the president promised the haitian people to lift them from poverty to pull them out of the dirt so when he became president he made everything worse on friday thousands took to the streets authorities in the haitian capital tried to control the crowd but with little effect mobs of angry demonstrators broke into buildings and looted businesses. several people have died. one police station was vandalized by looters and nearly set on fire people could be seen running off with police here things like riot shields body armor and anything else they can perry thank you but those years if the president really loves haiti he should resign he should wait for there to be more looting in the streets for him to resign. with nightfall the streets of the haitian capital have quieted down and the city is now under a sort of self-imposed lockdown haitian president continues to call for

a national dialogue but opposition leaders haven't said asked demonstrators to continue to protest and continue to pressure the president to resign meaning the unrest in the country is likely to continue when read up in port au prince. in colombia anger over allegations of corruption a misuse of public funds at a university has led to more protests students marched through the streets of the capital bogota for a 5th day. p.s.a. is that. what started the last monday as a single and take corruption protest on the part of the students of the district the public university here in boca has grown into a full blown out movement at least 10 different public and private universities with students protesting day after day against the boat a number of alleged cases of corruption in the administration of this public university but also against what students describe as a very violent response on part of the police to these protests. to get into soon

you will see many universities have decided to mobilize against these cases of corruption students have had enough of corruption at all levels in this country and that nobody does anything about it it's a claim against policies that only generate violence protected by the police and the lunar lonely years since monday the district university students have been demanding transparency and reforms and fighting for quality public education and private universities need to agree with that. the protests escalated into full blown riots on tuesday and wednesday leaving at least 10 people injured as the police tear gas water cannons against the protesters who blocked one of mean road the police response was widely criticized and only had the effect of making the demonstrations bigger with more students participating in solidarity unlike previous days on friday the protests were so peaceful despite the students marching

when the curfew is lifted will be a bloodbath. the people will come out then 100000 troops there they haven't come to ours not in the mood he says he's done this do what prosperity of this is supposed to be for the development of these 900000 troops one of they're going to do when the when the come out there will be a bloodbath in his speech accused india's prime minister narendra modi of fascism of pursuing an ideology of hate and racial purity drawn from hitler and mussolini in the 1930 s. he said the un must intervene to avoid conflict between 2 nuclear armed neighbors this is a test for the united nations you are the one who guaranteed the people of kashmir the right of self-determination ah they are suffering because of that. and this is the time. this is the time not to appease like in 1939
6:13 pm
appeasement took place this is the dime to take action and number one action must be that india must live in human curfew a short while prime minister modi had conspicuously avoided any mention of kashmir which india insists is an internal matter but there was a veiled reference to what he has previously called pakistan backed terrorism in the region almost there is give out the hand. we belong to a country that has given the world not war but buddha's message of peace and that is the reason why our voice against terrorism to alert the world about this evil brings was seriousness and outrage we believe that this is one of the biggest challenges not for any single country but for the entire world and humanity the lack of unanimity among us on the issue of terrorism dense those very principles that are the basis of the creation of the u.n. and that is why for the sake of humanity i firmly believe that it's absolutely

house but away from the arguments and the rhetoric there has been some actual negotiations taking place in brussels on friday the problem is that there doesn't appear to have been any tangible progress from them we're going to hear from a couple of those people involved in meetings in brussels 1st of all the british breck's it secretary stephen barclay i think there's still a long way to go i think we are coming to the moment of truth in these negotiations we will see if that's a political world and both sides will commit it to securing a deal we're committed to leaving on the 31st of october but that deal just to be without the backstop now those sound bites moments of truth long way to go if he repeated those in several answers it appeared that that was clearly the pre-prepared answer he was going to give no matter what the question but the problem is that the irish foreign minister simon covais was also in brussels and he had a very different take on the stage that the negotiations are at until there is
6:17 pm
a serious proposal in writing that can be the basis for a negotiation. then the gaps that are wide at the moment will remain. and time is running out so you can see it's not just differences in the tone of the rhetoric it's also big differences in the contents of what's being said and what's being agreed or not agreed and remember all of this just 3 weeks until an e.u. summit takes place in brussels at which the hopes are a deal can finally be struck. now the 2019 world athletics championships is officially opened here in qatar. the start of the tournament was marked by a colorful opening ceremony in the capital doha was the 1st time the international event has been held in the middle east this is to him it didn't start until nighttime to avoid the desert heat. the 1st medals have been won at the championships in the woman's mouth and kenya's rift chapman getting overcame

those are the headlines the news continues here on al-jazeera after counting the costs stay with us. and the different. and the similarities of cultures across the world. al-jazeera will bring in the news and current affairs that matter. hello i'm adrian finighan and this is counting the cost on al-jazeera a weekly look at the world of business and economics this week can modi deliver on his ambitions to create a $5.00 trillion dollars economy with job losses on the rise consumers tightening their belts india feels more like it's in recession. kashmir's $2000000000.00 apple harvest left to rot after moody's strips the region of autonomy. islands brigs it

housing crisis dubliners a big driven out of the capital as big business drives up property prices. prime minister narendra modi has an ambitious target for india he hopes that by 2015 the economy will double in size to 5 trillion dollars making it the 4th largest economy by the us china and japan right down modi could miss that target just like his promise to create $10000000.00 jobs a year during his 1st term to become a 5 trillion dollars economy well india needs to sustain a growth rate of 8 percent more for a couple of years very few nations have managed to sustain that level of growth china south korea and japan are exceptions but g.d.p. sank to just 5 percent in the april to june quarter the government maintains that the economy will expand by 7 percent this year independent economists though
6:23 pm
disagree some even believe that it is in recession already at the same time. it is not a 45 year high of 6 point one percent of growth doesn't improve hopes of creating jobs for the $1000000.00 young people who join the workforce every month will be dashed just to underscore the challenge that india is facing despite being the 7th biggest economy in its income per capita per person is around $2000.00 a year by comparison indonesia's per capita income is $3900.00 it became a trillion dollar economy in 2017 is well on the way to quadrupling in size by 2030 south korea per capita income comes in at $31000.00 now you could argue that's an unfair comparison because of the size of india's population well china's per capita income is at $9800.00 to reduce income inequality and reduce

poverty india has a fair way to go right now creating jobs is a priority or most 300000 people in india's auto sector alone of lost their jobs in recent months al-jazeera is priyanka gupta reports. the engines of india's economy are slowing down the auto industry says it's in the middle of its worst crisis in nearly 2 decades that's taking a toll on workers like you. but never. have been out of work for a month the landlord is asking for the groceries we're asking for money no money to give. many who do have a job see their. factories are reducing workers to cut costs and that. we don't have enough farmland at home for us to survive so people like me opposed to find work in big cities and even here we don't find employment for days and
6:25 pm
sometimes months. the problems in the factories are reflected in cash rooms where business is slow these brand new cars are gathering dust as they remain unsold not enough people are bypassing the cars and commercial vehicles lack of democracy at the earliest downturn for the auto industry which employs more than 37000000 people so some peer reflects just how badly the indian economy is really doing. now the auto industry is asking government leaders to cut taxes brought in the demand or grow sectors where the commercial because percent of the records. all the sectors start to be going so real requesting for some stimulus package the government says it's working towards helping the struggling more to industry there the fact that as president they come or maybe. i don't know sector is facing the problem because of some global economy because of demand and business cycle there

are many is already would that the industry. ministry under the guidance of the planners minister would find. promise in the rains or more the was reelected early this year promising to transform india from a near 3 trillion dollar economy into $15.00 trillion dollars but india's g.d.p. growth is at a 6 year low investments have dropped consumers don't have enough money to spend and of rule economy is struggling when they're promising the more. right now currently the way the economy is functioning and the way the government is indifferent to words it bears no where that fighting in economy is happening by 2024 because you need a certain rate of growth to need. meanwhile detains you and others wait and they cram troops hoping for work and the money they need to support their families. well joining us now from new castle miguel china who's a senior asia combest
6:27 pm
a panthea and macro economics good to have you with us miguel this economy has been described as being in quezon recession what do you think is it i don't think we're very it to be honest certainly some industries are feeling recession like conditions i'm pretty hard on us industry which has suffered over the past 2 years or so when declining sales and production but if you look at other major parts of the economy for example the i.t.n. b.p.s. service export industries they're doing pretty well from what we can see so yes 5 percent growth is the slowest in 5 over 5 years for india but at the same time that's still pretty respectable given the current global economy environment miguel the government has finally begun to bring in policies that could stimulate the economy that the 1400000000 dollar housing fund $20000000000.00 in tax cuts for businesses is that going to help. well starting with the 1st reform effort you mentioned there will i think the r.b.i.'s rate cuts over the past 6 months or so
6:28 pm
totaling over $100.00 basis points now is probably going to do more for the housing sector than at $1400000000.00 and granted by a bit of government from our perspective though last friday said corporate tax cuts were are a game changer for india not only will they stimulate demand in the short term especially for those manufacturers who want to incorporate from a very 2 to seek advantage of the much lower 15 percent rate on the table but over the long run it also puts in us tax environment up much more competitive level compared to its main competitor just i would say in southeast asia. where the likes of vietnam and thailand have tax rates of for a 20 percent singapore singapore 15 percent 1570 percent 15 percent tax rate noone is really going to boost up in just competitiveness with regards to those other economies in terms of attracting investment to the country but the tax cuts
6:29 pm
actually benefit the wider economy is that trickle down effect or are the cuts really possible to shareholders. well i mean if you look at where the main focus of those tax cuts are and it's in terms of attracting manufacturing investments and the hope is that we would if these companies start to invest generally manufacturing the manufacturing sector is much more labor intensive than any services industries can can provide in terms of jobs so i think there will be some trickle down to eventually to to the labor force once these investments come in it's not going to be this move this process but i mean there's a lot of scope there for for the labor for in this labor market to shift from still primarily a heavily agricultural sector centric workforce if you look at the lives to just say it's 44 percent of workforce is still in agriculture that's well above the 20 percent global average well above china's 27 percent so you still have
6:30 pm
a lot of scope to bring people working and culture into manufacturing and i think that in the last last week's tax cuts will definitely help in that transition but as mody got what it takes to to light a fire under the indian economy or is he a busted flush him in his 1st term so the 1st time in economic terms was was pretty much a failure of job losses on the rise you mentioned the economy but 5 percent growth demonetization the goods and services tax all the promises of the economic achievements that he presided over when he was the leader of states simply haven't materialized on a national level have they. i would agree with you that demonic possession in 2016 was a very huge misstep and in defects of that botched exercise are still being felt today so part of the recent slowdown is this is structural because of that the quiddity hit from that exercise i think the goods and services tax in the short term has
6:31 pm
caused some russians an economy i think long term it's mostly positive for. especially interstate business within india so yes those 2. say reform efforts were a mixed bag but i think over the long run nationwide g.s.t. implemented in 2017 well will benefit the country's growth prospects over much longer term again it's been great to talk to you many thanks indeed for being with us on counting the cost thank you very much we're staying in india it's harvest time in general in kashmir where apple production contributes 10 percent to the state's $20000000000.00 income but apples have been left to rot as follows can't find people to pick the crop that's off the prime minister modi lockdown of the balazs the state's autonomous status al-jazeera is 1st tamil has more. for mohammed shati but this should be
6:32 pm
a happy time his family's apple crop is looking good this season and will be ready for harvesting of september but the region's lockdown has made it hard to get supplies and laborers from outside are being told to stay out there but you know. i've got to be deliberate. me the government told them to go home best insights we can get because the markets a shot rice vegetables we can't even get meat for us says because everything is shut. that's affecting people with small businesses especially in farming who are worried the restrictions on communication and movement means their hard work will be thrown away. it's a situation that's common throughout the kashmir valley most businesses think shut in srinagar carpet sellers have already stocked up for both the tourist and wedding season this month but few have had any sales in weeks so many employees want here.
6:33 pm
who has made them when we have. house boat hotels and famous doll lake sit empty. and with only local people riding a few of the gondolas many boat men are fishing to pass the time and catch a meal just before the restrictions earlier this month the government order tourists to leave the area taking with them one vital piece of the region's economy but it's not the 1st time kashmiris have suffered from work and businesses being shut down has it do. we know by the. abo and economy they have abundant that what they know their duties and season everything is at stake but they know that the existence their culture. landscape. is at stake. doesn't know if he'll be allowed to transport his crop to market or find enough

trucks to do so but he'll continue tending his fields because for many here culture and pride are more important than business and money. now is the only european union country to share a land border with the u.k. the deadlock over the irish border has held up a break that deal between brussels and london a hard break this would be detrimental to our lands farmers who export most of their produce and as the capital makes preparations for breaks at the influx of big businesses and property developers a pushing out. as lawrence lee takes a look a briggs its impact on urban and rural areas right at the site has been marked down here things like that the location which is ideal for the modern where these people are protesting outside the office of private equity company or to use their phrase
6:35 pm
a vulture fund these financial organizations buy property and the victor tenants who then say they're threatened with homelessness cutting the ribbon to celebrate sleeping in a tent is bitter a metaphor as you can possibly imagine it's generally gentrification mass addictions where people are being forced out because not all middle income earners i mean forced out of the city because they can't afford to live a tremendous city because of of lupo's of education which which facilitate these goes we don't pay any tax in our in the rental income i'm extract massive profits in the face of these individuals behind these companies but the end of the road is the irish parliament where a quarter of government ministers are themselves landlords politicians sympathetic to the rents as say they can get nowhere with legislation to protect the pool we have settled repeatedly that we think given the very high proportion of landlords in the 2 major parties in the game they showed excused themselves from phone. on issues where it is a conflict of interest i don't believe that the words are going to pass now which impact on their ability to make money from property. and that it's not the only
6:36 pm
explanation but i think it's a big part of the argumentation a lot of interest to the bit between the equity companies in the political class well i think there's no doubt it is easiest to chop. this housing crisis is a reflection of dublin's entire business model which is to entice tech giants like facebook google and the rest on the promise that ireland is a tax haven the rental market is designed entirely around their needs not those of irish workers the bottom line is the campaigners say that the economics of dublin's housing market have created a sort of social apartheid in which property becomes only the preserve of the rich who buy and then rents either to wealthy outsiders or foreign sorest so in short let's and gradually doublings working poor become priced out of their own city demand outstripping supply means renting one of these tiny cottages in dublin would set you back nearly $2000.00 a month peters lived in one for 13 years his landlady wants him to leave and he's
6:37 pm
facing spending 2 thirds of everything here on rent somewhere else for normal work you know 607080 percent. of people's here isn't yet spent one year you know one of the unions doing what you do that if you have space if you're dispensing lives and you know income on rent could you put a little more you know you could be forgiven of their own biases so if you want to do those university you have to move down the country you know you have to move to cheaper area. the squeeze on housing is affecting foreign workers to the apartment looks great it's only $1500.00 a month the reason it's not so expensive is you have to share it with a total stranger the rental company chooses your flatmates based on a guess as to whether you like each other most of the people living here work in the international tech companies it's the little things we find it's like how often
6:38 pm
do you clean your dishes do you clean them straight after you have a meal to leave them there overnight you do it in the morning all those kind of things that we find that mice irritate another room ace we kind of find out before they move in and then kind of review both applications and see well you know this guy seems to fit with this guy this girl so on and so forth and then we'll introduce them and then it's really up to them after that and so is arlen tries to draw foreign workers in so the housing crisis balloons this recruitment agency says it's so bad that many people who are offered jobs in dublin don't even come because there's nowhere to live as ever it's smaller businesses that suffer some of the multinationals they could possibly pay a good relocation or they may have a company that will help them i think it's probably putting more and more stress and pressure on the smaller businesses who don't have the luxury of paying a massive relocation fee or they don't have the time to help search for you know accommodation around around dublin. because really it's just there's just not
6:39 pm
enough accommodation or it's a decade since the banking crash and orleans lost housing crisis in the interim a little was done to build new affordable homes for irish workers while the multinationals smell tax breaks as a national policy failure it could hardly be worse. we're going to have to start now trade up top here it's called the irish national planning championships but in reality it's more a celebration of farming showing just how seriously they take it on the island of ireland the men driving the tractors have rock star status here. was a sports heroes it was a job well race people are irish national heroes they were 3 days a 3rd of a 1000000 visitors inspect the machinery and the livestock it's all in the blood. and given that island exports 90 percent of all the food it produces much of it to the u.k. the idea of the new border cutting the island in 2 is a nightmare there's
6:40 pm
a real possibility of the coming from would not survive for her. and the potential maybe just to offer some of them are still ones critically be from above given the level of investment must cut out. for you they find out what the british government wants to achieve at this point is vague at your best but it seems to accept the huge importance of irish food to the u.k. politicians use phrases like the all ireland food economy which most people don't understand in practical terms it's much simpler so it appears bracks it has come down to this the british government says it's happy for meats from that how to pass on checks through the irish border but nots apparently that piece of farming equipment over there and if that's appears ridiculously picky it's also the case of the british government doesn't seem to realise that that would be completely unacceptable so both the irish governments and the european union the agriculture

minister turned up to take questions there wasn't a single british journalist there there's almost no attempt to understand the irish position in terms of the volume of trade from the republican ordinarily in the region 700000000 and something slightly less coming from north south and the granular detail of that is you know. 10 percent of the pool is processed from the northern end of the public 400000 sheep consoled for his daughter a give you a myriad of statistics so the continuation of the economy is really important to us and those politicians who represent voters around the border insist that if the u.k. can't figure out what it wants it should let irish people decide for themselves this is why people say the failure to agree on brics it could lead to a united ireland so the choices are. the british government can either accept the backstop and the minimal protections that it provides in order to ensure that we

don't have a hardening of the border or that can give the people in the north of ireland a choice as to which union they want to be part of didn't want to be part of the dysfunctional so called united kingdom or didn't want to as declared in the previous referendum a man part of the european union the essential contradiction of breck's it remains that the u.k. wants to shut itself off from the european union while keeping its border with the e.u. open any ideas proposed by the irish to square that circle have been ruled out as unacceptable in london and yet here they are still waiting for the british prime minister to come up with something else instead joining us now via skype from dublin is john the graeme jones the director general of the british irish chamber of commerce john great to have you with us now economists reckon that ireland's economy could suffer a hit somewhere between 4 to 7 percent in a decade's time thanks to briggs it what's your assessment in terms of jobs and the economy it's a very serious situation not to be alarmist but we have to be realistic about the possibility if not the probability of

a hard form of break that obviously we're working to achieve the least worst form of excess with politics politics and diplomacy but arlen's national economics and social research institute has published an updated forecast for just the next 12 months and deserves 6 percent swing between the 2 scenarios and we could move into a recession with the reduction in economic activity by one percent next year compared with the running forecast of growth of 4.9 percent if we don't have $100.00 bricks at so you can see the magnitude swing it directly affects major industries and indeed there's no part of the economy is immune to it because of the sheer extent of the relationships between iran and the u.k. so the 70000000000 euros in trade that currently exists between ireland and the u.k. in the case of a of a no deal brigs it that would be radically reshaped. yes it would it in and in the case of a no deal brags that it would be radically impacted as quickly as within weeks

meaning that the food sector and its level of sophistication in terms of the juicing great products grading b.d.'s that are shipped with wonderful logistics on 2 supermarket shelves within hours from irish farm to fork affected be as we say that sector would be really seriously damaged and the notion that hard wrecks it would somehow be job done for the u.k. it's only the start of the problem and the reality is heartbreaks it on the 31st of october would have an effect within days on the 2 way trade in goods and some services between the 2 islands even if there is a hard break say how important is it that the deal if there is one although the arrangement that has made leaves northern ireland and the irish republic able to trade freely across that border i mean how important is it to get some sort of arrangement that allows goods to flow across the northern irish border it's
6:45 pm
extremely important to be fair to most of the tightness in the in the bracks of debate nobody is denying that northern ireland is a very distinct and and special and specially exposed situation the book the physical border between northern ireland and the republic of ireland would in a heartbreaks it's an area be the only land border of the european union with the united kingdom that border is 500 kilometers long there are hundreds well over $300.00 crossing points across that border many of them on small local laneways and firewalls out across all of the border infrastructure which today is completely open and effectively invisible that that infrastructure that used to support a hard border would have to reemerge and and all of the. parties now agreed that it's unavoidable that i would have to read it and it might take some weeks 2 to install but it would be a significant in peak impedance to the conduct of the several $100000.00 of that

road journeys that very freight back and forth across that border every year and that's not into say at all it is a significant security risks that everybody agrees are very substantial indeed at the heart border infrastructure was to reemerge john really good to talk to you and counting the cost many thanks indeed for being with us john mcgrane there from the british irish chamber of commerce and that's our show for this week if you'd like to comment on anything you've seen you can tweet me out at a finnigan on twitter please use the hash tag j.c.t. see when you do or you can drop us a line counting the cost of al-jazeera dot net is our e-mail address as always there's plenty more for you online at al-jazeera dot com slash c t c that takes you straight to our page and they'll find individual faults links even entire episodes for you to catch up on. but that's a it's for this edition of counting the cost i'm adrian finnegan for the whole team here in doha thanks for being with us the news on al-jazeera is next.

several explosions across the country one was in the capital kabul and another in the southern city of kandahar inside a polling station where at least 16 people were injured the taliban to threaten to target people casting their ballots tens of thousands of security personnel have been deployed voters are choosing between 14 candidates but it's likely to come down to 2 men the incumbent president ashraf ghani and chief executive who shared power since 2014 the election which has been delayed twice is taking place after talks between the u.s. and taliban collapsed this month the taliban has refused to negotiate directly with the afghan government let's go live now to kabul al jazeera macbride can tell us more rob what's the latest on those attacks on polling stations today. that's right adrian we are at a polling station right in the heart of kabul there have been no attacks here but we know that there have been one or 2 attacks on the outskirts of the city this city is pretty much locked down there are check checkpoints roadblocks all around
6:51 pm
the city and then on the outer extends out of verges of the city itself all met meant to ensure that this election goes smoothly go safely but it has to be said that there's been a pretty lackluster performance at this polling station at least there's no only ever been throughout the day with 1st light when this polling station opened only ever a trickle of people coming to vote and that seems pretty much with a half an hour to go before closing to have dried up completely i think around the . it's a fairly mixed picture the independent commission for the elections has said that there thousands of polling stations opened at 1st light and that people were waiting lining up to cast their vote. there was a lot of enthusiasm for this ballot that may well have been the case in some parts of afghanistan but reports from other parts of afghanistan especially and those

areas particularly under taliban control say that there has been a very low turnout of course the fear of the taliban and the attacks have made the situation worse there was the attack in kandahar there have been several other tax through the country and we are hearing about for example a mortar attack where which landed close to a polling 'd station injuring people up in northern kunduz province so the fear of the taliban i think has kept a number of people away it has to be said from the government's point of view there have been relatively few attacks there people were predicting possibly more attacks on this very important day given that there are some 5000 polling stations around the country that have been open and operating that was the number at the start of the day having said that at the last election 5 years ago there were 7000 polling stations open and we know from the commission governing this election that around $500.00 of those $5000.00 polling stations table to open because of the security

threat and where the commission is still waiting to hear from several other polling stations so it does tend to be a mixed picture but it does seem to be a fairly low turnout all right many thanks reporting live there from kabul let's bring in serious afghan specialist. what do you make about the low turnout and what's behind this just the threat of violence from the taliban. only. related to the fact that there was a lot of fraud. in the previous elections and people are basically disfranchised they're not they're no longer. trust or supporters believe in the electoral process also governments are broken promises there was a lot of promise of economic prosperity security none of that has eventuated also fraud people that i follow on social media are saying that they're not going to

vote because they believe it does not make a difference so all that has come together together with the taliban's threat has resulted in what we see now is a very poor turnout remember that afghanistan is a larger rules society country some 70 to 80 percent of afghanistan's population continue to live in a rule. areas and at the moment all the coverage of the global media organizations are. pinned on major cities especially kabul and so therefore we don't know what's going on in rural areas i have seen some facebook and tweets where people are saying that in the northern parts of afghanistan in some villages the name of the candidates are not on the ballot papers some of the stations are poorly manned and so therefore people cannot vote for the people they want to vote so all these put together has created a voter. who's likely to win and that given all that you've just said how legitimate will that victory be well i don't think we're going to have a clear cut winner in the 1st round at least if everything goes smoothly for
6:55 pm
whatever we have in front of us and there's no fraud. it's possible that i could be leading because that is based on the support that people showed to him when he went to herat city when he went to other areas where he campaigned but not to forget that ashraf ghani also has a very strong. support base in afghanistan part of going to support base is those people who are upset. because last time i won the election at least from his perspective and many other observers but due to. political. situation and fraud it was accepted that ashraf ghani win the election and he would become the executive chief executive of the government which was not in the constitution it became just a political agreement which later on did not work with the 2 candidates. last throughout the last 4 years though they worked supposed to work in the government of national unity have constantly been undermining one another as we said a few
6:56 pm
a few minutes ago the taliban refused point blank to enter into any talks with the previous administration this election changed do you think will it make any difference i think the issue of war and peace in afghanistan is now are they we can see this all depended on a tweet from donald trump if it would say he's going to negotiate with the taliban then everything will be back on the table and the people whoever is in kabul in the presidential palace has no choice but to accept whatever washington decides on that front but the taliban yes they have said they will not negotiate with ashraf ghani but we know that there were some secret communications between ashraf ghani and the taliban they were going to meet income david so it's not. it's very difficult to look at things on the surface and say that all of our luggage to negotiate with taliban have shown that they are changed over time they are becoming more pragmatic realists and either way the taliban if they want peace regardless of who's going to win where they're going to be the are going to win legitimately or not the taliban

have to deal with them and there will be the reality of afghanistan even though it will be a sad reality for democracy in afghanistan for people's vote in afghanistan but nevertheless the taliban have to deal with whoever is. in kabul the presidential palace many thanks indeed. the u.s. special envoy has become the 1st casualty in a widening impeachment inquiry quits after being named in a whistleblower complaint that accuses the white house of trying to cover up a cool between president donald trump and ukraine's president but he culhane reports. a few subpoenas landed at the u.s. state department late friday evening congress demanding documents and testimony from 5 of their officials in the coming days including the u.s. special envoy to ukraine ambassador kurt volker soon after volcker quit his state department job this comes just after he and other top administration officials were

named by a whistleblower in the complaint he alleges the president cut off foreign aid to ukraine and days later in a phone call asked the ukrainian president for a favor a promise to investigate trump's potential rival former vice president joe biden and his son hunter who once had a seat on the ukrainian company board now the u.s. president is trying to turn the tables releasing this ad accusing biden of being in the wrong the prosecutor is not fired. trump is accusing biden of getting a ukrainian prosecutor fired for investigating his son when in fact the prosecutor was fired for not going after corruption cases look in the weeks and months to come to congress's job to pursue the facts and. donald trump accountable in the meantime my job. our job is to make sure we beat donald trump what does seem clear is that after so many months of trying to investigate not

getting very far in this investigation is moving very fast so far the administration is simply tried to ignore congress but now that impeachment has been invoked if they take this case to the courts president says they'll likely force the president to comply to let aides testify to turn over all the documents meaning it's possible a lot more of what the president said privately to many other world leaders could become public and then the congress will have to decide if his words rise to the level of impeachment. al-jazeera washington on a sunday a little more about the man who's just resigned that special envoy to ukraine kurt volker is a veteran diplomat who served as the u.s. ambassador to nato under george w. bush he became a special envoy to ukraine on a volunteer basis to help the country resolve its conflict with russian backed separatists and volker was among several officials named by the whistleblower for trying to contain the damage from donald trump's phone call with the ukrainian

president a speak to what matthew could put his and it's at the kiev post he's with us now live via skype from kiev matthew what's the view old in kiev and of his resignation. well i think this is pretty very recent news for ukraine since the news broke or at late last night part time and keep it's saturday morning people are just waking up but i think this will be a very negative event will be perceived quite negatively in ukraine volcker was highly respected both in ukraine and on both sides of the aisle in the u.s. he was seen as a positive figure a lot of people in ukraine say that he was very sensitive to the issues he listened a lot and he also from the point of view of the u.s. he was someone who could push negotiations and approaches to potentially resolving this conflict even sometimes when they weren't necessarily entirely palatable in ukraine in general this is very highly respected in the.
