1st president george washington said if you want peace prepare for war the coming war on china part one on a jersey. we live inside the house of commons what you're looking at right now dominic robb the foreign secretary taking questions there waiting for the prime minister boris johnson he's braced for a showdown in parliament over his plan. hello and welcome my name's peter dhabi you're watching al-jazeera live from doha and london this hour coming up the un says britain the united states and france may all be complicit in war crimes in yemen. the iranian tanker blacklisted by the u.s. turns off a tracking signal device deepening the mystery of where it's heading next plus.

at least 5 people are killed as hurrican dorian moves across the caribbean. we are in the mid century to start tragedy. parts of northern bahamas. battle coming to a head in the next hour or so with a showdown in parliament that could seriously undermine prime minister boris johnson's orthorexic the opposition parties want an emergency debate to take place to try and stop a new deal exit from the e.u. some conservative m.p.'s say they will support this but they face threats from their own party if they cross the line if legislation passes the prime minister has said he may seek parliamentary approval for a snap election on october the 14th floor as johnson insists the united kingdom will leave the e.u. with or without
5:02 pm
a deal by october 31st the former attorney general dominic grieve is one of the conservative leading critics on brics it he believes those opposed to no deal have the numbers they need to defeat the government. i hope so never certain because there are lots of pressures on the company some of them have been who are being threatened with the selection with having the whip withdrawn and this is all very draconian and then it will be those who are weighing up party loyalty against the national interest this is this is painful and hard but i think we have the. parliament resumed just over half an hour ago where shortly expecting to hear from the prime minister mr johnson he's due in the chamber in the next 30 minutes to give an update on what happened at the g. 7 summit in beirut on the french atlantic coast there will then be a response from the leader of the opposition jeremy corbin the chancellor of the exchequer such a job it will later give an update on preparations for it let's go live now to lawrence lee who's on abington green outside parliament so lawrence could be blood
5:03 pm
on the floor i guess depending upon how many people want to have a go at him and how he comes back at them. of never really in the in until this last week the word coup used so much in british politics obviously all those europe opponents of boris johnson. roundly accusing him of trying to organize a parliament she cooed by suspending parliaments and that's whether or protesting every day outside downing street but those parliamentary rebels who are trying to seize the initiative from the governments are being accused of a coup of their own body boris johnson and his allies but it is absolutely striking the the extent to which those opponents of boris johnson's bret's to plan are trying to absolutely seize control of the agenda and that the points of the votes
5:04 pm
are nights if the rebels win and they do seem increasingly sure that they have the numbers to do it is it would allow them to totally seize control of the parliamentary genda not just tomorrow but over the course of the next few days as well it would mean that there would be another series of votes on wednesday which which would effectively disbar and block boris johnson from being able to leave the european union at the end of october unless a deal can be found and would force and then to seek another extension from the european union at least until the end of january and they would not only tried to get that through parliament tomorrow they would block it from the anything else who wrestled weekend until next week as well they would force it through the lords the upper chamber and back through the commons and crucially their aspiration is to prevent boris johnson from even asking to hold another election until their own legislation is gone through parliament next week and that could really really upset boris johnson's plan which he says he doesn't want to do but he might do anyway
5:05 pm
trying to hold an election on about october the 14th in time to leave the european union by the end of october and so these are very very serious steps being taken by his a. bonus but it is a sign of the times here just how how unpleasant and difficult the relationship has become inside parliament not just between the opposition parties but which we members of the conservative party themselves just to be clear on the on the timeline of this lawrence i mean what is early september we're talking about an election in the middle of october this is not just a civil servant who rubber stamps a sheet of a 4 these things have got to be voted on debated they've got to go to the house of lords and come back and we've got variables here where we've got what's just about to happen in the house we've got mr johnson's reaction to that he can't call an election he's got to get 2 thirds of a majority of 650 m.p.'s in the house i mean can they get that done in that window . well he if if he were to
5:06 pm
get 2 thirds supports in a vote tomorrow evening he might be able to that depends very much on the labor party opposition they're entirely mistrusting it johnson if they voted with him to call an election there that they're worried that he might say fine thanks we'll have that election but will do it after breakfast at the end of october so there's that level of mistrust as well the other things and i'm sorry this is so complicated but it does it does need explaining the other thing that the government could do is try to change the rules of the fixed term limits act which would then allow them to have a much simpler votes which only needs a simple majority rather 2 thirds majority but again that would have to go through the house of lords as well and so none of these things are simple in the in the least and it's now. and pile of parliamentary legislation all moving around at the same time but clearly you have if you want to
5:07 pm
boil it down to the most significant thing the absolute raul is going on now in that building behind me is to whether the government as the executive should have the duty to do bricks it because the people of the country voted on its or whether it should be parliaments as the legislature they should have the final say in it and that's really what it comes down to the bracks to say the people voted right just get it done because that was what the point of the referendum was parliament's which is deeply deeply against no deal saying no we're just not prepared to stand for this until there's some clarity as to what bracks it looks like and they just can't get that balance right given the mr johnson is probably going to have this stalemate standoff situation with the house if he doesn't get what he wants in the coming hours because he is a the bricks that prime minister does that mean that he if it goes against him is then in effect in government but not in power because he'll be prime minister he
5:08 pm
lives at number 10 downing street but he won't be able to get the thing that he was put there to get so what's the point of him. well that's that is that that is a concern again that wargaming all of these things remember he has said the u.k. is leaving the european union at the end of october well i boris johnson i mean charge now if all the rebels and the opposition come up with this legislation that basically says to him he can't ask to have an election until after october the 19th which is when the european council meets and unless he can prove there's a deal by then he has he would then have to have the election after this october 31st state in which case he would have broken his own promise to his own party the conservative membership voted him in and everybody else does that mean he's still
5:09 pm
actually the prime minister not you know of a column actually give you a decent answer to these questions and frankly nor can anybody else here there is literally nobody here not among the media sets not among the political analysts or the politicians who can actually tell you categorically what is now happening in the british parliament it's enough to actually make you had explode and i'm sorry i can't be any more specific than that but no one knows what's happening at the lower and we are totally with you i think it all boils down to don't know mate ok we'll try and get some clarity and come back to when mr johnson was in the chamber in the meantime lawrence thanks so much talk to you later dominic walsh is a policy analyst with open europe he says however this week does it is unlikely the boris johnson will extend the u.k.'s deadline to leave the e.u. by those 3 months to the end of january next year. i don't necessarily think that they will get to that stage because the pelvis been proposed by backbench m.p.'s
5:10 pm
which would seek to force boris johnson to extend article 50 for the 3 months that you mention it he wouldn't have to make that decision until the 19th of october so even if the bill passes this week if he was to call a general election for the 14th of october i win a majority he could then repeal that legislation and leave at the end of october as he's promised and if he doesn't win a majority and i know that another government comes into power then it will really be his problem so i don't he was very clear on the steps of downing street yesterday to under no circumstances will he extend the bracks that deadline and that red line seems to be above all his other red lines so well so yes there's a chance that he could end up in the same position as to reason may he's been so clear that he won't do that but i really think he's left himself the room to do that i want to watch them a group of u.n. experts released a new report today saying all parties in the yemen conflict may be involved in war crimes the report accuses the coalition of killing civilians in airstrikes sent to
5:11 pm
liberate the denying them a whilst on the brink of famine but also blames the coalition for using starvation as a tactic of war the us britain and france were criticised for their role in selling weapons and providing intelligence there was also blaming the rebels shelling cities and using child soldiers and this accusing iran of backing the violence investigators have given the list of suspects to the un human rights chief. the evidence. is becoming. time to. say. we want to emphasize that this suffering. conflict and. consequently the parties to the conflict and national have

a collective responsibility to resolve the conflict and. al-jazeera is correspondent joins us live now from a yemeni capital sana'a any reaction to this report. so far this report has been just released just 2 days after the saudi of the quality an attack on the a prison in the mother to resolve them the death of at least 122 according to the chair of the international commission of the red cross the report outlined the importance of giving the experts and human rights. experts who are involved in this report's access to get to yemen and also to verify their findings especially that they have accused all parties in the conflict committed some kind of violations to human rights muslim potently that the corps we have been denied to get access to

this southern areas of yemen spared by the international recognized government and also the the to verify. at all sure human sexual to sexual her views and also the to verify what they are what they have revealed in the previous year because the and the previous year they have been have been allowed to get access and they have found that the united arab emirates run secret prisons where. those who were arrested or imprisoned were have faced some kind of sexual abuse and also some kind of torture but so far the be the more importantly the rights activists and in the area in the areas under the control of the whole of the blind the the attacks on big gatherings of civilians because the have called on the international community to verify these incidents and also to put the blame on all the responsible behind such mass killings of civilians in big gatherings especially the last will the last one which has taken place and when they have
5:14 pm
targeted 170. prisoners of war. well thanks very much let's talk now. he joins us here he's a professor at the university of georgia. if you're in the state department in washington or the foreign office in london or the foreign office in paris how would you react to this u.n. report well this is really an embarrassing for for the united states for britain for france because of the accusation made and the report by one of them is that they support the arm the saudis the emirates is killing actually civilians and her violating human rights and international law and this is has been condemned by so many international organizations so it would be an embarrassment to be in their position so i don't want to be in their position at all but the thing that they can do actually is to communicate to the saudis with the americans in order to you know
5:15 pm
try to find a political solution for the whole dilemma for the whole crisis in yemen and on the one hand we understand that the saudis are actually their own allies but on the other hand they can't continue with this war in this way because if things continue unchecked you know i think they're going to be in a bad positions and months to come or in years to come because there's no end of this story for the time being so it's very embarrassing the united states can make a difference by putting the pressure on the saudis and the americans in order to hold horses in yemen and i guess as well the key thing here is it's not as if say a ship carrying on has run aground off the coast of yemen and different people have got their hands on guns this is an industry this is about making money this is about selling arms this is about refueling operations this is about giving. tactical supporters well it is actually all over me in. the american congress has opposed these operation and there was
5:16 pm
a vote actually in which you know tran is acting independently simply because he valued the link with the saudi crown prince because he is putting a lot of money in the american economy and trumbull. that his reelection depends on how much money you can get into the american economy so this is the calculus for actually has and undermined the american values or even the american claim of holding these values because they are supporting a country in a war that is against the will of the people but at the same time violates human rights and it actually kills civilians it cause starvation in yemen so those acts are actually documented. ok when people are criticized when countries across the us are being involved in this kind of thing we're looking pictures the donald trump of course i mean big deal store statements of intent deal with mohammed bin so man the saudi crown prince in 2018 they always say well look there is licensing
5:17 pm
legislation in place so if we make a guy and sell it to the saudis it's not it's not our problem if it ends up with somebody else but the reality is that the system is so porous and so open to abuse we've done it a lot on our inside story program i've done interviews about it where the kit and the ends up thousands of miles from where it should be but it still goes into the system and in effect the people who make it they know what's going on because they know that system isn't fit for purpose well i agree with that i mean they know that at the end of the day these weapons going to be used in a way that would harm civilians live you know it's not only a war it's not like a conventional war we're 2 armies fighting each other it is everybody's fighting everybody in yemen is doing what the emirate is doing and this is how it is and also those who are allied with the saudis are now fighting each other in 7 part of yemen so the americans actually should be held accountable for that because they're
5:18 pm
with their weapon come to the saudis and the emirates and their martyrs actually give the to the secessionist and all these militias that founded and supported by the united arab emirates which was actually them are american weapons so i'm pretty sure that the cia that depends on the know pretty well that all these weapon comes from the american to the americans to those militia that the americans have been criticizing so it's a kind one more time it's a compass it americans have been complicit with what is happening because of the value economy trade off or the economic economic value of the war i think they're making profit out of that and the american administration one more time they look at 2024 reelection professor thank you very much good structures are. lots more still to come for you here on the news hour including drafting a deal u.s. and afghan leaders try to agree on terms to put to the taliban. i have never i have never attended nation central people. the hong kong leader
