4:00 pm
this is al jazeera. hello again i'm peter dhabi you're watching the al-jazeera news our live from our headquarters here in doha coming up in the next 60 minutes schools have been shopped flights have been cancelled as new delhi struggles with this worst air pollution in years. dozens of new and advanced centrifuges tehran says it's taking another step further away from the 2050 nuclear deal. as another asean summit wraps up in bangkok leaders from across the countries work out
4:01 pm
what could be a major trade deal. in sports i don't know how i'm supposed to fail the words of new formula one world champion lewis hamilton all the reaction for a world title run by 6 coming up later in the program. is being called new delhi's air pocalypse the air is so toxic in the indian capital a city of 18000000 people but a public health emergency has now been declared schools are shut all construction work has been ordered to stop and flights have been diverted or delayed on sunday the air quality index hit its worst level for the year 494 that's nearly 10 times the safe level of 50 delhi chief minister says the pollution has reached critical levels out of the can the jargon of the wide why there is smoke everywhere
4:02 pm
and people including youngsters kids the elderly they're all finding it difficult to breathe the eyes are burning the pollution is that bad. well private cars with number plates ending in an odd number of been temporarily banned from the roads that's taken away a chunk of the more than 10000000 registered vehicles in new delhi the government study says the transport sector is the biggest contributor to the city's pollution levels while also being blamed farmers from neighboring states they burn their stubble at this time of year after october to clear their fields for the coming winter crop has more now from new delhi. that's the iconic rashtrapati bhawan or president's house. it's a tall massive building to the spot but today one can barely see it it is engulfed in small as is the rest of the city i've been standing here for barely 20 minutes my eyes are burning the back of my throat is itching and it isn't just me doctors
4:03 pm
in the city say that many more patients are was it in them with the air months that can be attributed to air pollution though there's a lot i must i've been using this mosque for a couple of days it's a bit inconvenient for sure but when i'm traveling on the road then with this pollution my eyes start to water the delhi government has taken the step to reduce the number of busto we close the course of the capital and has reduced greatly leptin you said the border to be deployed on this traffic square tell us that the people actually are following you the government are also giving these mosques but people are wearing it it is all right for me and for many years known as paul muslim neighboring states do not stop burning the stubble pollution in the last of the capital is expected to continue to remain very severe. well let's pause for a 2nd straight to understand exactly how damaging the air in new delhi is today let's remind you how it rates on the quality index that measures the health risks
4:04 pm
associated with pollution under 50 is generally considered to be good 40 to 100 is moderate above that there are serious health risks with everything above 400 considered to be hazardous for comparison berlin the german capital a city of around 3 and a half 1000000 people so it's around 21 on the same index new delhi on the other hand is right now sitting between 40700 in some parts of the city that far exceeds the limit anyone should be breathing. karthik nation is a research fellow at the council on energy environment and water he says farmers are contributing to the smog but they need help to move to green apprentices the problem of air pollution in delhi is a multi-pronged one it's not just one item what we're hearing today is of course that farmers in punjab are burning crop residue and as a result equality in delhi has deteriorated but for much of the year more than 300 days out of the 365 dailies actually breathing really bad quality air it never
4:05 pm
really gets the news the way it does in the winter months so clearly the problem is much beyond just the issue of another crop burning that happens you know for about 4 weeks or so in the winters there's a host of problems that need to be addressed really if you have to get this right blaming the farmer is sort of like not exactly the best thing that one can be do at this point in time but the fact is that they've been incentivise by the cheap availability of basically feel like the city and the water the did able to pump with it and then grow crops that's technically not sustainable in the part of the country where it has been grown which is race and as a result what's really happened is that you know it's lead to it's led to depletion of the water table and probably they won't be able to cultivate rice to the extent that they are in another decade or so because the water table would have gone to really look and it's because of the fact that there's this rice wheat crop cycle that they're doing that we're seeing the problem currently the solution really lays in sort of going back to i think you know multi cropping and diversifying what you
4:06 pm
actually produce through the year and not lange just in one crop. iran's announced it's taking another step away from the 2050 nuclear deal the head of the atomic energy organization says tehran is now operating 60 advanced centrifuges that's double the amount previously known iran also says is working on a prototype centrifuge that's 50 times faster than those allowed by the 2050 nuclear deal. we have continue to are trying to reverse such steps without delay and to refrain from any further measures that would undermine the nuclear deal you know that we as the european union remain committed to the implementation of the j c p a way because it's a matter of respecting international agreement it's a matter of our security but we have also been consistent in saying that we need to meant that our commitment to the nuclear deal depends on the full compliance by iran. live now to tehran correspondent dorsey. what does this mean.
4:07 pm
well it means that iran is no longer complying with the certain technical aspects of the nuclear agreement according to iran's head of iran's atomic energy organization ali after sally iran has now moved forward with installing more advanced centrifuges a larger number of them than previously they did in september. he said that iran has taken the step now because they feel that their remaining signatories of this deal are no longer abiding by that this was a political climate that forced iran to take this step he said that they are now able to produce $5000.00 ground 7 which are reigning per day that's up from about 450 grams per day 2 months ago that is a 10 fold increase in just 2 months and he said they are moving faster at a higher speed because they feel that they can and the country needs them to do
4:08 pm
this in their nuclear program at this point let's hear some of what else he had to say. zines you do see toyota we weren't supposed to have 30 chain centrifuges we wanted to work on it after we tested 20 change centrifuges then 3 to 4 years later to work on the 30 chain centrifuges but we faced political challenges and senior authorities decided to show iran's potential power and determination dorsett does this put the other countries that signed up to the g c p o e in something of an awkward squeeze position i mean they've been clearly signaling for what the best part of a year now look don't do anything that could precipitate a worse reaction from washington. yes certainly there was a fury of diplomatic activity in the last few months trying to prevent these measures from taking place a number of countries including france were trying to convince the iranians that they should not take any further measures but all those failed and of course the
4:09 pm
biggest one was at the united nations general assembly in september where there was an almost phone conversation between u.s. president and iranian president hassan rouhani but it never happened a reigning president did not answer the call it didn't go through but there was a there's a huge effort that they are trying to prevent iran from going forward with their nuclear program but iran has said look the united states withdrew from this deal last year and imposed a series of crippling sanctions on the country and iran is left with no choice because they're remaining signatories of this deal the europeans are not upholding their end of the deal iran has not seen any of the benefits that they were supposed to on the disagreements and at the same time they slowed down their nuclear program and that is no longer the case so they're going to move forward with it so it appears now that this nuclear deal is really in more jeopardy than ever before there's really hardly any hope left at this stage thank you. turn our attention
4:10 pm
to iraq where the security forces have reportedly opened fire on protesters in the capital killing at least 5 people the prime minister is calling for an end to the bloodshed on both sides as more antigovernment protests held a bill months he says demonstrates is have achieved their goals but in the damaging the economy this month he made no further mention of stepping down he also met a delegation from the u.s. congress who say that backing the iraqi government's efforts are going to joins us live from baghdad natasha so we're getting these reports out of the iraqi capital that has been live fire being used on protesters what more can you tell us. bullet appears that there is yet another example of this campaign of civil disobedience that has a ripple beyond toher rear across the capital in the last 2 days but we understand is that a short time ago a bridge had been closed we are told her rear security forces were attempting to
4:11 pm
reopen it because it is been sure madness as a result of protesters blocking roads throughout the city and that is when security forces and protesters began clashing we understand that there are about half a dozen injuries and again as i said this is part of the civil disobedience campaign that began on sunday protestors to rout the city especially in the central and eastern portions of baghdad who are setting tire fires even lying in the road also erecting barricades at major intersections they say they want people to join their sit in they don't want them to go to work and indeed various government offices and businesses have been closed the ports have been closed in baghdad because the attorneys are on strike schools in baghdad and several southern provinces are also closed because the teachers union is on strike now the prime minister's office is threatening legal action against the teachers using an i spoke to an attorney peter an. he says that the teachers have the legal right to protest
4:12 pm
and that this right simply has no basis they are not breaking the law here in time where there are a lot of students you can see the fruits of their labor on the walls of this tunnel that's running underneath tahrir square they have essentially transformed it into a huge protest ural if you will. for a 2nd day those protests spreading tell you a square as well natasha how is that do we know impacting life away from the immediate city center. so i can tell you it was very difficult for us to get to tahrir square it's a quite a hike and soutar toxic get into the squares you can imagine that there is gridlock throughout the city and this is something that the prime minister atal out going to haiti address yesterday was the 1st statement that he's made since it was announced by the president on thursday evening that he would resign once
4:13 pm
a replacement was found and once the elections were called again no timeframe has been given and matty did not mention resigning but he did say that there should be an immediate return to daily life that this disruption has gone on long enough because both the protests have achieved their goals he also mentioned that disruptions that the oil fields and the poor and basra is also a cost in the country billions of dollars and eventually average iraqis are going to feel it because he says it will take it will mean that it will take longer for goods to be distributed which i'm sure thanks very much. lots more ground still to cover for you here in the news including protesters say the economic problems in chile are decades in the making we'll look at what's behind the weeks of them stretched there. and opposition leaders in pakistan way up there next move on after a deadline for prime minister imran khan to step aside comes and goes. and the

lakers are looking like the team to beat in the n.b.a. the season basketball action coming up in the store skewes with rahul keane a little over 32nd or 3rd of the. protest being held again day 19 in lebanon as demonstrators step up the pressure on the government protesters have been blocking roads but most have been reopened by the security forces since monday morning the demonstrators continue to call for the removal of the ruling elite and complete overhaul of the political system there is also anger at the president michel opens delay in announcing a date for parliament 3 consultations required to name the next prime minister stephanie decker joins us live from beirut here on the news staff so the government's pretty much gone to ground over the past what 4 or 5 days now. yes they seem to be going back and forth because the president has mentioned before
4:15 pm
that he's trying to get some kind of consensus before those binding consultations as they're called take place basically what that means is that the political parties need to give him a name of prime minister which is a post reserved for a sunni according to the sectarian politics of this country so this is exactly the problem people are telling us that they've given the government time to do this and they still haven't set that date so there is a there is a stalemate if you will in terms of the next step moving forward we understand that the foreign minister job on the seat is currently meeting with the caretaker prime minister assad that it is so all these talks are going on but people want to see results and what they want is a interim. government that is not made up of people affiliated to any political parties but i think that's going to be. very challenging but the people are uncompromising we understand that the cabinet that may be announced will be a mix of technocrats and politicians whether that's going to appease the st peter we're going to have to wait and see but certainly the people we've been speaking to
4:16 pm
will tell you no they don't want any of these old faces to remain in place but they're not going anywhere as of the moment so it seems that this stalemate is not over when you talk to those protesters stuff to get the sense that they're quite fatalistic i mean they are young they are old they come from across the religious divide the sectarian divide in the country as well to they have a kind of a fatalistic approach which is we've got nothing to lose because the country is in such a mess anyway. yes and because there's been this momentum and because there's been this extraordinary sort of unity as you were mentioning that cuts across all those divides of sectarian nism and close that people don't want to lose the momentum to be honest the numbers are not the numbers that we've seen the 1st weekend we were here the 1st 2 days yesterday you did see a massive crowd come out here in beirut again but they weren't the same numbers but there remains momentum for sure and i think if there was the response of the government is to not listen to their demands they will be taking back to the
4:17 pm
streets they will be blocking the roads again as we saw this morning and yes they say they want change when they say that they say most basic things like electricity here doesn't work it comes on and off water is an issue they're paying extra for these things services that still don't function properly they say we're paying for things we get nothing in return they say you know this that the politicians can't even put out forest fires that happened here a couple of weeks ago this really was a tipping point showing how broken and mismanaged the country is in the eyes of the protestors that this is what they want change and they will tell you that the people that got them here which are the politicians that have been running lebanon for the past couple of decades cannot be the ones to fix it and this is why they were. these changes that many people will also tell you they are fully aware that changing that is going to be extremely challenging thanks very much. asian leaders meeting in bangkok are discussing what could become the world's biggest trade deal thailand says the next steps in the proposal backed by china will be made in the coming hours there were last minute doubts about the deal after india raised

impeachment inquiry into donald trump what is interesting is not necessarily who might testify in the coming week but who will not testify there are 3 officials from the white house office of management and budget who have been asked by that inquiry to testify and reports are that they will not appear in this coming week that is apparently part of a coordinated campaign by the white house to prevent people from speaking to you pietschmann requiring and in that case it's significant because the allegation in the inspiring is that president donald trump withheld $400000000.00 from the government of ukraine that is in military aid until he received a promise from the president of ukraine look here's alinsky that he would investigate joe biden the president's rival and that he would announce that he was doing so publicly so there is that end the fact that john bolton the president's former national security adviser has said he will not testify without
4:26 pm
a subpoena so bolton is significant because he has said that that deal the pressure campaign against ukraine was a so-called drug deal and members of congress want to know what he meant by that and whether he thought that meant that anything improper was being done by the president of the united states and there are new reports that that partisan warfare is driving up interest in the 2020 election there's a wall street journal n.b.c. poll that finds that 72 percent of americans say they are highly interested in the upcoming election those are the kind of numbers we usually don't see until about a month before election day and that suggests there could be very high turnout in 2020 whatever happens with the impeachment inquiry. ok time for the world weather his jenny jenny guessing rather eventful in europe yeah you could say pieces of a good word to describe it we've had some really strong winds if i hearken force winds across western europe at the same time heavy rain producing some flash floods this is what actually produced all of this not just of this picture 1st of all this
