agencies say the situation today is worse than 5 years ago though not everyone agrees. there is improvements being made we cannot deny that but there are some traits in our taliban decrease increase their attacks you know so there were other factors that affect it there are so many other factors that affect it more and bigger taliban attacks had been expected perhaps an indicator the group may be keeping its hardline element of peace while at the same time pushing a diplomatic strategy for resumption of peace talks with the u.s. they were abruptly canceled by president trump this month the election results will be announced on november the 7th but it's not just important who wins but whether the other candidates and all the other groups accept them and agree to work with them and in the fractured world of afghan politics that hasn't always been easy but in 2014 it only happened because of the strong arm tactics of the united states attorney berkeley al jazeera kabul when the vote in afghanistan comes just weeks

a possible way as possible they want to have a president that is seeing with credibility and legitimacy by the afghan people it's very unlikely that's going to happen with donald trump insisting he has no intentions of restarting the peace talks in afghanistan and the new initiative will have to come from whoever wins the presidential election there and that means for the time being the war continues and so does the cost in money and lives alan fischer al jazeera washington. oh and i joined by having a former advisor to the afghan ministry of foreign affairs in kabul is now a research associate at the think tank chatham house thanks very much for coming in to talk a little bit about the afghan u.s. relations in a 2nd offense wanted to just chill down a little bit on the actual there for years i remember being in kabul and it was ballot stuffing and they were fake it's we've got this biometric voter registration system can we trust the spelling is certainly seen as an improvement to just referenced but obviously as a. as

a country that is not just exercising democracy is a new new new new phenomenon but the idea of literacy with these systems and capacity to run these particular administrative and management of such big undertakings i think that's still holding. you know it's building i think the other element that we have to remember is that just a few weeks ago there was a lot of doubt whether this election would go ahead indeed because of the dialogue with the taliban it has been delayed many times it was delayed before twice and. the only with the exception of prison honeys at the incumbent presidents cam that kept going at the campaigns actually one of the main tickets gave up campaigning altogether because they thought they would be some kind of a deal with the taliban and the americans and what's the point of this election in the end so we are where we are because of the background the tweets of president trump and all that but i think given that this is

a step ahead but people wanted all the parties involved in this election wanted something that would be better functionally than the ballot stuffing business metric is deafness to behead but there were issues with it today and i think the bigger issue was a lower award voter turnout which i think it will be the key challenge a good thing that's got something to do with the fact that you've got what you've got here saying i want to clear mandate there has to be a came and it's very difficult to govern and obviously there's been this partnership going on do you think that we're likely to think that or are we going to be in a similar position that low voter turnout and the vote doesn't really make any difference i think that the understanding i mean i'm working in the policy advice side of this as a researcher and independent researcher you know i speak to lots of people many stakeholders and i think there is an overall feeling including from the internationals that afghanistan needs a single president that this national unity government seems like a like

a cross. management thing that just happened over time and then nobody really thought about beyond that point and i think both of the nie and. the frontrunners as we see them have clearly said many many times they do not want the same arrangements again so they clearly want to be a one man president without having one of their hands tied as they constantly reference alan fischer there in his report was talking about the u.s. after relations and of course it was president trump that said that's the end of the peace talks is there or is there likely to be an impact on where we how we move forward who wins here because in the end the taliban or we said well it's a puppet administration we don't recognize when we talk to the americans do you think that if there was a different person to a shotgun it would make it it. i mean it's very difficult to say that 1st of all because the dialogue between the taliban and the afghans officially never took place so we didn't really get to see the dynamics of personalities but it's

certainly true that with the national unity government there was always a tension about you know who gets to be appointed as this negotiating team by the afghan government so whoever comes in if they have a clear mandate and they don't have to constantly over do overtures to the other party within the government the you could possibly see a bit more clarity i think with the americans as well they will probably be able to manage the afghan government relationship better so i hope that there is a clear winner and that we don't go into a crisis mode that we did last time because i think my bigger worry is not even the voter turnout is the fact that what if there's a dispute who's going to mediate we haven't really talked about that there's not been much talk on who really is an acceptable mediator we don't i don't expect president says ministration to behave in the same way that president obama's admission did because a lot of equations are not there anymore but hopefully you know afghans of come out we have to remember this is about a country overthrow of over 35000000 people resilient people and i think they
