some people try to take advantage of this revolution movement whereby they will try to ride this wave and it's normal but the majority of the people on the streets are not that that is a very good support there are celebrations in the streets how did his resignation is seen as a welcome 1st step but what protesters are asking for is radical change early elections and an end to political sectarianism easier said than the question is will this trigger a process by which hezbollah which is the critical player in the background as well as the president michel aoun and has already had ms. brown but still will those people agree to a technocratic government that would mean giving up power so far the governing alliance says it will be toppled only through constitutional means how do you see maybe hoping his decision to resign will pressure his coalition partners to make

concessions a hezbollah led government needs political cover from someone like me who enjoys the support of the international community what began as a spontaneous protest. movement is now a political crisis that spilled onto the streets lebanon's fault lines are deep and it's unclear what happens next a political vacuum a precarious situation a divided street an economy grinding to a halt lebanon has been here before and like in the past it is the security of the country which is facing the biggest risk. beirut. stephanie decker joins us live from beirut so stephanie the day after resignations and all the drama what's the mood like now in the square. well we're in march a square and you can probably see volunteers cleaning up cleaning up of course yesterday and what they're doing here specifically sam is they're actually
12:37 pm
recycling the trash which is something they've been doing throughout the last 2 weeks here and now they've also refuse remember yesterday we saw the scenes of of the supporters of and also has come to this area in the square smash up the tent while they've now made almost like you know they've they've collected the broken structures and put them here underneath some kind of symbolic lot of the processes will tell you this is a sign of resistance because you can see here the tents are back up and people are back out they came out last night to celebrate not massive crowds but certainly in their thousands also today just updating you the road blocks of course such tension in this country are being eased from the army is opening roads the civil society the protesters also agreeing to open that because they saw the troubles that this could cause not want to speak to an activist also someone who's been protesting. joining us now good morning i'm just 1st of all i want to get your reaction to the

resignation of the prime minister and the government we're happy as a 1st step because this is our 1st demand that was our 1st demand but now we need to keep the pressure just so they can form a new government and a new function of a government that's so we should open some roads to make it easier for people to drive around but at the same time we need to go back here every single day how difficult is it going to be because now we're going to see consultations with the president these are the same men that the protesters are calling for to go how difficult the challenges had also particular when we saw the troubles in the streets yesterday again what is your feeling i think it's going to be tough but even with what happened yesterday you saw that people stayed here they even came down in bigger numbers right after the incident so now we need to keep this pressure this is the most. in part even if there are so many. pressure from the political parties from external countries we need to keep our demands and we need
12:39 pm
to wait for the new government to be formed ok just tell me for you personally you know explain to the international audience what do you want to see change in your life as a as a young lebanese i want to see change in the basic things as you can see the king of trash recycling that this has never been done by a government we need to see people at home sorting their garbage we need to see proper roads we need to have electricity water we need to have. not a. crazy amount of. just to to to to get a degree this is what we need and this is what people need even people who support political parties this is what the lebanese want thank you very much one that is that is a voice that you hear not just here in beirut but across the country so now of course it is a political crisis you could say what is the next move everyone waiting to hear from the president michel aoun we haven't heard from him officially yet since the prime minister submitted his regular resignation to him last night some stellar
12:40 pm
reporting there from staff in beirut thanks for that. let's take a closer look at lebanon's current political system the country is governed by a power sharing agreement known as the thought if accords it was designed after the end of the civil war to redistribute power the number of seats in parliament is equally split between christians and muslims that includes representation for all of the country's 18 sects the president must be a christian and the parliament speaker a shia muslim the prime minister must be suddenly muslim the current system has been challenged in recent weeks by processes who say it's riddled with corruption. michael duffy is a professor of international law or at the university of oregon he thinks it's unclear how a change of government will solve the country's problems the main question is how he made a deal with international don't donors back in the spring this is the so-called cedar international dollar package this is france countries like france germany and
12:41 pm
the and the institutions like the world bank so at this point whether we have a technocratic government or any sort of transition government the question remains what about that deal with international donors that he'll put things in common in the hands of western powers world 'd bank and other governments so with or without the how do you do we're still potentially a mercy of international donors so what matters now the next few in the coming days and weeks and months these things are not going to be solved overnight is that whoever steps in they need to clearly address the issue of how to bring topical and bring in investment and brilliant a new system that responds to the people and then it's accountable to the people and not just sort of the back rooms amongst leaders that are that are not accountable. to the russian defense ministry says more than 30000 kurdish troops have pulled back from the turkey syria border ahead of
12:42 pm
a choose dave bing deadline set by turkey and russia it paves the way for the turks to create a so-called safe zone beginning joint patrols with russia for the czechs have been set up along the edge of the zone to keep kurdish forces out and crew began a military campaign 3 weeks ago to clear what it calls terrorists from its border some binge of aid joins us now live from some of the other for near the turkey syria border so the kurds it seems have pulled out what about the joint patrols by the russians and the turks are they taking effective control of the zone. yes these joint patrols are due to begin shortly we've been hearing from turkish officials including the president saying that he welcomes this move that russia has said that it has removed all terrorists as turkey calls them from its border but he will only be sure once these joint patrols begin this is interesting if you look at the mop
12:43 pm
the area that we're talking about is almost all of the rest of euphrates all the way to the city of kurdish majority commish least this is the area where these joint patrols will take place you operation piece ring area is a smaller pocket within that between the towns of tel aviv and russell lane where turkish backed out of fighters called the syrian national army are placed on the outskirts of the very as we've been hearing about fighting that continues not just between the kurdish fighters and syrian rebels but also between syrian government forces who also been taking advantage of this pause and refortified for $44.00 defying their positions around this area so it is going to be very interesting in the next few days as we have because we haven't heard about the rules of engagement of what is it that turkey is going to do once and if it finds any kurdish rebels on that side will address them will attack them i mean if we have seen a lot of rhetoric coming from turkish officials saying that they will be removed in
12:44 pm
the words of president of the on by any means big or without his allies and then again it here in turkey people are also looking towards the united states that who said the u.s. president said that yes he has pulled out of this area but he wants a permanent cease fire no escalation of violence or he could reimpose economic sanctions on turkey. from sun move. a meeting between syria's constitution is beginning in geneva later on wednesday the dame's to repair the fractures that many believe led to the civil war james phase is in geneva. the constitutional committee which will have its 1st meeting here in a matter of hours was 1st proposed in sochi as a meeting between russia turkey and iran the u.n. is keen for this to be seen as a syrian led process so the 3 foreign ministers from those countries won't be at the opening ceremony instead they were here in the hours before and spoke to
12:45 pm
reporters boy that will be a difficult process so but if all sides. agreed to walk on if they have the culture of walking together instead of seeing each other as enemy i believe that the syrian. process can reach lasting peace and stability in the country so i'm optimistic that we are not naive and we are aware of the difficulties even if the parties gathered here manage to come up with a new constitution the stages after that can be even more difficult the u.s. special envoy for syria jol raeburn is also here in geneva and he says that a security council resolution from 20152254 is still an obligation it says that after there's a constitution there should be free and fair elections that's something that hasn't happened in syria in all the time the assads have been in power nearly 50 years.
