that this a cure the money was contingent on ukraine issuing a public statement saying it would investigate the son of trump's political rival joe biden now what is the significance of this reversal in testimony while some land was widely considered to be one of trump's closest allies he was a donor long before he was named ambassador and the fact that his 1st instinct they had been to protect the president and now he's moving away from trouble is indicative of the growing strength of this case to impeach the president the white house has responded to the release of these testimonies by ignoring most of the information contained in these pages that seem to implicate trump. well as get more on this front borman is a professor at the university of missouri school of law he's also the also of high crimes and misdemeanors

a history of impeachment for the age of trump and joins us now from the city of columbia in the state of missouri good to have you with us on the program professor bowman 1st of all can i just ask what you make of the evidence that's been put forward in this inquiry so far particularly those transcripts do you think this nie meets the threshold for impeachment. i do i think the transcripts that are being produced here do 2 things 1st they strengthen what we've already known about the case against mr trump in the sense that the evidence that there was indeed a quid pro quo in the sense of the fact that mr trump did indeed demand something from ukraine that is help against his political rival in return for military aid is becoming clearer and clearer and clearer. particularly today from the testimony of. ambassador sandland but the other thing that's interesting from
5:05 am
reading these transcripts is what they don't show and that is. the fact that there are indications of all throughout these transcripts of information that for example you know ambassador sandlin would like to bring to the house but is being barred from bringing by orders of the white house and of course as your reporter noted there are other witnesses that the house would like to have brought forward to. into the n.p.c. an inquiry to really confirm all the details of this story and the white house is blocking those so from a certain perspective this is the worst of all possible worlds for the white house on the one hand the transcripts are continuing to prove that there is a strong case for impeachment. on the grounds of abuse of power but the additional fact that the white house continues to obstruct the investigation provides a separate ground for impeachment because that is that too has traditionally been
5:06 am
a grounds for impeachment in american practice and there's it's interesting you raise that big and saying that blocking participation can't be grounds for impeachment in the south if that is the case then why is the white house pursuing this strategy in particular and do you think it kids eventually be successful. well i couldn't couldn't speak for the white house it's a i think if anything it's a sort of a suggestion of generalized incompetence on the one hand. enough information has been as emerged from the white house either voluntarily or as a result of really quite brave decisions on the behalf of half of many fine members of the american civil service military members who have come forward despite the
5:07 am
the efforts to dissuade them by the white house. on the one hand you have enough evidence to actually secure and in. an impeachment vote at the same time the president is refusing to produce an information that would actually confirm many of the details so this is the worst of all possible worlds and it's a little unclear what it is that they're thinking of other white house and certainly doesn't make a lot of sense to me. i come back to the point of strategy though because we can dismiss many parts of this presidency as as as incompetence as a as off the wall but it is mobilizing a base it is generating supports and a lot of trumps base refused to believe in the face of the suggestions of this evidence that he has done anything wrong this this could be a new tactic from president trump to shore up the base and everything else is just
5:08 am
by the bhai he think has his eye more on the election than the actual impeachment process because he is relying quite heavily of the supports of other republicans in the senate. well i think the one thing that mr trump has going for him is that he seems to have convinced the entire republican political class or almost all of it certainly those who are in congress that regardless of what he does there are simply unwilling to break from him and it is fairly clear at least in the house that it doesn't matter what these what facts are produced. the house house members in the republican party are either going to ignore it or they're going to talk about process one of the other interesting things that is revealed in these transcripts you may remember a couple of days ago or of a week week 10 days ago a group of republican legislators. in feigned outrage stormed the
5:09 am
secret hearing was to to guarantee that they could participate in these supposedly secret hearings so if you look at the transcripts the 1st thing you know of course is that these hearings are being conducted by jointly by 3 different committees that have over 40 republican members all of whom could participate if they wanted to but the transcripts reveal that hardly any of them are there at any given moment there are about 5 perhaps 3 or 4 or 5 republicans. participating in this process that. other republicans are grandstanding about being excluded from so it's plain that the tactic that's going to be adopted by the administration and by the republican allies is to try to focus on process rather than on the substance and it remains to be seen whether that will work one imagines that there is going to be in at least one article of impeachment voted out by the house of representatives i think that's almost certainly at this point then of course the president's fate will rest on the verdict of the senate but with $53.00 republicans there and the
5:10 am
necessity of a 2 thirds vote of conviction that has $67.00 votes there's a pretty good chance he'll survive irrespective of the fact that the evidence is overwhelming of his abuse of power the evidence of obstruction. overwhelming but it at this point it seems hard to know when republicans will be willing to recognize truths and further faces and actually vote to convict this guy professor bowman joining us there live from missouri thank you very much indeed for bringing us your thoughts. yemen's internationally recognized government says signs of para sharing agreements with separatists in the south the deal was brokered by a saudi arabia and seems to end months of violence was in the government forces and u.a.e. backed faces the standoff was complicated by the fact that the unsafety were fighting with the government against iranian backed rebels in other parts of yemen are

that was after the united states intelligence agencies alleged that there was a secret nuclear facility in iran and the president acknowledged that there are sensitivities surrounding the plant. this may increase concerns we know people are sensitive about a quarter when it centrifuges but whatever they uphold their commitments we will reverse our steps. under the nuclear deal of 2015 for doe had become solely a research facility it was one of the most contentious points of the joint comprehensive plan of action or a agreed with world powers to limit iran's nuclear program since the united states withdrew from the deal in may of 2013 and imposed the series of new sanctions on iran officials here decided to gradually reduce their compliance and have been saying that if they are not able to sell their oil or to get the benefit of the transaction with the global financial system there is no benefit for data to remain
