they're being guided by those who are saying no child was deliberately mistreated the army says steps have been taken to address previous allegations human rights activists on their part i q state governments are failing the children they say only a few of them have so far received any form of support to deal with their trauma the united nations says at least $2200.00 children have been released by the nigerian authorities from detention most of them without charge the u.n. children's fund has since rehabilitated thousands of children and reunited them with their families use of were seized by book as a teenager now we need to early twenty's is among dozens of dear article eyes young men who have been given a new start. it is still remembers the 1st 2 weeks in the detention center that. was that we serene did and were taken to a police station in globes where we would be send by security officials and

4:05 pm
we interviewed have been held there without charge for 3 years now many of the children we interviewed described trying to escape. when they were arrested instead as suspects they have been held generally without charge without any opportunity to go to court or to see a judge only one of the children we interviewed ever had a chance to say that they thought might have been an attorney some breaking news just coming to us now we're getting reports of a stampede that's been taking place during the short of commemorations in the iraqi city of quetta bosco we have traffic on the phone now with more on they said charles what are you hearing that. that's right yeah we're hearing reports of what's being described as a stampede a the hussein shrine in karbala the authorities rough spots seemingly being quite tight lipped we spoke to
4:06 pm
a member of the shrine authorities about 50 minutes ago who said that he believed around 7 people have been killed many more in which you know that. many taken to hospital. that you see associated press is quoting a spectacle ministry as saying that around 16 people being killed and also a number of injured. posts coming through that this happened. as i say as it is difficult to confirm at this stage. this happened as a result of the roof collapsing on an area that was under some sort of constructional renovation inside the shrine and we understand that it was a people underneath who oversee suffered injuries and the deaths of course today one of the biggest days in the she had was with calendar. in karbala trying to we were speaking to was saying that. 3000000 people that come to visit to participate
4:07 pm
in the annual commemoration there were warnings as well would be her preaching warnings in the build up to this year's events that because of the number of people increasing every year it was very difficult to cope and so when she will guarantee safety because of the pressure of all the buzz numbers we know that there are plans for expanding the key area around the shrine in an effort to guarantee safety but it certainly seems as if some of the worst to. date that the government. could well have been realized today and with this as a ripple to stampede and these people were killed and injured. obviously bringing. as many details as we can and in a calm. but it's true all right charles we'll let you go away and gather more information on that foreman charles on the phone with this there on those commemorations of assura in which reports say at least 12 people have been killed
4:08 pm
in the city of kabul in an apparent stampede. of violence is causing major problems in part of the west africa hundreds of people have been killed in fighting in bikini fast so that's causing a major food crisis that's affecting nearly one and a half 1000000 people the world food program is now warning of what it calls an unprecedented humanitarian emergency as catherine saw reports from northern bikini farmers are banding their crops to escape the violence. fact that. on a normal day i said to tells us she'd be at her family in the village of you to go have children looking after the livestock. but instead they're not come for displaced people more than 100 kilometers from home alongside many other books who have fled attacks. villages arrived in january after many were killed in
4:09 pm
a revenge attack when a rival community blamed them for the matter of a local chief and he signs. they bought into houses and clothes i fled with 6 children their cues does of collaborating with the armed groups from outside the country this is what remains of their village following other attacks more than 200000 people have fled from their homes in parts of the north and east over the last 3 years some blame armed groups in book enough as well as others from neighboring mali for the increasing violence and tensions between rival communities are making the crisis harder to resolve. the wall food program says it's a humanitarian emergency. more than a 1000000 people need help we are focused were killed just in the area which is much more civil so we are. going work that is supposed to be security
4:10 pm
problem it's really hard to imagine the horror some of this displaced people have faced most of them have come here with nothing but the clothes they're wearing they're supposed to stop harvesting their crops and by both we talked to said the congo back to their villages to do that because it's still too dangerous. and a few others however did manage to return to their village after government forces secured the area he still relies on food aid. i have 20 family members to feed through wife's. and grandchildren this food will last for weeks we fled from our home before we could plant because the neighboring the blue village was that we feared would come to war almost next. after a whole day's wait starts his long journey back home it's 50 kilometers away and he'll pass through a dangerous area but he says it's a risk he's willing to take to feed his family katherine sawyer al-jazeera nothing
4:11 pm
booking a fossil david bohrman is world food program country director he joins us now from what to do in kenya. so we got a sense from that report there of just how acute the situation is. give us an idea of what your going to zation is is facing there and its efforts to to try to get food to people. we're facing a large upsurge in the number of people who've been displaced and who are in need and this is coinciding with what we call the hunger season here and one stop for car. it's green no but from a sober to may there wasn't any rain it was dry season so people have runs on their stocks and they're counting on the harvest come in and september october now we have about the latest numbers 280000 people who are who are displaced and our main concern among these is the women and the children because the women displace their
4:12 pm
kids they're carrying the baby with them and then they don't find water to drink and therefore the child doesn't doesn't find them out the child becomes malnourished and can become ill and of course when people flee they have nothing with them so eventually they're there hosted by. relatives or if they don't have relatives some kind people who take them in and if not to come into some villages or some towns and they stay in the schools that's what we're seeing so we as an organization world food program our expertise is food and bringing food exactly for this sort of situation we're very good at it we have all of our village just 6 set up we're currently reaching about 120000 of these displaced people and we're increasing our capacity so we reach up to 210000 before the end of the year but the number keeps going up and our. no the next step after feeding the people is that
4:13 pm
we need to start to help them to take care of themselves and that is find them access to land most of them are farmers get access to the to the land with the local population get them see and schools were working with un food and agriculture organization on this and world food program together so that when the next harvest comes next year they won't be dependent on us anymore and then he even in the interim period that can do some planting there is some periods of time there some water around that can start some small business and start taking care of themselves now of course the ideal is that they go home to where they come from nobody wants to stay away from their home but if they have to stay away from their home for some time or even for some years we need to help them get on their feet and take care of themselves in a dignified way and what sort of assistance all cooperation are you getting at the moment from the government in kenya fassel. well the government has its own program for providing assistance to to the population and they're doing that and we're
4:14 pm
doing a harness in parallel so with with our program right now as i said we're reaching about 100 $20000.00 people that people who have had to move and then the people who are receiving them they're also sharing everything that they have and they're running out of food as well so we're looking with some more resources to be able to provide a little bit of assistance to these host communities also and then school is going to start up in the month of october so we'll be providing assistance in these communities in the forms of school meals school meals for the children who with displaced families and also the children from the local community says well. in addition we'll be providing some some nutritional support some specific foods you know the children who are one and 2 years old they can't eat out of food so we need to provide them with some some some types of korean that the mothers can cook that to reinforce with vitamins and minerals so that these children can recover their
4:15 pm
nutritional half. talking to david bohrman thanks for being with us. now a prominent member of sudan's ruling coalition is calling for a priest peace agreement in yemen and one sudanese troops fighting there brought home because in sudan for them to be withdrawn and ground ladders the number of casualties increases the saudis are also accused of recruiting sudanese nurseries and child soldiers or burning manly has more. after 4 and a half years of war yeah and a prominent civilian member of sudan's ruling coalition is calling on the transitional government to bring sudanese troops home. we don't need the war to continue in yemen we want the talks to go on according to the plan prepared by the united nations i think sudan can play a role in this regard through giving momentum to its allies in the arab coalition there for the sake of a peaceful solution that will guarantee the regular withdrawal of our forces

without harming our relations with other countries. the decision to join the saudi led war against hooty rebels in yemen was made by former president omar al bashir. the shares currently on trial in sudan after being ousted by the military in april following almost 30 years in power he's also wanted by the international criminal court facing charges for crimes against humanity war crimes and genocide. the sheers said thousands of sudanese troops to fight in yemen the saudis also recruited thousands more c.d.'s mercenaries as well as child soldiers a fellow from brookings doha center says between $814000.00 sudanese power miter force says the fighting in yemen sudanese mercenaries many of them children from darfur have been lured into fighting on the ground in yemen in exchange for

a night of high drama in parliament johnston's push for an early election was thrown out before parliament was suspended for 5 weeks largely begins our coverage . mr speaker the lord's will also rise by how much is this mission to declare to declare how wallace said housewife eyes this is and so also declared the prior great hall opens the presence of this honorable house really has no. choice what the outside world makes of the british parliament shutting down for 5 weeks when the u.k. is going through the biggest political crisis since world war 2 is anyone's guess it's most certainly less than popular among the opposition and peace on the speaker of the house of commons this is not however a normal part of geisha it is not difficult it is not standard it's one of the longest for decades and it represents not just in the minds of many colleagues but

huge numbers of people outside an active executive. as conservatives file doubts they were heckled by opposition m.p.'s who refused to leave they tried to stop the speak up from leaving and then signed protest songs in the chamber. yeah it's up to demonstrates only too clearly the collapse of traditional politics here government ministers of offered no explanation of the deal they all seeking if there is such a deal this aching let alone any work time proposals presented to parliament the scrutiny no wonder they are so keen to baroque so early to avoid any scrutiny of doing the eyes of the right $293.00. the left

is to leave the block by the end of october as he insists must happen but that in turn will infuriate the most pro breck's it right wing of the party and will inevitably cost them seats whenever the national election happens with his cabinet holding its regular meeting these calculations will all be in play rumors abound of the potential for more resignations from the ruling party as johnson's many critics say his grip over bricks it becomes ever weaker a lot is live for us in london outside parliament now so long as lots of questions over what the prime minister's next move will be considering the fact that he's essentially completely boxed in now as things stand now. yes i mean it's day one of the suspension of parliament and what's happened over the course of the morning air is that we've seen both the major parties effectively go
4:23 pm
on to a national election footing at the cabinet meeting this morning boris johnson dodged questions about what he planned to do if you can get a bricks a deal 19th when he when he says he when by law he has to i think mostly because he doesn't know yet what is what he wants to do and instead said he wanted to focus very much on the program for the autumn which is about money for the police and schools and hospitals and all of those things which which politicians want to talk about in an election campaign at the same time jeremy corbin the labor party leader was giving a speech to the trades union congress in which he said that the labor governments would rebalance the economy to take money away from all the john corporations that don't pay tax let's have a ministry for workers' rights to ensure workers' rights and all and all this sort of thing and this is going to carry on now through the party conference season over the next few weeks and say what we'll see is all the immediate talk about what's going to happen with its hoofed for several weeks down the road while all the
4:24 pm
parties set out their store for when the election's going to be now clearly you might well ask the question why does the u.k. have to leave the european union if he wants to put more money into schools and hospitals plainly it doesn't it's only a question of whether it can afford it and on that point the government is still refusing to comply with his now legal obligation because it lost the vote yesterday to publish all its secrets research and strategy into what happens if the u.k. leaves without no deal and some of the opposition parties very much fear that economic collapse could follow and if that was to happen then it would make funding all these election promises very difficult indeed. life was there in london thanks a lot. well the european commission is saying it is ready to make a fresh start in his relationship with the u.k. after bragg's it president elect vonda lyon spoke in brussels on tuesday where she unveiled her new team she's nominated irish arash one phil hogan to lead future

e.u. trade talks which could put him in charge of negotiations with the u.k. . the bracks and we never want it but we respect decisions that are taken by our british friends by the united kingdom. the brics it should it happen is not the end of something. but it's the beginning of our future relationship and i want these relationship as it has been in the past in the future to be a good relationship pakistan's foreign minister has warned the united nations human rights council of the risk of genocide in kashmir sharma hamoud qureshi his comments come after the un's human rights chief said she is deeply concerned about india's actions in the disputed territory the region has been under strict military clampdown for more than a month since india revoked its autonomous status internet and mobile phone services are still cut off in most places calais she is also calling for a un investigation and said the international community must take action. i shudder
4:26 pm
to mention the word genocide here but i must with respect to the genocide convention because really people in the occupied territory as the national economic and religious group of people faced grave threats to their lives way of living and livelihoods from a murderous massada mystic and zion afore we could be jeem distinguished delegates india's efforts to hide its atrocities in the indian occupied germany by falsely labeling it terrorism and cross border to resume our shameless. of the us based committee to protect journalists has released its newest list of the 10 most sensitive countries in the world eritrea topped the list as the worst for press freedom followed by north korea and took many stand the searches say the media there is used only as a mouthpiece of the state and independent journalism is independent journalism
4:27 pm
rather is only done from exile saudi arabia and china are ranked 4th and 5th for jailing and harassing journalists and their families while also monitoring and censoring social media and the internet report says other countries on the list used tactics like harassment and arbitrary detention as well as in their words sophisticated surveillance and targeted hacking to silence the press let's speak now to courtney ranch in washington d.c. she is an advocacy director of the committee to protect journalists so this this does make for some for some sobering reading but what what is most what jumps out at you the most and how does it compare with previous less than your positions put together. i think what jumps out from this list is just how extensive and sophisticated the censorship tactics that governments around the world are using what also stands out as the fact that most of the countries on this
4:28 pm
list have been on our list of 10 most censored countries before and this is not an every port that we do every year because there just isn't that much shift that we didn't do it for the past 5 years or 4 years. but the sophistication the increasing targeting and hacking surveillance along with you know good old fashioned tactics like imprisonment and restricting physical access of reporters continues and all of the countries on this list and what effect does all of this have all the people's right to know in those countries well it really makes it very difficult to know anything when all of the information is controlled by the government as is the case in the top 3 countries or when there is brutal retaliation and restrictions on independent reporting and saudi arabia and china for example so really infringes on the public's basic human right right to know but it also makes it difficult to be
4:29 pm
an informed citizenry to attempt to hold your government accountable and of course there are also restrictions on foreign reporters which impedes the global citizens ability to be informed about what's happening in a given country and how incumbent is. other countries when there is much much greater press freedom to baps puts apply more pressure to those governments. i think that is critical and you know saudi arabia really stands out for that because we saw with the birder brutal murder of jamal his show journalist for the washington post who was murdered in turkey with the ongoing imprisonment of more than a dozen journalists there or the real crackdown since mohammed bin solomon came into power along was she using ping in china both of which have you know these leaders have really perseid it over in massive crackdown on the press and yet they are
4:30 pm
regularly at summits with world leaders so we'd like to see those countries that do respect press freedom and allow the free flow of information to pressure those countries to do more we'd also like to see that those countries that receive for example development assistance or other sort of assistance you know let's try to get them to improve the environment on the ground it's we're not never going to see either good human rights outcomes good governance good development outcomes without the free flow of information so you know i think these countries need to realize that they can do more that they can use their diplomatic tool box in a more effective way to improve the free flow of information good to speak with you corny rads thank you for the lose. time now for the weather here is evident thanks very much has i'm going to take a look at the united states now because dorian is gone we've got some quiet weather on the cars and pretty warm as well you can see from the satellite picture a few showers clouds just along the eastern seaboard the main feature is actually
4:31 pm
further north we've got this big area of cloud which is moving across the lakes both of the border has seen some rather lively downpours and it's about to between some cooler air out of the arctic out of canada and some really warm air further south to the sort of chap which is that we're looking at operand the 30 degree mark or so lots of heat in place across that eastern half of the u.s. but it is a good deal cooler of the north we have got system wetter weather north of the border into to run so when to quit back i will sink its way further south which is to go into wednesday slowly but surely just coming south of the border down across the lakes into the plains and or along the appalachians as well further east fine and dry lots of sefl weather now pushing all the way up into the carolinas into the eastern seaboard we go on into thursday and you can see that we have got that wet weather just nothing its way further north or some big downpours here actually could see some localized flooding but to the south of that they stay strong i and

just had the 71st anniversary of the founding of north korea we also know that the north koreans know that short range missiles do not seem to bother the u.s. president donald trump he says that as long as there are no launches of much larger i.c.b.m.'s intercontinental ballistic missiles then the dialogue stays on track but of course with each missile launch north korea is improving its missile know how and that is of a concern to military chiefs here in south korea and also across the water in japan as this missile testing does appear to be continuing hong kong's leader is warning the united states not to interfere with her government's response to the protest movement millions of people have joined in 14 weeks of anti-government demonstrations carry lamb is pleading for an end to the violence she says she is committed to engaging with protests the offer of for actions not just
