tsunami is our own right now the system is bred across around the receipts and out as if that was something very easy for you and for listen to tonight. elsewhere in europe and all the political crisis appears to be easing it's a different story in italy where the prime minister does that because it is presented as cabinet list to the president who will swear in the new government on thursday the formation of a new coalition of the anti establishment 5 star movement in the center left democratic party and a month long political crisis it was triggered by hard right edam a to sell vini who brought down the previous administration hoping to win power in a new election the union of the 2 formally bitter rivals is an unlikely coalition but one that is expected to improve ties with the european union and adopt a softer position on immigration. you at the news hour live from london much more to bring you hong kong's leader killed the extradition bill that sparked months of protests the pro-democracy activists is saying it's too little too late.

the red cross joins us live now from panama city and i know the scale of the devastation is only just starting to become clear but i wanted to ask you about the death toll 7 people confirmed to have died but that is likely to rise when do you think we'll get some clarity on that well i think we'll have some clarity on the on the overall suspects to people and property within it will be starting to come in in the next 24 to 48 hours and then in the coming week will really get a clear picture of all the the widespread damage and everything that's been affected so information is kamin every hour we're getting more and. that we're just we're just we're working hard to get into every nook and cranny of the of what we can at the moment. the harken hit abaco and grand bahama are in and the issue here is that it spent it's it was an awfully long time that these places were subjected

to intense rainfall and wind now i know that you say access is just starting to open up but is it your expectation that really what most of the buildings have been destroyed that there will be very little left. well we know already from some of the aerial assessments that upwards of 60 percent and in some areas possibly up to 80 and 90 percent of the buildings have been damaged and heavily dished heavily destroyed or heavily damaged or completely destroyed so we noted there's a large percentage of business buildings that have been really affected and we are expecting that there will be extensive needs so we know that people are going to need and they need right now food water shelter sanitation shelter materials blankets 1st aid attention psychological support and all
6:06 am
sorts of all the basic human needs are what's we're seeing that's needed now but we're already starting to dry address this we had prepositioned supplies in place and we had volunteers on the ground $100.00 in each of those islands already from the community were mobilized before the storm hit and they're starting now to go out and do their 1st aid and their assessments are starting to get information in from them so we're expecting a lot of a lot of needs but we're also expecting are our volunteers and where we have confidence in our red cross system and our networks and our wide network from the global red cross system including british red cross and we're starting to get some good support coming in from all over the world and we are challenging that into the bahamas so interesting what you say about it because obviously we knew that this hurricane was coming so you have prepositioned supplies in tons of food
6:07 am
water sanitation kits and that such a thing now how quickly will you be able to deploy those supplies. well as fast as possible so some of those supplies are already starting to get out the door as we speak here from the people. and the volunteers who had them there in there in their locations where they were sheltering we know also did it some of our warehouses and supplies they have been affected so we are expecting to really start ramping up this operation in the next 24 to 48 hours and i am expecting that within a week we have a full fledged relief operation going on and though in all the areas that are affected bring it support to all the people that need it. yet while it is of course the there are urgent priorities now in this and i appreciate you sharing some light stephen that andrew dempsey regional director of the

the billet to months of protests that have at times paralyzed parts of the city seen hundreds of arrests and regular violence with police the honorable mr kerry lunch and previous overtures from chief executive kerry lamb to suspend the legislation in june and then announce that it was did in july failed to end the unrest there are more large rallies planned in the days ahead which is when we'll find out of carry lands decision will have the desired effect or of protesters believe it's come way too late the protest is viewed debil is just another example of mainland china's growing influence on hong kong so its withdrawal could be seen as a rare concession by beijing demonstrators demands have evolved into broader democratic reforms and an independent commission of inquiry into the crisis and the actions of police. rarely organizers say the legislation's withdrawal will be celebrated briefly but it's not enough to end the crisis and by not agreeing to all the

demands they believe kerry has proved again she's out of touch with her people caroline herself irrelevant she already proved so many times too many times to all people that she really doesn't care about own people if a leader behaved like that i hope people will not care about at all. the announcement came less than a day after a private conversation was leaked to the media in which lamb said she had resign and apologize for the chaos if she could that was seen as an indication that it was china that would decide her fate and that of the bill. even some pro-government politicians believe withdrawing the legislation is the right thing to do but it's too late if you ask anybody in the street where they did still remember what that bill was about i think probably 20 percent could tell. i don't even 10 percent remember it's not about that there were people which is likely to mean that the city's crisis is far from over wayne hey al jazeera hong kong. now at least

hello again welcome back to your international weather forecast well across northwestern europe we are seeing a very powerful front pushing through a lot of rain a lot of winds coming with this front as well here on wednesday the front push through london so we saw a really rainy day there as we go towards thursday we're going to see that front pushing quite quickly down here across much of central europe but behind the front the winds are going to continue the temperatures are going to continue to drop as well so london on thursday expect to see about 17 degrees there and then we're going to be seeing a another system quickly pushing into the u.k. as well here on friday bringing war went into play as well as temperatures coming down to about 16 degrees here in london paris really not looking too bad at 20 but still quite chilly in zurich at 17 degrees down across the med in italy we're going to see a system really start to develop here along the front about and those will bring

some winds as well as well as the potential for some active showers for that area as a boy down here across the northern part of africa things are looking too bad we're going to see some clouds for parts of tunis attempt a few at $31.00 degrees tripoli a $28.00 with winds coming out of the north and gaza here on thursday at about 30 degrees they are not seeing too much of a change as we go towards friday may have some clouds across morocco before but it is going to be a nice day at 26 and for algiers sunny conditions at 27 degrees. for

prime minister's move to hold a snap general election on oct 15th boris johnson tabled the motion off the parliament approved a bill to delay breaks it's a broken no deal exit from the e.u. on october 30th. harkin dorian is headed towards the united states ought to be having a trail of destruction in the bahamas so far 7 people are confirmed dead but the prime minister warns the death toll is sure to rise as the country prepares for a humanitarian crisis. and south african brands of face reprisal attacks by protesters in nigeria and zambia after a wave of xenophobia attacks against foreign owned businesses in south africa. nigeria says it will boycott an african economic summit in cape town as a result. the united states is blacklisted what it called an oil for terror network of ships and individuals allegedly directed by iran's revolutionary guards to supply syria with oil and also announced
6:20 am
a reward of up to $15000000.00 for information that disrupts the revolutionary guards financial and foreign espionage operations iran said it was willing to recommit to the 2015 nuclear deal but only if it gets $15000000000.00 of full oil sales in return now the plan was proposed by france in an effort to salvage the equipment but iran's president hassan rouhani said he would give the europeans 2 months to reach a deal and he's also announce that his government will further scale back its nuclear commitments from friday let's go live now to mike hanna in washington for more and despite the best efforts of the french president emanuel to try and salvage the iran nuclear deal the message from washington is that the pressure continues. indeed yes and sweeping pressure it is indeed even more sanctions being imposed against iran just joining those that have been imposed since the u.s. unilaterally pulled out of the iranian nuclear deal late last year the latest set

of sanctions include unusually for a nation state target reward money being offered any information being provided on the a raid me and our revolutionary national guard call. i see r g as the iran envoy brian hook explains this is what he had to say we have taken this step because the i.r.g.c. operates more like a terrorist organization than it does a government. the ira g.c. and the ca's force were designated as a foreign terrorist organization in april in this put them in the same category as many of the terrorist groups that they actively support such as has followed and hamas the i.r.g.c. trains phones and equips proxy organizations across the middle east iran wants these groups to extend the borders of the regimes revolution and so chaos and

sectarian violence. it's hard to separate us from the context of the way election campaign which is well underway what white president trying want to convey to his base from a move like this. well certainly there's that element of strength that he wishes to push or that he will not accept agreements reached underneath previous u.s. administrations but it goes even further another sanction that has been imposed by the u.s. is it appears according to the financial times that that's on for you just to bryan hook as being contacting the captains of tankers offering them reward money if they take their tankers into ports with the tab oil could be handed over to u.s. authorities this is unprecedented in terms of international affairs and once again this is the kind of extraordinary action that the trump administration is carrying
6:23 am
out and something that president trump clearly believes attracts voters to him generally looking ahead as you said to that 2020 election but certainly this is exceedingly unusual behavior but at the same time we heard from brian hawk that president trump favors by left rule negotiations implying or perhaps indicating that president trump remains open to talks with the iranians with speculation they could be meeting at the u.n. general assembly coming later this month not so says iran the foreign minister has tweeted in response to the latest round of sanctions including that offering up reward money that is nothing more than blackmail thank you very much with the latest from washington mike hanna we turn to the war in syria now which is having a devastating effect on civilians and president bashar assad's forces and their allies and mostly to blame this according to the u.n. human rights chief michel bash he says more than a 1000 civilians have died over the course of the last 4 months $304.00 that's
6:24 am
nearly a 3rd of the casualties were children almost all those deaths as said to be caused by as strikes and ground attacks by the syrian government and its allies in the rebel held areas of lead and hammer only $58.00 of them which you too are called non-state actors. in a bid to take control of territories there appears to be little concern about taking civilian lives any further escalation will only result in further loss of life and these plates many civilians who have already been forced to repeatedly freeze situation over dire humanitarian conditions so i appeal to all parties to the conflict and to those many powerful states with influence to put aside political differences and hold the karen it in other developments the united nations really is preparing to evacuate more displaced syrians from a remote camp along the border with jordan is home to almost 15000 people but the
6:25 am
u.n. says half of them are refusing to leave despite the dial living conditions there zain harder explains why. the last time aid reached this makeshift camp was in february rock band is close to the border with jordan and this besieged by the syrian army which decides if and when food and medicine reaches the thousands of people inside the united nations describes the situation is desperate and says conditions are abysmal but it can't do anything without the approval of the authorities and damascus. we were told 2 days ago that the u.s. and will deliver aid either on the 4th or the 1st of september since february we have received only a small amounts of food and medicine through smuggling routes but they are not enough and too expensive. a u.n. team visited the camp in august but its mission was only to determine how many people remained inside and who wanted to leave the organization says it is planning
6:26 am
to help those wanting to return voluntarily to government held territory. brooke bandcamp was estimated to accommodate about $40000.00 syrians in recent months the u.n. says almost half have left for syrian government controlled areas it believes some $15000.00 remain and it's survey showed nearly half don't want to leave. we didn't register with the u.n. to return to regime here is un couldn't give us guarantees they told us they can't guarantee what happens when we leave receptions into. the syrian government is effectively giving the people in iraq than no option but to return to areas under the state's control or starve the dire conditions are believed to be the reason why many have left despite human rights groups saying some of those who have gone are being detained and ill treated. we have been able to document the detention of at least $37.00 men who left rock band to government
6:27 am
controlled areas these people were arrested and taken to intelligence branches in damascus and homes also they are forcing men to join the army in a month or 2 it was agreed that they were. given 6 months. many syrians in ripon want safe passage to opposition controlled areas in the north and if they can't get it they want regular food and medical aid the un says it cannot make any promises as it is an observer in the repatriation process and doesn't have unrestricted access to return knees so many who are studying say they have to as they are left with no choice so whether beirut and human nessie are who has visited the city of hebron in the occupied west bank he gave a speech there making him the 1st israeli prime minister to do so his visit is perceived as an attempt to win the support of ultra nationalist voters head of elections on september 17th palestine's foreign ministry has condemned the visit as colonial hebron is home 240000 palestinians although hundreds of jewish settlers
6:28 am
live in the israeli controlled part of the city settlers presence is considered illegal under international law. we are not coming to dispossess anyone nor will anyone dispossess. will not be cleansed of jews we are not strangers in hebron we will remain forever. antigovernment protesters have gathered in argentina's capital one as iris they are angry at president attempts to stay of the country out of the financial crisis one of the measures is limiting foreign transactions that exceed $10000.00 a month this is the latest in a series of economic struggles the country has suffered in recent years largely as a result of argentina's weak currency and high levels of debt to as a boy is out with those protesters on the streets of the argentinean capital. or here in the center of what a sight is it right in front of the social development ministry that's where hundreds of people have gathered here to protest against the government and demand
6:29 am
that the government passes a law that's known as the food emergency plan that would speed up the process of the government being able to send food and argentina's most vulnerable neighborhoods we've been talking to several people here and they're saying that the amount of people going to soup kitchens have doubled that that children are going hungry and that many many cannot make and that beats what's happening in argentina right now the country and the government are struggling with a devaluation of the base or parents see that's cause mostly by capital flight people heading to the bank to get the u.s. dollars they have there is that reminder of the crisis that happened back in 2001 when argentina again. huge economic crisis the government right now has been trying to address stations affecting are the country's most vulnerable like reducing the tax on basic food items creasing minimum wage among other things but it's people are saying that it's not enough and also implement some currency control in order
6:30 am
to stop a hemorrhage of us daughters that for many years to remind them of prices in argentina that have not ended. well more now on one of our top stories this hour harken dorian our correspondent my new rapala has just reached treasure key in the bahamas now this is connected to ground the abaco island one of the territories devastated by dorner we can certainly see some signs of that devastation behind you that money was to the been saying. as you can as you can see we're communicating via phone it's we're having a very hard time reaching anybody you know there's no electricity here there's no cell phone service we're sort of in the dark. the storm has passed but the devastation is very clear we're actually out we just arrived we're still at the airstrip this behind me is actually what remains of the airport terminal here on
6:31 am
treasure key on the island of abaco which is the one of the northern most islands here in the bahamas you could you could say that this is in a way the epicenter of the eye of the storm it took 36 hours for that hurricane again a category 5 wind gusts upwards of 350 kilometers per hour one of the strongest atlanta hurricanes on record absolute devastation that's the only way that we would be able to describe it it truly looks as though it almost sounds cliche to say this at this point but is obama went off there's trees that are leveled half of the trees conifers just split in half all around us there's dozens of people that are that are effectively homeless we're talking about an estimated $13000.00 homes that were leveled by the storm as it made it across the northernmost islands of the bahamas we were able to just land at this airstrip that's been cleared so the planes planes were able to land there are dozens of people actually don't know how
6:32 am
many people there could be a lot more than to reckon it's more harbor there are thousands of people that live there again an estimated 13000 homes that have been leveled we are no longer able to receive updates from the government given that. we're sort of in an isolated part of the country at this point but the last we heard there were 7 confirmed dead the national emergency management agency has made it a top priority to continue their search and rescue operations there's one other concern given where we are given how isolated it is is the lack of shortages of food shortages of water and shortages of medicine the united nations had said on tuesday evening that this is a problem that can only worsen if there is an immediate action by the international community. thank you very much from trying. thank you bonnie wrap my brain and i test on the devastation in the bahamas. it's a month since 31 people killed in 2 back to back mass shootings in the united states one in ohio the other in texas the attack sparked
6:33 am
a debate over the need for a national law that will allow guns to be temporarily seized from dangerous owners it's known as a red flag law that has already been adopted by 17 states one of them is mary land from where alan fischer now reports after yet another mass shooting in texas this weekend which killed 7 president donald trump suggested legislative change on a national level seems unlikely for the most part rob if you make your backyard jack they would not have stopped any of it but national inaction has moved individual states to push forward with their own wards maryland is one of 17 states along with the district of columbia that have passed so-called red flag laws and they've been considered such a success that 5 more states are considering putting similar legislation on the book catherine dimmy was one of the delegates a mural and who drew up the legislation it allows.
