6:00 pm
a cliffhanger. can't call a general election alone he needs the backing of most m.p.'s to trigger a snap poll opposition parties are now weighing up the risks of a sudden vote. the battle lines are drawn the government and parliament are fighting for the right to determine britain's future needs parker al-jazeera london . ok let's bring in lawrence leigh man who understands everything about bricks and of course so from this time yesterday lawrence we're now in a situation where a prime minister who said he did not want an election now wants an election and the leader of the opposition who wanted an election doesn't want an election. yes and at least part of speculation this morning is. the election he didn't want and now says he might have. if you can get
6:01 pm
that's where he may be forced to call a vote of no confidence in his own government i mean that's how absolutely crazy things have got and sue at least a large extent boris johnson and his circle particularly his senior advisor dominic cummings have i think really made life very difficult for themselves in the brutal way they decided to handle those m.p.'s who had such great concerns about no deal at the end of october that they decided to sacrifice their careers over it and if you look at the people who have now been told that they are no longer fit for the conservative party. the real grandy the grandson of winston churchill can be the longest serving member of the house of commons a former chance of the exchequer in the 1980s philip hammond's the last chancellor these are all really really serious figures of the conservative party and they have such great concerns that they said we can't support this and downing street just
6:02 pm
said we'll go there and they think that they think that the story really of the morning before things people for the absolutely real sense of recrimination and and soul searching that's going on inside the conservative party and the direction on which boris johnson's taking them in this apparent headlong rush to seal off nigel farage his party ensure that he's done by the end of october a short time ago i spoke to one of the 21 conservative rebels who have sacrificed their own careers for this richard benyon and he gave a real sense of the absolute mental anguish it had to go through in coming to this decision and he's very real concerns about the direction of the conservative party now is what he said. now i certainly did did have to think long and hard i had. quite a few days of turmoil in my mind about what to do and wanted to do anything i could to avoid the wave action i took last night in the lobby so yeah it's a relief in
6:03 pm
a way when you do finally make your mind up. several because have to say that this morning the sense of the racial about it well yes i find. it here rebelling if that's the phrase very difficult it's not something i'm. naturally predisposed to do unlike some some members of the cabinet to rebel they were under times not in my nature and i didn't enjoy it and you know but i felt i had to but lawrence before it all kicks off there in a few hours in the house of commons behind you the u.k.'s brags that negotiating team they are not in london they're in brussels but what can they talk about because for several years now literally several years be used been signaling look it's a done deal it's set in stone and then you've got to talk about the so-called backstop . well boris johnson seems still to be insisting that that same his is so-called. much smaller team by
6:04 pm
the way than threes amaze was making progress and there will be by the time of the european council meeting in late october something new to present to parliament it's just that he won't tell anybody what he sees the european union says they've been given absolutely no plan whatsoever the irish sides which is most greatly affected by this described church yesterday meaning nothing so what exactly is the new plan and that's and that's what the great concern is and that in turn plays into the debate that's now being held behind closed doors as to when the opposition might see griefs of boris johnson polling and election because if they agree to it being on october the 15th before that european council meeting and the conservatives then win the election they should thing over through this legislation is being put through the commons today and still go for whatever form of bracks is
6:05 pm
at the end of october there is and so that whole concern about is there any new deal at all is now sons of play very much into opposition. wargaming as to when they might see greece for an election to be held in this every suggestion and every reason to think that they might not allow it to be october tool but actually after october 31st when they're into that extension period and if that happens then honestly i think boris johnson's career might be over i think the government of that at that point might might like collapse ok on that idea of his career being over i mean last night in the blink of an eye he wasn't questions just you know sorry cario. well as i need to say i mean prime minister's questions washington's 1st season and that is in 40 minutes from now more blood on the walls if he gets his way in parliament suspended from next week and is a more prime minister's questions before an election even loses that could actually be boris johnson's one and only prime minister's questions he actually could be the shortest serving prime minister in british history since out of the 15th century is
6:06 pm
something i mean that was that was the point i was going to make because he went yesterday in the blink of an eye from a majority a plus one to minus $43.00 so if the house is as angry as it appears to be he's going to get a real kicking from everyone involved in this well that's what you see the problem is got having having the effects of effect spells 2021 invent many cases leading in senior conservatives there is no compunction to do anything for it at all now and so the absolute expectation from everybody is that legislation will pass to rule out so no deal bracks it's he'll then call for elections over the 15th he'll lose that folks he might get another vote next monday when the no to legislation is passed but why would anybody support that when they've still got control of the timetable when boris yeltsin's lost control of his own agenda in being so brutal with any sort of opposition to his plan and he seems
6:07 pm
to actually potentially have made live on increasing impossible for himself ok lawrence will come back i'm sure but in the meantime thanks so much for unpacking that for us. lots more still to come for you here on the news hour including these ones why one of america's biggest retailers is cutting back on its sale of ammunition the road to 2022 cats are unveils the logo the fee for world cup beaming it out in several countries for all the world to see. let's get more on another one of our headlining stories here on the news are iran saying it's willing to recommit to the 2015 nuclear deal but only if it gets $15000000000.00 for oil sales in return the plan was proposed by france in a bid to salvage the agreement but that proposal needs to be approved by the united states more narrow c.d.n. big garmin o.e. we haven't reached the final agreement yet we have set a framework from now to the end of the year with french officials they say they
6:08 pm
took to the other european countries and the united states we have nothing to do with it we're dealing with france vet represents the e.u. it is unlikely that we'll reach the final deal by tomorrow so i will take the 3rd step in reducing our commitment to the nuclear deal either today or tomorrow. well iran says it will release 7 crew members of a british flag the oil tanker that it seized in july the case of the stand impera which was taken in the strait of hormuz is now making its way through the country's courts it was stopped after an iranian flag tanker was detained by the british territory of to brawl to the tanker owner says it's awaiting official confirmation of the release date dorsey joins us live now from tehran dosser let's kick off by talking about this $15000000000.00 worth what does that mean. well it means that peter that the french government is really trying to salvage
6:09 pm
this nuclear deal any which way it can and they are currently in discussions with the u.s. government the french finance minister was in washington on tuesday to try and push this deal through because they believe that unless iran gets some of its oil back into the international market and is able to access the revenue from it they will not stay in this deal they radians have said that since the united states withdrew from the nuclear agreement last year and imposed a series of sanctions on iran's oil and banking sector it has really crippled the country's economy and they are no longer interested in salvaging this deal that they signed in 2015 because the europeans have an up help there and of the deal this is why the french are now spearheading this effort to try and salvage this deal the iranian president has said that this spike the fact that this negotiations did not come to an end in time for the 3rd step of iran's scaling back its commitment to the nuclear deal that doesn't mean that it's over they are continuing
6:10 pm
these negotiations with the french government to try and come to an agreement by the end of this year the deputy foreign minister abbas arace has been in paris where on monday he held a 10 hour long meeting with various french officials on this very subject he said that if they are a means are able to sell their oil again and have access to that revenue they will consider going back to the original agreement of the 2050 nuclear deal and cease any advancement of their nuclear program does this mean doing so however that the french or its european allies are in effect buying iranian oil and if they are buying iranian oil doesn't that mean that the e.u. is explicitly breaking international sanctions. well know right now peter they are not currently purchasing iranian oil and if they are on any level they are not exchanging their currency with us dollars that is what iran wants they are saying that since the united states imposed these
6:11 pm
sanctions on iran the europeans haven't been able to uphold their end of the bargain they are too afraid to purchase uranium oil this is the problem but also other countries there were 8 countries that were exempt from these sanctions by the u.s. treasury because they're heavily reliant on iranian oil imports such as countries such as iraq turkey south korea india these countries were exempt until may of this year but since then the u.s. government hasn't renewed these waivers so the money that is supposed to come back to iran has been held and frozen in various accounts across the world and this is the point of issue that iran has issue with that they have been able to access the funds from their oil revenues so the europeans are trying to find a way around this and this really now is up to the french president menno micron and will test his relationship with u.s. president donald trump to what extent the 2 can reach an agreement on this issue

thanks very much. hurrican dorian is slowly moving closer to the u.s. after devastating much of the bahamas 7 people have died on the islands and the prime minister says that number is likely to rise and the reports now from florida are dorian is expected to hit next. as hurricane dorian edges away from the bahamas a clearer picture of its devastating power is emerging grant the harbor and abaco island were hit hardest with storm surges and powerful winds this is now a humanitarian crisis hampered by the storm slow path through the region continued heavy rains and high winds and the true extent of the damage may not be known for days but early reports suggest the rescue and recovery operation will be huge we also understand that about 62000 people across the 2 islands will need access to clean drinking water it's not an unfamiliar thing to say in a disaster but when there's no water after
6:13 pm
a disaster that can have serious secondary impacts so that will be a priority not just for the records but for the government and for the u.n. system the red cross says at least $13000.00 homes have either been severely damaged or destroyed rebuilding will be a long process but saving those stranded by one of the most powerful storms recorded is a priority of the 25 individuals they were transported to new programs. 2 has already succumbed. to take their number of deaths of 7 and again i want to assure and informed to be him in population that we can expect more of them to be recorded doria now threatens the u.s. east coast where preparations evacuation orders and warnings have been in place for days the storms predicted path shows no landfall in florida but a cape canaveral nasa is moot sensitive equipment as the storm edges closer georgia

and the carolinas remain on high alert and many residents of heeded warnings to prepare for the worst and hoping that by being so early with our profer a chanst they will all be in for a bit we will not have needed to do much of florida's east coast remains under hurricane watch in there is still a danger of high gusts of wind storms wells coming in from the atlantic ocean but if the track stays as it is predicted the storm should be about 170 kilometers off the coast even as it makes its way up to georgia and the carolinas that is potentially good news for millions of people but everyone is being warned not to get complacent. in the next few hours and days much needed resources will pour into the bahamas even for a nation used to dealing with powerful hurricanes this is an unprecedented situation i think alec rogers era indian river city florida. just a few moments will be here with your weather forecast but also still to come here

on the news out of the rise of reusable we're in pakistan to find out what it's doing to cut back on single plastic bank use. and in the sports news this world champion sprinter has a major scare ahead of the world athletics championships details with santa in about 20 minutes. well here again is dorian can photograph an international space station that was on monday and as you know it spent 24 hours sitting grand bahama after that now having done that as a category 4 and caused major destruction as you know it's finally got to move on it's moved fairly quickly it's slowed down and it spins. like a skater on eyes so now it's off the coast of florida and the winds no longer
6:16 pm
receive that we can look at the radar from this general area you should be able to see from that that the outer bands all of which are rain are well into florida but they are is off shore but $130.00 k. is off shore on the harken force winds are about $95.00 ks extending from the center. but come back to me and look at where this thing is going to have to expand the charts a bit because now it's off the coast of florida it's got some speed with it it's going to head northwards and it does kurth in the 4 cross but it doesn't the same way as the coast so getting closer and closer now the risks and the strength and the risk going to be of the storm surge the inland flooding and the big waves but the biggest risk might end up being in north carolina in a couple of days. around

welcome back you're watching al-jazeera live from doha these are you had learning stories hong kong's chief executive the last hour kerry lamb just announcing the formal withdrawal of the extradition bill which would have seen people sent to mainland china to face trial the proposal spawn months of mass demonstrations across the territory. british prime minister boris johnson is threatening to call a snap election if m.p.'s go against him on the state parliament is voting on a motion which would block a no deal bricks on october the 31st. and iran's deputy foreign minister has confirmed the country would return a nuclear deal commitment but only if it receives $15000000000.00 for oil sales the
6:19 pm
deal was proposed by france in a bid to salvage the 2015 court. ok let's get more on that developing top story for you here on the news of what began as protests over the extradition bill in hong kong has now turned into much wider opposition against big ging it began in february when the security bureau submitted papers proposing amendments to the extradition laws in april another amendment was then added it called for criminal suspects to be sent to mainland china for trial protesters were on the streets within days on the 30th of may facing mounting pressure kerry alarms government in the. the scope of offenses that could lead to extradition mass demonstrations followed on june the 16th an estimated 2000000 people marched calling for the end of the bill that led to mrs lamb saying she was suspending it but refused to scrap it hong kong's economy has taken a hit police tactics questioned demonstrations increasingly violent and the city's

become increasingly polarized leading to weapons his announcement of the formal withdrawal of the extradition bill i now percent for actions to initiate this dialogue 1st the government will perform really withdraw the bill in order to actually allay public concerns the secretary for security will move a motion according to the rules of procedure when the legislative council response let's talk now to mankind term he's the director of amnesty international hong kong he joins us on skype mankind term your reaction to what we've just been hearing from kerry lamb. well so long the formal withdrawal of these dangerous b.-o. and long last is welcome is announcements cannot change the fact that the hong kong police especially have chosen to suppress protests in the unlawful way best seriously damage to people's trust and sense that it's legit in c r after

government and his deeds to cause for the center of an independent commission of inquiry to police brutality are over the past few months. when you talk about the independent inquiry that something she didn't mention what are the parameters inside which it must operate and who should be part of the inquiry. so for the crescent of the soul cole independent. commission to investigate police brutality it is not from amnesties perspective not independent at all because 1st of all this and commission has no rights to in west to get after the house and also and they have to rely on are the mess again of a body within the police force itself so it is not independent we call we are
6:22 pm
calling for a truly independent commission of inquiry that compromise of our judges and also our independent people are in hong kong society do you think or would you call on the protesters now to stop protesting. well i mean this is right now do withdrawal of the show withdrawal of the bill helps a little bit. to the escalate the situation. today is it an honest man is just a small step in the right direction it would take much more to shoulder world that the hong kong government shruti the meter to upholding human rights and send a clear message that people the protesters in hong kong can still enjoy these rights irrespective of their political beliefs so beaten up before that. it only after it is being up will test those who are deescalate the situation out
6:23 pm
there. it's ok having the right to protest of course doesn't necessarily mean to say that people have got to go out and protest is there a wider sense however in as much as i guess what i want to see is has the government in beijing won this one in as much as they seem to be signalling to carry very clearly look we need to have a car on the streets of hong kong we simply cannot do this you've got to come up with something to give us calm on the streets of hong kong and she's done it the central demand the the big one out of the 5 demands get rid completely utterly get rid of the extradition bill she's done it well as can understand the basis of the dialogue is our economy agreement to us that the money that passes when we have it when we are talking up well. that basis we are not right now talking about that
6:24 pm
withdrawal but the asset of any commission of inquiry against eternity are at least this is is already gained a wider consensus consensus with the hong kong society not among the protesters but also put fractional groups are experts are even to pull establishments hair ok it will leave it there mankind term in hong kong with amnesty international hong kong thank you thank you one of the world's biggest retailers says it will stop selling ammunition for handguns and military style weapons across the united states and that's in response to a series of things wal-mart which is a major arms seller in the u.s. has been under pressure to change its policies the company says it will also ask customers not to bring weapons into its stores in so-called open carry states where that is legal. well past the reason for the change of policy as people have been shot inside wal-mart stores in july an employee killed 2 coworkers at
6:25 pm
a store in mississippi a few days later a gunman killed 22 people inside a wal-mart in el paso in texas and just 13 hours after that 9 people were killed in a mass shooting at an entertainment district in ohio more recently on saturday 7 people were killed in texas in a drive by shooting and while wal-mart has called the situation unacceptable american politicians have not taken any significant action a new laws that allow guns to be temporarily seized from dangerous owners are spreading across the u.s. the so-called red flag laws are now in 17 states with more looking to follow suit ellen fisher has the latest from maryland. after yet another mass shooting in texas this weekend which killed 7 president donald trump suggested legislative change on a national level seems unlikely for the most part wrong if you make your background they would go to any national and action has moved individual states to push

forward with their own warts maryland is one of 17 states along with the district of columbia that have passed so-called red flag laws and they've been considered such a success that 5 more states are considering putting similar legislation on the books catherine dimmy was one of the delegates a mural and who drew up the legislation it allows guns to be temporarily removed from someone who could be a danger to themselves or others if you can't say you're qualified to have a gun i have to you know let's find help one prevails you know that shouldn't or are going experiencing a crisis that may result in a tragedy i think we need the opportunity to be able to make a correction but in the us there's always strong opposition to anything that looks as if it may violate the 2nd amendment of the constitution regularly summarized as the right to bear arms one gun rights advocate says red flag laws don't make people
6:27 pm
safer you have a person who the judicial officer finds to be an immediate danger to himself or others. you going ceases constitutionally protected property and you just leave him there you think he's less dangerous now you're even there with a whole house for a vehicle but any other weapon you can imagine nationally the house of representatives has already passed new gun legislation there's no sign the senate is about to follow suit. who is campaigning for change see public opinion is swinging behind them we have another election coming up in about a year and if this congress refuses to change the laws the american people are going to change the lawmakers the white house is planning to push new legislation but likely not background checks or red flag laws it wants to speed up the death penalty for mass shooters critics say that's not much of a deterrent for people who really expect to survive if they launch their own deadly rampage alan fischer al jazeera maryland. a ban on single use plastic bags is
6:28 pm
changing the way people shop in pakistan the threat of serious fines a seen people switch to reuse of bills to cut down on an estimated 50000000000 bags every year that go into landfill has more from islamabad. i am an islam monger the verge actually. cared for the. shopping for which then daily if that did acquire people are now carrying to be used by the bag and this of course is a major step already we can see a change of attitude after the government employs the heavy fines on the use of such bag and also enforce strict friend again for the manufacture of august on has joined a growing list of countries which enforce the ban on finger you thick bag according to the country's minister on climate change and the environment
6:29 pm
a population of 2000000 people in islamabad where you were doing an average of 3 to 4 plastic bags that day but now the government wants the people to change to have it they want but the more you buy the bag in order to mitigate the effect on the environment here but i think it's a good decision and should have been enforced a long time ago as they say it's better late than never is still not too late and people must accept wholeheartedly and all good decisions. and there should be complete compliance then give you a plus figure that does been on plastic was planned by previous corman but this one is no enforcing it strictly and this is really useful for all environment although the government of emraan hashmi outdraw made a clean and green project on august on real after too much involved in order to mitigate the effect of non-recyclable plastic way which is wreaking havoc across
6:30 pm
the country ok let's bring in our house and surprise from the center for climate research at common sense university in islamabad trust and support welcome to news is penalizing people the best way to raise awareness and make sure that this happens for the good of the planet. i believe that. making people penalizing people is definitely an effective strategy but it definitely needs to be there also needs to be incorporation of awareness campaigns and letting people know why plastics are a problem so all this government has begun to do that it has it has been slow on the uptake in that way but it's getting there slowly but surely what the band who suffers the most serious occurs to me that if you're a poor person the use of plastic might be completely different if you're wealthy enough person to stop using plastic completely.
6:31 pm
it certainly does impact the poor in the sense that if plastic bags are no longer available and the alternatives are not yet provided then the yes the poor will suffer one strategy that that is employed in other in other countries as you know you pay for the plastic well poor people for them this is like a progressive tax where they get where they're lower income and this additional cost really does become a burden but i think the tradeoff here is that a lot of poor people when they use plastic bags they use them for things like food so in pakistan you'll see a lot of poor communities carrying their cooked rice and everything in a plastic bag to take it to donate somewhere while plastic has the ability to absorb chemicals onto onto food which then gets eaten so there is that trade off i don't think that the poor. get impacted as high as perhaps
6:32 pm
some some people are thinking on that front but as long as they're provided the alternatives then i think that it's a successful give and take that occurs ok successful given to you also seem to be saying so far so good but what's the alternative people who need to use those plastic bags that's also what you seem to be saying how do you get them to make the flip. yeah that's actually what the real challenges here are so the ban was in force on august 14th independence day and about 2 weeks prior to that we saw. an awareness campaign go by we saw cloth bags reusable cloth bags being distributed by you know the various government entities including the ministry of climate change which has sort of spearheaded this activity. but what well what those alternatives are remains somewhat unclear currently we're using a lot of paper bags instead which again if the paper bags are not. sustainably
6:33 pm
harvested from timber harvesting operations then they also create a problem what you also see is that the there is an uptick perhaps in the garbage bags now that are being. bought by people those are thicker plastic by about 3040 percent and and and so that is what what what is actually happening is some of that. you know plastic bag that is now no longer available is being substituted for by. a garbage bag instead ok we have to leave it. thank you. brazil's president was refusing to give additional land to indigenous tribes his government might also cancel the approval that has already been given for all that comes to some indigenous areas have been wiped out by the fires raging across the amazon a lesson america doesn't see in human as more now from the rubble in the state of
