a logo of the fifa world cup beaming it out in several countries for all the world to see. welcome to the program britain's prime minister has suffered a major political setback an attempt i am pays to prevent and no deal brags it has passed its 1st hurdle on the ruling conservatives are in turmoil boris johnson's kicked out 21 members of his own party after they voted against him to seize control of the parliamentary agenda when a 2nd vote will take place on wednesday and johnson says if he loses that one he'll call for a snap election so here's how the numbers start up earlier on tuesday in the house of commons the opposition rebel tories came together to get $328.00 votes whereas the government could only muster 301 m.p.'s to support it so the government lost by 27. well. britain's

democracy is a war with itself. as protesters marched on westminster politicians returned from the summer recess poised to push new legislation 3 parliament to a blog post johnson. a number of m.p.'s including prominent politicians in johnson's own conservative party have rebelled against the government and united with opposition m.p. starforce johnson to delay breaks it is the default legal position is the u.k. will leave the e.u. on the 31st of october m.p.'s want to delay breaks until the end of january to prevent leaving the e.u. without a deal. yards to the right 328 the nose the left 301 and choose to evening m.p.'s voted to take control of parliamentary business not a good start for us allowing them to begin debating the creation of new legislation on wednesday if m.p.'s do pass a bill to prevent

a no deal johnson says he'll have no choice but to push to hold a general election possibly on october the 15th if these vote tomorrow to stop the negotiations and to compel i'm not the point is delayed to brit's potentially for years and that would be the only way to resolve this i can confirm that we are tonight tabling a motion under the fixed parliament. there is no consent in this house to leave the european union without a deal i know majority for no deal in the country. the defection of one conservative m.p. to the opposition liberal democrats means johnson no longer has a majority in parliament by voting against the government of the conservative party rebels have effectively ended their political careers the bill will need to go before the upper house the house of lords on its journey into law but there are no

guarantees it will work and after parts johnson's decision to shut down parliament for a month possibly from next monday m.p.'s don't have much time until the government says it wants a deal with the e.u. and the progress is being made johnson supporters say no deal is an important negotiating position with your ranks it has distorted british politics uniting old opponents dividing old alliances the country is careering towards a new bracks a climax but the question that's confounded the country and the continent is whether we're approaching a break from knowledge or simply another cliff hanger. can't call a general election a low. he needs the backing of most m.p.'s to trigger a snap poll opposition parties are now weighing up the risks of a sudden vote. the battle lines are drawn the government and parliament to fighting for the right to determine britain's breaks of future needs parker al-jazeera

london well ahead of the vote there were street protests right across the u.k. and one of them took place just outside parliament and the hayward was there. well this protests really goes to show you that this is no longer just a means to you frank said or no deal breaks it it is about austerity it is about boris johnson and it is also about the future of britain what you hear a lot here the driving force for getting people out onto the streets is the word democracy they say that the punk suspension of punishment is simply undemocratic one wasn't told me that they believe that boris johnson you think the russian democracy will that voice is behind her they're very loud down the road there is a countervailing station taking place of people who believe the proximity is a good idea it just goes to show that 3 years more than 3 years after the referendum this issue is still so divisive let's talk to alex to reuter he's a professor at birmingham city university and director of the center for briggs it
2:06 am
studies and he joins us via skype from birmingham al aqsa bars johnson suffered a major defeat in this key parliamentary votes on brags that how bad was the defeat for the government and i you surprised alex at the scale of the tory rebellion. but so it's a rather bad defeat for the governments of the people there it's. such as philip hammond and david gold and great cost for me just the secretary and a vote sitting with the opposition to know they're not a government majority that's 21 tory m.p.'s. you know the sign that repeats itself from our and we say the amendment passed to put forward having extension to the end of january that were accurate. parts. of the government gets yeah interesting point you make there what does this all mean then for this parliamentary legislation which is to be tabled tomorrow by the

opposition and conservative rebels that will seek to block this no deal brags that . yes solution is to make it through the commons and then a cool state of the house of lords the government marks on the bus trip it but i don't think that so i think it's quite likely that the bill passed and the originators of the bill that it could become by next monday have a labor day of course it might creep he created in germany and said so today. labor would not support or corporate election a messy excess the atmosphere and you offer them a good strategy. and of. course he needs to raise to support he's for chrysler and actually go down that route in the absence of her own is you know if you don't take it off the table here if not popping to get that support within that would lead me to transfer it out and it's the rule of parliament that replaces contempt for parliament it would be on the same society's current and your
2:08 am
if prime minister and the government then would fall short of your no confidence election yes so let's talk about what yeah let's just talk about the election possibilities alex because johnson is rolling the dice he now says he'll call for a general election opposition leader germy coburn says look i'm ready for one but there are many in the labor party though including former prime minister tony blair who warn corbin that this is a trap and that he would lose an election. but there's been a long history course ago said it cool but somehow i licked the dangerous socialist we got back to 2017 in the election that the 4th estate managed to get 40 percent of the vote and it's been in straight a month since injuries may stop and that upon the political pundits were predicting a $100.00 seat majority could be conservative so i don't think the polls are a bit premature but it's a very good campaigner and you've got to be general election in and i mean on other issues which would be more favorable to labor starts the strength of the national

health service well the impact about spirit your report from our campaign groups from. you know the thing fanatical with their guests that the polls say that we consider. 3 percent ready. but that is a long way short term and short it is very uncertain out individual constituencies for who are picked up across the election or alex to write a book to talk to you you're welcome. dorian is slowly moving closer to the usaaf the leaving a trail of destruction in the bahamas it's already causing strong gusts of winds in the state of florida even though it's weakened well on sunday it slammed into the bahamas as a category 5 hurricane officials there say they're in the midst of an historic tragedy and agalloch i reports now from florida. as hurricane dorian edges away from the bahamas a clearer picture of its devastating power is emerging grand bahama on abaco island were hit hardest with storm surges and powerful winds this is now
2:10 am
a humanitarian crisis hampered by the storm slow path through the region continued heavy rains and high winds mean the true extent of the damage may not be known for days but early reports suggest the rescue and recovery operation will be huge we also understand that about 62000 people across the 2 islands will need access to clean drinking water it's not an unfamiliar thing to say in a disaster but when there's no water after a disaster that can have serious secondary impact so that will be a priority not just for the red cross but for the government and for the u.n. system the red cross says at least $13000.00 homes have either been severely damaged or destroyed rebuilding will be a long process and saving those stranded by one of the most powerful storms recorded is a priority you know metaphor for the book that my. we need. a lot of support for this whole thing doria now threatens the u.s.

east coast where preparations evacuation orders and warnings have been in place for days the storms predicted path shows no landfall in florida but a cape canaveral nasa is moot sensitive equipment as the storm edges closer georgia and the carolinas remain on high alert and many residents have heeded warnings to prepare for the worst and hoping that by being so early with our profer asians they will all be in very their we will not have needed to do much of florida's east coast remains under hurricane watch in there is still a danger of high gusts of wind storms coming in from the atlantic ocean but if the track stays as it is predicted the storm should be about 170 kilometers off the coast even as it makes its way up to georgia and the carolinas that is potentially good news for millions of people but everyone is being warned not to get complacent . in the next few hours and days much needed resources will pour into the bahamas
2:12 am
even for a nation used to dealing with powerful hurricanes this is an unprecedented situation so let's take a look at hurricane durians path it traveled to west from the u.s. virgin islands last wednesday hit the bahamas on sunday where its speed slowed down it was upgraded to a category 5 the highest level for a storm before hitting the abaco islands on tuesday dorian sat over the north of the bahamas for some time the u.s. based national hurricane center says it's now located 160 kilometers of west palm beach in florida and the gallagher joins us live now from titusville in florida andy we can see it's now starting to rain there where you are dorian certainly inching its way from the bahamas how much of a threat will it be to florida and other areas along the u.s. east coast. well i think the threat remains officials it's certainly telling people not to get complacent because people lost something to come back to their homes because there's been this collective sigh of relief but in the last few minutes the
2:13 am
conditions here of really deteriorated we're getting tropical storm force winds this driving rain and the eye of dawran is about 170 kilometers off out to the east into the atlantic but it's now moving at about 10 kilometers proud basically 10 times faster than it was moving when it hit the bahamas because it hovered over there for almost 2 days straight and it's on the northwest and course at the moment but forecast to say it should eventually turn straight north skirting the anti coast of florida and threaten georgia and the carolinas as well but it is now a category 2 storm so far less ball powerful than it was when it was over the bahamas as a category 5 storm but the message in all those 4 states is really simple from officials you've done a lot of work to prepare but don't get complacent now because this is still a very dangerous storm and any deviation news track could certainly still threaten lives yonder so what sort of preparations are people making then another heeding
2:14 am
the official warnings. well i mean for the most part yes we've had a very active few years in the south and in the southeast where there are occasions over the past few years that we it's a very powerful one so people have listened i think the problem with these situations when it does pass by like this is people can think out well i won't do that next time but officials have been pretty strict about this putting mandatory evacuation orders in place especially when it comes to low lying islands off the coast of florida people living in mobile homes and nursing homes have been evacuated without that choice but this storm is now moving faster than it was it is off the coast of florida but everyone is now watching for that northerly to and then eventually when it gets up to georgia in the carolinas that schaub right to back out into the atlantic but this will be a days long event because it is moving so slowly and although it's not as powerful as it was it is now in fact larger than it was i would to i think alec had their entire spill in florida andy thank you. a lot also to come here on the news hour

including one of america's biggest retailers makes a major decision about the sale of ammunition for some weapons. and south africa's president finally breaks his silence on attacks on foreign and shops in his country and around the sport england change their winning lineup ahead of the 4th ashes test against australia our behavior that story a little bit later in the program. to the war in yemen now all parties in the conflict may be involved in war crimes that's according to a report from the united nations that accuses the saudi and iraq he led coalition of killing civilians with airstrikes and deliberately denying them aid even though the country is on the brink of famine lord bird manoli has more. indiscriminate killing child rape and using starvation as a weapon of war these are the findings of
2:16 am
a group of united nations experts who investigated the war you haven't. the parties to the conflict in yemen are responsible for an array of human rights violations and violations of international humanitarian law some of these violations are likely to amount to war crimes. it's the 2nd report by a group of eminent experts who say the u.s. britain and france may be complicit in war crimes by arming and providing intelligence to the saudi u.a.e. coalition. especially so in yemen says west some bombs a consistently being used by the coalition the problem with this how do the americans and all those who matter them like the united states they ignore the dimension of the warsaw short of talking to iran short of probably mitigating the tension between the iranians and the americans various and the saudis i think those happening in in yemen is only a proxy for probably a bigger game and why the game but the experts say there are no clean hands when it
2:17 am
comes to the involvement of all the warring parties that includes hoti rebels the yemeni government forces supported by saudi arabia and the united arab emirates they have targeted hospitals ports water facilities markets farms and of restricted the delivery of humanitarian aid. the u.n. experts also accuse iran of backing the violence committed by the junta's one of the most devastating air strikes targeted a wedding party in 2015 killing at least 130 people. and in august last year at least 40 children were killed when a saudi u.a.e. coalition air strike hit the pass in solder. the experts are also concerned the war has taken another complex turn as the saudi backed government and the u.a.e. back separatists in the south of vying for control of yemen 2nd 38 and parties.

seem incapable of even amongst some. as to the way. the u.n. describes the war as the world's worst humanitarian crisis and is calling on all parties the conflict including western countries to be held accountable lure about him on the out of. well the conflict in yemen is now in its 5th year and has led to thousands of deaths human rights watch says at least $6870.00 civilians have been killed up to november last year an air strike on a wedding party on september 25th thing is believed have been the worst attack by the saudi in iraq the coalition more than 130 people were killed in december 27th seen more than 60 civilians were killed in 2 strikes on the same day the 1st struck a crowded market in ties province killing $54.00 including 8 children the 2nd killed a family of 14 in the red sea province of data and in august last year
2:19 am
a school bus incident was bombed at least 40 children were killed well let's talk to sherry in our day meet she's a yemeni activist and assistant professor at michigan state university and she joins us live from lansing in the u.s. state of michigan and we've heard before from various reports that both sides in the yemeni war could be guilty of war crimes so what difference is it this time around with this latest u.n. report. well it's not just both sides it's multiple sides there are multiple actors in this war against people who get men and unfortunately nothing seems to have changed in the last 4 and a half years other than more destruction more starvation so report like this is really important and highlights the urgency of extricating ourselves from this war in yemen but it also just repeats what we already know that the people of yemen are suffering at the hands of multiple countries multiple actors and they continue to be bombed in their homes in their schools in the hospitals in their weddings they
2:20 am
continue to be denied aid they are under blockade the airports continue to be shut down so it just highlights the urgency of really finally moving away from supporting the saudi led coalition and the report doesn't to say that western countries like the u.s. u.k. and france these external actors who supply weapons and they just a good support to the saudi led coalition could also be held accountable that's a very serious indictment isn't it well they are on completely into intricate to this saudi led coalition's bombing campaign in yemen the saudis and the iraqis don't manufacture their own weapons they don't train their own soldiers they don't pretend recently they weren't refueling their their jets mid air so they rely on us and you can friend shall weapons and intelligence and military support extensively they will not be able to continue waging war and to this extent in yemen without the complete backing of u.s. and u.k. weapons and intelligence some u.s.
2:21 am
lawmakers like senator bernie sanders of tried to block u.s. weapons sales to the saudis is this likely to become an election issue in the u.s. they want to the elections do you think. it absolutely should be an election issue senator bernie sanders has led the fight to war and ending the u.s. involvement in the war by passing the war powers resolution we've seen a bipartisan support in the house and the senate for this act unfortunately was vetoed by president trump who continues to violate the constitution this war it goes against the constitution he is not allowed to continue waging this war without congressional support yet he still manages to do that both he and the child and the obama administration have been violating the constitution in this war so i think it absolutely should be in a campaign issue and every candidate running for president should outline very clearly their plan for ending the war in yemen and they should be held responsible toward ending the war in yemen right away surely not today me thank you very much indeed for talking to al jazeera thanks for having me now the whereabouts of an

iranian tanker that's been blacklisted by the u.s. remains unknown there are reports that adrian the real 1 may be heading to syria after it reportedly turned off its tracking beacon it's been a closely watched after was released from gibraltar last month ship tracking websites of previously shown the vessel off the coast of lebanon and heading north the u.s. secretary of state mike pompei i said they have intelligence that the vessel is going to the syrian port of tartus delta bari has the latest now from tehran. the diarrhea one formally known as the grace one super sized oil tanker that is carrying $2100000.00 barrels of rainy and crude oil worth over $130000000.00 was last spotted near tripoli in northern lebanon now since this muscle was released by the authorities in it has been known to go to near greece turkey lebanon but there has not been located since monday evening here in officials have not disclosed
2:23 am
where this ship is heading but they have reiterated that syria is not its destination the ship was seized by the authorities on july the 4th and it was released on august 15th the iranian say that the british government seized this vessel at the request of u.s. officials they say that this is an example of how the u.s. government is trying to pressure officials in iran to get them back to the negotiating table to renegotiate the 2015 nuclear agreement the united states withdrew from that the last year and we imposed a series of sanctions on iran's oil and banking sector the iranian president hassan rouhani way to the position here that iran will not have any kind of dialogue with american officials until these sanctions have been lifted and this vessel is the sanctions that have now been imposed on this vessel as of august 30th by the united states treasury department are being seen here as another effort to put more pressure on the iranian government. one of the world's largest retailers says it

will stop selling ammunition the handguns and military style weapons across the united states it's in response to a series of mass shootings wal-mart which is also the largest arms sale in the u.s. has been under pressure to change its policies the company says it will also ask customers not to bring weapons into the stores in so-called open carry states where it's legal to do so well part of the reason for the change of policy people have been shot inside its stores on july 31st i described wal-mart employee killed 2 coworkers in a store in south haven in mississippi a few days later a gunman killed 22 people inside a wal-mart in el paso texas and just 13 hours later there was that mass shooting in dayton ohio as entertainment district where 9 people were killed and on saturday 7 were killed in odessa and middle in texas in a drive by shooting and while woman has called the status quo unacceptable the u.s. congress has taken no significant action or mike hanna joins us live now from washington d.c.
2:25 am
mike so what more do we know about this wal-mart decision and was it happening now . well it's very significant indeed significant too that it placed a ban all requested people not to wear weapons openly entering its stores pushing the situation even further not to put this into a context what march is very much a conservative organization it does says trends it sells lots of things to people at the lowest possible price but it's deeply conservative and for it to take this decision is certainly showing that there is a growing movement towards greater if it's of gun control within the united states the other significant point about this is that it's not a need jerk reaction it would appear as you mentioned those 2 major shootings in wal-mart stores took place a month ago so the company has obviously been considering this for a period of time now acting banning the sale of ammunition in its stores which is
2:26 am
a major step given the conservative nature off the company and given the nature of its cleon tile so this certainly is a strong indicator of growing public discontent with the existing gun control legislation in the united states and might would not chief executive doug mcmillan also called on congress to pass stricter gun laws how it is likely to play out politically do you think. well it's been to and fro in recent weeks obviously congress is away on vacation but one must remember and remind that the house of representatives did fos gun control legislation strengthening background checks a few months ago that was never taken up in the senate it was opposed by all republicans now in recent weeks as being talk while the congress has been on holiday about visiting legislation president trump himself has gone backwards and forwards on this after the shootings a month ago which claimed so many lives he was saying that he does believe in
2:27 am
background checks and certainly it must be discussed with congress but following that we can shootings now he made no mention of background checks going back to mental health issues which is essentially the position put out by the national rifle association the n.r.a. very powerful pro gun advocates so the situation is that at present we've heard from the senate majority leader in the course of the day saying that he will at vons legislation on the floor as long as he knows that president trample supported mitch mcconnell says he doesn't want to squash in leading nowhere he wants to be certain that it's not going to be vetoed by the president so it does appear it's up to the president to decide exactly what he wants to do before the senate takes his lead or to my kind of there in washington d.c. mike thank you now qatar has revealed the official emblem for the 2022 football world cup with a worldwide media campaign the image was beamed on to buildings all over the world at the same time with unveilings in incontinence capital doha and around the middle

2:29 am
a success when it happens here and at the well we've seen of course very clearly since day one that there was an attempt by at least saudi arabia the united arab emirates and other countries in the agent to sabotage. before i got the nomination but also after we got the nomination we've seen a lot of campaigns launched in the u.k. in other countries by locating countries to attempt to sabotage hosting ready of this world event we've seen of course some of these campaigns go as long as. you know years now as anything to do this but obviously they have failed miserably and we've seen now the fee for once again has assured that i will host this event and that all preparations are in order today they're organizing committee here in doha said that 75 percent of the work needed to host the event on the various stadiums and other installments is done so we're only 25 percent away from holding the event and certainly this is there a milestone the new launch the official emblem of the tournament itself i guess at
2:30 am
this point in the run up to the self it's it's becoming quite ludicrous that you could actually think of sabotaging the tenement it's very clear that there's international recognition that but i will hold this event all these campaigns especially you know talk about mistreatment of labor and other things has been dissipated now by assurances by international organizations and international rights about is changing for the better in these various. you know issues but also i think that the current geostrategic climate if you will when it comes to the u.a.e. and saudi arabia they're quite busy with their own issues in the region. yemen or the. now the clash between. for them to focus on sabotaging this a bit of time for a short break here now to 0 when we come back i have never i have never attended
