the burning wall. and. since the now for a number of. and i am not as pessimistic as you are in the last few years we have brought forward cooperation in a european initiative. of intervention in areas where we thought it was not possible and now we have got. greece comes back to the can factor and there is a real dynamism. and. it is it happens in an integrated way together with nato. you know also this this doesn't mean this is the end of face all experience threats but europe is stepping up to its responsibilities. as you go.
6:01 pm
forward i think because you don't already. know how this is struck he took off he scratched no i spoke to the secretary general. the president trump that we need to ensure law in its european contrariness and also those who are close to the russian border are not stupid exposed to russian almond. and we need to take this joint position you know with a new treaty now of i that maturity and i would like europe to step up to its responsibilities as france does. and that we together can coordinate and embark on the new dialogue with russia. in terms of security and disarmament. not territory.
6:02 pm
leaders coming up with russian green river. and there's a possibility this is very very for security very very important crane operators very far from the state border in russia also that they work out a treaty they were guaranteed because of the fighting over time to all and i think is a really good chance and also with respect to nuclear weapons i've spoken to president bush and i have communicated with you know we are very much wants to and sir we work out a treaty here some higher in nuclear weapons that will probably include china and so forth. yourselves by the way they were through china and some other countries but we intend to see if we can work something out to stop the proliferation to stop what's happening because we are making a lot we are reading
6:03 pm
a lot and frankly. the whole situation with nuclear is not a good it's not even a situation we ended 3 because it wasn't being here to buy the of the senate but they want to make a treaty is we think we've got it one of the most important things we can do that frankly so we're dealing with right here or in the in the treaty where we really and we're going to start a nuclear nuclear weapons missiles and nuclear weapons and we think something can be worked out we do they want to do it we know they want to do it and we want to do us a i spoke to china about it they were pretty versions they were extremely excited to get involved in that those are very good things to happen with respect to that and i think it's very work no nuclear situation very very important. thank you all very much thank you chris.
6:04 pm
it's. our you've been watching us president donald trump and french president emmanuel mccall making some comments today i had of their biological meeting before the nato summit in london world leaders gathered in london to mark the 70th anniversary of the alliance call and made some wide ranging comments from discussing their position on i saw fighters to trade taxes the future of nato military spending and of course their respective relationships with turkey now the french president addressed his recent comments about nato being brain dead for which is caught a lot of heat saying that he thinks things needs to be shaken up and that they must be clear on the fundamentals of why. nato should be how to achieve long term peace in europe and who the enemy is the president of the united states for his plot a knowledge to trade dispute with france saying he hopes to work out things and that things will be looking rosy again in his words let's bring in jonah hall has
6:05 pm
been listening in to this press conference in london for us his outside the u.s. ambassador's residence in london where the 2 leaders have just met. let's start with how the whole encounter went jonah what was the main message from the 2 meters . this appears to have been an encounter bristling with tension between emanuel not rome and don't need trump at one point don't trump said look that's why he's such a good politician because he's expert at giving no no answers they covered all sorts of areas of dispute between the 2. having started off by saying they've never managed that never failed to find solutions between the 2 of them they do manage to expose an awful lot of problems but the keep it probably was emanuel maccarone saying that he absolutely stood by his comments about nato being effectively brain dead the comments that he made in an interview to a newspaper shortly before this but you recently read it and comments against the
6:06 pm
backdrop of france's bit bitter disapproval of donald trump's unilateralism in withdrawing troops from northern syria allowing president erdogan and turkey fighters to move into that ground and take on the kurds who of course no one sees as a terrorist threat he wants nato to take he's viewed nato those sees them as very recent allies of western fighters and the fight against i still and very much mr mccraw on putting the issue of turkey front and center in all of this standing behind his comments that the alliance was close to being brain dead he insists this is a new age new challenge new ways of doing things and. needs to reconsider what precisely it is he said we have to be clear it is not enough just to be talking about putting more money in of course another dig directly at donald trump. we have to have
6:07 pm
a common definition of terrorism if which is to assume that the common enemy to us all is what he said was islamic terrorism and again on turkey turkey is fighting now those who stood shoulder to shoulder with us these are the real issues we need strategic definitions who is the enemy today rather than just putting money in and again to ram the point home on turkey how can turkey threaten to undermine the collective defense of the alliance by saying it will stand in the way of baltic defenses against russia if nature doesn't stand behind it on the kurds how is it possible that turkey has been able to buy russian air defenses we have to result turkey's ambiguity regarding i still fight is which he said turkey often for a long side or worked alongside us proxies this is detrimental to our security take a listen now to a little exchange and what mr macron had to say specifically about returning i still fighters. no making
6:08 pm
a mistake number one problem an arm of the firm fight as this is the ice type of racism. and you have more more by this decision to pick which one is a great politician because that was one of the greatest non-answers i've heard and that's ok because sometimes they will say that if you're going to have some tunnel vision from the evil side i don't think the president is wrong but could be the threat to say this is your god responsibility i'm sorry to say that. we had some awful but if you don't you get to really feel as if you seem to know no one. no to be on the group is groups this is why you started to discuss with dogs how often if there is to it but i seem to be any on duty in the security video that is moved. it didn't run from in the movie or the situation on the ground. jonah the tension clearly papabile there between the 2 leaders a bit there clashed on
6:09 pm
a number of issues on nato of course on turkey there's been a lot of talk over the years that nato is in crisis is there a sense that it's worse to style around with all these different tensions between 2 of the biggest countries in the lines the u.s. and france. and i think all of this is sort of exploding out into the open possibly quite unexpectedly we knew that these bilateral meetings were going to be taking place we knew that these issues were out there but certainly nato was hoping jens stoltenberg the secretary general for a much calmer meeting of leaders than he experienced last year when donald trump waged in an eclipse to duel with his demands for european nato members to pay far more for their defense. mr stop but i want to say that we are raising far more money your hard talk has won mr president let's move forward but of course mr erdogan before he left is stumble laid down the glove laid down the gauntlet saying
6:10 pm
if you don't fall in behind me in my fight against the kurds i will block efforts to protect the baltics that is an absolute breach of his responsibility as a nato member to the collective defense of all nato members it has brought on to into the open this huge disagreement this rift within nato donald trump america arguably not arguably the most powerful member of the nato alliance tends to be and has continuously today been defensive of mr erdogan so it is very clear that while they may have their will and they may claim to have a background of raising problems and finding ways to solve them but this is an extremely difficult problem to solve that it isn't going to have a quick fix it is going to shine the spotlight firmly on quite what this alliance is all about in the modern age it may not now lead to existential questions but they may be yet to come john how in london thank you very much for the moment jonah about russia courses watching very closely what's happening within nato let's bring
6:11 pm
in step boss and in moscow for a step renewed criticism of nato from prison that amir put in. yes exactly and the new criticism he has been saying and complaining about the expansion of nato for many years already this is a direct threat to russia for example ukraine and also georgia having these ambitions to become nato members as well he sees that as something very close and too close to the russian borders but we have to say also that this referee about nato being this enemy of russia is also being used for them consumption basically unites the people here in russia with a common enemy and what we have been seeing lately is a bit of a shift and we could also hear this in them across statements basically it is now clear that put in as looking more towards europe again and the normandy talks also mentioned by mark macor next week in paris where he's going to talk to merkel and
6:12 pm
and also with michael about the future of the war in eastern ukraine shows that britain is ready to to normalize the relationship and that they're anxious that he's been facing for 5 years that he wants to get rid of them certainly the french president seems keen to have warmer relations with russia on your mccraw can we even expect perhaps an expert shift in the russian nato relationship or we're a long way from that. we're probably a long way from that but put in also said that he wants to talk too late though he also shows that he is open to discussion and at the same time he also said that nato is still existed despite the fact that the soviet union has collapsed a long time ago basically also playing into what mccoy is saying that there needs to be some kind of new security cooperation not maimie maybe thinking in these 2
6:13 pm
huge blocks but maybe thinking about more smaller blocks or more smaller corporation so it's very interesting that putin far away from russia is basically getting involved in the discussion about the future of nato thank you for that service and live for us in moscow where let's now a speak about all of this to robert hunter who is a former u.s. ambassador to nato he joins us live from washington d.c. thank you so much for being with us on al-jazeera i believe you've heard the news conferences between the french president and the american president for the longest time there's always been talk of nato being in crisis and they went from calling this gathering a summit to a leaders' meeting is emanuel mccrone completely wrong when he says nato is brain dead. he's completely wrong that it's brain dead but it is leadership dead the president is states's refused and they his entire presidency to
6:14 pm
say the most important thing you need to say which is that the united states is totally committed to what we call article 5 of the nato treaty which is an attack against any one country is considered in the in the alliance is considered an attack against all if a president is prepared to say that even though i think we would we would support anybody who was attacked then everybody's going to be going to be very upset and have been for 3 years but at least the micro is trying to fill it yeah i'm sorry to interrupt you on presidential nominees is not threatening to withdraw the u.s. from nato any more or reduce the u.s. role in europe so is that perhaps a good father that step. well i don't think he ever intended to withdraw from nato it's fundamentally against american national interest we get an awful lot from being a nato now what's happening is mr trump is going to declare victory at at this meeting it's not a summit they were supposed to have a summit last they probe but they pushed it off because they were afraid he was
6:15 pm
going to misbehave that's an amazing thing he's going to declare victory the allies he's going to say under his pressure have now increased defense spending by $130000000000.00 a year and so he's going to say see you see i wish i was strong and and then they backed off i'm a i'm a great hero and by the way i also said i'm not as negative on nato i'm kind of positive about it now in fact i try to think that this little thing he just had with macro might have been worked out in advance the 2 of them were going at things and it was almost like kabuki right it trysting that you say that just looking at the bigger picture ambassador hunter you know each member states whether it's france the u.s. turkey seem to be driven by their own interests when you look at turkey for instance it seems at them all focused on their regional struggles rather than the big picture of defending the alliance having with your experience within nato do
6:16 pm
you think may till can really tackle all the current threats that faces as one with everything changing around the world right now. well every country always looks after its own self-interest during the cold war is easy because it was a soviet union it's been more difficult now turkey has a point which is the united states invaded iraq that set loose all kinds of stuff including including the islamic state and then to fight the islamic state we and the west got involved with the kurds well the kurds had their own ambitions it wasn't just to fight isis it was also to assert their role within turkey so on and say wait a 2nd. have an ally you've got to support me and what he has done and this is this is again a game he's playing you know support may and by the way i'll veto and its support in the. 3 baltic states this is going to get worked out tomorrow and this
6:17 pm
meeting is being not being held in the law that itself or the countries where. they're going to set up a process to try to work it out this is what one does before summit to position oneself to come up the best one get i'm not worried about the future of nato ok let me just ask you one last question before we let you go ambassador hunter you know top appearances now mike home and to juan op nato's latest troublemakers if we want to call them that but what would you say or who would you say is nato's biggest problem today. i think the biggest problem is though an act of leadership by the president not his face and also the whole bar breck shit when here is my cross saying i'm losing to a degree mark pillar across the atlantic though trump is going to respond but i'm also losing the british in terms of the european project which means it could be
6:18 pm
harder to deal with the germans it's going to be harder to get things done in ukraine where the only person who really loves rocks that is a lot of near putin so i think mark rowlands is sending a shot across the bow and i welcome that he's doing i think it's about people woke up not that nato is brain dead but the people we need to get serious about some of things we haven't been as serious about as we need to be ambassador hunter very good to talk to you about the sink you so much for joining us on al-jazeera robert hunter is a former u.s. ambassador to nato joining us from washington. there watching the news hour on al-jazeera with me for a lot more coming ahead including a typhoon test to a central philippines ripping roofs from homes and damaging and airport. rolls on the multi spry ministers to stand down immediately over the murder of journalist daphne. and we here from new tottenham coach shows a marine you know as he prepares to face a club that socked him

a potential replacement for prime minister. the separately we're also hearing that customs will be mounted the head of the iranian could force has arrived in baghdad and is holding his own consultations with iranian backed political parties who hold a great amount of seats in parliament presumably to make their own short this now both of these paths are unconstitutional misremembered it is this is unchartered territory we haven't seen a prime minister resign since the 2005 constitution was put in place but what that constitution calls for is for the biggest park in parliament to nominate a candidate and we've side on basically abdicating that responsibility we're kind of in our charter territory here it's unclear who exactly will put forth this nomination i spoke to political analysts earlier today. and this is what he told me about tyrone's latest statement. the.

the subtle and political bloc has chosen to be in the opposition and will only interfere to veto anything wrong suttle is not taking part in the approval or selection process but it will have its own say regarding anyone selected outside the demonstrations squares one of the main demands of the protesters is early elections one of the chances of that happening. well it's unclear at the moment 1st of all it's also unclear how long this new government would be in place whether it's it will be men in place until the next regular elections in 2022 or whether it will be a temporary government for the next 6 months or so until a new electoral law is passed to them call for early elections now today there were supposed to be a parliamentary session to discuss this new electoral law but it was not held because of the vast disagreements over the proposed changes to this law the legal committed and said it is simply needed more time to discuss in detail the articles
6:22 pm
and the proposed changes mostly these changes call for an increase in the share of independent candidates in an effort to placate the demonstrators and to ensure representation outside of the political parties but it still retains quite a bit of power in the hands of the current political establishment and even if this law is passed in the coming weeks or months it's not what demonstrators are asking for day want an electoral reform that basically puts in place a presidential system whereby they can elect the head of state by popular vote rather than having him being chosen by political party so even if we have an early election under this new law it's unlikely to appease the demonstrators on the streets thank you for that simona fault in life or a sin baghdad's. iranian state television has acknowledged for the 1st time that people it describes as rioters were shot and killed during recent protests thousands of people joined demonstrations angry over an increase in petrol prices

a reminder of our top stories u.s. president donald trump and his french counterpart in monument core have downplayed differences since trading barbs over the states of nato early a child criticized macross description of nato as brain dead saying he was being nasty and disrespectful meanwhile nato secretary general jan sultan brick has said he's working to resolve the rift with turkey over a baltic defense plan turkey's fries and russia typewriter juan is threatening to oppose it unless nato recognizes groups turkey is fighting in syria as terrorists and in other news a un says extreme weather and an economic crisis have left nearly half of zimbabwe's paul. but nation facing severe hunger women and children are most at risk it plans to double the number of people it helps to nearly 4000000 but 7000000 are in need of 8. now to another story that seem a sham the prenatal meeting in london between the french and us need is stunning

trampas against france will pay the price for imposing tabs on us tech giants. the us is being treated unfairly and things will get very tough for the e.u. as a whole if it doesn't change the u.s. president has threatened terrorists on french products in response to a new french tax on american tech companies. companies the tech companies look you know they're not going to be refutable because they're not exactly from a proposal here are emerging companies. we want to tax american companies to support we want to tax and that's not the story goes into this and is the president on the pretext of long term of the tax. we rather than to the point where it works if you were little were there is a mutually beneficial test as. in paris for us natasha this issue of terrorists featured largely in moscow and trumps meeting does

it sound like they could reach some sort of agreement. well both president trump and president mike ross said that they are 2 leaders who don't always see eye to eye have differences but they hope to talk about this and come up with some sort of solution but what is clear is they both have polar opposite ideas on this issue now you heard president trump there as far as he is concerned he feels that this french digital services tax brainchild of a french presence around or micron is unfairly punishing u.s. tech giants and he says it's up to the u.s. to tax us companies it's not for france to be doing it in one or micro responded basically by saying that that's not the case that this digital service tax isn't just punishing if you like u.s. companies it also applies to other companies french companies and chinese companies he said france is very concerned as are many other european countries about the power of these huge tech companies and this is feeling that they simply need to be

better regulated more fiscal fiscally responsible and that's what i meant in my craw saying he's also calling on the european union for a very strong response we did actually hear from a spokesperson for the european commission saying that europe would have the e.u. would of course back france and come up with some sort of response because as emmanuel michael told donald trump we have several other countries in europe who are planning a similar kind of digital services tax and we can't be in a position where the u.s. decides to try and slap tariffs on goods and all those countries also so what sort of other french goods natascha could face tats. well u.s. trade officials are suggesting that dozens of french goods could have tariffs imposed on them by the united states many luxury products cheeses sparkling wines handbags beauty products makeup that kind of thing and we have already seen the
