we meet with global news makers and talk about the stories that matter to 0. 0. hello i'm barbara starr in london these are the top stories on al-jazeera cracks are appearing in the world's biggest alliance world leaders are in london for the 70th anniversary of nato and divisions among the nations are becoming clear u.s. president donald trump and the french president clashed on several points including nato his role and the return of foreign fighters from syria our diplomatic editor james base has. it's supposed to be nato 70th birthday but there's no celebration instead an atmosphere of disagreement and division with the u.s.
11:01 pm
president who once called the alliance obsolete now saying he fears that france might leave nato and i heard the president of the ground step nearer the greater i think it's very sobering to a lot of different for him to remember the british drug. makers are right there is a very very very nasty state into essentially 20. 1 of the countries those comments were particularly pointed as president trump's next public meeting was with the french president there were uncomfortable moments when they were asked about european countries including france not taking back their nationals no prisoners in syria having fought for eisel. just. to say what you want little. girl no longer find is your mom i'm. are you just coming from syria or iran really. is food.

for advice coming from europe this is a time to rethink of all of that in the region the number one problem of the foreign fighters this is the point really. of one of the fighters you to see. this is where he grows well titian is ours one of the greatest challenges. ok the trouble merkel disagreements are not the only ones at this summit the french leader turned turkey because of its recent incursion targeting the kurds in northern syria because. this is indeed a few of the problems of the. new jersey. they now are fighting against those who fight with. charlotte. turkey's president later met with his u.k. host prime minister johnson as well as president marc raul and the german
11:03 pm
chancellor merkel he's threatening to block nato has plans to protect poland and the baltic states unless others agree with him on syria. the u.s. house democrats have released their report laying out the case for the impeachment of donald trump the report says the u.s. president to use the powers of his office to solicit foreign interference on his behalf in the 2020 alexion the white house said the investigation was a one sided sham process iranian state t.v. is that knowledge for the 1st time that people were shot and killed during recent protests over petrol prices and as the international says at least 208 people were killed in the protests tehran rejects that number. france's foreign minister says that will be a strong response if the u.s. hits luxury french goods like champagne cheese and beauty products with tariffs of up to 100 percent the tariffs are in retaliation for

a french digital tax amnesty international says more than $4000000.00 people living with disabilities in yemen lack access to basic care the rights group says the sables people are most at risk because of the ongoing war. in what could be a sign of sawing relations the saudi king as invited catheters and me years to attend the annual summit of gulf states in riyadh next week the g.c.c. summer to take place on the summer tent saudi arabia bahrain and the united arab emirates along with egypt imposed on air land and sea blockade off catherine in june of 2017 those of the top stories a stay with us al-jazeera world is next with lebanon single by choice exploring why the number of single people in lebanon is increasing.

he quit on do i feel that again he had lied and already paid to kiss and make him in. this ticket and have the case to buy to listen to figure out that. i know how to have not broken the law of the. neighbor. neighbor i didn't listen but then. that's just ahead that could. give them a beef with me. and we just interrupt programming to take you straight now to the united states while many seem to get the latest developments on the go straight on our assistance and hunter with ukraine goes to the president's obstruction of the congress of a co-equal branch of government and i want to underscore also the seriousness of this misconduct because the president informed every department for which we sought
11:10 pm
records the state department the office of management budget which has the records about the withholding of the aid the defense department is only white house personnel to refuse to turn over a single document in answer to congressional subpoenas. the president instructed witnesses not to appear the president used his office and his bully pulpit to try to intimidate witnesses if the congress allows a president to so fully and. blanket lay obstruction of the work of congress even involving an impeachment of estimation into the president's own misconduct then we are begging for more of the same we are signaling to any future president they can gauge and whatever corruption malfeasance or negligence and they are beyond accountability and to my g.o.p. colleagues they need to consider that when we have a democratic president are they willing to say in answer to their oversight that
11:11 pm
a president may simply refuse because if they are and if we do it will mean that the balance of power between our branches of government will be fundamentally altered and altered for the worse it will mean of that future corruption malfeasance and incompetence will be far more likely than it is today. the facts here are really not seriously contested indeed the testimony of the witnesses was remarkably consistent and you might be forgiven having watched the hearings and watch the reaction of the members of the 2 parties to the test of these witnesses if you thought that there were 2 different hearings going on at the same time this points out another danger that the founding fathers were all too aware of and that is the danger of except that excessive factionalism
11:12 pm
that is that a political party may become so wedded to a president of their own party that they're unwilling to do their constitutional duty but i firmly believe that. if one party relinquishes its responsibility to the constitution to their oath it does not relieve us of our obligation to the same. and i hope that every member of the house and the senate. whether these proceedings go forward in the house or they don't. will keep in mind their duty is to the constitution not to the person of the president that ought to be our guiding principle. finally i think what's presented to us here. is really so aptly summed up in what the president's own chief of staff had to say when he informed the country that yes indeed they had withheld military aid to
11:13 pm
get this political investigation he told us to get over it to get over it that is what the president does we should just get over it this is essentially what he was saying that we need to just get used to the idea of a corrupt president and get over it. and so we will have to decide given that the evidence of this was conduct is so clear and uncontested are we prepared to just get over it are we prepared to say that henceforth we must expect from this president and those who follow that there will be a certain amount of corruption in which the national security the country will be compromised in which the oath of office will mean that much less in which the belief in the rule of law in the united states will be that much less is that what we're simply to. get over or get used to well i for one don't think
11:14 pm
we should get over this i don't think we should get used to this i don't think that's what the founders of this country had in mind indeed i think that when they prescribe a remedy. this kind of conduct by a president and states putting his own personal political interests above the interests of the american people was exactly why they prescribed a remedy as extraordinary as the remedy of impeachment. and so we have a very difficult decision ahead of us to make. and i have every confidence that the judiciary committee in consultation with the entire caucus and our leadership. will not only receive this report as well as the reports of others and make a proper determination about whether articles of impeachment are warranted with that i'm happy to respond your questions to. you and the records that are in this
11:15 pm
report and what did they tell you you did learn otherwise. you know well i can't go into specifics of you know dates in which we obtained certain evidence or indeed whether we obtained communications from one or multiple parties but certainly the phone records show that there was considerable coordination among the parties including the white house coordination and the smear campaign against them bastard ivanovitch which cleared the way for the 3 amigos to take over a significant part of ukraine policy coordination in the execution of that policy and that that this was indeed a continuum that began even prior to the recall of the ambassador now given your question gets to a very important point which is there is more investigative work to be done. one of the issues that we are looking into is did this scheme begin far earlier than we
11:16 pm
1st understood was the scheme in fact put in place to try to pressure the last president of ukraine poor shank oh and his corrupt prosecutor general lute sankoh him to get ducting these same investigations and was that plan put into turmoil and chaos when this new reformers alinsky. surged in the polling and ultimately won that presidency that is something we continue to investigate and that is something that these phone records also shed light on. but even as we believe that we cannot wait because the president's efforts to secure intervention the next election persist we continue our investigation and we will use every yes. i'm going to reserve any kind of a public judgment on that. until i have
11:17 pm
a chance to consult with my colleagues with our leadership and i think this really needs to be a decision that we all make as a body so i'm going to continue to reserve judgment but i as you can tell i am gravely concerned. that if we merely accept this that we invite not only further corruption. of our elections by this president but we also invited of the next president so i am keenly aware of the significance of the present we set in whatever direction we move and i'm also very strongly guided by the fact that. one of the seminal moments in this scheme took place the day after bob mueller testified the day after donald trump thought that the last investigation was over he began the next significant step in a new course of misconduct. yes. you
11:18 pm
know well you know i would say a couple things 1st of all as i mentioned we continue investigate whether the scheme began earlier than expected where the scheme also involved the blast president of ukraine but look we have provided overwhelming evidence in this report of a scheme to pressure the current president of ukraine to conduct these political investigations . and will it move others if we're able to show that this was not the 1st time this was the 2nd tough. i think what we have produced in in remarkable short order is so overwhelming that it ought to be presented to the judiciary committee now without any further delay. if we do cover additional evidence and we do learn more every day we will feel free to file
11:19 pm
a supplemental reports to the judiciary committee but there is i think grave risk to the country with waiting until we have every last fact when we already know enough about the presence misconduct to make a responsible judgment about whether we think that's compatible with the office of the presidency yes. i me. or any. i know they don't. at least. that i can identify at this moment i think the phone records are remarkably consistent with the coordination of a lot of this scheme now we obviously don't have complete phone records and some of the phone records are deeply suggestive of who the parties were talking to particularly in the white house or the office of management budget. but because of the president's effort to stonewall investigation including not turn over their own phone records not only to us but to witnesses likes on law and who asked for them.
11:20 pm
we don't have all the answers but we do know this without any doubt and that is the present a united states solicited foreign interference in our election and used the power of his office the power to convene a meeting in the oval office the power to provide or withhold hundreds of millions of dollars of aid to an ally at war to get his political dirty work done. the only question is how much more how more extensive was the scheme how many others may have been involved what was the full knowledge of participation of other parties and while we intend to get the answers those questions and let the american people know the full facts we do not intend to delay when the integrity of the next election is still at risk. yes.
11:21 pm
the rules adopted by the judiciary committee provide that our staff counsel will present the report to the committee so that's what we expect will take place in terms of the ranking member. it won't surprise you i'm going to reserve comment. it is i think deeply concerning that at a time when the president ited states was using the power of his office to dig up dirt on a political rival. that there may be evidence that there were members of congress complicit in that activity. now. there is a lot more to learn about that and i don't want to state that that is. an unequivocal fact but the allegations are deeply concerning. our focus is on the president's conduct 1st and foremost it may be the role of others to evaluate the
11:22 pm
conduct of members of congress thank you very much. and we've been listening to adam schiff there the house intelligence committee chairman talking on the day of the release of that draft report in the impeachment inquiry against the donald trump well let's look at some of the points that adam schiff brought off in that quick press conference that he said that if congress does not punish trump for seeking what he termed for an election interference we are begging for more of the same and the report mentions that trump does not appear to believe there are limits to his power to use white house meetings military aid or other official acts to procure foreign held in his reelection and the report also says trump repeatedly threatened and attacked a member of the intelligence community who filed an anonymous a whistle blower well for more on this let's speak to she have written see who
11:23 pm
joins us now from our newsroom in washington d.c. she have you were listening to adam schiff there as well what else did he say. well i think that it's worth looking forward to what happens as you mentioned this is the draft report that has been released now the house intelligence committee will vote on that report in a couple of hours time on a few hours time that is very likely to be accepted then this all moves away from the house intelligence committee to the house judiciary committee that holds its 1st public hearing on wednesday and begins its deliberations now as to whether to bring forth articles of impeachment based on what's contained in this report and you summarize that report terribly terribly well the key finding though being that as far as the house intelligence committee already said majority of the house intelligence committee it would appear at least from what we understand about how the vote will will take place in a few hours time but donald trump place this is a quote placed his own personal and political interests above the national
11:24 pm
interests of the united states that's a key finding that will be voted upon now what the house judiciary committee has to decide beginning on tuesday is whether what is contained within this report rises to the level of high crimes and misdemeanors impeachable offenses whether they will now recommend and draw up articles of impeachment that we should also remember impeachment is just a process it up in a sort of judicial process been done and in congress so the actual impeachment is simply an indictment it doesn't mean that trump is guilty it just means that there is evidence to indict him on this charge or these charges and actually had to shift as we were just hearing is also talking about obstruction of justice obstructing the very process of trying to discover whether don trump is culpable of high crimes and misdemeanors so if as is thought to be very likely that the house judiciary committee decides that there is enough evidence to impeach then it goes to the senate and that's where the decision is actually made as to whether donald trump
11:25 pm
has. committed high crimes and misdemeanors and should be removed from office right now absolutely no chance that he will be found guilty in the senate no republican has accepted any of these charges but that's the process we'll. perhaps the articles of impeachment the actual impeachment of the house america it's now thought to be in mid december maybe maybe december 25th might be the deadline we're not sure we get different stories every day about that sort of thing but that but the house house judiciary committee begins its deliberations on wednesday with public hearings from experts constitutional scholars about what does impeachment actually mean what does rise to the level of impeachment that's not going to stop beginning because beginning happening on wednesday very technical legal constitutional debate as to what circumstances can we impeach the president then they deliberate over the report of what they find and then they decide whether to bring forth the articles of impeachment that's what we're looking at right now moving ahead no surprise to be honest in what's contained in this report it was
11:26 pm
pretty clear from the public hearings where this is all leading that certainly the democrats in the house as far as they were concerned felt that there was enough evidence to suggest that donald trump was using his office for personal gain and not in the interests of national security and indeed was also trying to obstruct obstruct investigations into his conduct which is therefore they would think impeachable because it's it's challenging the checks and balances of the constitution puts in place between congress and the presidency. she had president trump is in london right now for a nation meeting we have had some reaction from the white house saying impeachment is a sham and a found evidence of nothing but especially in relation to the upcoming election in the united states how worried do you think the white house really is about these developments. it doesn't look good and we know from various other dirty pool reports from various journalists close to the white house the personally don't
11:27 pm
trump hates the idea that is what we've heard from multiple reports he hates the idea of being just the 3rd president in history to be impeached the 4th to face impeachment personally hates him as far as the political calculations of the white house are concerned they're making a fortune out of this they're raising the normal surmounts of money they're running on it in. their core constituencies to talk about the witch hunt to talk about how the deep state to talk about the establishment of fighting back against donald trump don't trump them able to present himself as someone whom the washington establishment never liked assault never like the blog never liked and he's making a lot of money out of it actually it is a very successful way of moving forward that's well below progressive democrats certainly as well and although a bit leery of nancy pelosi initially the leader of the house speaker of the house rather not terribly keen about the society because politically it wasn't clear whether the democrats would get much out of this necessarily it's symbolic it's
11:28 pm
perhaps principled and constitutional we had adam schiff making those arguments a minute ago if we don't do this now then we're setting a precedent allowing future presidents to do this politically it was never that clear how this would actually turn out in the poll suggest pretty. solid 5050 split basically in the country that doesn't move the hearings didn't move it or anything else 50 percent think it should go 50 percent don't think it should go or don't really really care that much and certainly from what we're hearing on the campaign trail from the democratic candidates who are vying to become the next presidential candidate you see they don't even talk about impeachment because these are all the issues that are really concerning americans health care concerns americans inequality concerns americans and so on. impeachment is an emotional in americans' minds and so what we do have is the possibility that we will have all ticals impeachment voted on them except in the house that indictment it goes to the senate no one budgets in the republican party of any need 51 votes don't budge is on the republican side. that $4.00 from can run on by robin said look i was cleared by the
11:29 pm
senate i'm innocent this was an entire witch hunt when the senate clears him that is something he can run on so these are all the different variables politically having said that when it came to nixon for example at 1st the public wasn't terribly interested but once the senate trial began to work through the once the senate proceedings began more interest gathers and then we don't know about the fallout for the white house eventually it's a fascinating story she ever can see for the moment with the latest from washington d.c. she had thank you donald trump is already having a difficult evening here in london for the nato summit and differences rather than common ground with the theme of day one trump and the french president about 2 and a crown clashed on several points including meet his role in the return of foreign fighters from syria our diplomatic editor james base has more. it's supposed to be nato's 70th birthday but there's no celebration instead an atmosphere of

disagreement and division with the u.s. president who once called the alliance obsolete now saying he fears that france might leave nato and i heard president mccarthy you know to break here i think it's very disheartening to a lot of different for. very proud. when you make a statement like that is a very very very nasty statement to essentially 20. 1 of the countries those comments were particularly pointed as president trump's next public meeting was with the french president there were uncomfortable moments when they were asked about european countries including france not taking back their nationals no prisoners in syria having fought for eisel. this. is. what you were looking at. her in october i
