inherent difficulty of any kind of a meaningful power sharing negotiation or ultimate deal between the gandhi government and the taliban and by the way that phase 2 is primarily between gandhi and the taliban our role at most is to sort of incentivize each side towards 'd the kind of compromises that will be extremely difficult and they have haven't even agreed to talk to each other at the moment you know the taliban consider ghani and his government an american puppet and sort of a foreign you know body inside of afghanistan the gandhi government considers the taleban an insurgency and a group 'd of violent extremists and so it's not even clear the 2 sides will be able to stay at the same table for more than 5 minutes without drawing up their arms in futility and frustration so i completely agree that the 2nd phase of this which is what would require that power sharing negotiation at the top is going to be extremely difficult i've given some thought with colleagues to what kind of compromises you could imagine some of them could happen at the regional level and
