alliances as a way to share assets and strengthen defenses i mean we're already seeing examples like the cyber threat alliance the global cyber alliance but do these alliances work is there strength in numbers do you think i think so i think this is an important step in the right direction because we need collaborations among different corporations and on states as well. governments organize you know on organizations need to step in and try to promote and you know encourage these collaborations i mean imagine what we do usually when we are looking looking at the normal crime you know the bullies forces are around the globe exchange data and try to come up with you know with it with a solution i think with cyber security when cyber crime we need to follow similar approach we need to more collaboration's more alliances i mean looking around the
2:01 pm
globe there's a lot of effort to go and on like you would look for big conferences and summits trying to bring be able to gather from organizations corporations governments bodies to try to book it together a task force if you may say to grow grass and try to counter attack the you know the the an unholy alliance of hackers because hackers also have their own ways of exchanging data occasion targets you know so i think we need to do that as well and there are there you know as a step in the right direction my consular let me let me come to you again with this issue about the alliances and play devil's advocate because some critics say that alliances might not be the way forward because the largest platform companies like your google apple microsoft facebook they're increasingly finding themselves in conflict with governments on issues like policy on issues like regulation and they themselves are also targets of cyber crime and cyber attacks. right so i think when
2:02 pm
you talk about alliances i do agree that sharing data is certainly not a bad thing so the more data that a machine learning algorithm has the stronger it becomes and so people are sharing data working together that's great but i think at the end of the day you know nobody is 100 percent safe from a cyber attack no no organization in the world i think the key to being safer than the best thing you can do is you have to be better than your peers and so i think we're going to see a lot more hacking as a service where you invite people to kind of try out your network you know i think that part one of the key is you want to appear as secure as you can so you don't become an easy target so there definitely are benefits to joining alliances sharing data and all this kind of stuff but i think at the end of the day you also need to share the be sure that your house is in order as a number one priority and max that's an important point that mark just made that i mean you touched on it you know what about powerful nation states coming together i
2:03 pm
mean the european union for example has a number of cyber defense groups but so far countries not the us china russia they seem to be against any kind of cooperation they seem to prefer a more isolationist and state controlled approach don't they. yeah that's true the problem is unfortunately like mom just said you all they everyone is cares about their home being safe 1st and and i think there's a bit of resistance against collaboration especially among big states because they are combat that there is in other fields so i think there is a bit of resistance to collaboration and in that field but nobody is safe like mark just said nobody is safe and a cyber attack unless it starts getting specific country or you know it's a state. supported. cyber attack will you know will affect every one of us because technology has no no borders no limitations everybody's using technology
2:04 pm
you know technologies for example for produce in the u.s. produced in china for example so i think while there is resistance i think we need to you know overcome these differences and collaborate the sooner the better so let me just end the discussion then gentlemen by asking you mark 1st what about our says users and consumers many of us think that cybersecurity is something for the government for the black cats but what can we as individuals do to defend ourselves . well i think the good news is that this is somewhat easier then than you know some of the things we've been talking about and again i think the vast majority of cyber crime that you see is actually fairly basic it's people that have passwords like 12345 it's people that never change their password you know these kinds of things are very very easy to avoid i think people need to be more vigilant i think people that have parents who are in the older generations need to you know be kind of in touch with what's going on with them and i think there's
2:05 pm
a variety of very affordable and very good anti malware software that's out there so all these kinds of things might sound quite obvious but are not really being followed that's ok which is why we're having this problem maximize a final thought from you then what can we as ordinary individuals what can our viewers do to defend ourselves against cyber attacks against the hackers. yeah i would echo a lot of what marc just said about being vigilant to making sure that you don't download cations from unknown sources you just make sure for example when you have you have a link on an email anon email don't click on that one just be aware to make sure that you have a you know your devices are up to date your security settings are there keep an eye on the news i mean sometimes keeping an eye on the news is very important because if you have something that has been hacked you need to update it cetera so i think being vigilant raising awareness and making sure that you talk to your parents your

2:11 pm
people have waited for a decision for a political solution that would stop the deterioration that i have tried during this period to find a way out to listen to the people's voice and to protect the country from economic security and social changes today i will not hide from you i have reached a dead end it is time for us to have a big shock to face the crisis. the crisis is threatening civil peace the protest movement doesn't enjoy the support of the entire country has been law is among a number of groups backing the government i owe they chant the name of their leader hassan nasrallah the iranian backed movement believes there is a campaign to topple the governing coalition to change the balance of power in favor of the pro western alliance protesters deny those accusations the definitely some people try to take advantage of this entire revolution and movement whereby they would try to ride this wave and it's normal but the majority of the people on
2:12 pm
the streets are not that that is a very political party there are celebrations in the streets how did his resignation is seen as a welcome 1st step but what protesters are asking for is radical change early elections and an end to political sectarianism easier said that the question is will this trigger now a process by which hezbollah which is the critical player in the background as well as the president michel aoun and has already had ms. brown to see him will those people agree to a technocratic government that would mean giving up power so far the governing alliance says it will be toppled only through constitutional means how do you see maybe hoping his decision to resign will pressure his coalition. to make concessions a hezbollah led government needs political cover from someone like how didi who enjoys the support of the international community what began as
2:13 pm
a spontaneous protest movement is now a political crisis that spilled onto the streets lebanon's fault lines are deep and it's unclear what happens next a political vacuum a precarious situation a divided street an economy grinding to a halt lebannon has been here before and like in the past it is the security of the country which is facing the biggest risk benefit there osha sita beirut. stephanie decker joins us now live from beirut it was quite a dramatic day yesterday stephanie how does it look now. just seconds before you came to us we've been removing one of the last roadblocks which is on an archery road through the capital beirut there have been negotiations with security forces here who are standing on the other side because there are orders now to. ease the heart through the movement because it's caused
2:14 pm
a lot of frustration so you can see finally after 2 weeks at me some traffic is now starting to flow on the other side of this bridge is where you saw those clashes yesterday as you saw in dana's package were supporters of hamas and hezbollah you see a security forces on the other side there so this is significant but lot of people will tell you that they're still not happy with the fact that slowly these roads are starting to open in fact let me bring in my guest chasing you live t.v. . so you were telling me earlier you didn't agree with the roads being open why is that. simply because of the roads are open again. for nothing and we are technically saying yes so the government and we are giving them what they want which is not what we want and the trying to shut us down but the thing is that if we shut down. basically this is going to be over do you feel that this is an important pressure point that you have on the on the government yes because
2:15 pm
because this is at this point in the ring there's a lot of car action going on and there's a lot of people going and going out and i think that the at this point. there's a lot of pressure to the government and they don't want that so they are trying to remove us by force which is not what we want so we're trying to negotiate and they are moving now to the sidewalk but we are staying but the sidewalk of for this moment so it's not they're not opening it fully is that we're saying yeah i think so they are not going to open it fully and i think. i think there's people who are still insisting shut the roads and they don't want to open the worlds because again this is not what we want and if we should if we open the road we are saying guess and this is not what what we want to just briefly moving forward you now have a political crisis in this country you have people negotiating about what the future government of this new interim government is going to look like you belong to the same parties that you are calling for change how difficult this is going to
2:16 pm
move forward i think that we are looking for for. not good days after the government after the after the protest there's definitely going to be tough times but i think that for for something to change is going to be some sacrifice for something to change so we really are willing to sacrifice some stuff and the thing is that we are at at the worst of our times so there's nothing even worse that's going to happen to live on we are having tries this economy people don't have money people like i know people who are rich my friends and they saying that that their their work is going very down because people don't have anything to be like that there's not something even worse than that thank you very much so this is the. a lot of people think that this is one of the pressure points of these roads on the government and if they ease the congestion people get very angry over the last couple of days as civilians trying to get around that it eases the pressure as you
2:17 pm
heard from a lot from there so there is still a roadblock here you can see they've set up tents beds they've been sleeping here but certainly to all intents and purposes the message from the authorities in from the army is that they will be clearing this at some point today. all right stephanie deck a very good stuff for 14 from beirut take a closer look at lebanon's current political system the country is governed by a power sharing agreement known as the party for chords it was designed after the end of the civil war to redistribute power the number of seats in parliament is equally split between christians and muslims that includes representation for all of the country's 18 sects the president must be a christian and the parliament speaker a share muslim the prime minister must be a suddenly muslim the current system is being challenged in bits and weeks by protesters who say it's riddled with corruption and sami neither is the director of

the levant institute for strategic of as he joins us now live from beirut good to have you with us 1st of all let's start with the morning the resignation of the prime minister how much of a victory is this for the protestors. definitely it's a big victory however. a lot has to be done yet in order to achieve that are they going to change protesters want to get rid of sick in political type of regime which is with what which which has demonstrated to be very conducive to corruption and inefficient in terms of governance. though that. the board now is in the camp of a nice president. how will he will deal with that the will they be able

to form 'd a government very soon because this is what is very critical several scenarios can be contemplated definitely the most always you want or the most optimistic. for the government for the president to do conservation with the parliamentary brok and to come up very rapidly very quickly. in new government a government that takes into consideration the big change which is the street because here we are facing evolution and bill the consultation with the political establishment which means the same people would protest are opposing and they want to overthrow them so does that why is moves would be to come up with was an independent government of experts capable of restoring that trust 1st with the people and 2nd with the rest of the world and invite
2:20 pm
a critical time for lebanon where lebanon is in deep need of. international assistance to avoid political. and economical collapse the 2nd scenario which is less of a mistake as to.
