1:00 am
while we are in syria we will continue to work with the 80 members of the defeat isis coalition and the syrian democratic forces to ensure the defeat of isis turning to iran it is clear that the iranians are responsible for the recent attacks on saudi arabian oil facilities our international partners agree including the united kingdom france and germany who have said so publicly despite iran's attempts to deny their involvement the evidence recovered so far proves the iran is responsible for these attacks iran's continued malign behavior is part of its larger campaign to destabilize the middle east and disrupt the global economy iran's attempts to use terror intimidation and military force to advance its interests are inconsistent with international norms today i spoke with the saudi minister of defense to discuss the status of saudi arabia's defensive capabilities and our ongoing efforts to protect our partners from further iranian aggression saudi arabia is a longstanding security partner in middle east and has asked for additional support
1:01 am
to supplement their own defenses and defend the international rules based order in response to continue threats in the region i've ordered the deployment to the kingdom of saudi arabia of 2 additional fighter squadrons and supporting personnel along with additional patriot and that era missile defense batteries taken together with other deployments extended or authorized the last month this involves about $3000.00 united states forces in fact and response to iranian provocation since may the u.s. is deployed in a ray of additional capabilities to the region including airborne early warning aircraft squadrons maritime patrol aircraft squadrons patriot air missile defense batteries b. $52.00 bombers a carrier strike group amphibious transport dock unmanned aircraft and engineering and support personnel this is involved 'd the deployment of about $14000.00 additional u.s. forces to the region. the u.s. military has on alert additional army navy marine and air force units to quickly
1:02 am
provide increased capability in the region if necessary the united states remains committed to protecting our allies ensuring the free flow of resources need to support the global economy and demonstrating our commitment to upholding the rules based international order i urge other like minded countries especially our allies in europe to follow the united states lead and join us with our own defense of assets to ensure stability in the region as we continue to implement the national defense strategy my aim for the department of defense is to remain operationally flexible in accordance with the concept of dynamic force employment this deployment of troops is one example of how we will dynamically manage our force posture to align with the national priorities while meeting the challenges today's very complex security environment will soon employed naval forces brigade combat teams bombers and other military capabilities in a similarly unpredictable fashion to place the right force in the right location at the right time lastly our ability defend us personnel allies and interest abroad
1:03 am
depends on predictable adequate sustain and timely funding from congress regretfully we are under under a continuing resolution once again c.r.'s cause great damage to military readiness and disrupt our ability to modernize our few forces for the future i strongly urge congress to pass a defense appropriations and authorization bill now so we can move forward with the many important programs needed to ensure our readiness and deter our adversaries with that general miller and i would be happy to take your questions thank you. mr secretary you said that the u.s. has not abandoned the s.d. have can you tell us. whether or not ongoing operations against isis have paused or slowed or is the u.s. partnering with s.q. have continuing to do that in other areas and mr chairman can you give us an assessment of the ongoing incursion by turkey into syria have turkish ground troops
1:04 am
gone in any large numbers and is there any pushback are fighting back of any substance apply the s.d.m. chairman go 1st and speak to what's happening on the ground then i'll try to answer your policy question if you will so with respect to yes 2 questions there one is ongoing ops with the s d f we're still colocated with a.s.d.f. and with the exception of the 2 small outposts that we withdrew forces from in a force protection mode as you know the the entire frontage that the turkish syrian border is about $440.00 or so kilometers the area of the incursion the current turkish incursion is about 125 kilometers and it's on the west is a village called and on the east is remain those were that's where the 2 opie's were so we've drawn a force from the elsewhere throughout all of syria we mean co-located with them the s.d.f. is still guarding prisoners in the area that have been detained over time so we are
1:05 am
still conducting operations obviously this incursion that was initiated by the turks has had some effect but yes we are still co-located with respect to incursion itself right now the turks have conducted air strikes with fixed wing manned aircraft they've conducted air strikes with unmanned aerial vehicles you have these in both a reconnaissance mode and an airstrike mode they've conducted artillery strikes and some direct fire from tanks on the northern side of the border and through. the border as far as forces that have come south to our knowledge it's been relatively limited in terms of ground forces so we're talking about those 2 villages east and west of the what is called the security mechanisms on they've come south than both sides with some turkish military light infantry commando forces as they call them and coordination with the free syrian army and you're looking at numbers of turkish military in the hundreds and maybe up to perhaps
1:06 am
a 1000 or something like that of the syrian free army they've advanced in the west somewhere in the region of say 5 to 7 perhaps 10 kilometers and in the east something like one to 2 to 3 kilometers so the incursion on the ground is relatively limited but the indirect fire strikes in the air strikes continue. so with regard to the broader question up and down the chain of command from president trump to myself secretary state pompei o chairman millie our centcom commander others we have can spoke with all of our counterparts urged them to stop this incursion to him in for and highlight the importance of doing so because the destabilizing effect it's having throughout the region the dramatic harm i feel is being done to our bilateral relationship i've also had a similar conversation with the nato secretary general sultan berg update him on the situation i think you have seen that many of our nato allies have come out and said the same the turkey must stop this incursion now and that remains our message
1:07 am
stop let's get back to the status quo and let's work out the security mechanism the safe zone if you will to get back to something where we can separate the 2 forces. mr secretary. the courage to stop in what you described is really pretty simple and you see any sign that they are stopping who are showing and if you're telling the truth to stop what are you telling the syrian democratic leadership we have in my conversations with again as of yesterday with mr karr i have get no indication that they are willing to stop and not surprised because since i came into office in late july and i've had multiple engagements with them this is been their consistent theme about the terrorist threat that they see from the p.k. k. the y p g etc how this is affecting their national security etc etc they have been adamant about making this incursion and i've been dissatisfied with the progress
1:08 am
we've made so i've seen no lessening with regard to their commitment at this point on. the syrian do you want to comment on that well with respect to the turkish military i just got off the phone just shortly ago my counterpart in multiple calls of us 7 days and again i'm not seeing any indication or warnings of any planned stoppage of their military activity so the folks who only would would or u.s. officials u.s. military telling the syrian democratic forces they should do. in response to this incursion there right now we do have forces i colocated we're asking them to continue their partnership with us and continue there a lot of us force protection of our forces and so on and naturally this is a considerable amount of anxiety and i think you get a lot of that in your channels as well and the leadership of the s.d.f.
1:09 am
as given instructions to some of their forces to begin to move north in order to defend what they think is their their territory and we're encouraging them not to overreact at this point and to try to tamp things down in order to allow some sort of diplomatic resolution to some of this. mr chairman could you please explain to us how you expect to safeguard these prisoners these as long as there are prisoners some 11000 are being held in the event that the s.d.f. decide as you said plainly before that they might decide to move away from that on their own lands and then it to the secretary or to both of you as they're going to decision yet on whether or not to back fill or can you say whether or not you going to backfill the u.s.s. abraham lincoln when it wraps up this deployment and how does this latest announcement perhaps fit into that i'm not going to speak about operational deployments particularly with regard to assets such as carriers as i mentioned in my opening remarks we are at the early stages of
1:10 am
a new concept of employment called dynamic force employment which would allow us to move systems like errors in and out. and around the world to allow us operational unpredictability i think that's critical so that we keep adversaries. off balance if you will and allow or allow us to react to emerging situations around the world with regard to the 1st matter all to speak it we've been in contact obviously with the the turks i've communicated to them multiple times that they are responsible for the security of isis fighters in these prisons that is their responsibility if should there be you know release of some etc and we continue to monitor that situation on the ground we're obviously in contact with the s.d.f. and chairman i think you had a conversation with your counterpart on this matter as well now with respect to the prisoners 1st of all as i understand it the united states has no legal responsibility for those detainees and that is an issue for for lawrence discussed
1:11 am
but but we the u.s. military have no responsibility to the u.s. military to secure those isis prisoners in syria so that's a 1st point 2nd point is yes the f. is still in control. of the various prison sites that they have and and we have no indication of not with the exception of the limited incursion zone and on the phone call i just i would general google are the head of the turkish military i confirm that he understands clearly that the turkish military has responsibility not only for the prisoners but for collateral damage military says all the rest of it in the areas in which they are conducting a large scale military operation i acknowledge that and and so that's right now it's turkish responsibility to secure those isis presence in the zones of a person. your secretary some of your own forces say that you have abandoned the syrian kurds these are your partners against isis they're also asking for air
1:12 am
support and no fly zone over the border will you provide that we do not abandon the kurds only be clear about that we have not abandoned them nobody greenlighted this operation by turkey just the opposite we push back very hard at all levels for the turks not to commence operations but lord knows they have opposed this relationship between the united states and the y p g since its infancy in 2014 the turks have opposed it all along the way and so we should not be surprised if they follow acted this way we have tried at least since i came in office 2 and half months ago week after week to set up the security mechanism in order to try and address turkey's legitimate security concerns with regard to the p.p. k k but clearly they are very concerned about this and have decided that they've reached the point where they cannot accept it anymore and decide to make this incursion despite our efforts to stop them you know nearly re you continue to arm your syrian kurdish partners right now the policies of the united states is to
1:13 am
continue with our counter isis campaign and we are continuing those operations except in that one area of the incursion with respect to the s.t.c. that you mention there is no s.t.c. that i'm aware of that allows us to conduct military operations in support of the kurds against the turks a 70 year nato ally. gentlemen we thank you follow up on the point you were making about turkish responsibility for a minute on you know given the turks by their future let alone any kind of no strike list like to know that strike these targets is where our people are and to follow what you talked about. repositioning some additional forces over to ensure that u.s. forces are safe but you didn't indicate that they've gone into syria can you tell us any more about what you are doing to try to protect u.s. forces in addition to the straight question so there's no strike the turkish
1:14 am
military is fully aware down to expose that grid coordinate detail of the locations of u.s. forces and we have been in coordination with them through the chaos in cent com at various levels throughout central and personally at my little so all levels of the chain of command may mackenzie it really is coordinating with the pentagon briefing there from the 2 monks that is mark milley chairman of the joint chiefs of staff and has been just out of shot at the moment mark asked the u.s. defense secretary a lot of talk about syria if there was we thought the headline was really going to be about iran well as the u.s. counts to iran that was 3000 extra u.s. troops being sent to saudi arabia ostensibly to counter a threat from iran most of the talk has been about the turkish incursion into syria with mark the defense secretary being unequivocal in saying that we have not abandoned the kurds to spite the constant questioning from the reporters there
1:15 am
roslyn jordan listening along with us in washington d.c. . let's actually deal with the iran side of things with iran slash saudi arabia side of things because that was the new news which came out only about an hour or so ago. that's right the pentagon has announced that it is deploying $3000.00 additional u.s. troops to saudi arabia to basically bolster its defenses in the wake of the september 14th attack on oil fields in eastern saudi arabia this is done according to the defense secretary mark asper because of what the u.s. france the u.k. and germany have all determined was an attack orchestrated and carried out by iranian authorities against a saudi target and so the u.s. position is that it has to provide additional support not just to saudi arabia but
1:16 am
that it has to continue to boost its military presence in the gulf and across the middle east because of what the u.s. is calling iran's malign behavior its refusal to stop meddling in other countries affairs according to u.s. officials including the u.s. president donald trump deal with iran's going efforts the u.s. believes to develop nuclear weapons as well as its support for groups such as hezbollah and hamas this is a buildup that's been going on now as you know kemal for the past several months but certainly to add 3000 troops on top of the several 100 that were being sent to saudi arabia immediately after the attack on the oil fields and oil processing facilities is a significant uptick in u.s. military presence on the peninsula and i noticed the the phrasing of secretary s.
1:17 am
but there roseland my aim is to remain operationally flexible he talked about an unpredictable fashion which sounds almost shorthand like this could be ramped up even further. it sounds as if it could be ramped up even further but kemal i will tell you after being in the town for almost 20 years military leaders stress time and time again that they don't like to be in any one kind of box that they need to be able to respond to any sort of contention see whether it's an all fence of operation or a defensive operation and i just interrupt you i'll leave the 2 gentlemen to talking about saudi arabia again let's have a listen. what's you know timeline of additional forces can flow into theater we're taking this one step at a time we've been concerned based on what we hear from partners and allies in the region about continued iranian behavior there are things we pick up if you will through intelligence that we thought was important to continue to deploy forces to
1:18 am
turn defend and to send a message to the iranians do not strike another sovereign state do not threaten american interest american forces or we will respond and i've said tom tom again do not mistake our restraint for weakness if you will you were regret that. thank you offer a thank you thank you for coming. yes and sending a message to the iranians that do not strike a sovereign state do not attack american interests secretary. i think that's probably what we were talking about their roles and john before i interrupted you the fact that this has this is got legs this could this could keep increasing. it does look as if it keeps increasing but of course one thing that tell you tend to see here in washington i don't know if this is going to happen is a tough message moderated by we can always work this out we always want to use diplomacy we always want to use conversation to try to work out our tensions our
1:19 am
disagreements it is worth pointing out kamahl that in the next hour we're going to hear from the state department's special envoy for iran brian hawk we don't know whether it's going to be in tandem with the decision to deploy these additional $3000.00 troops but we have not heard from mr hauck sense of the u.n. general assembly a couple of weeks ago and so might be very interesting to find out what his take is on the status of iran's behavior of u.s. iranian tensions and whether there's any way to see where resolve these matters without the resulting to military force but certainly the u.s. has always said that it keeps quote all options on the table and certainly when you're putting in aircraft carriers and deploying missile anti missile battery systems and deploying troops well that's certainly something that everyone should
1:20 am
be taking note of rosalynn jordan in washington d.c. thank you for all of that so what we've been listening to was a news conference from mark s. with the u.s. secretary of defense and mark milley the chairman of the joint chiefs of staff as roselyn jordan was explaining there they were outlining the $3000.00 extra troops who will be going to saudi arabia to a stance of becomes or a threat from iran but it was also a lot of talk about syria. we have not abandoned the kurds nobody greenlighted this and actually home is being done to our bilateral relationship with turkey he and general milley also said that there was no indication neither of them had any indication that turkey was going to pull back at all in its. operation at the moment they were suggesting let's start let's work out the safe zone but apparently no ground being made with the turks you're up to date with that news and we will have more of that and the headlines for you in about half an hour's time again here
