diving are honoring our oath of office so i'm grateful to our committee chairs for all of the careful and thoughtful investigation they have been doing as this inquiry has proceeded and today the house takes the next step forward as we establish the procedures for open hearings conducted by the house intelligence committee so that the public can see the facts for themselves this resolution and shores transparency advancing public disclosure of deposition transcripts and outlining the procedures for the transfer of evidence to the just a committee to use in its proceedings it enables affective public hearings setting up procedures for the questioning of written ases and continuing the present precedent of giving the minority the same rights in questioning witnesses as the majority which has been true at every step of this inquiry despite what you might hear from an aging there it provides the president and his counsel opportunities to
11:01 pm
participate including presenting his case submitting request for testimony attending hearings raising objections to testimony giving given cross examining witnesses and more and contrary to what you may have heard today we give more opportunity. to the to his case then was given to other presidents before and thank you mr chairman for making that point so clearly and these actions this this process is an open hearing seeking the truth and making it available to the american people will inform congress on the very difficult decisions we will have to make in the future as to whether to impeach the president that decision has not been made that's what the inquiry will pursue it will investigate and then we can make the decision based on the troops i don't know why
11:02 pm
the republicans are afraid of the troops every member should support allowing the american people to hear the facts for themselves this that is really what this vote is about what it's about the troops and what is it stake what is it stake in all of this is nothing less than our democracy i proudly stand next to the flag and i thank the gentleman from new york for providing it for us this flag so many have fought and died for this flag which stands for our democracy when benjamin franklin came out of independence hall that heard this over and over on september 17th 787 the day our constitution was adopted he came out of independence hall and people said to him dr franklin what do we have a monarchy or
11:03 pm
a republic and he said as you know he said a republic if we can keep it if we can't keep it and this constitution. is the blueprint for our republic and not a minor but when we have a president who says article 2 says i can do whatever i want that is in defiance of the separation of powers that's not what our constitution says so what is it states is our democracy what are we fighting for defending our democracy for the people you know that at no early days of our revolution thomas paine said the times have found us the times found our founders to declare independence from a monarchy to fight a war of independence went to write our founding documents and thank god they made
11:04 pm
amendable so that we could always be expanding freedom and the genius again the genius of that constitution was the separation of powers any usurping of that power is a violation of the oath of office so proudly you all we all raised our hand to protect and defend support the constitution of the united states that's what this vote is about today and we think the time sound our founders the towns have found others in the course of our history to protect our democracy to keep our country united the times have found each and every one of us in this room and in our country to pay attention to how we protect and defend the constitution of the united states honoring the vision of our founders who declared independence from a monarch and established a country contrary to that principle honoring the men and women in uniform who
11:05 pm
fight for our flag and for our freedom and for our democracy. and honoring the aspirations of our children so that no president whoever he or she may be in the future could decide that article 2 says they can do whatever they want again let us honor our oath of office let us defend our democracy let us have a good vote today and have clarity clarity as to how we proceed why we proceed and again doing so in a way that honors the constitution we must honor the constitution and how we do this we must respect the institution we serve and we must heed the further words about founders it purpose you know from anyone they don't know how many or how different we would be but they knew that we needed to always be unifying so
11:06 pm
hopefully as we go forward with this the clarity of purpose a clarity of procedure. a clarity of fact a clarity of troops about the troops it's about the constitution we will do so in a way that brings people together that is healing rather than dividing and that is how we will honor those of office i urge and i vote and yield back the balance of my time. so we've been listening there to the u.s. squeaker of the house the house of representatives nancy pelosi speaking ahead of that vote on the procedure of the impeachment investigation against donald trump president trump saying that this vote is about protecting the constitution of the u.s. it is a vote about truth and what is at stake is nothing less than democracy listening in
11:07 pm
guess casey get and miss pelosi really addressing mr big at a lot of the concerns that the republicans have had that this vote wouldn't be fair that it won't be constitutional you know going into the details and it enables public hearings it gives the republicans the same rights to question what mrs does any of what she said undercut the republican complaints about the process. i think she was purposeful in knowledge ing that the complaints of the republicans are. perhaps a little dramatic and that they're actually not true and even misleading at times but even more than that she went more broad in her appeal to get a wider base of support for this saying that congress whether you are a supporter of the president or not is a is a purposeful constitutionally different body than the president so appeal to them as institutionalise appeal to them as members of congress and make this vote about
11:08 pm
conscience and about morality and about the oath to the constitution rather than any party or any president that you may or may not support so she she recognizes the public won't follow the procedure arguments as well as member that i do or that you do or that the washington bubble does but make this about separation of powers and something we learn about in elementary school and appealing to their morality and conscience about their oath of office it was a it was a purposeful tactic on part of the speaker mr get thank you very much for your time on this for now that's casey back at live in washington d.c. thank you well a short while ago house intelligence committee chairman adam schiff said it's the duty of congress to hold the president to account this resolution sets the stage for the next phase of our investigation one in which the american people will have the opportunity to hear from the witnesses 1st hand we will continue to conduct this in her inquiry with the seriousness of purpose that our task deserves because

i apologize we don't have a very good connection with the taj and baghdad we will try to establish a better connection to hear more about the announcement that the iraqi president might make but let's move on to other news for now an indian administered maid has been formally split into 2 new territories under the control of the central government follows india's controversial decision to strip the disputed region of its were taught to me in august has had a on his more in the in prime minister narendra modi's move to strip indian administered kashmir of his special status on august 5th was celebrated by his supporters but it sparked a fall out with pakistan and led to some international condemnation both india and pakistan claim kashmir in 4 but only will part of it here is the state of play 3
11:12 pm
months later india administers part of the disputed region and pakistan the other these parts are separated by an internationally recognized line of control china also administers part of the territory in a dispute that dates back to 1962 but india's version of the map is somewhat different this area shows what india considers to be its sovereign territory in kashmir the plans to converge or move in kashmir from a self administered region into a union territory this means india's government will gain more control over its political affairs india also plans to split the area into 2 the new indian proclaim state of jammu and kashmir which will gain as a legislator and the remote region of le duc which will not. now the streets in india's john one krishna deserted as the state officially transitioned into 2 union territories businesses and offices a shot and there's a heavy military presence the region which is also claimed by pakistan is now under

no longer. there is no reason why. katie has decision decision to resign is her decision to resign it is she is an absolutely outstanding public servant very smart strategic patriotic loves our country respected by her colleagues in the congress for the work that she does here she made her decision and her time and i respect that i do say to my own children grandchildren freshly grandchildren you know some of these. i don't know what help it is called. appearances on social media tend come back to haunt you if they are taken out of context and that but i do think that we have to be careful this is something that.
11:21 pm
i think this could spring from this that could be a benefit. regardless of any errors in judgment that anyone may have made it's shameful that she's been exposed to public humiliation by way of right so we are monitoring very closely what's happening in washington d.c. nancy pelosi the u.s. rep the speaker of the house of representatives saying earlier taking questions from reporters that the procedure that's being put to the vote in the house the impeachment procedure is very fit we will go back to washington d.c. to see how the house votes and come back to it then. you're watching al-jazeera a reminder of our top stories surrounding the impeachment inquiry and to donald trump the u.s. house of representatives is debating measures that will make the trump impeachment
11:22 pm
investigation public and if the vote has passed through hearings will be held in the open republicans will be able to question what misses and subpoena evidence. donald trump's former top adviser for russia and european affairs is on capitol hill testifying in the ongoing inquiry to marson resign from his post a day before the closed door testimony now the house resolution is set to formalize procedures off the investigation and to president trump and when the hearings go public both democrats and republicans will be able to question witnesses the transcripts of previous closed door hearings will be released. republicans will now have the power to request subpoenas for witnesses and documents democrats hold the majority in the house so the approval will be needed to get those requests through and the decision to move ahead to the next stage will lie with the judiciary committee here trump's legal team can get involved and they can offer evidence
11:23 pm
request documents and cross-examine witnesses the house speaker nancy pelosi said that the future of american democracy is at stake this constitution is the blueprint for a republic and not a minor but when we have a president who says article 2 says i can do whatever i want that is in defiance of the separation of powers that's not what our constitution says so what is it states is our democracy what are we fighting for defending our democracy for the people. he looks at the events leading up to this. for a most the 1st day of his presidency there have been calls for donald trump's impeachment . but for the 1st 2 years with his party in control of congress it was more
11:24 pm
a longing from the left than an actual possibility until. the democrats won back control of the house of representatives in the 2018 election and some of the most left leaning members made clear their intention because we're going to go in there with. that was not a sentiment shared by the speaker of the house nancy pelosi who resisted all calls to start an impeachment proceeding. or after the conclusion of special counsel robert muller's investigation which left it up to congress to decide if the president acted appropriately in regards to russian interference in the $26000.00 election but that changed in early september of this year when a whistleblower complaint came to light in it the still anonymous national security official wrote of more than a half dozen officials who knew about a phone call between president trump and the president of ukraine and they found it deeply disturbing the allegation was that trump was holding hundreds of millions of dollars in military aid meant for ukraine which is fighting off russian aggression
11:25 pm
intil the ukrainian president promised to investigate trump's potential political rival vice president joe biden and his son hunter who had worked in ukraine in damage control mode the white house released notes from the call it did more damage because as the notes point out as the ukrainian president is promising to buy more u.s. missiles trump responds quote i would like you to do us a favor though he goes on to ask for investigations into a debate conspiracy theory about the election and later brings up the biden's the president must be held accountable no one is above the law that's when democrats are. sounds to me an impeachment inquiry would be good along with the president's almost daily defense of the call i made a call the call was perfect there was no way broke they would not think this is the way to china leading in the polls they have no idea how they stuck me it didn't help in the president's own acting chief of staff mick mulvaney went on camera and
11:26 pm
seem to admit it happened and i have news for everybody get over it there's going to be political influence in foreign policy he later tried to take it back well the white house made clear they would not cooperate define subpoenas for testimony and documents attorney bruce fein says that could backfire i was there at nixon what we did is ok that itself the defiance itself is an impeachable offense go try yourself because the impeachment process becomes farcical if the president can simply withhold and block access to the relevant evidence democrats have spent weeks calling witnesses for closed door testimony officials from the national security council and the state department appearing before congress even though the white house told them not to his republican allies in congress didn't defend the call but complained about the process let's you know even symbolically rushing into the secure room to disrupt the testimony nancy pelosi needs to have a fair price as
11:27 pm
a vote on the floor to actually act there writes this impeachment inquiry with the standards that every due process so after a few weeks and more testimony that seemed to confirm what actually happened on the call democrats did what was asked they said we will have a vote and lay out the procedures going forward for the public testimony that wasn't good enough for some of the president's offenders here on capitol hill i applaud the speaker for finally admitting it is a hold tire sham but you can't put the genie back in the bottle this is an attempt to to dress it up a little bit to try and give it to the sheen but legitimacy and. i don't think that's going to sell but according to polls once the scandal broke public opinion began to change the majority of americans now agree the impeachment proceeding should go forward and the president should be removed that was made clear to trump when he attended a washington baseball game he was greeted to what is
11:28 pm
a familiar chant to him but with a twist. this time they shouted lock him up for now the house is going to weigh in on whether he should keep his job if they vote to impeach then it moves to a trial in the senate where members of the president's own party will decide his political fate and likely their own as well. al-jazeera washington. well let's get more on this we're joined now by michael mazza coffee chief and get investigative correspondent at yahoo news and co-author of russian roulette joining us live from washington d.c. mr ass off it's a pleasure to have you with us on al-jazeera so it's expected that the house will approve this procedure the democrats of course have the majority but how closely will you be watching if democrats vote against and republicans vote for it. well that is the big question at the moment and we're going to get the answer very shortly because the vote is it is coming up with an amount of minutes but you know
11:29 pm
one way during issue is is this going to be a purely partisan. vote in which all the democrats vote for the impeachment inquiry and all the republicans oppose it i don't know where there is there's some reporting that there could be a few democrats interim friendly districts who don't go along and we'll be watching very closely to see if there are a few republicans who bolt from the from where their colleagues are and vote for this it's likely to be just a handful on both sides but even that handful will be significant because the democrats do not want this to look like a purely 100 percent partisan vote and we heard you know just moments ago from house speaker nancy pelosi is talking about how this thought you know it enables public hearings it gives the republicans the same right to question witnesses and
11:30 pm
of course the chief complaint from the republicans since this investigation has been launched is that it's closed door that they're not able to cross-examine witnesses now that they are able to do all of this we're hearing from republicans that actually these measures only give the procedure a what they're calling a shade of legitimacy. yeah well we'll see it we'll see adam schiff who's the chairman of the intelligence committee is going to have extraordinary power to basically run the next phase of this process as he sees fit yes under the resolution republicans can request which to call witnesses their witnesses in the in the public hearings that are to come but shift still controls whether or not those witnesses would be called the resolution talks about the republicans having to make a case for why that testimony is relevant so there are still likely to be quite
11:31 pm
a few contentious fights over how these proceedings take place not withstanding what the resolution. lays out a set of thing the republicans you know attack the character anyone who's been called anyone who's been interviewed and the investigation. we've seen them attack the procedure itself you know how do you think what's the strategy if there is a public process and they're allowed to participate they're allowed to cross-examine well look you know the problem here for the republicans and the president's the fenders is that the the evidence is pretty damning and it seems to the public evidence today that you know the president said what he said in that phone call with president selenski he brought up the biden's and asked for an investigation of that he brought up bringing
11:32 pm
asking a favor president this a common sense science and to volunteer but i'm going to have to because we're hearing from the minority leader kevin mccarthy and i just want to listen in to this new trade deal where are we gather to debate the critical national security issues regarding to prove a new trade deal. are we gather to debate the critical national security issues regarding china our iran well that answer would be unanimously no we are not working for the american people. those items would resemble the achievements of a productive congress a congress that truly works for the people but you know what this congress counts this congress records is more subpoenas than laws that's the legacy it is not just devoid of solutions for the american people it is now abusing its power to
11:33 pm
discredit democracy by using secret interviews and selective leaks to portray the president's legitimate actions as an impeachable offense democrats are continuing their permanent campaign to under mine is legitimacy for the last 3 years they are pretty term in the president's guilt they have never accepted the voters' choice to make him president so for $37.00 days and counting they have run an un president in undemocratic and unfair investigation this resolution today only makes it worse i've heard members on the other side say they promise rights to the president but only if he does what they want
11:34 pm
that's the equivalent of saying in the 1st amendment you have the right to the freedom of speech but you can only say the words i agree with that's what you call due process the amendment offered by my colleague mr cole would help correct some of the transparency concerns we have witnessed over the last few weeks but today is more than the fairness of an impeachment process it is about the integrity of our electoral process democrats are trying to impeach the president because they are scared they cannot defeat him at the ballot box. that's not my words that's the words of my colleagues from the other side of the aisle that has offered impeachment 3 different times this impeachment is not only an attempt to undo the last election is an intent to influence the next one as well.
11:35 pm
this is not what democrats promised when they entered the majority 11 months ago in this chamber we heard from our speaker while we all sat here we heard what the speaker said when she talked about words of optimism and cooperation it was said we would work together to make america stronger more secure and more prosperous we were told our mission was to return the power to the people in fact our new colleagues on the other side of the aisle were sent to washington with a mandate to do just that so what's happening nothing like that today not long ago democrats recognize that a partisan impeachment would put politics over people and harm our nation that exact same speaker that talked about cooperation they talked about and promised the american people that they would be different they would be different if you trusted
11:36 pm
you with the majority you have failed in that promise that speaker said impeachment is so divisive to the country that unless there's something so compelling and overwhelming and bi partisan the word of bipartisan i do not think we should go down that path because it divides the country what has changed since those words of been spoken alexander hamilton wrote there will always be the greatest danger that the decision to use the impeachment power would be driven by partisan ana ma city instead of real demonstrations of innocence or guilt this sham impeachment by democrats have proven hamilton right and portrays the speaker's own words.
11:37 pm
i know emotions are high i know members would even run for positions of chair simply on the fact that they would be a better chair for impeachment right after the election but when we all stood that day and listened to the words of the speaker of cooperation we all raised our hand to uphold the constitution tomorrow as november 1st we're one year away from an election not just for this house but for the highest office of president why do you not trust the people why do you not allow the people to have a voice why in a process that america lends their voice to all of us that you deny us to speak for them is that a monster the risen that high is hamilton proven correct again
11:38 pm
there is a moment in time that you should rise to the occasion this is that moment this is the moment that history will write history will ask you when you cast this vote when you cast a vote to justify something that has gone on behind closed doors i want you to ask the historian and answer the question what do you know that happened there have you read anything that took place that you just justified what do you believe the definition of due process is what do you think the 1st amendment is you have the right to have a voice or only the words that you agree with you may get elected in a primary but in
11:39 pm
a general election you're elected to represent the people of america not to deny their voice this house is so much better than what is transforming today i believe everyone who runs for this office runs to solve a problem but when you go back to the american public with the achievement of more subpoenas than laws. that is not why you ran that is not why we are here and that's why i agree with my colleague mr cole believes in the power of the people people for politics that we believe in no we can do better that we believe the speaker when she said about cooperation we believed her when she said if you trusted them with the majority they would be different i guess it's only fitting you take this vote on halloween i yield back to them so we
11:40 pm
have been listening there to the u.s. house of representatives the minority leader kevin mccarthy addressing the house before they vote on the impeachment procedure and to president trump he said that congress is abusing its power to discredit democracy using secrets and leaks that democrats are continuing their permanent campaign to undermine the just missy that democrats predetermine the president's goat that they never accepted voice his choice to make him president 10 and that this is the moment that history will write well let's go back to guest now. michael is issacharoff is joining us live from washington d.c. he's been listening in to beinart a leader kevin mccarthy and what did you make of mr mccarthy's comments that you know that this investigation is an attempt to undo the last election and impact the next. look mccarthy and the republicans don't want to
11:41 pm
talk about the specific evidence relating to the ukraine dealings of the president and the phone call because the evidence is pretty damning so there are 2 lines of attack are going to be precisely what minority leader. mccarthy just outlined number one to say this is all part of a campaign that began from the beginning. to deal with it in my eyes the president because of his russia ties and the argument will be when that didn't pan out and the muller report didn't fully back up the some of the allegations that have been made against the president they move to the democrats and the president's critics move to the ukraine matter now of course. gets around the fact that it was the president's own conduct in the ukraine matter that brought all this up but put that aside that is going to be
11:42 pm
a major line of defense for the president going forward and the other is and the one i think that is the more problematic for the democrats and could have more traction with the public which is we're in an election season the closer we get to election day let's let the voters decide this instead of the members of congress it will be so interesting to see how long they can put they the evidence of the information that's come forward aside mr issacharoff we thank you very much for your time on the story for now that's michael isikoff live in washington d.c. thank you. now a new issue and rights watch report says cia backed afghan forces have committed abuses against civilians which amount to war crimes the group is accusing afghan troops linked to the us intelligence agency of committing grave abuses without accountability the report goes on to say that the soldiers have on your family killed civilians during night raids forcibly disappeared detainees and attacked

or i'd i guess that's that like the 1st 5 team wins this is amazing the nationals are the 1st team in the world series to win all 4 of their away games disappointing this houston crowd this year. i can honestly say nothing would have surprised me i mean for more we started. a travelling blows i mean you name it we've been through a lot but like i said before these guys we stuck together if you want to live this thing up the nationals had a rough start to their season only winning 60 percent of their games but they pulled it together for the ones that counted. it so it was. ok for a. little bit though. it is a load that. this team have done what no political party could unite their fan base in the u.s.

investigate his political rival joe biden or risk losing military. allegations the u.s. president donald trump has denied now that all changes right now the house of representatives is voting on measures to open the voting process to the quiet process to the public and set up the next steps but as you can see that vote has another 10 minutes or so to run. house intelligence committee chairman adam schiff says it's the duty of congress to hold the president accountable this resolution sets the stage for the next phase of our investigation one in which the american people have the opportunity to hear from the witnesses firsthand we will continue to conduct this inner inquiry with the seriousness of purpose that our task deserves because it is our duty and because no one is above the law but republicans are calling for the process to be voted down here's what house
11:51 pm
minority leader kevin mccarthy had to say today is more than the fairness of an impeachment process it is about the integrity of our electoral process democrats are trying to impeach the president because they are scared they cannot defeat him at the ballot box. in a moment we'll speak to our white house correspondent kimberly how could but 1st let's go to the joe castro on capitol hill in washington d.c. and heidi understand the voting has begun tell us how it's shaping up so far. sure sami's so the vote isn't so much what we're waiting for isn't whether or not this measure will pass we know democrats control the house and so they have the numbers to easily pass this measure the bigger question is how many or whether any republicans de sac from their support trump and also vote yes on this measure
11:52 pm
now it's notable that this doesn't actually sanction the inquiry as some have reported this vote itself only is a procedural vote it means that the remaining inquiry hearings can be open to the public but it's significant still because this is the 1st time that members are being asked to go on the record in a full house vote regarding this impeachment inquiry and whether they vote yes or no really is indicative of where they stand along with the president i should always put this in the in the context too of what the nation is thinking we know the latest polling shows that there's about an even split among the american public of whether or not to impeach president trump and to remove him from office but those republican members who are now weighing that decision right as we speak whether to vote yes or no on continuing this inquiry in the open they are looking at the numbers of their republican base who in polling show are still wildly
11:53 pm
supportive of president trouble in fact giving him still a 95 percent job approval rating sammy. as you will talking the let me tell you what we can see on the right side of the screen next to you it looks like so far only one democratic representative has voted nay in other words as you could say broken ranks with his party members and so far it looks like there isn't even a single republican who's voted yes so far so safe to say that so far this is going down pretty much along party lines right. right and that's what was to be expected it'll be interesting to see who was the democrat that voted nay perhaps a moderate who we know have been also looking at those polling numbers worried about their own reelection there are some democrats who won their races to become
11:54 pm
members of the house in districts where trump have won a to be president so they've been weighing this decision very hard how much to publicly support or not support this impeachment inquiry but as we speak the increase still continues i want to make sure that it's understood that whether or not this this inquiry is a yes or no that the closed door hearings will continue and in fact this morning there was yet another white house and lawyer testifying to impeachment investigators this was tim morrison who is the russia expert on the national security council and he figured prominently in previous testimonies as being a person who has key insight on trump's thinking as he was withholding this u.s. security aid to ukraine in fact morrison was said to have described having quote a sinking feeling when he heard the president speaking with another aide to say
11:55 pm
that he wanted the president of ukraine to go to a microphone and announce these investigations into joe biden and into the democrats which of course. this plays right into these accusations of democrats saying that the president use the power of his office and of u.s. foreign policy to try to try to win this for a personal political game sammy why do you mention the matter what happens in this vote the hearings will continue if the house as expected adopt this vote how will it change even superficially this whole process. well it will it will change exactly how you're seeing it on your television screens because up until this point these hearings have gone have taken place behind closed doors that's opened up this inquiry to the accusations of republicans calling this a secret process that lacks transparency and attacking the process as being some
11:56 pm
sort of deep state conspiracy against the president democrats all along have said that they aren't doing anything improper by starting this process behind closed doors in fact that's how previous impeachment griese of past presidents have also begun but they're saying that they want to take away that argument from republicans by authorizing the continuation of this inquiry but in the public they're also with this vote planning to give the republican minority members the power to call out their own witnesses and it codifies more representation in a greater voice for the president himself to defend himself in these inquiries which is all lines of attacks that the republicans have been using against democrats democrats strategy take away those attacks so that the republicans are forced to address the merits of these accusations which are indeed troubling.
11:57 pm
all right that's fine heidi so much then and continue this now with kimberly how kimberly just as we come. if we can bring the we might be able to bring the numbers up again but just as we cut there we had the 1st i think republican vote coming in to say yes to the measure there we go but pretty much it's falling along party lines with only so far one republican voting yes is that going to be something you think at this point the white house is going to take comfort in. absolutely not just the white house u.s. president donald trump i mean it's the democrats have tried to frame this in the house of representatives as being a historical moment in u.s. history in u.s. democracy the white house has been very active in trying to change the conversation as this folk plays out and we've seen that on twitter of the u.s. president making an announcement that he's very close to a trade deal that should be signed with chinese president xi phase one of that
11:58 pm
prolonged trade war that's been going on between the united states and china for some time they're trying to act like nothing to see here but we know that the president is fixated on this is he often does at these moments he typically watches cable television and tweets almost a series of frenzied tweets in advance instructing his her supporters in this case republicans who are set to take a vote on the way he would like this to proceed so he's got no public events on his schedule and in fact we've had one of those tweets coming in just the last few moments the president saying the impeachment hoax is hurting our stock market trying to appeal to those kitchen table issues that americans 'd care about the economy wages stock market the do nothing democrats don't care the president also making the case on social media on thursday morning that if this does go as we expect in the house of representatives meaning will go along party lines with the democrats voting to sort of formalize this impeachment process ultimately we have
11:59 pm
to remind our viewers this is not a vote to impeach the president that comes much later but the president already looking ahead saying that if that does happen if the house does vote along party lines later on to impeach me then it would be up to the senate to try and stop the trial so he's already looking ahead clearly fixated on this clearly well he is acting like this is business as usual it is bothering him all right and just to point out for us stay with us for a 2nd i just want to bring people up to speed kimberly. what we're seeing on the right side of the screen although the clock is his 0 i'm told we still might need a minute or 2 for what they call stragglers people who will last minute voices into that but it does look pretty much forming along partisan lines at this point. all we starting to see given what we've heard in terms of testimony kimberly always starting to see a pattern would that be an oversoul of what we're seeing
12:00 am
a pattern of people breaking with the white house and going in and testifying. i don't know if we can call it a pattern what i think we can say and what we've said throughout donald trump's presidency is that. while this is an unconventional president a president who came to shake up washington there are these institutions that remain steadfast that many people have strong views on but that are not partisan some would not see it that way so what we're seeing here are a pro raid of career professionals saying look we did not like this july telephone call between the u.s. president and the ukrainian president what we heard was unusual it made us uncomfortable what we're seeing is a pattern of a stablish career officials whether it's in the national security council people inside the white house who are stepping out and saying this is not how things are
12:01 am
normally done but as highly alluded to earlier the president still holds very strong to that base of support that doesn't want him to do things the way washington has always done things and that's why they're not particularly bothered that he has broken protocol even as democrats allege this hits the foundations of american democracy has really gotten an american election security. all right thanks so much kimberly how to let's let's do well for a moment on the numbers that we're seeing here on the screen now clearly we've got more yeas the nays that's not a huge surprise 215 saying yes to this motion versus 179 according to how what's displayed on the screen now pretty much all the republican votes have said no to this and all but one democratic voice so far has said yes.
