some 40 kilometers north of cutoff residents say that in their lifetime they've never seen a flood of such magnitude the river bed itself is 4 kilometers from here all this land is submerged and for 20 days now people have been trying to extract their belongings from the village that has melted into water because most of the buildings there are made of mud bricks i was going to tell you how loving are you we need more canoes and big trucks to help move out of the water we've been forced to leave everything behind even money gold and other precious belongings and huge amounts of crops are lost as water drowned the farmers. by the only 728000 residents are now hosted in this camp the army and other agencies have

provided tents and food rations foreign aid has also pulled into sudan over the last weeks including 2 military cargo planes from qatar carrying tents blankets medical and food supplies and my hand and that's not a lot a lot like they have provided water and food we're thankful but what we really need from our government is our homes to be rebuilt or to give us land and build at least one room for each family we came out here with nothing but the clothes that were on us most of the furniture was damaged as we tried to get out. other concerns have been raised by health officials here leavitt an idea we have most of the needed medications so far they are not epidemics by the compass only 6 functioning rooms we need more bell but rooms are there ways we risk going on the situation especially now the want to own 100 i'm using affected we do mandatory 2 of the

4:24 pm
is my own choice no no no no the resignation of the chief executive was one of the key demands of the protesters when they began taking to the streets on the 1st of july protesters stormed this building the legislative council the seat of power in hong kong with kerry lamb in charge those fighting for political change say the chief executives leaked comments prove what they always knew. they say there's no real power residing in the building they broke into and that's why they say their fight is no longer about kerry lamb resigning it's about sending a message to china that the people of hong kong want democracy we have a public government controlled by the tyrannical chinese communist party and it needs fundamental change to the chinese government again reiterated its support for hong kong's administration but warned it will act if the situation worsens. the central government will never allow the chaos in hong kong to continue indefinitely
4:25 pm
if the situation in hong kong deteriorates further becomes uncontrollable and the turmoil threatens the sovereignty and security of the country the central government will not sit idly by. the controversy over kerry lands leaked comments is likely to have little impact on the crisis with both sides no closer to finding a resolution wayne hay al jazeera hong kong. argentina has imposed currency controls in an attempt to stabilize its markets and prevent it from sliding further into economic crisis in the 1st day's trading under the new measures the peso recovered some of its value against the u.s. dollar. has that story from winners lyra's. the argentine government was forced to take drastic measures often already weak peso has in recent weeks taken a pounding against the us dollar central bank reserves a dwindling as it consistently keeps propping the currency up. what the controls do

perhaps you want to take it out you withdraw from the bank you take it home and you hold on to it out of concern because we've had similar situations in the past. i don't have deposits in dollars i have savings in dollars but i haven't deposited them because 2 years ago i started to sense that something smelt wrong. was supposed to be argentina's market friendly salvation to tackle rampant. what this government did was prioritize inflation above everything else and we have what we have today so you have the economy at a standstill you have a technical default you have a run on the pace so you're in the worst of all possible worlds. add to that it's growing unemployment and poverty and a huge debt to the international monetary fund the electorate spoke of primary elections last month suggesting mackie's economic policies have failed and that they want to return to a more socially conscious government in october's presidential election as the

just a little bit we're now talking about a category 3 storm over that area winds $185.00 gusting to $25.00 moving to the northwest now at 2 climbers for hour so we're getting a little bit of forward motion we did expect this to happen here on tuesday and it is tuesday morning their time right now winds a storm surge the dealing with 3 to 5 meters now what we expect to see here on tuesday is an more forward movement with the storm beginning to take its place up here towards the north west so we're going to be seeing it interact more with florida brings very heavy rains across much of that coastal area storm surge inland flooding rip currents are going to be a major problem as we go from tuesday as well as into wednesday back to you peter kevin thank you so much still to come here on the al-jazeera news hour a little. desperate calls for help as a firing gulls a diving boat off the coast of california. turning back the page where the era of the virtual book is virtually over. and in the sports the defending women's

4:32 pm
a war crime. the iranian oil tanker seized off the coast of broad so before being released is reported to have turned off its tracking beacon ship tracking websites a previously showed me a tree in a one off the coast of lebanon and heading north towards. the u.k. prime minister boris johnson is bro. over his. parliament. reconvenes after the summer break position parties are expected to put forward legislation to try and stop the no deal exit from you will stay with the story live to london. so lawrence how much trouble is mr johnson in as he gets ready to go back into the chamber. potentially quite a lot and so let's let's just pick our way through the what what with the attempts by the rebels means that the debut of british politics with will move a sign from advisor to both the last 2 conservative prime minister david cameron
4:33 pm
and trees in may that the us as far as we can read it this is an attempt to completely cut the political legs off boris johnson isn't it to seize control of the parliamentary agenda right through so next monday until this legislation is passed to stop him from leaving the european union with no deal at the end of october that's right that as things stand yes i mean this is a f it by of course party m.p.'s to try and stop and no deal breaks it. at the same time as also giving the prime minister the chance to actually get a deal or 2 things are not mutually exclusive however i think the problem is that not many people are seeing much evidence of any progress on active trying to get the deal points so this is almost certain insurance mechanism some m.p.'s who will feel very strongly about this and the impact it will have on the country in their constituents to try and avoid a no deal the point the point being that if he comes back out of the european council also the 19th without a new deal then he's forced into this legislation to seek
4:34 pm
a delay until the end of january is anything that he can do to try to get around this thing i think it's very very difficult i mean you know i think people in number 10 have been looking at different ways you know getting legislation through in a short amount of time is no mean feat you know going through the house of commons the house of law. there is a job practicing the lord's call filibustering when people don't stop talking and you kind of time it out that's probably been considered by some people but i think it's difficult i mean the other thing that the prime minister could also do is try and engage with the rebels and not threaten them with things like diesel action parliament not take of these very drastic measures that he has been and also remember there are people in the cabinet i think 8 ministers who have defied the party with themselves including the prime minister and the trees in may but crucially can it stop him from calling votes on having an election in the middle of october to think no i don't think you can i think and this is said need the message coming out of number 10 if the government loses
4:35 pm
a very tonight which i think is looking likely then it will hold down a motion to call for an election which will probably be on the 14th of october. and that is the kind of consequence that the rebels are also being threatened with which is where the de selection is so important because when they could not stand as conservative m.p.'s what were things i've been talking about earlier on this is this is extraordinary sense of a lack of trust this febrile atmosphere between politicians sometimes inside their own party as you just mentioned there in terms of the threats from the government to or disown them fees this this this bickering it's terrible for british civil cases alone yeah it definitely is i mean i think you know parliament itself has not covered it covered itself in glory the past 3 years they've had a chance to actually vote for something and to put. an end to the brakes in question and they haven't managed to do that so i think that has already roaded trust between people and the politicians but then i think now you have people around the prime minister who are very keen to try to exploit that further and you
4:36 pm
know you get to the point and get to the question of who is actually the champion of democracy is it the m.p.'s or is it as the government would say the government who are standing up for the people who voted to leave 3 years ago i think is the kind of no. of the conflict yes it certainly is mother saying thank you very much and what you can see in para think in the background is is foreign office questions of 4 separate on that rob doing that and then boris johnson going to make a statement on the recent g 7 summits and that's after that is when all the main action starts the attempts by the rebels to start the process of seizing control of the parliamentary agenda i do. ok lawrence thanks very much let's just say with those pictures coming to us from inside the house of commons for a 2nd lawrence was saying we're going to grow up currently run secretary he was secretary he replaced david davis neither of them particularly it's obviously clear to say neither of them were sickly kind of you know. firebrands when it came to
4:37 pm
being the bricks that secretary david davis didn't do very much in the job at all for the 1st year or 2 that he was in the position dominic robb's tenure as secretary really defined by his lack of knowledge when it came to some of the key trading issues between the u.k. the broader u.k. and the european union we are waiting for boris johnson the unelected prime minister of the u.k. to arrive in the chamber as lawrence was saying he will as is customary practice take the house through his version of events the recent g. 7 summit in libya it's on the atlantic coast of france there is speculation that he will be taken to task by john bercow of the speaker of the house you'll see him sitting in the big chair at the end of the chamber because mr bercow is not very happy at all with mr johnson as you move towards proving to the parliament he's calling him a rogue prime minister. which means basically suspending parliament so he can get
4:38 pm
a coach and horses through the political process and get it done what he wants to get done as soon as mr johnson appears there in the chamber will carry it live for you here on al-jazeera. the taliban has attacked a compound for foreigners in the afghan capital kabul killing 16 people and injuring more than $100.00 happened as the u.s. special envoy for peace zalmay khalilzad was interviewed on national t.v. about progress on talks with the taliban his charlotte bellus. in kabul small anger filled the streets the taliban launched an attack against what's known as the. green village a secure compound for foreigners on monday night by tuesday morning residents were on the streets angry that their neighborhood has been repeatedly targeted and blamed the international presence security forces attempted to disperse protesters with gunfire. my friends and relatives were killed and

it ended up violence they want a national ceasefire across the country but it seems under the fear of the taliban or offering them basically what they call a reduction in violence only to have 2 provinces of carpel and thought run with a program of close to karl the rest of the country where we've seen major attempts to capture provincial capitals would would still be in a state of war with the taliban so all these factors still have to have to come in and i think if the the document to so sensitive debt apparently according to news reports. bassinets. now out of print shop only to see it but not to keep a copy so we you know i mean it still seems very very murky ok
4:43 pm
so clearly what we're talking about initially is stage one stage one would the would involve an a drawdown of u.s. personnel leaving the country at that point would we then get a clearer picture of what i guess you could label as being the taliban's political wing as opposed to being the taliban's paramilitary wing and for those people within the taliban who don't like what's on offer at all if there is then a vacuum might they end up then working with eisel that seems to be something the americans are quite honestly frightened off. well he actually it's very uncertain as to whether the taliban will it will remain could hear it as a political military body they are today or once the fire comes even if it's just in 2 provinces how i will get kind of my military commanders take to a cease fire what will they do who will pay their salaries and cetera et
