democratic debate indicating she is a new front runner in the race to take on donald trump and anger in south korea after its football world cup qualifier in pyongyang it's great to empty stand so without live coverage. thank you very much for joining us hong kong's leader carrier has been forced to delay her annual policy speech in the legislature. politicians shouted her down twice as she left the chamber some even threw objects at her. struggling to restore public confidence and made months of untie government protests in hong kong in a pause full monks. hong kong people have had a very difficult time very very tough time how rather our chief executive
10:02 am
mrs kerry lam refuse to respond to resolve the problem our 53 months of very clear not one less and i really urge if she can't govern hong kong and she has no determination to govern hong kong and she has no ability and even incapable in a ministration hong kong police sat down or carry a lamb eventually delivered her address through a video link and she said the international community is waiting for hong kong to return to normalcy. the hong kong you've got. employees of all trades and sexes as well as small medium and large businesses alike deeply worried about the prospect of hong kong people are asking will hong kong return to normal is hong kong still a place we can live in peace many sectors of our society have condemns the radical
10:03 am
acts of rioters and have supported the government to strictly enforced a little into and violence. to hide in hong kong for is it would seem the protests have moved from the streets now to the legislative council talk us through what happened here. if i was quite amazing yes no the security around the government complex here was beefed up ahead of this policy address there's a temporary wall there was extended more police riot police are here they're milling about but you're right the protesters didn't come outside they were inside and we saw that these legislators a part of the pan the democracy bloc if you will of politicians in shouting her down kerry lamb as she attempted to try to deliver this policy address it's an annual address at the beginning of a legislative council session she couldn't do it so what she had to do unprecedented she had to deliver it via video link that has never happened
10:04 am
a chief executive of hong kong has never had to deliver their policy address via video link so it's quite interesting then after that as we heard from some of the members of the penn democracy bloc talking after the session was dismissed if you will they said that they want her to step down this is a common theme that's been going on for these last 4 months plus of protests but this more vehement now saying that she's illegitimate in the opposition in that she should step down so be very interesting to see how things move forward she was as you said finally able to get that address out in tackle some of the key things here in hong kong that need to be addressed the policies when it comes to affordable housing in the land and things like that but obviously with what's going. on the streets of hong kong that was all overshadowed by these protests right and she's due to speak very shortly kerry now that we're watching live pictures from hong kong right now we will bring that speech live here on al-jazeera and the question now scott is what options does she have her and had ministration given that bit the
10:05 am
opponents inside the lawmaker is not backing down the protesting lawmakers want her to step down one what can we expect from her dress very shortly. who i think this is this is going to be a press conference this is something she does fairly periodical the obviously what's going to be asked of her is what happened with the policy address today what's happening in future with the you know they're more protests again planned for over the weekend we saw a very large protest on monday that was actually sanctioned by the police so you can expect she's going to have to answer some of those questions maybe some details about that pollard's policy address but what's interesting is that you know she talks about these issues livelihood improving the livelihood for the people of hong kong but those are few in the future those are things that need time to be build policies to to get up and running but what she really needs to focus on right now and she also touched on this obviously is what's happening currently in hong kong and that is impacting the economy that is impacting jobs so she's going to have to
10:06 am
deal with that straight away as far as what's going to happen with her future in the legislative council she's there for now she does have some supporters but obviously those opponents are much more vocal as we saw today. she's about to start speaking scott we're going to listen in and come back to you afterwards. d.l. media friends dear citizens of hong kong this morning. i've done a very short speech in the legislative council and then i've done a. deal announced do this. the. policy address and the main theme is fresh air hong kong and build hometown i emphasis on treasure because in the past few months and hong kong there are endless disruption the violence were escalating and we were we were so
10:07 am
worried. treasuring as our wish. today whatever our political stance i hope we could put down. thinking and seeking and way the path forward. and that will be the 2nd. which is build our hometown build our home and that's our us to use our action and to build. in hong kong. home as a very practical. as a concrete terms people can think of. just building your home. so destroy my policy address discussing the housing and land supply. being our hometown. passion for this piece of land.
10:08 am
it's not just houses. and it's not just. the supplement in the policy address that is some of our measures are practical procedures this should contain our multicultural freedom open. peaceful respectful and told the renter all these values are important i believe that this is the main spirit of hong kong. in the past few months these are very serious show show that the rest have to challenge our view in. facing the incidents of recent months so i realise that being a politician using i need to be always aware of and understand the feeling of people and i also understand that even though the intention is good but
10:09 am
we also need to be very tolerant and open minded and facing the. very important efficiency of our procedures we still need to patiently listen to all the views here i would like to share with you my considerations of my past decades of government work and what is different now is that we must get rid of the of official thinking. in the past the government very reluctant and careful. in trying to secure the various measures i listen example we will be very bold in acquiring land from private citizens in
10:10 am
order to build public buildings and public housing and as in the past with explained that sometimes we're lacking long term vision and sometimes we're worried that some sometimes will face jurisdictions and challenge just that we have not done enough to acquire land today we are breaking out and we are wanted to maximum the maximize the land being used by the people so it will. use the regulations and new ordinance to acquire land in order to produce hosting by 100 percent the 2nd example as we look at like the housing authority to have a new role a new mission that from what they're doing they could provide good quality people suitable housing. qualified people in the past i've worked 5 years and.
10:11 am
and the government departments and at the time the city government. department have to bear their losses and profit and like a business practice so in the past when we acquired older buildings we would let private enterprise to rebuild it and really. develop so that we can get some profit it's not because they are the housing department have any problem it's just that how do we use resources have changed today i would like the redevelopment department through the new development of properties we could acquired some new
10:12 am
ones like this beginning of the year that we leading a project of $400.00. why i wrote. and we give it to families who need to buy properties and the 3rd example it's make sure that those who are lower income waiting for public housing we could give them some sort of cash to subsidize regarding private rental in the past we were thinking that without rental control if we give them any subsidies it would only be beneficial to the landlord and not benefiting or. tenants these are the fact and also based on the examples of overseas situation but we'd have to solve the problem and we always have ways so we would
10:13 am
like to help people who are waiting to gain public housing they're still waiting. so maybe we should use cash to release their pressure so this time and this policy address working out the cash subsidies to help these people who are still waiting for public housing but right now living in very poor housing situation so we would if you're just joining us our knowledge is here we are watching a live news conference by hong kong's leader kerry line who is addressing reporters. earlier in the day. basically prevented from giving her on your speech to the legislative council by protesting lawmakers inside the legislature carol lam addressing that early on in her speech saying that being a politician she needs to be aware now understand the feelings of our people but
10:14 am
that whatever our political stand is she says i hope we can put down our differences to build. hong kong the embattled leader of hong kong again giving a news conference let's bring in scott high here who's been listening in it's been quite an interesting day for kerry now scott now she's getting this news conference but early on quite complicated for inside that legislative council. there was no it's been a very tough wednesday for kerry when the chief executive here in hong kong you know what's it going to touching what you're talking about how you know they are kind of reaching out and saying that i need to be better or as a politician need to be better about incorporating all people's feelings of hong kong's feelings into the way she choose drugs policy and into the way she governs and it's interesting and she even calls it that the spirit of hong kong she has said similar themes during these 4 months of protests in the past and she actually even made an effort that didn't go over too well with the protesters are those who
10:15 am
are opposed to the way she's ruling hong kong she had a dialogue she had 250. people in tory i'm here in hong kong she sat down with him and it was kind of what she was saying that she did she she made an effort to reach out and hear different people's opinions she heard a lot of opinions there from those people that was weeks ago nothing's changed so i would imagine that that comment about how she needs to get better about being a politician listen to all sides it probably is going to fall in deaf ears when it comes to a lot of these protesters when a lot of these issues they want to address aren't being addressed by kerry less so nothing in this speech that she's giving right now so far. in the legislative council was interrupted by the pro-democracy lawmakers who were shouting slogans including 5 demands not one what are those demands and. other demands are something that has really been a monster for these protesters and that the list has grown which is very
10:16 am
interesting is when the protest movement started it was the may the main demand was the withdrawal of this extradition bill that's what started this whole process back in june there was a bill that was introduced to the legislative council that would allow china mainland china to extradite suspects here in hong kong to mainland china that sparked all of this because many who oppose further reach of beijing into hong kong legislature into hong kong judicial system they saw that as as really a grab a power grab so that's why this whole thing started so that was initially she refused to remove that so that was one of those demands as things grew they referred to they the government her government and the police referred to the people on the streets as rioters that's another condition they won't remove they want an independent investigation into the police actions during these 4 months plus of a crackdown on these protesters also they want universal suffrage they want one person one vote that's something that hong kong has not had for quite some time
10:17 am
that's because of the handover that's because of the way the legislative council is . orchestrated is put together essentially a list of candidates is very good by beijing and then they can run then they can be elected to the legislative council the protesters want people to be able to vote exactly and directly for that for their representatives and lastly they want kerry lam to resign and that's something we heard those politicians those can democratic politicians saying in during the a legislative council when they shouted her down before she could give us address and then afterward in a press conference oh those are the 5 demands then in any other protests being small you know tom violet you go to that is the monster that these protesters are chanting thank you very much for that scar heiler life for us in hong kong and of course we'll continue to follow developments in hong kong political crisis with scott throughout the day here on al-jazeera meanwhile china has called on the u.s. to stop interfering after politicians in the u.s.
10:18 am
house passed a series of measures aimed at supporting government protests in hong kong 4 separate measures all passed by unanimous vote backed by both democrats and republicans one of the bills would require an annual review of whether hong kong is sufficiently autonomous from beijing to keep its special trading status with the u.s. . in other world news a u.s. delegation led by vice president mike pence is set to travel to turkey they'll be seeking an immediate cease fire in northeast in syria but turkey's president insists the military operation will continue until his country's objectives have been achieved russia who is invited to want to visit the kremlin says its troops are now on patrol in northern syria as in a hunter has our report. the russians moved in after the americans moved out in a deliberate withdrawal the city of mumbai is moscow's latest victory in syria its military police now patrols a front line that separates the turkish and syrian army's their presence stops

a turkish led military advance towards the city which sits on the m 4 highway a main logistics and commercial route that runs to the iraqi border the city also connects the east of the euphrates with the rest of northern syria the russian move disrupts ankara's plan to create what it calls a safe zone to allow refugees who are afraid to live under president bashar assad's rule to return home. i hope very soon we will liberate a field forman beach through rocky border and guaranteed a 1000000 in the 1st phase and 2000000 in the 2nd phase will return to syria. but it is the russian backed syrian army which returned to the north east restoring control for the 1st time since 2013 the abrupt pullout by the us military forced its longtime partners the kurdish led syrian and democratic forces to cede control of territory to damascus for protection. the s

d f is the target of the turkish military operation in northeast syria the armed group is largely made up of fighters from the syrian kurdish y p g organization that turkey calls terrorists because of its links with the p k k turkey wants to push the group away from the border but it is fighting back so far the turkey led forces have not been able to complete the 1st phase of the operation that involves securing the 120 kilometer long and 30 kilometer deep pocket along the border. turkey is also coming under diplomatic pressure the united states and the european union have imposed sanctions washington is calling on turkey to stop what it calls an invasion and agree to a cease fire so far the reaction from turkish officials has been one of defiance they say the presence of the wife along turkey's border is a national security threat sanctions may hurt but they feel the danger coming from syria is worse the s.d.f. ones control 30 percent of syria where millions live an area rich in oil

agriculture and water the u.n. says 160000 of them are on the move in what was once a relatively peaceful and stable corner of syria russia and turkey's local allies are battling on several fronts russia says it doesn't approve turkey's military moves in syria and won't accept its permanent presence there seems to be serious differences between the 2 countries who are supposed to be working together in syria but diplomatic channels remain open and could be leverage that after there was a 0 on the turkish syrian border. and the u.s. justice department has filed criminal charges against a major bank federal prosecutors accuse turkey's hoke bank of taking part in a multi-billion dollar scheme that helped iran circumvent u.s. sanctions who documents say iran access to international markets using proceeds from its oil and gas sale the challenges come days after the u.s.
10:22 am
announced sanctions against in response to the offensive in northeast in syria. in the united states the democrats who want to replace donald trump in the white house have presented a united front calling for him to be impeached they have wrapped up their 4th debate in ohio a battleground state that spot the winner of the presidential vote for decades but several warned that forcing trump from office cannot be the democrats' only message and they were also fiery exchanges about health care foreign policy and gun violence let's speak some more about this not to philip gray who is assistant professor of political science at texas a and m. university his live here in doha thank you very much for being with us so the majority of people i think saying that elizabeth warren gave the best performance in this 4th democratic debate do you agree with that assessment what made her a standout she gave probably the best performance in the debate probably 2 things are responsible for that one is that she was very prepared and the she is coming with some strength in terms of the support she's getting from the base and from
10:23 am
especially some of the donor class within the democratic party 2nd is it seemed very clear for most of the other candidates that they view her as the being as the main person to beat the viewer is generally the person who is already. at least informally in the lead in this gave her ability to be able to showcase what kind of ideas or what kind of argument she would be making. she was attacked a lot by the others and the democrats also spent a lot of time talking about donald trump's twitter account but foreign policy interesting me also featured heavily in this debate especially when it came to trump secession on syria who do you think was a strong as so on foreign policy. with that probably. given the various in terms of at least energy and at least trying to to make a statement that would probably appeal not only to the democratic base but potentially to to moderates or independent voters probably mayor of all people
10:24 am
probably was the one who gave the strongest argument made the strongest points in terms of both rhetoric and the idea of on the one hand wanting to remain loyal to allies of the united states overseas while the other hand also trying to avoid the problem of being stuck in now called endless wars a few years ago we would've called it a quagmire to avoid basically being stuck in turbulent areas. consistently but isn't joe biden the one with the most experience when it comes to foreign policy he is the one with most experience in terms of the number of years she's he's been in one of the difficulties that the body can run into as he has the most experience but he also has the most baggage in that sense. given that he's been involved with foreign policy for numerous years. but also many of his. competitors inside the democratic party can point that he also got not a few things wrong during all those years versus the others who may not have the
10:25 am
experience but also don't necessarily have to justify previous decisions or choices that may not have turned out as well as one would have hoped and i thank you so much for speaking to us philip great from texas a and m. university joining us here on al-jazeera thank you for time for your time but we're going to take you now back to hong kong where their leader kerry lamb is holding a press conference let's listen in to what you said. kerry. as a pastor here. are you the. legislative and executive relationship so every season i would add a legislative council to accept the members fiery asked which lasted 90 minutes and i'm happy to add another short session of short question and answers that 2 minutes and that i was hoping to satisfy members. that they would like me to report to them of course we had experts in the society and this morning
10:26 am
we could see that it's a very serious split and personally i do concern very much about this. i feel personally if i go to the legislative council what will be facing me but on the whole i must. act according to my own believe i'd like to work and treat my duties seriously it's not just that it's actually the whole. legislative mechanism you know. the relationship between. people of our members and also the you should know. and we are in charge of the funding and the plan and we know that we've. after lot of funding that are not able to pass it because we
10:27 am
would like our members to be able to discuss and proceed because the facts or $7000000.00 citizens of hong kong especially in the economic downturn is happening we even need more. of governmental. supersede all these new regulations. through the legislative council so how to you know. how to normalize the legislative council work i can only say that me and my colleagues will work our hardest to listen to members of the legislative council the counselor can give us their thoughts and we through thief detailed discussions we could get through this i would like to call up or. counselors particularly. democracy.
10:28 am
one counselor i wish that they would argue based thinking and come to a compromise with the citizens. islam me ask you about reclaim you were saying that this is a particular shows it's breaking as a breaking through. but actually then why make you break out of this and have some creative thinking and achieve this why have you have a new manager in the past 2 years and suddenly you've managed it or are you just trying to. reduce the level of the suspects and how sure you. see dame and. i like to see as the 1st mortgage. we understand that it's going to be easier
10:29 am
but if more people can. get more mortgage what they spend even more in high cost property and get into debt well the 1st thing in the past we have used. regulation is under 2 different situations 1st we've finished with a very large scale plan for example and. kill with done this and it takes time it might take 357 years but after the planning. we based on the planning and the sketch we would we claim we would. i purchased some of the private. this morning. in the next 5 years to acquire 400. land also be need to build
10:30 am
real carrie hong kong search chief executive giving a news conference after earlier giving her annual address to the legislative council via video link kerry a calling for compromise with councillors especially those pro-democracy councillors in the legislative council she attempted earlier today to deliver annual policy address in the legislative council which was the 1st time the governing body had met since june when the protests began preventing lawmakers from entering. to debate the controversial extradition bill that sparked the protests in hong kong and that have territory for months now and so kerry earlier as we said had to stop her speech twice through the shouting of lawmakers inside the chamber and she later delivered her speech via video link let's bring in scott high level has been listening in in hong kong for us card carrying again calling for compromise how is this going to be received by her detractors and by those
10:31 am
protesting against her will. you can imagine there's going to be heavy pushback for that because you know these are there are some new initiatives that she's a downsize discussed today but for the most part it's really nothing dramatically different nor that the list of 5 demands that the protesters are looking for now so anything shy of that there's going to be pushback from the protesters but there are a couple of interesting things when she talked about this policy address that she was finally able to give video link she said that it was a change of the traditional thinking when it comes to policy in hong kong. listening to it is there are some different things in there but to change the thinking of how this territory deals with policy i think that might be a bit of an overstatement but one thing that she did say that was interesting gordon due to this press conference on underway right now is that she's going to set up an independent committee to investigate why there is such a deep divide in the society here in hong kong so that's interesting you know what
10:32 am
what the protesters have been asking for is independent investigation in to the police actions over the last 4 months plus she's saying she's going to put together independent committee to look into why the protests and there's such a division in this territory so be interesting couple things moving forward to also have a q. and a session with the legislators once every month that is a shift so obviously she's trying to reach out more let's see if it's going to be successful only be interesting to see how this is received by protesters in hong kong thank you very much scott and i for a seri in hong kong we'll continue to follow developments throughout the day here on al-jazeera of course as always plenty more on our website at al-jazeera dot com i'll be back with you in about 25 minutes for more news here not just here in the meantime do stay with us for end side story thanks for watching.
10:33 am
