al-jazeera. you're watching the news hour live from the headquarters in doha i'm coming up in the next 60 minutes the high cost of calling for change reports that at least 23 iraqi protestors have died in a week. as the impeachment probe moves into a new phase president trump hits back at a new and unexpected opponents. i'm maryam namazie and london with the top stories from europe including the u.n. is highest court rules it will hear

ages minn women and children across the social divide they came out to tahrir square in the area surrounding to hear your square but they were expressing a real resolve these protesters committed to continue coming out day after day demonstrators determined to effect some kind of change they said that through their demonstrations they wanted to make sure they could help ensure build a better future for iraq and when we arrived at to have your square earlier in the day we didn't really know what we would find there had been reports of deaths in basra protesters being killed in basra and protesters overnight being killed in baghdad when we arrived into here's where earlier in the day we found a real jubilant crowd a real festive atmosphere not just people discussing their political concerns that really people going out of their way to express their creativity we saw plays being
9:03 pm
enacted in the streets we saw musicians performing the national anthem and singing for others they're trying to boost the morale of those who continued to come out a real sense of resolve from the people that we saw throughout the day many of them told us that when they hear government officials talk in the past few weeks it's almost as if those government officials are in a completely different planet and yet they say they're going to going to continue to raise their voices until their voices are heard until more is done to ensure changes going forward turkish and russian troops have been conducting a 3rd round of joint military patrols in syria it's part of an agreement between anchor on moscow to remove kurdish fighters from an area turkey wants to establish as a safe zone turkey says it plans to resettle as many as 2000000 syrian refugees in the area has some 100 but it has more from jazz hands happening at the turkey syria border so this is what is happening now the joint patrols will be tried. ling

through the area of us which is the obviously all the way to maliki over the border with iraq they won't be able to get into the city of commission because it is not part of the sochi agree of it and because the syrian government troops maintains admitted to presence inside the city often. that maliki the 2nd phase would be to. call duck those patrols in call by only around could barely tell if i'd been busy and this is why you have some problems because russia says that all the white bits you find have pulled out from those areas something which is contested by to turkey still believes of those fighters are still operating of those areas along with their weapons and this is why they would like to ensure through the joint patrols that everyone has left the latest stage turkey is intending to. setup observation post along the safe zone the various us pressures from albuquerque all the way to words. to ensure that they asked their fighters not stagey and they come
9:05 pm
back to the areas over the border with turkey. turkey says it will send captured i saw members back to their countries beginning monday even if their citizenship has been revoked the interior minister said i am and so lou accused western countries of a lack of cooperation he says europe is creating a new type of international law where prisoners of war are tried where they are caught turkey says it has captured around $1200.00 eisel fighters $287.00 of which were obtained during recent operations in northeast syria let's bring in let a taylor she's a senior researcher at human rights watch joining us via skype from new york thanks for being with us on the news hour so this is something that turkey said that it was planning on doing and more recently now we actually have a dates they're saying on monday from your perspective what do you make of this decision to send eisel members back. well i think it's a very interesting development and i'm looking forward to seeing what actually
9:06 pm
happens on monday it's not clear if this is grandstanding or if turkey will actually make good on its threat but what is clear is that western europe set itself up for this threat this ultimatum by refusing for months to repatriate its nationals despite repeated pleas from the kurdish led authorities in northeast syria for them to take home their citizens and let's not forget that most of the people we're talking about here are very young children repatriation is what western europe should have done a long time ago and it should do now it should be working with turkey to make this happen and so when i think it's going to happen between now and monday if turkey does go through on its promise. what is going to be the reaction from the european countries well i imagine there is quite a lot of discussion now within europe as to what to do and i can't i don't have
9:07 pm
a crystal ball i can't predict what the what's going to happen or how this might take place will these citizens be actually loaded on to planes and will the planes be turned back will they be dumped at the gates of western european consulates and embassies in turkey we'll have to see how this plays out but the best option for western europe would be to cooperate with turkey rather than continue to drag its feet and and reject the pleas of authorities in the region and its own citizens for them to take back their own people and turkey is also saying that will it will send these i saw members or fighters back to their country is whether or not their nationalities have been revoked how does that work. well it will be a test in cases where countries have signed the international convention on statelessness if these if these suspects and prisoners do not have
9:08 pm
a 2nd nationality. countries may be obligated to at least take them back at least under international law whether they do so or not is another question in this could could set up some some court battles but again i think it is critical that western europe think this through carefully and cooperate rather than continue to stall why not one reason is of course it is much better from a humanitarian standpoint to evacuate and rescue these citizens the vast majority of whom are young children who never chose to be brought to isis held territory and certainly didn't choose to be born there but from a pure security perspective it is also far better for western europe to be able to monitor its citizens whether it's rejected them as citizens or not they certainly were citizens and may still well be citizens far better for them to monitor these people on their own soil and if necessary prosecute of course no one suggesting
9:09 pm
that western europe has to let everyone free who comes in and they should be investigated yeah but these countries the argument that they put forward is that these i saw fighters and members just pose a security threat to their countries. absolutely that of course security is an argument but look at what's happened in central asia central asian countries 3 countries alone led by kazakhstan have repatriated several 100 indeed close to a 1000 of their own nationals in recent months and we're not hearing about major security threats there now of course we do have some concerns about what may be happening to many of these citizens once they're back in central asia but what central asian countries have shown is where there's a political will there is a way i have a hard time believing that western europe with its mature democracies and its robust judiciaries and investigative systems does not have a way to absorb several 100 several 100 of its own nationals back into
9:10 pm
its system this strikes me as being an empty argument a shallow argument western europe is going but been content to out of sorts its citizens to other countries it's time for that to stop for it to stop hiding its head in the sand and to do the right thing by its nationals who are suffering suffering in terrible dire conditions in camps and prisons and hundreds of children have died in these camps shame on western europe it's time to act we appreciate your time with us on the al-jazeera news arlette a tailor thanks for speaking to us thank you so much. as its forces have sought on a foreign drone it reportedly happened over the city of mass are in the south the provincial governor says parts of the wreckage have been recovered so the u.s. central command has tweeted that alleges reports of u.s. u.s. drone being shot down are incorrect and all u.s. equipment has been accounted for in june to iran shut down a u.s.

drone saying that it had violated its airspace. plenty more ahead on the al-jazeera news hour including deepening anger against hong kong police who deny responsibility for the death of a student during protests. we'll look at how rival political parties in the u.k. are targeting voters online ahead of next month's election. and in sport one of the biggest names in major league soccer looks set to make a return to europe. but 1st to the u.s. impeachment inquiry in the acting white house chief of staff has defied a subpoena ordering him to testify the committee investigating donald trump wanted mick mulvaney to explain why the office of management and budget blocked millions of dollars in its aid to ukraine in august the inquiry's suspects president trump withheld aid to pressure kiev to investigate his political rival joe biden and his son hunter biden previously denied the link let's bring in our white house
9:12 pm
correspondent carol so it seems like his testimony was really key really now that he's skipped testifying what happens next. yeah well he's not the only one to scare if there were a bunch this skipped this week there were 13 witnesses that were scheduled to testify this week just to showed up why democrats are so interested in the testimony from the actual chief of staff mick mulvaney if you'll remember a press conference he gave late last month where reporters asked him whether or not there was a quid pro quo in other words did there and did the president to direct him to withhold military aid to ukraine as he was seeking to try and get investigations one of his political rivals former vice president joe biden at the time they need seem to confirm yes he said essentially get over it we do this all the time well he's since walked back those statements and that's why democrats wanted to speak to
9:13 pm
him and this is just one of many of the witnesses that democrats been trying to speak to including the former national security advisor john bolton and also a very close friend of the president's and also his adviser when it comes to legal issues rudolph giuliani but none of those men have testified the latest mick mulvaney he defied a subpoena absenting the democrats who say that it was very important they speak to him as they continue to build their case of impeachment donald trump and look ahead for us for next week and really in fact in just a few days time when the investigation moves into the public face. yeah up until now this has been a closed door process that has allowed both democrats and republicans to craft arguments said to try and convince the public for against donald trump and that will be much more difficult come wednesday when the 1st of the public hearings will begin and this is something that donald trump says he has
9:14 pm
a real problem with in fact as he left the white house earlier he said this was a hoax he said he's one of the most transparent presidents that there has ever been is a very transparent person but in fact democrats say just the opposite that's why they say they want to get this testimony out into the public realm so that the american people can see for themselves they allege donald trump has set a dangerous precedent of abuse in presidential powers and now with the direction of so many witnesses that he has ordered not to testify as part of this hearing they're also now building a case for articles of impeachment based on obstruction of justice and there are indications as well that a new and very well known challenger may be about to enter of the democratic race what can you tell us about. yeah former mayor michael bloomberg former mayor of new york city pretty well known in the united states he's also well known as a as a very prominent successful billionaire he would be it with appears he is set to
9:15 pm
file the paperwork potentially to make his own run for president now what does this indicate potentially that democrats may be a little bit nervous about the contenders that are out there already the president was asked about this is he left the white house in the last couple of hours here's what he had to say about michael bloomberg. he's not going to get well but i think it's going to hurt by the way but he doesn't have the magic to do well. little micro will fail to spend a lot of money he's got the really big issues that the 1st no problem he's got a lot of other problems but i know michael bloomberg fairly well but he well fairly well well enough he will not do very well and if he did i'd be happy. well one of those indications often after covering donald trump for a few years now when donald trump doesn't like summer when they're particularly getting under his skin he gives them
9:16 pm
a name and you heard their little michael trying to be the bully if you will it's one of his tactics it shows that michael bloomberg would be a formidable challenger but it's not yet official he still has to file this paperwork but it appears that even if he doesn't he has already with the announcement of a potential candidacy seem to have rattled the president least a little bit all right kimberly thank you all the un's top court says it will hear a case filed by ukraine against russia over allegations moscow is supporting rebels in the country's east more on this let's cross over to marry an aussie in our european broadcast center. yeah that's right international court of justice it has ruled that it does have the jurisdiction to hear this case against russia over its alleged support for separatists in crimea and eastern ukraine moscow had called for the case to be thrown out the ruling comes as ukraine's army on the separatists withdrawal more troops from the front line on saturday the plan to exit is part of
9:17 pm
a series of measures aimed at ending the 5 year conflict that's killed more than 13000 people. predict these preliminary objections precis by the russian federation the court to lax jurisdiction on the basis of article 22 of the international convention on the elimination of all formis of racial discrimination. and brings us more now from the russian capital moscow. a convincing win for ukraine in the international court of justice against russia a majority of the judges decided that the court can hear the case against what they say the russian backed separatists in the east of ukraine and also the downing of m.h. 17 and the into the racial discrimination towards craniums and tartarus live in an extra media which was annexed by russia in 2014 it's
9:18 pm
a win for ukraine because russia was objecting very heavily against this this case because it's out it has no jurisdiction and we can actually solve this case still between ukraine and russia itself but now this will be a very strong international instrument that ukraine has against russia although the case will take a while to develop and probably will be finished only in a few years from now if russia loses the case it's also possible that it has to be compensation to the victims in the east of ukraine or even in the crimea but also this is also raising questions about how this is going to affect the peace process that it's been under way now the new president's alinsky is in power since a few months he has basically of push this peace forward process forward there will be another. troops withdrawal on saturday between the 2 forces one ukrainian forces on one side and the russian backed rebels on the other side there has been some
9:19 pm
protest in ukraine against this peace process that this is a capitalization to russia but there is some optimism that it's fighting which has been going on for 5 years and which has cost $30000.00 lives could be ending any time soon but with this ruling there's a big question of course how moscow will respond and how willing it will be to participate in the peace negotiations that are expected in the next couple of weeks . all spain's prime minister pedro sanchez will shortly hold his final campaign rally ahead of the country's 2nd general election this year polls suggest sanchez a socialist will win the most seats in sunday's vote sanchez called the election after failing to form a government following april's inconclusive election is holding his final rally in the catalan regional capital barcelona saying he refuses to let separatists in catalonia undermine spain's democracy following this story is hard to abdel-hamid she joins us now from barcelona so on as you were saying another election in spain

hello there is a most 60 picture across much of the middle east what we're all saying is a fair amount of class but not really bringing much with it in the way of rain or even some mountain snow but we could be saying of the next couple days isn't working the way along will sudden sections of iran as a disturbance work its way through the gulf and certainly through saturday and sunday some coastal showers are likely it's a warm couple of days ahead through the eastern end of the med 26 then 27 degrees celsius in barriers under those clear sunny skies as i say sunny more rain showers likely as we head through those coastal areas of the gulf so that's pretty much of the story as we head across into the arabian peninsula it's mostly clare it's mostly dry temperatures not too bad $31.00 celsius in doha on saturday and then that temperature a few degrees lower as on sunday we have got the chance of some clabbered. a maybe even a thunderstorm that could actually work its way east was and across into abu dhabi as well some rain actually on the way through eastern sections of south africa no

there soon could be fuel shortages importers say banks are not giving them the dollars they need to buy supplies the lack of foreign currency was a problem even before protests against the ruling elite began 3 weeks ago at the time the central bank promised to facilitate access to dollars and guarantee fixed exchange rates for importers. the government resigned and banks have reversed the decision banks want 85 percent of the payment of lebanese liras and 15 percent in dollars plus they have imposed fees importers can no longer afford the additional costs lebanon's largest protest movement of years was triggered by the economic crisis people are demanding a government independent of political parties to prepare for early elections there is a political standoff and it is hurting the economy and hospitals are now warning of what they call a health catastrophe now. well the patients may start dying because of the

different points up and down the separation friends which splits gaza from israel in the protests that have been held today the latest protests as part of the great march of return but the crowds here much smaller than we've seen in the past and perhaps not surprising because just a week ago gaza and israel were firing rockets at each other to the south of where i'm standing now a 27 year old palestinian man was killed in that exchange of fire but it's interesting to note that very shortly after the 2 rocket attack the israeli government put out a statement saying that it held the leader of a single islamic jihad group in gaza responsible for that attack it didn't blame anybody else it just specified this particular leader spool on a few days and on weapon stay a delegation from hamas went to cairo egypt is a key negotiator in this fragile cease fire that exists between gaza and israel and
9:36 pm
the belief here in gaza is that hamas was keen to show the gyptian that they were still committed to the peace process to the cease fire that has been continuing on between gaza and israel you know if you take both of those events together you get a sense that both sides are trying very hard to keep control of the situation and run keep the risk of violence very low the reason for this could be political israel is in the process of trying to pull together our government and the palestinians for the 1st time since 2006 are going to be voting in elections as well no date for those elections has been organized and has been negotiation about the format of what is going to happen but there is a belief here in gaza that hamas is trying to impress on people that it's being the controlling party in gaza has control of security here as well and that's very important of course in the run up to these elections. the fate of the britain's

national health service has become the latest campaign issue ahead of the country's december election with rival parties pledging to protect it let's cross back to merriam in london for more lots on yeah that's right there in the health care system is fast becoming a key election issue it's already on the unprecedented strain from rising life expectancy and increasing costs well now some parties are warning its future could be at risk if britain leaves the european union for buying reports now from central london. is absolutely in a role reversal the prime minister was taking the pulse of medical staff on friday that the future of britain's national health service came to the forefront of this general election campaign president trump when he visited the u.k. in june had commented that everything was on the table in post breck's a trade negotiations he later clarified saying the n.h.s. was not up for grabs but the seed of mistrust was sown and launching their election campaign in edinburgh on friday the scottish nationalist party or s.n.p.
9:38 pm
has promised to slam the door on predatory overseas health care companies we will fight tooth and nail any attempts to expose the national health service to a post bricks trade deal with donald trump that is why after this election s.n.p. m.p.'s will bring forward a new law for an n.h.s. protection bill the s.n.p. says their proposal would prevent scotland's devolved power over health care big overruled by trade deals made by the london government the s.n.p. wants independence for scotland and is strongly opposed to it. the n.h.s. is a crucially important issue in the u.k. financially and politically. last year the equivalent of $200000000000.00 was spent on health care in the u.k. that's 30 percent of the entire public services budget but the maintenance backlog stands at $8000000000.00 waiting lists a growing in costs are rising year on year patient satisfaction has fallen to 53

percent yet politically the n.h.s. still enjoys enormous public affection among voters after a forest johnson is keen to offer reassurance on the conservative election campaign on friday pledged a new n.h.s. visa to fast track overseas medical staff against the n.h.s. to tackle the current shortfall of 100000 staff we can do free trade deals with countries around the world but under us the n.h.s. is not for sale it is not for sale it is not going to be any kind of international trade negotiation this is pure luck this wants to detroit stuff the struggle to just keep the n.h.s. going is very real 67 percent of acute care n.h.s. hospital trusts are currently running a budget deficit collectively as of march this year they were $730000000.00 in the red new council units like this one of the guys hospital cost millions and the

a it's not the deep it's what we would call it cheap fake so something that has been edited with a little bit of a video editing software doesn't have to be complicated but it's still changing the entire message after video and it is something that is performing very well on the line and has a tendency to go viral. the labor party's now taken a well known image from boris johnson's 2016 bricks it campaign with a misleading claim about health spending on the side of a bus and twisted it to attack his new bricks it plan labor's opponents of attack very for making outlandish claims but they're not backing down either in the u.k. political advertising on t.v. and radio is restricted to a very few tightly regulated slots for each party making the odd line a redirect story importance twitter's decision to scrap political advertising can prevent misleading or downright fake content being shared meanwhile facebook has chosen not to block misleading political posts insisting it can't act as

a censor since the 2016 bricks at referendum social media companies say they've got better at dealing with fake accounts and fake news but it took facebook 2 years to show the world misleading referendum advertising like this different groups got different versions of the charts we don't know who got what or why i'm not kind of micro-targeting is going to be a big feature of this election campaign when you get a leaflet through your door by a political party it says on it it has to have by law a name and an address on it to say who's responsible for that there's no such rule line and so when you see an online advert it's a lot harder for you to know who sent it to you and who's paying for it and those are really really important questions for transparency it's always the golden question how this actually swings election it's really unknown how any form this

doesn't actually affects people's decisions to get out and vote day but's the worry here is that because it's very hard to scrutinise it could be having an impact that we are absolutely unaware so when britain elects a new parliament in a few weeks time one crucial factor could be the growing mountain of fake political content that the barber al-jazeera london. now on saturday germany will mark 30 years since the fall of the berlin wall for generations of people from 961900 89 it was the most obvious symbol of the ideological divide that spanned europe physically stressing the city into the mccain has been hearing memories of the barrier and how some attempted to cross it on a sunny day dagmar zoomed on likes to walk her dog on bare now or it's a simple pleasure she was denied for much of her adult life because this was where the berlin wall wants guarded by soldiers with orders to shoot to kill.
9:44 pm
or fermanagh in everyday life the wall played a role in that it was just there is stands before you if you're standing in front of it you just had to accept it august 1961 the height of the cold war when communist control of the east drove many thousands to flee west using the open border in berlin causing a brain drain the east felt could not continue so they built the wall separating families and friends overnight and when the 1st bricks were laid here rows of houses were blocked off meaning those who wanted to get out had to jump from the upper windows onto the street in the west. but as the wall became more solid soon that avenue of escape was blocked off and what became known as the death street divided the city and so people had to think much more creatively about how

they could free communism people like who better holbein as a young man he swam across a guarded waterway to reach the west and then decided he wanted others to be free to do so he helped build a tunnel under the center of the city in all 57 people crawled through this space to freedom including his own mother. it was a tremendous feeling taking part in possibly helping your relatives and friends come over but at the same time it was a strain because i had only just survived the border crossing myself and thought man if something happens to me here then it's twice as bad something did happen to fuck your heintz as a student he volunteered to help people flee the east bringing out dozens of refugees over several months using a car with diplomatic plates and adapted to allow people to hide from view but then one day he was caught they had already left saying need to have the diplomat they

9:48 pm
prison there is a bo has more from a neighboring argentina. just a while ago his lawyers entered the prison in order to talk to him and see what he wants and what they're saying is that they will request he's freedom immediately we know that is also requesting this whole case against seemed to be to be canceled and that's one has been a very very strong request because he's been one painting that these he's been politically persecuted and that the whole case against him has been false and created by the opposition and all of this is happening after the supreme court over overturned a ruling that says that a convicted criminal can needs to remain in prison once he loses his 1st appeal well the situation from now on is that that person could remain free and till he has exhausted all options in order to defend his case in any type of investigation
9:49 pm
and this of course affects not only former president lula da silva but also thousands of other people in the country among them politicians businessmen i'm one others that i've been part of what is known as the car wash operation this is the largest corruption investigation in brazil's history and it's been led by judge set of your mortal selves your model is currently the minister of justice of precedent and it was an adult and his methods and his impartiality in the new landscape have been severely question especially after some audio recordings were revealed revealed that he was working alongside prosecutors in order to in jail. but. a political crisis. still. followed.
