because you know. which is actually to get people to understand that it kills people and it kills people now it's ridiculous both sides would turn to people's books on how jazeera. this is al-jazeera. hello and welcome i'm peter dhabi you're watching the news live from our headquarters here in doha coming up in the next 60 minutes a shaky cease fire rockets launched from gaza into israel hours after a truce went into effect. withholding security assistance in exchange for help with a domestic political campaign in the united states would be crazy i believe that then and i believe it now. a senior u.s.
4:01 pm
diplomat gives evidence in the 1st public hearings of the impeachment inquiry. more protesters are killed in baghdad as crowds gathering in the capital hit by tear gas and rubber bullets. and far as well have all the day's sport news including a former teammate of calling captain i believe the quarterback and a politician feels like a p.r. stunt. let's get going rockets have been fired from gaza into israel hours after a cease fire was agreed the attack appears to have violated a truce struck earlier between israel and the islamic jihad group $34.00 palestinians have been killed in israeli air strikes the escalation began after the israeli army assassinated a senior leader of the group on tuesday islamic jihad is a palestinian group that was formed in the early 1980 s. it's completely unreal. lated to how mass the palestinian organization that runs
4:02 pm
the gaza strip one of islamic jihad's main goals is fighting against the existence of the state of israel matheson joins us live here on the news from west jerusalem with more on this evolving story is this cease fire generally holding or not do you think. peter the moment it does seem to be holding as you were saying in the 1st few hours when the cease fire took effect that was about 5 o'clock local time 8 seemed to be ok we did get some reports from our teams both in gaza and on the border of the israeli border with gaza that rocket fire had been paired very shortly after the cease fire went into effect and also the sirens have been heard in some of the areas the israeli areas on the close to the border but in the hours that followed things went very quiet then around about mid-morning we understand that about 5 rockets were launched from gaza we
4:03 pm
don't yet know what targets if any they hit although we understand that at least 2 of them were shot down by israel's iron dome aerial defense facility that does not seem to have had too much of an effect on the cease fire itself it certainly didn't seem to provoke a significant response from the israeli military so the fingers are crossed that this cease fire for the moment does seem to be in effect the islamic jihad fighters have said that in order to achieve the cease fire they have been able to wring concessions from the from israel for example on what it regards as israel's policy of targeted assassinations it was one of those targeted killings that led to the killing of the islamic jihad leader and his wife that you mentioned just a few moments ago that happened on tuesday and that is what sparked 48 hours of shelling between both sides and islamic jihad also said that it's been emon to get
4:04 pm
commitments from israel that israel would no longer target protesters who would be at the gaza border and get some concessions on the restrictions of moving goods backwards and forwards between israel and gaza israel is saying that is not the case israel is saying it is not changed its policy its fallenness as your cat said this morning. karma will be met with calm which is israel's usual response to a situation like this which is not tacitly a knowledge that a ceasefire has been negotiated but does at least stress that israel's position is that as long as gaza does not fire any rockets into israel israel will not respond rob thank you at least 2 people have been killed an iraqi capital baghdad during antigovernment protests 35 others were injured many of those hurt choked on tear gas or they were hit by rubber bullets when $300.00 people have been killed since the beginning of october protesters want
4:05 pm
a complete overhaul of the country's political system our correspondent mohammed jump is live for us in baghdad mohammed what's the latest on the protests. so peter we're told that as you mentioned 2 people were killed today at least 2 people some fear that that number may rise in the coming hours and dozens injured that's because of clashes that happened in a square known as the lani square which has been the scene of a lot of violence these past several weeks of demonstrators usually gather there throughout the day and then they try to get around these concrete barriers that have been put up by security forces who don't want those protesters to access the bridges that would allow them to get to parts of the city where there are government buildings where there is the green zone they want to try to confine these protesters to that square and also to the square which is the epicenter for the peaceful protests in that to have a square that's really the only lawful place in the city that security designated security has designated for protesters to be in now there is concern that tensions
4:06 pm
could rise again at the moment it seems to have calmed down the injuries and deaths happened we are told because of rubber coated steel bullets that were being fired by security forces as well as tear gas canisters striking those demonstrators that were out today i should mention that right now as i said it is slightly calmer but typically later in the day what we see is a cycle of violence of demonstrators getting upset that they can't have access to these bridges then trying to get to those bridges and then that cycle repeats itself but as of now for the moment that is not happening and i should also mention that according to the baghdad command center they are denying that any jets have taken place today peter thanks very much. russia setting up a new military base in the northeast of syria in an area recently controlled by u.s. forces now the new facility in the city of consciously will house combat helicopters and air defense systems russia and turkey have been carrying out a joint patrols in the area since the withdrawal of kurdish y.p. g.
4:07 pm
forces. the u.s. ambassador has described how president donald trump put pressure on ukraine to investigate his political rival joe by william taylor was one of 2 diplomats to appear in the 1st public hearing at the center of the impeachment inquiry into donald trump heidegger castro reports from washington the whole truth and nothing but the truth so help you god william taylor and george kent took the stand together at the 1st public hearing in the impeachment inquiry career foreign officers called by democrats to tell a compelling story to the american public taylor is the acting u.s. ambassador to ukraine who upon assuming the post in june found himself dropped in the middle of a mystery once i arrived in cave i discovered a weird combination of encouraging confusing and ultimately alarming circumstances
4:08 pm
taylor had begrudgingly agreed to come out of retirement to take over the u.s. diplomatic mission at a critical time his predecessor maria had been ousted without explanation and president trump personal lawyer rudy giuliani was meeting with ukraine officials to discuss debunked corruption allegations against political rivals that had taylor worried and countered an irregular informal channels of u.s. policy making with respect to ukraine unaccountable to congress taylor began asking questions and learned the informal channel was aimed at getting ukraine to investigate joe biden trumps potential opponent in the upcoming presidential election taylor's. as career diplomats were sidelined as trump's chosen aides pressed ukraine to publicly announce a biden investigation george kent a state department expert on ukraine says giuliani was getting more involved in u.s. relations with kiev it became clear to me that giuliani's efforts to gin up politically
4:09 pm
motivated investigations were now infecting u.s. engagement with ukraine leveraging president selenski desire for a white house meeting but there was more ambassador taylor says he had a clear understanding that u.s. security aid to ukraine worth $400000000.00 was also on the line the money was essential for ukraine to fend off russia's military advances to withhold that systems for no good reason other than help with the political campaign made no sense it was it was counterproductive to all of what we had been trying to do. it was illogical it could not be explained it was crazy multiple witnesses have corroborated taylor's testimony much of the facts are uncontested but there is a critical factor still missing from the democrats' argument to impeach president trump and that is evidence that trump was directly involved and therefore to be
4:10 pm
blamed the closest democrats have come is a july phone call between trump and the president of ukraine a lot of years olinsky tells trump his country's ready to buy more weapons from the us for defense purposes trump sansar i would like you to do us a favor though then ask for investigations into democrats and the bidens this is extortion this is bribery and in any other instance people would go to jail for sure trump says he's innocent and republicans are stanch lee defending him but anyone from 1000000 with a democrat scorched earth war against president trump would not be surprised to see all the tip. well signs that this is a carefully orchestrated media smear campaign prior to the start of the public hearings americans were about evenly divided on whether to impeach trump and remove him from office now that they're hearing directly from witnesses all eyes are on
4:11 pm
whether the public's opinions will change. castro al-jazeera washington. ok white house correspondent kimberly health. just to break this down for us is this the 1st piece of testimony direct to the tying mr trump to that conversation. yeah and what we heard from that testimony particularly from bill taylor has been particularly damning for president trump now what we saw in that hearing and what the republicans were successful in doing to a certain extent was to try and knock down the credibility in terms of painting a picture that this essentially was hearsay that's going to become much more difficult as we look forward to the next set of hearings peter that will take place on friday because what we heard in that hearing repeatedly from about taylor was he talked about a conversation that one of his aides was nearby listening to where there was in
4:12 pm
fact a conversation with a nother ambassador a political donor turned bastard by the name of gordon sunland he is a very key figure in all of this but the aide in fact his name is david holmes he'll be testifying on friday and why this is important is because this will be 1st hand information which will make that a lot more difficult for republicans to knock down the other person we'll be looking at on friday is marie yvon of it and she has also been brought up repeatedly her testimony will be important because she was a target of one of the president's. political assistance in terms of rudolph giuliani a personal lawyer a friend but also who was on usually involved in ukraine policy targeting this ambassador to the point that it was so fact of that she eventually lost her job so that is looking ahead but the other thing that we've taken from all of this that maybe democrats won't like so much is the fact that americans watching this will
4:13 pm
they found it difficult at times to understand also got the impression that politics is just dirty and that is going to be a problem for those trying to impeach the president because donald trump as you remember who's the target of these impeachment hearings he ran on the whole argument that washington is a swan. it needs to be drained and what many americans as we look and pull back from this now 24 hours later are getting the impression that it's dirty on both sides and that is not going to work very well for democrats so they're going to have to keep pushing forward they're going to have to have arguments and rely on 1st hand witnesses and information and that is coming and we go in among that testimony coming on friday there will be closed door depositions as well or deposition singular is that because the information is so sensitive absolutely in fact it's good you brought that up because we talked about that phone call with that one aide whose name is david holmes this is an enormous breach of security
4:14 pm
and the fact that he is going to be testifying about a phone call with the president of the united states that he overheard when you're talking about ukraine when you're talking about sort of russian interference well it doesn't get any worse than ukraine given the fact that you can expect that almost every phone call is being monitored by the russians given the fact the united states knows that not only was this 2016 election interfered by russia but that it expects is 20 twentieth's lection this is a huge problem so they're trying to not only protect that information and highlight what a security breach this was but you're right it's going behind closed doors because some of this is not even safe for public consumption does that come a point then briefly kimberly with the trump white house has got to jettison this idea of own look it was all unofficial it wasn't on the radio he's the president of the united states if he brushes his teeth it's official. boom exactly he summed
4:15 pm
it up right there peter i anything the president does once you enter that white house this is public realm and that's the problem for a man like donald trump who has been a businessman who is really operated outside of the rules if you will of power and privilege he doesn't seem to recognize that once he entered the white house he was beholden to the people and this is where he has gotten into a lot of trouble what was ok for him as a new york real estate mogul was not ok in the parameters of u.s. politics u.s. security and given the fact that he targeted on the campaign trail hillary clinton repeatedly given the fact that she had been you secret service as the u.s. secretary of state the fact that he was talking on an unsecure phone line is going to be of enormous interest not just to security officials but also u.s. voters can believe thanks very much the race to become the next president of the united states has

4:28 pm
a lot of weather caused generally in europe of the last few days and the next few days have to be just the same a sway the clouds in the east this is what's brought the snow and then a look at this a major system out tools west just getting its lawyers that look at this because the snow came down very very quickly as you said this is into southern austria 25 centimeters in most areas 70 centimeters elevations up into the mountains schools were closed all surprised me but the authorities very quick to actually get the snow moving however just across the border as well here we are in slovenia it's very heavy wet snow particularly this time of year so it's actually pretty hard to clear it but as you can see it came down and it will stick around for a while because the time which is a fairly low is still fairly molecules eastern europe that's why this way the cloud history thursday on into friday this is the next system this is the one which is bringing some very heavy amounts of rain we could see some flooding and all of this is heading towards $89.00 remember just this time yesterday we're talking about the

that mr trump put on the ukrainian leader. mr trump's threat to withhold military aid to ukraine is an important part of the inquiry kia has received an estimated $1500000000.00 from the u.s. over the past 5 years star vast reports from a center in western ukraine where american forces train local troops. but it. laying low seems to be the message in ukraine after u.s. military aid was stamped suspended in july the country was suddenly at the center of an american political storm involving a phone call between the u.s. president and the newly elected ukrainian leader. undeterred by what's going on in washington ukrainian soldiers are preparing war games with a u.s. colleagues at the joint multi national training center in the west of the country tactics they can use in the ongoing war against russian backed separatists in the east. were we pay attention to politics that doesn't affect our day to day process
4:33 pm
will be here tomorrow. long as both governments agree that we're needed here. besides having ukraine's back against russia the americans are getting ukraine's troops ready to become part of nato. this is how u.s. military aid to ukraine looks like an army which was said to be suffering from corruption and the lack of funds now we've got to face russia in the east but one threat to withhold this aid even though it was only temporarily has caused doubts about how much ukraine can we rely on its most important ally. after the much debated phone call with trump ukraine's president followed a mere zelinsky said he did not feel pressured by trump's threat to withhold military aid but analysts say it has affected the image of the united states and ukraine and could even push some towards moscow what we're seeing in washington now that is under threat of unraveling completely as widely reported in
4:34 pm
a series that for trump trouble is not interested in any larger issues of democracy promotion state building and human rights in ukraine rather he's interested in using grain for his own political needs. but the us president still has some fans in kiev this coffee shop only opened a few months ago i would say it would make ukraine more famous and more people aware of ukraine was happening in ukraine about war in the middle of europe ok but it wouldn't help ukraine in that many americans going to even know that ukraine exists young pitcher vios billeted i don't feel any particular help from america so i think we have to rely on ourselves. not the sort of message ukrainian soldiers fighting what is known as the forgotten war against russian backed separatists want to hear they hope the u.s. will continue to support them step fasten al-jazeera livy for ukraine.
4:35 pm
ok another eventful day at the impeachment inquiry in washington join us again here in the news thomas gift political science at the university college london he joins us from the city there thomas welcome back to the news so is donald trump's defense i don't remember. well it's hard to know what his defense is at the moment and i think conservatives are really confused as to how they're going to justify the actions of president trump i think what they've kind of settled on essentially is that this is problematic there's not a whole lot of dispute around the actual facts but that it doesn't rise to the level of an impeachable offense now remember not all people offenses are crimes technically and not all crimes are impeachable offenses so it really is in the eye of the beholder as to whether democrats or republicans think that the actions that president trump took with regard to ukraine actually rose to this level where it is impeachable but depending upon what happens on friday when they close the doors
4:36 pm
despite the fact that this is a an on camera process might what we hear on friday compromise those people who say look this was all just an official. well it's very difficult to tell i mean yesterday really was the 1st opportunity that americans had to see the individuals for themselves and to judge the facts and evidence for themselves but i don't think anything that actually was disclosed yesterday is going to change a whole lot of minds both democrats and republicans are pretty locked in there either defending him or they're not and i don't expect anything to change going into friday and indeed subsequent weeks and for you was what mr taylor had to say particularly heart felt on his part because he seemed as well feel the need to define it as a negative he seemed to flip it around and say look it from a from a point of view of the relationship between kiev and washington it made no sense whatsoever for us to get involved in a carrot and stick approach not quid pro quo and that everyone's been mislabeling
4:37 pm
it as a carrot and stick approach an underlying threat well he really did emphasize the national security dimension of this and essentially say that by dangling the possibility of military assistance to ukraine but not actually dispersing it until a certain point that this was in danger the national security of ukraine and made it more vulnerable to incursions from russia in particular and i do think that by emphasizing this national security dimension it may have a little bit more appeal to republican voters who may prioritize that and say well maybe there's a problem if this is actually having implications for national security it wasn't just a call and it wasn't just a political gift in london thank you. the health authorities in the democratic republic of congo are beginning a major clinical trial of a new in bhola vaccine but the rollout is already being criticized al-jazeera as
4:38 pm
catherine soy has more now from the eastern border city of goma. a new a ball of vaccine for a major child scientist a testing it on up to half a 1000000 congolese over the next 10 months to study its effects. the vaccine is safe it has already been tested on a small sample of people elsewhere according to professor would not have approved it if it was harmful to the people but some people are concerned that the long term effects of the drug made by u.s. multinationals are not yet known and the fact that it needs to doze is 8 weeks apart we not walk on people who travel often to challenge and to shun raids between 2 to duties will be a indication of the acceptance of his vaccine to population. we we will work with the communities we explain to the communities we believe know that if we explain simply things to the people say they are able to understand
4:39 pm
about 250000 people in parts of this region are already being injected with another vaccine made by a german company that has just been approved by european regulators those receiving the new a drug given areas that are considered at low risk of an outbreak this is a very busy border crossing between d.r. congo and rwanda tens of thousands of people mostly traders use it every day health workers say vaccinating them is crucial feelings here over both vaccinations are mixed. distraction is good it helps us go about our business without fear. i can never do it i don't know what they're injecting into us they didn't benny and people are still dying a ball about the nations in the dead. pratik republic of congo have long been controversial and political one health minister is reported to have lost his job.
4:40 pm
for opposing the u.s. study some congolese say they don't trust what's going on but health workers insist this is the best way of beating a disease that has killed many people catherine sorry al-jazeera comma ok let's talk now to veronique obedient who saw in that report there she's the vaccination project coordinator of doctors without borders she joins us on skype from goma veronique welcome to the news or on the one hand your organization seems to be signaling look this is safe and on the other hand you're still testing you're still trialing why is that is there a need to carry on testing this. group after known yeah we are testing because you know my post has swollen your books enough and now we are. strains where we need to test results. so if she gets in and she can see as we said at what point do you say the long term effects or the long term side effects
4:41 pm
are ok and we can live with them. well so wrong trail mix side effect we don't know for sure but it's like trying the new product of her go back scene when nor with a time what tween or full time me is vaccine ease the safe meanings that we didn't their. effect we don't yet mine or. a troubled slave some thieves some but not more than that sort we know is that it's own sure it's safe and now we have to prove that cheats will be effective and polls are known tell me we're left. to study more and it's it's a world of the stuff. is it possible and i'm not wishing to put words into your mouth that you may be trolling this in the wrong areas we were making the point there in
4:42 pm
catherine's report that some of the testing is going on in what has been historically low risk areas should you not be doing it in what's been high risk areas because then as a built in braces exercise if you will if it works there it'll work everyplace else . here but for the climbing trolls it falls or i. already out there is so not all vaccines america and we know that is the action isn't sick to it. so now we need to case in different areas to talk to more mall and total mall ability so on and then we of course it help i agree but its not for its kmita we are seeing in our reactions where people are are mourning a lot threatening also comes of hormones as well so it's not. very very briefly veronique do not have to stop people moving around because that's one of the defining aspects of the way that the transmission of ebola happens isn't it.

not quite sure if it's one of the whole spectrum back into people's lives you know ok we'll leave it there bernie good to talk to you thanks very much sank you're back zimbabwean dollar notes have been reissued for the 1st time in a decade the currency was scrapped because of hyperinflation his harem a task. outside banks in zimbabwe disappeared when there was hardly any cash available most transactions were made electronically now for the 1st time in a decade the dollar notes are back but there are only a few in circulation that's why some zimbabweans feel nothing will change the government is now operating in panic mode and this desperate decision of bringing. its. involvement most parents are limiting individuals was drawls to just 20 u.s. dollars a week inflation is in the triple digits many here say there's not enough for them to cope with constant fuel shortages and the price of basic commodities going up
4:44 pm
every week people are getting the money that they want they only getting $100.00 which is not enough to through to live by about $2.00 to $2.00 bottles of the doing too little so it's not much in 2009 dumped its currency will lead to hyper inflation widespread unemployment soaring food prices and shortages a basic goods the u.s. dollar and other foreign currencies were made legal tender but that didn't turn the economy around 4 years ago the government introduced bonds notes and coins and while we were told the value was based on the u.s. dollar but few people believe that on the black market they kept losing value now some people fear these new notes and coins will again cause inflation. this year history could repeat itself if the government prints these new notes recklessly can live in years. very precious.
4:45 pm
bird. the danger of that happening again is real we have to hope that government. because of that. right enough strong enough for them to show remorse to avoid doing anything which is that irresponsible the government says there will be no recluse printing and the thing you know it will ease casualties but people are skeptical this bag ran out of cash in liston for hours leaving many customers frustrated and again uncertain about the country's economic future young kids ready to go i mean why am i was i was but what i see what al-jazeera. there is anger over plans to expand an oil pipeline near lands of indigenous peoples in the u.s. state of north dakota a recent leak at another pipeline nearby is making activists even more anxious al-jazeera alan fischer reports now from linton north dakota then we'll begin the
4:46 pm
hearing some came a great distance some came to object and some were veterans of the fight to stop the pipeline in the 1st place and you know. for months the student defiance of standing rock in north dakota determined to block the building of the dakota access pipeline when the courts gave the go ahead the protesters were forcibly removed from the land now the company that built the pipeline wants to expand it pumping twice as much oil through it environmentalists. but if you double the amount of oil going through a pipeline you do have a leak. you're going to have twice as bad a leak so that's a real concern the state has been heating the case for the expansion and the arguments against this is life for humans we can't eliminate all risk one of those objectives was to try the native americans from standing rock there what is heightened by a leak at the nearby keystone pipeline i think. it was
4:47 pm
i would say. unfortunately probably some people are not going to feel that way but . it definitely opened the company behind the pipeline says the expansion there is simply meeting consumer demand we need to expand the pipeline because the commercial need is there we have shippers who have oil that needs to get out to markets around the country and so being able to do this on a to go to access pipeline by coming in and doing something that's really very common in the industry we're basically adding mainline. we're not doing any mainline construction public consultation on the expansion plans and next week the commissioners will then look at the evidence before making a final decision. if it gets to go ahead there's no guarantee that it will bring more protests to north dakota and the standing rock island. north dakota. much of the italian city of venice is still underwater after the. 50 years. change
