motives behind the systematic persecution of the ranger and. exiled on al-jazeera. this is al jazeera. so robyn you're watching the al-jazeera news our life my headquarters here in doha coming up in the next 60 minutes victory for hong kong's pro-democracy leaders after months of protests against beijing's influence. also government supporters in beirut attacked protesters who blocked roads to demand political change. and new evidence emerges of china's repression of more than 1000000 weak. i'm gonna go with the sport for the 1st time since the blockade of cattle began in 2017 saudi arabia

is national football team touches down in doha ahead of the gulf cup. could have a company welcome to the news hour pro-democracy candidates in hong kong have won an overwhelming majority in local council elections voters turned out in record numbers supported parties concerned about beijing's involvement in the territories affairs chief executive kerry lamb has promised to listen humbly in beijing china's foreign minister reiterated that whole kong is part of china no matter what happens in the elections or we begin our coverage with this report from sarah clarke in hong kong. as dawn broke hong kong to a new political landscape more than 70 percent of voters cast their ballots in sunday's district council elections the pro-democracy party secured a record number of seats a lot of people actually sacrifice
1:02 pm
a lot of stuff but there's a lot in the last 6 months. to actually get this result and i think people are very . united and. together to try to actually try to win something joshua one was disqualified for running but his party claimed victory in his electorate unseating incumbent post councilor remarkable achievement in their district. as the efforts of hong kong especially motorists protest for a hotline for lying there's the prey the price span the time or even sacrifice in the protest movement until now the probation parties held the majority in the district councils but anger against the government eroded their support they've apologized to the public for misreading the vote those aligned to the post camp say it's a nightmarish result and the city's government will need to reassess the people's

demands have spoken quite loudly and clearly haven't they so i believe what we now do is such a to look at what it called a 5 major demands and whether any of them can be dealt with by the more satisfactory than before the district council elections are traditionally and on a vengeful poll but after 6 months of anti-government demonstrations and increasing violence this election was considered a barometer of public support for the protesters this is a win for the protesters that could be a point for them to say we've we've arafat's on the street have converted into a tangible political outcome of this is a good opportunity to step back and take stock and and think about what next for the protest movement so it may see a period of relative calm for hong kong after a very turbulent 6 months the pro-democracy movement celebrated their victory on monday but some protests is rallied to show their support to those who are still holed up inside the polytechnic university for more than a week the district council vote comes ahead of the midst of council election next

year sunday's record turnout is considered a message from voters to reopen the discussion on the city's political reform the government now has 10 months to make changes before voters go to the polls once again sarah clarke al-jazeera hong kong. let's go live to under thomas whose aim beijing and under record turnouts in a defining moment in hong kong's democratic process but how is the sort of playing out in beijing they must be quite embarrassed at the result. well it's playing out so very quietly you would barely know there had been any elections in hong kong if you're as i am in beijing the foreign ministry held its daily briefing a couple of hours ago now and they were asked on 2 occasions the spokesperson was about what these results main and both times the spokes person dodged the question he talked about how the priority in hong kong was restoring order how it was important to get stability in that place in china he stressed again how it was part of china and how foreign powers to stay out of it but asked twice about what the
1:05 pm
results made he refused to engage in that part of the question and so and the media likewise in the run up to these elections in hong kong china's official media was full of them and this is the monday edition of china daily the english language official paper turn out sets record in hong kong district voting it says that was printed on sunday night of course now we know the results you'd expect this newspaper to be all over those results but the website mentions nothing about the results while newspapers from le monde in paris to the times of india to be say to us are talking a lot about these results nothing at school in the official media that in a sense says all need to know the results themselves are embarrassing they're largely being ignored here indeed we'll continue to monitor any comments coming out of beijing in the coming hours for the moment 100 thank you let's cross over to ramallah where human rights watch israel palestine director omar sheikh here is set to be deported from israel within the next few hours earlier this month the high court of justice a pole the deportation order by the israeli government because visa was revoked
1:06 pm
because of his support for boycotting israel let's listen in to kenneth roth he's executive director of human rights watch be exempt from the global rules that apply to companies everywhere it is promoting israel exceptionalism now israel claims deportation is not about human rights watch it's only about omar we can replace him it sets. but during the whole time at human rights watch omar simply promoted human rights watch policy human rights watch does not endorse b.d.s. nor did omar during the entire period of his tenure with the organization so it's not about omar it's about human rights watch there's no point replacing omar because our next researcher would have the exact same problem that omar didn't they would just like omar be promoting our view our policy that businesses should avoid
1:07 pm
complicity with israel's evil settlements so as a result we're not going to replace omar omar is going to continue as human rights watch as israel palestine director we wish that he could continue to work from israel but instead he will have to work from a neighboring country that doesn't censor us probably beginning in amman but possibly and some of our other offices in the region there will be a cost to that it will be harder for us to engage not only with israeli authorities but perhaps most important with palestinian authorities and even with hamas physical presence as matter but were used to operating in countries that bar our research or. we learned the necessity of monitoring human rights abuses from afar in countries like iran and egypt and venezuela all of which have barred our
1:08 pm
research or. israel today is joining that ugly club of governments i should note that we also can supplement omar's work with our local stuff you just heard from who did and we will at times be sending in other of our crisis researchers and researchers without portfolio who for short periods can work in this country under omar's direction so the work is absolutely going to continue. it's also a matter of principle because it israel can pick our research or israel can preclude certain topics imagine what other governments will do china will say you cannot monitor shin jang saudi arabia will say you gotta leave yemen alone meon or will say you can't touch the rohinton so as a matter of principle we will redouble our work on israel and palestine we will use the same researcher the same principles the same scrupulous objectivity the same
1:09 pm
reporting on all sides to the conflict and the same determination not to submit to israeli censors. a final note. it is not coincidental that israeli censors have focused on the illegal settlements or the illegal ones if you want to believe the fantasy world in which trump and pump a operate the israeli government clearly doesn't want the world focusing on the systematic discrimination and oppression represented by the settlement regime but as so often happens the censorship effort has only heightened global interest in what's being censored it is only intensified the spotlight on israeli misconduct as a move to silence the messenger the deportation of omar shock here has utterly backfired
1:10 pm
human rights watch will not submit to the blackmail of the abuser whether omar is inside or outside israel as he directs this work human rights watch is here to stay thank you. one. and it will be. and over buddy thank you for coming. so this is a very difficult day for me as omar's attorney. as almost friend but also as an israeli human rights legal activist. what we are witnessing today is a milestone in these really governments ongoing effort to suffocate human rights advocacy work in israel and palestine to silence its
1:11 pm
critics. and to stop human rights activism in this region for the israeli human rights community and i'm sure also for the palestinian human rights community this is a not an alarming day a day that signifies the attempt not only to incite against us but only to engage in. in attacks against us not to have any discussion with us on ideas on facts but also to isolate us here and to detach us from our partners our colleagues our friends and our network of support or support in the international human rights community. i want to say on a personal note my parents immigrated to israel in the sixty's in the sixty's from poland they left the country where they were engaged in struggles for
1:12 pm
democrats is asian. a country that was increasingly. driving them out of the country not tolerating any criticism not from inside and definitely not from the outside they came here wanting to raise their children michael's father the lawyer for omar shakir just speaking now we will continue to monitor obviously this press conference let's bring in our correspondent in ramallah to abraham of course you've been listening to what's been said certainly by kenneth ross the executive director of human rights watch and really there is huge impact and significance of this deportation sending out warning signals to anybody that is a human rights observer or anybody who supports civil liberties within israel and the occupied territories it said have a clear message certainly from the israeli government and the israeli courts. this
1:13 pm
is the 1st time for human rights defenders to be deported of course this is based on a law that was passed in the israeli knesset in 2017 that says that anyone who supports the b.d.s. movement which is the boy caused divest and sanctions against israel should be barred entry now he wasn't just barred entry he was asked to leave a year and a half ago this is a battle of the good and human rights watch has started fighting since the decision of the israeli government was made in may 2018 to bar him to deport him and you fork his work as a didn't see at 1st the israeli government has said the reason for that is because involvement in b.b.'s actions in the past however in the courts the supreme court's decision that was issued in november 5th they said that the main that their human
1:14 pm
rights watch human rights watch as reports that's called upon businesses to stop working in the illegal israeli settlements is the main issue here and it's a count to be dia's of course this is what human rights watch officials have been saying this morning that this is not an attack against our much check at himself this is an issue that deals with human rights watch with the work of human rights defenders we've heard them say that disses an alarming thing that this aims to silence all critics of israel of course in the press conference we we heard that they're saying it was in the stop you for a moment because there we go to the press conference because it is going to speak let's listen to what he has to say. despite my deportation today few israeli government has failed to muzzle human rights watch or the human rights movement.
1:15 pm
the world sees through the various labels that the israeli government has attached to this case the statement and outpouring of support that has come from the european union from the un secretary general from civil society internationally israeli and palestinian speaks to what we all know this is always been about it's been about an escalating assault on the human rights movement but more importantly this is shut shine a light shine a light on the attacks of human rights defenders face what i face is small in comparison to what so many others have gone through i've had the privilege and honor of being here for 2 and a half years a privilege denied every single day at israel's airport and borders to countless other rights advocates and others because of their background because of
1:16 pm
their political views that is a privilege i will cherish the rest of my life and that many others have not had to experience every single day virtually israeli and palestinian human rights defenders are maligned israeli advocates accused off disloyalty of being traitors laws being put in place to restrict their access to foreign funding and those that get at the worse are palestinian advocates who face criminal charges travel bans and regular harassment from multiple authorities i only wish the same number of cameras would focus on palestinian rights defenders who have their offices raided by the israeli army those who receive bans from leaving the occupied west bank and those events put in the ministry of attention without trial or charge but more importantly than even that.
1:17 pm
this case shines a light on the reality we face today as we stand in this room where near 53 of an ugly occupation with no end in sight characterized by institutional discrimination by systematic repression and rights abuses and particularly the palestinian people if the israeli government can deport somebody documenting rights abuse without facing consequence how can we ever stop rights abuse the message that needs to be taken away from this room is there must be a reboot and the way the international community and gauges around this issue so long as there is no consequence for their regular human rights abuse so long as
1:18 pm
impunity reigns you will only see more and more rights defenders coming under pressure and rights abuse under the ground increasing today it's human rights watch tomorrow it'll be israeli and palestinian rights defenders the next day it'll be the spouse of israeli citizen or a student studying at an israeli university today it's denial offend tree and deportation tomorrow it will be criminal charges today it is support for boycotts tomorrow it will be calling for the international criminal court to open a formal investigation or god forbid calling the west bank occupied or settlements illegal which they are there is a need for a new approach in the international community but i want to end on a personal note looking around this room i see many friends civil society partners and many others. what i want to say is it's been an honor a full lifetime to have worked with you for these 2 and
1:19 pm
a half years this and many ways is my dream job and i will be honored to continue to do this job from the outside. i have learned so much from each a few and although i will miss working together on the ground every single day please know that our resolve our determination will not wane one iota we will cover the same issues as ken said with the same intensity with the same methodology as we do everywhere else in the world what makes this particularly hard for me on a personal level is i've gone through this before i was forced to leave egypt a country that i'd spend much time in after we documented a report on the mass killings of protestors and i can tell you that what happened in the weeks and months after i left is people like the ones i see in this room
1:20 pm
left in exile were detained were under more and more pressure just last week one of the last independent lots of egyptian media mother musser was arrested i bring that up here because i tell you i worry about where things will go and this needs to ring alarm bells around the world not because what i'm going through is worse but it's because if the israeli government tosses out human rights watch without consequence who is next but i will end by saying i will not stop doing this work we will not stop documenting and to our israeli and palestinian partners i end by saying we are on the right side of history history will not look fondly at those that do not speak out in moments like this and i will be back i will be back the day when the day comes that we have succeeded and dismantling the
1:21 pm
systematic human rights abuse that affect israelis and palestinian and the system of discrimination we won't stop and i think you so much for being here and for your solidarity it means the world to me thank you. for those years joining us here on al-jazeera english i was omar shaikh here who is from human rights watch and having been deported or will be deported shortly from israel for his research work on the abuses in the occupied territories and in within the region let's bring in it abraham our correspondent who was following that press conference from ramallah and i think that he spoke very eloquently and really summed it up the international community has to take note of what's happened today because it's not human rights watch today it'll be another group tomorrow as he said so head who's next if a human rights defender working with a high profile organization such as human rights watch is being deported he was
1:22 pm
asking in the press conference what's going to happen to palestinian and israeli human rights defenders are they going to be criminally charged as people who live in this place we've also met other people for example was it who works for amnesty and he has been banned he's a palestinian a worker there and he's been banned travel from the palestinian territory abroad so this really poses a big question on what's going to happen to other human rights defenders are going to be are they going to be silenced or not for the moment we will leave it there of course monitor the fallout of that press conference in the coming hours thank you know major road has reopened in lebanon has come to light and some of the worst violence and more than a month supporters of to share movements has been marked and amar clashed with antigovernment protesters in beirut but both sides threw rocks at each other for hours security forces had to form
1:23 pm
a barrier to separate them but this confrontation is some of the worst since the nationwide protests began in october. well the classified chinese government documents are giving an insight into the midst attention of ethnic minorities mostly muslim week has rights groups estimate that more than a 1000000 people have been locked up incomes in this changing region into moment as will. the chinese government says camps such as this in the shin jiang region are centers for education and vocational training documents obtained and verified by the international consortium of investigative journalists reveal they in fact operate as extrajudicial internment camps for the compulsory indoctrination of ethnic minorities mostly muslims the documents detail how police use an artificial intelligence driven data system to select who will be detained once inside the camps every aspect of their life is controlled from frequency of toilet use and
1:24 pm
haircuts to visits from loved ones inmates the documents say are ultimately judged on ideological transformation study and training and compliance with discipline and order. in the classes they would tell us that we were poisoned by religion that islam is an infectious disease that it came from abroad that if they needed to be a religion in china that it must people does him and we should not believe in any other religion. human rights lawyers say the documents confirm what many have suspected about the camps there's a. yes you know where you can work or being indoctrinated with you know the sort of central cheney's i mean it's propaganda in removing a reason you're honest. and it's the most orwellian thing that ever seen the. chinese government has rejected leaked documents as fake news. documents or court docket you're talking about is a. fabrication if you want to have
1:25 pm
a document about this but cheney had to get his sentence we have many documents we have a 7 paper published international legal experts say the interim and camps are a violation of china's laws and constitution but the chinese government has long stood defiant against foreign criticism into modern al-jazeera greg barton is a professor of global islamic politics at deakin university and joins me now via skype from melbourne good to have you with us on the program so i mean the findings published by the international consortium of investigative journalists does make for intriguing reading if taken at face value that these vocational training centers as has been reported are the chinese call them detention centers have very strict direction to change thinking and personality of everyone to approach china doctrine regardless of sort of personal faith or cultural background. that's right the details are very chilling i mean none of it is surprising but it's still
1:26 pm
shocking to read these details not just of people illegally detained and effectively prisons but every moment of their of their day is monitored and calculated and then if they deemed misbehave that their detention is extended it's it is truly an orwellian situation very very chilling how concerned are you about what you read about the fact that technology is being used as as in surveillance and it's playing a very large part in the way that the situation is being controlled it's 6 trimly worrying not just for the wigger and that you know a 1000000 plus people in detention is incredibly bad but this is a gesture that this is a kind of love oratory for the rest of the 1400000000 people in china and if this technology used in china it won't be limited to china either i mean other countries should be worried about this technology being misused in this fashion it's always been speculated that it will intelligence and surveillance technology could be
1:27 pm
misused but now we're seeing it in real time when these sorts of reports are published and there's always some sort of backlash we are expecting something from china perhaps maybe silence how do you think they're going to respond i think china is really running out of credibility no one believes them anymore i mean they've come out and say that these are falsified documents but you know the scale of brutality is such that it's literally visible on space satellite imagery shows us the construction of these camps and there are so many reports now including these allegedly leaked reports that it's impossible to cover up but one of the things that china doesn't do well is soft power for all of its might and technology and prowess and well it just isn't very good at convincing the rest of the world that it's doing the right thing interesting to see what comments to come out of beijing on the back of this report for the moment great bottle thanks so much for joining us from melbourne good to join you thanks very much. to africa there were more than a 1000 people pardon me central asia where more than

step and for the united nations we will look forward to work with any government we have no position regarding who wins this election and our advice to the political leaders is also to demonstrate the same calm and restraint and to appeal to their supporters to be restrained as we enter this critical phase of announcing the results and all those who may have grievances should use legal and constitutional means to address those grievances we will work with any government to build up this country's great strong institutions helping to resume restoration revenues and have opportunity to focus on the critical needs of the population of guinea bissau just a quick question how is security or stability in going to be contingent on the safety and stability of this region there's so many west african forces that are here deserving this election i think the president of course in particular is not

region there were no casualties no injuries in this situation here also over here towards parts of venice we are talking about a tide in this area on sunday that was about $1730.00 centimeters normally for the tides there anywhere from $80.00 to $90.00 centimeters of course they also saw some very heavy flooding there down towards the south $128.00 millimeters of rain fell in just 24 hours so of course widespread flooding has been the big problem here we're also dealing with these are of low pressure causing a lot of the rain down here towards the south today that system is going to make its way a little bit more towards the east and in greece this is going to be a big problem for you over the next few days there towards the west though we are talking about another storm system coming in from the atlantic this was part of the tropical system sebastian it's really bring some very very gusty winds across parts of france as well as into spain and we are looking at a storm surge across much of this region over the next few days. the weather

after some of the worst violence in more than a month supporters of 2 she opens clashed with antigovernment protesters in beirut . let's get more now on our top story the aftermath of sunday's local elections in hong kong victor gao is the vice president of the center for china and globalization and joins me now live from beijing good to have you with us on the program sir i mean is this election result in or call time to mount an average check should love the sort of harder line policy of beijing and the implementation of the ideas that would like the hong kong government to implement. no i don't think so has a democracy and people have the right to volte and the law protects the people's rights to evolve to demonstrate to protest if they are all legal and a lawful of top priority for hong kong now is to put a stop to violence that's the key i would say the district election was held
1:41 pm
yesterday it's dark and the vaults are very clear it's made known to everyone and i think in a democracy whichever party wins more loses some goals for example that's a lot more don't be surprised all agitated about it i would say no candidate yesterday stood for violence that's the key. to go home and that is the right word to describe this vote is to go with respect mr goh at the end of the day what we saw a pro democracy you might say and beijing candidates winning. seats across the border and therefore that is a message being sent to beijing and one wonders how beijing is going to react to this considering even the foreign minister is saying it doesn't really matter how hong kong votes it's still part of china they're sort of brushing it aside. part of china the whole world knows about it and no one in the world can change that fact and when you have election whatever the result if the election is lawful or illegal and peaceful everyone need to accept the result that's it now for the

political parties who are very agitated for example about the situation in hong kong today we need to point out that democracy is a must for hong kong but rule of law is also equally and important to must a foreign car you cannot promote democracy through violence or are not gate that's the key all politicians in hong kong including those council members who won the election yesterday should stand firmly against the violence and stand for restoration of law and order that's the minimum k.'s and this should be accepted by everyone in hong kong so if that is the case if that's what you think should happen what is the next step in terms of the fact that both sides need to sit down and talk if this is going to sort of move forward but as the chief executive says that you know she is listening humbly should she be the one that makes the 1st move now . no 1st of all as i mentioned off the top priority for hong

kong is to put a stop to violence as a restore law and order that's a must now on that basis all kinds of dialogue and communication need to take place including the district council election yesterday which was taken place more or less in peaceful means despite of the fact there were directions occasionally and i hope this won't lay the groundwork for more dialogue and communication going forward in the coming months and in the coming years there are lots of social and economic issues in hong kong which need attention and i hope the hong kong is our government together with people of all walks of live in hong kong can really earnestly sit down and talk about these issues are vine a good solution to many of these issues but violence is not the right way and violence is not a solution we need to defend the rule of law in hong kong while promoting greater
