10:00 pm
getting here on. i democracy is what is it stick the president leaves us no choice but to act because nancy pelosi says the u.s. house of representatives will file impeachment charges against president trump for abusing his power reza hoax it's a hoax and the crowd hoax. hello i'm maryam namazie and london you're with al-jazeera also coming up on the program the search goes on for more survivors after a boat sinks off mauritania and at least $58.00 migrants drown.
10:01 pm
violets on the streets of paris france is paralyzed by its biggest nationwide strike 3 years sponsored by president emanuel micron's pension reforms and some or shuts down his medical teams race to vaccinate as many people as possible to stop a deadly measles outbreak. so in an historic step speaker nancy pelosi has asked the u.s. house of representatives to draft articles of impeachment the formal charges against president donald trump she said he had abused his power for his own political benefit by withholding military aid in a bid to get ukraine to investigate his political rival the democrat joe biden well this move sets off the official process for a vote in the house of representatives it's expected to pass the democrat led chamber before christmas it then heads to
10:02 pm
a full trial in the republican dominated senate to find him guilty 2 thirds of senators would need to agree with those charges something few people expect to happen now and see pelosi made the announcement in a statement earlier our apologies for that speaker nancy. apologies but speaker nancy pelosi made that very important announcement earlier on this of course off to the house intelligence committee has interviewed a number of witnesses that have been hearings now and then a 300 page report which essentially says that the evidence is more than sufficient there is enough evidence to suggest that president trump abused his office and now that impeachment process will continue we have correspondence monitoring events on
10:03 pm
capitol hill and at the white house for us let's 1st cross to heidi jo castro who is in washington for us to tell us reaction that palosi is announcement. omarion that announcement was a dramatic marker in this impeachment saga it puts the full weight of the house speaker's office behind the drafting of these articles of impeachment which is significant because these articles are in essence the charges the political charges that trump will face when and if his impeachment reaches the senate and all indications are that it will now exactly what these articles will include now that's the bigger question we saw from the house intelligence committee's report that was put together after interviewing the heat of the testimonies from 17 witnesses as well as the call transcript between the president trump and the president of ukraine that the conclusion of that committee was that he should be
10:04 pm
held accountable for abuse of power as well as of struction of congress in refusing to cooperate with impeachment investigators trying to get to the bottom of what happened however there's also some debate of whether or not democrats should reach back to the russia investigation if you'll recall that's what dominated the headlines leading up until this ukraine thing happened and robert muller the special counsel back in july told. congress that there was no evidence that trump had colluded with russia to influence the elections however he left the door open that trump may have tried to obstruct justice he at that point said that he could not criminally investigate a president who was still in office however it was the congress's corroborative to do so and the only constitutional tool to do that is where we are at today this impeachment so there is a school of thought among the left leaning liberals that democrats should make this
10:05 pm
impeachment wide ranging to include russia as well as ukraine and then there's the others who say that this should be as narrow and quick as possible to hit at the president before the people's patience is are worn out even further and to avoid playing into the republican narrative and they're accusing democrats of looking for anything to stick on the president in an effort to remove him from office all right thank you very much joe castro bring us all the latest when i had to can really help it now because she's following all the reaction force the white house and it can't has it cannot come as much of a surprise that these articles of impeachment were going to be drawn up it seems almost inevitable i mean obviously questions about how this will continue in the senate but what's been the reaction from president trump because he has consistently said that this is all part of a big political witch hunt against him. yeah just moments ago 1 as you played at
10:06 pm
the start of the show he called it a big fat hoax as he sat down in the cabinet room with the permanent members of the u.n. security council the u.s. president has had a particularly combative morning with the top democrat in the house of representatives nancy pelosi the house speaker who's overseeing this impeachment inquiry in fact at one point the u.s. president even fired back directly to her after. she was caught speaking to reporters were she said she was asked if she hated donald trump she was irate with this question that she doesn't hate anyone in fact she prays for the president the president fired back on twitter almost immediately saying i don't believe her not even close it gives you a sense of the tone and where things are right now how partisan this is how bitter this is become in fact the secretary of the press secretary here at the white house firing off a statement as well to nancy pelosi saying speaker pelosi is instruction to advance
10:07 pm
this impeachment process one that has violated every precedent moves this country towards the most partisan and illegitimate subversion of the constitution in our history essentially we've heard 2 main arguments in this back and forth from the white house essentially there are 2 points number one that the white house believes not only is this partisan but this is an effort from the democrats from day one when donald trump was elected to try and undo the results of the 2016 u.s. election in the 2nd part seems to be a running theme is that there is a fear or at least an argument from this white house and republicans that the process of impeachment is being weaponized in other words be careful democrats because the next time you have a democrat in the white house republicans could do the same thing to you the argument being this is a dangerous precedent as you say 2 completely different narratives that deepening polarization will be very very interesting to see how this plays out in 2020 meantime president trump has filed an appeal to prevent the house from obtaining
10:08 pm
his financial records what's going on there. yeah it's separate from the impeachment inquiry but it just is yet another controversy embroiling this white house the latest here is that the house of representatives or the house of representatives i should say controlled by democrats they've been seeking for some time separate from this inquiry donald trump's financial records and the white house has so far been a vaid in that subpoena now it has asked the supreme court to void that subpoena altogether it's a particularly effective strategy because it does a couple of things it runs the clock out so as the supreme court has to try and decide whether it will even hear this case that could come sometime this month it won't rule until the end of june likely so that means that there is all this time that the house is not getting what it wants and this is not just one case of the president's tax records but it's also involving the president's new york banking records as well so the strategy is as we've often seen from this white house fight
10:09 pm
try to get this to the supreme court where it does tend to lean conservative right now ultimately this white house hoping it will prevail in a positive ruling given the fact that there are some very vocal conservative judges sitting on that highest court thank you very much from the white house can really help it. but at least $58.00 migrants have died after that makeshift boat sank off the coast of mauritania $83.00 survivors managed to swim to shore but were described as exhausted and starving they were taken to a temporary shelter where they've been receiving assistance is one of the deadliest sinkings to hit people attempting the journey to europe so far this year mortality and government says it will open an investigation into the incident on the trafficking networks thought to be responsible. well the group is reported to have left the jewel in gambia a week ago heading north that boat found off the coast of northern martain around
10:10 pm
25 kilometers north of new idea he it's believed they were trying to make their way north along the coast to eventually reach europe through space and a number of crossings on the so-called western routes have risen european union says more than 21000 people have come that way so far this year another 11000 use the central route heading towards a chilean greece from libya while the largest number more than 60000 have taken the eastern route from turkey to greece. speaking from mauritania's capital no idea there is mohamed vall said dozens of people are still missing. about $83.00 people managed to swim to the shore and they were found by the military police outside the northern city of and why they were that was the early 'd evening hours yesterday those people gave more news about what happened that boat capsized off the shore and after about 10 days being stranded there running out of fuel and so on
10:11 pm
so they gave more details and scores of people at least dozens of people are still missing they are supposed to be of course dead women and children where on that boat coming from gambia the majority of the migrants were from the country of gandhi or that's a small nation west africa one of those poor countries that supply this migration to words europe this story is still unfolding those people who escaped are being treated in and why do we don't have much information about what's happening to the bodies are they going to return them to their countries of origin or are they going to be buried in and itself france has been paralyzed by one of its worst nationwide strikes in decades and violence has broken out at protests around the country and he said 5 take acid protesters in paris and the western city of nonce many demonstrators have taken to the streets carrying flags and a vehicle was set on fire in the capital strike as services across the country to
10:12 pm
a halt at schools closed transport disrupted and government offices shut. millions angry that president ford is pressing ahead with his plans to overhaul the pension system reports from paris the strike has closed major destruction. there are thousands of protesters marching across paris people from all walks of life noir is a student do and health workers transport workers and teachers there we didn't protest against the government's pension reform plans now the government says the pension system needs to be reformed in problems because it's inefficient it's unfair and it costs too much public money what people here have told us is that they are worried that their pensions will be a reduced under these proposals or that they'll be forced to work more years now this strike has caused major disruption across the country with public transport
10:13 pm
kids schools universities closed many a business is also opposed to shot most workers who go back to work on friday but the transport workers say they are going to continue with rolling strikes at least for the next 3 days now the people march has been mostly peaceful the protests across the country at greenpeace will but there have been some clashes between police and protesters in paris and in the western city of knowledge you with al-jazeera live from london more still ahead on the program russia continues to break its own ceasefire keeping up sustained us strikes on syria's along with the government and days after president trump said he wanted to designate mexican drug cartels terrorist groups the u.s. attorney general takes a trip to mexico. had

10:16 pm
back a look at the headlines now in the process to impeach the u.s. president has moved forward after the speaker of the house of representatives ordered the drafting of articles of impeachment and historic move donald trump meanwhile has hit back calling the whole thing a hoax at least 58 migrants have died after their makeshift boat sank off the coast of martain year 83 survivors of the group who set off from the gambier a week ago managed to swim ashore and police have used tear gas on white is in paris the start of a nationwide strike more than $400000.00 people thought of taking a pass across the country against planned pension reforms. and other stories we're following at least 6 people including a child have been killed by russian and syrian government as strikes in syria's
10:17 pm
edler province in the last 2 days dozens more were injured as attacks on the last remaining rebel stronghold start to intensify again viktoria again the reports. but the look of. this is the 1st of 3 children rescued after their home province was destroyed in an ass strike and the government is determined to retake this final piece of territory this still under the control of opposition fighters attacks are intensifying and they are indiscriminate. no no no there are many more people trapped under flattened buildings on. the good luck where all my children this woman screams oh but the airstrikes and barrel bombs are relentless and volunteer rescue is known as the white helmets off to run for cover. a lot more. a lot more. a lot more purpose with the result on hadley it's
10:18 pm
a raid by warplanes the helicopters against the brave village a couple. of critical appraisal. 4000000 people live in italy provence which is under the control of. an armed group with whom a link to al qaeda the russian and syrian government say recapturing the province is just a matter of time but the increase in attacks is worsening the humanitarian crisis syrians in villages south of it live used to be able to flee to rebel held territory but they're now surrounded and there's nowhere left to go but humanitarian colleagues remain deeply concerned for the safety and protection of more than 4000000 civilians in the north west of syria following continued upsurge in violence and all still it is in the area. in the northwestern province are in breach of the deescalation deal russia and turkey agreed last september but syrian government forces backed by russian air power seem determined to stop at nothing to
10:19 pm
take back the progress victoria gate and be al-jazeera an update from yemen now a security official say a separatist commander has been killed in clashes between saudi backed government troops and u.a.e. back separatist officials say the clashes broke out near the city of zinjibar in the south of the country it's the 1st fighting since the 2 sides signed a power sharing deal last month ending infighting that erupted over the course of the summer and iran has sent a letter to the united nations saying that it's determined to continue with its ballistic missile program this comes off to france germany and the u.k. the u.n. secretary general to tell the council that iran's missile activity is inconsistent with the 2015 nuclear deal the u.s. has accused her on of working to obtain nuclear capable missiles but iran denies the allegations the u.s. pulled out from the day last year after accusing to iran of working against washington's washington's interests in the middle east. well now
10:20 pm
a mass vaccination drive is on the way in some way to end an outbreak of the disease which has killed $62.00 people this as the world health organization releases figures on the global scale of this disease it says will than one 140000 people died from measles in 2018 most of them children under the age of 5 that's an uptick on the number of deaths the year before just 5 countries accounted for more than half of all these cases democratic republic of congo liberia madagascar somalia and ukraine and the world health organization says that as of last month there's been a 3 fold increase in the number of cases in 2019 in comparison to last year when medical teams going door to door in summer as they raced to vaccinate as many people as possible against measles residents have stay off the streets during the 2 day campaign and put a red flag outside the house if they are not vaccinated fewer than one in 3 people
10:21 pm
and some of that had the correct immunization before the outbreak started. well jessica washington joins us now from the central coordination had courses for the crisis in the capital apia just take us through what's happening today and efforts of course to try and contain the disease. marian that's right i'm speaking to you from the headquarters where the emergency response to this measles outbreak is being coordinated and the team here are compiling the numbers from day one of that mass vaccination drive so far we've heard that count is that at least 16000 and those numbers are still coming in today's focus on friday in summer is on those c.t. and urban areas so yesterday on day one of the campaign on thursday there it was very much about those outlying communities and today the aim is to at least achieve the same results as yesterday or vaccinate even more people. what's likely to
10:22 pm
happen now because obviously the city has been in power lies it's pretty much at a standstill if people are being told to go out into the streets and are unable to go to school unable to work how quickly can they work to get these vaccinations completed. that's right marian the shutdown is still in place government offices are closed private business is a closed and people have been told to again stay off the roads we will hear from the some own prime minister in just a few hours when that final count is complete now he has indicated once he has those numbers that he'll be able to make a decision on what will happen going forward but we have already heard from him that he does feel another shutdown is unlikely but of course he hasn't ruled it out yet. all right thank you very much from. the drive to contain this
10:23 pm
latest outbreak continue. washington thank you and now. a 23 year old rape victim is in a critical condition in india after she was set on fire on her way to a court hearing the woman was doused with kerosene by a gang of men including her alleged rapist and then set ablaze all 5 men have been arrested the incident comes after thousands of indians protested in several cities of the alleged rape and murder of another young woman calling for the courts to fast track rape cases and in front tougher sentences. in other developments india's cabinet has approved a draft bill to give citizenship to non muslims fleeing religious persecution in neighboring countries is one of prime minister narendra modi's pledges in the election he won by a landslide in may but her reports from a some state critics say the bill violates the constitution. these people are protesting the citizenship amendments bill which has been cleared by the indian
10:24 pm
cabinet and will soon be tabled in the indian parliament the e.c. asked that if you're a hindu or a christian or a general but these from of bans on pakistan and bangladesh and gandhi live in india then you would not be treated as an illegal migrant breed excludes the muslims these people say that that's a part of the poor rising politics of the ruling party in the country not part of the genital party some experts have gone to the extent of defining it as unconstitutional they say this bill goes against the idea of a secular india because it excludes muslims in short as this government makes a national register of citizens which is essentially a list of people of who isn't isn't an indian then the hindus will be kept in but not the muslims. u.s. attorney general william barr is in mexico way in the last hour he's been meeting the president and the foreign minister to discuss the threat of drug cartels it comes off to the country's sort deadliest day on sunday with more than 120 mud as
10:25 pm
president donald trump last week said he wants to designate the cartels terrorist groups but mexican president. lopez obrador rejected this idea as a form of interventionism he said he intends to discuss the smuggling of weapons and dollars from the u.s. with bomb so let's go live now to alan fischer who's in mexico city do we know what has been accomplished during william ball's trip. while they're still in the meeting as far as we know he's been there know for about an hour and a half normally william barr would meet with his mexican counterpart the attorney general in mexico that did happen they spent an hour together and then william barr drove to the presidential palace where he had the meeting with the president and the foreign minister that would normally be quite unusual the attorney general wouldn't normally meet someone quite so high it should hope both governments are taking this very seriously donald trump of course has said that he intends to designate the cartels as a terrorist organization that would bring in
10:26 pm
a number of financial restrictions to their operation in the united states even though many of those financial restrictions are already in place donald trump being moved towards this action because of the murder of some of the le baron family in northern mexico in november where 9 people including 6 children were shot dead in a cartel ambush know the mexicans on their part they say they want cooperation their big concern is that they think that if donald trump announces that the cartels are a terrorist organization this could be used as a pretext for some sort of military action in mexico itself perhaps sending troops in a special forces raid or perhaps even drone strikes against cartel leaders that they're deeply concerned about because they think 1st of all that would unleash an anti american backlash in mexico itself but also they're concerned that if they suddenly to quote senior figures of a cartel then there would be
10:27 pm
a backlash in mexico and it wouldn't be the americans that have to deal with that it would be the mexican security forces so the fact that they're sitting down and talking shores that perhaps they have reached some common ground we know that the mexican president has said that it's going to be hugs not bullets he wants to change the whole way that they deal with the cartels changing the social situation on the ground reducing the cartels economic pool whereas donald trump sometimes just may. policy knowing that he may get a cheer a round of applause at a rally and seeing that he's going to designate mexico's cartels as a terrorist organization would do exactly that right now also with trump it's very difficult to know sometimes whether he is making a statement of intent whether this is a policy that is actually going to be enacted or whether it might just fall by the wayside because clearly the mexicans are not happy about this. obviously there are complications to do something like this it is a pretty big step no the united states has designated terrorist organizations in
10:28 pm
other parts of the world and as we've seen just in the last couple of months they have launched other special forces attacked or they have used drone strikes to take out senior figures but they know the donald trump has made these huge the announcements in the past remember what he said that he was going to close the mexican border and then he was taught by by senior officials pointing out the huge economic damage that would do not just to mexico but also to the united states but the fact that william bart is here he's talking with someone as high up as the president shows that the americans are very serious about this and there is speculation that bill barr is going to the president and saying look we have to find a way to what with this quite simply because the president wants to do that we're hoping that they'll be a news conference afterwards the indication we're getting from the u.s. embassy here in mexico city is it's unlikely but then hopefully the mexicans will give us some indication of what was discussed and where everything is no pointing
10:29 pm
all right thank you very much from mexico city allan fresh air. the u.s. has charged 2 russians of what's described as one of the largest hacking schemes of the past decade the department of justice accused a man from a group calling itself evil colp of working alongside russian intelligence to steal government documents are also accused of using malware to steal more than $100000000.00 from businesses and banks around the world 17 suspected members of have assets frozen both forms of the malware intercept passwords and other private information that can be used to conduct wire transfers the malware then initiate redirects wire transfers from victim bank accounts to foreign bank accounts controlled by the criminals because many of the victims of both blue got and zeus' are small and midsize businesses their accounts typically do not have the same legal protections afforded to consumer accounts so some of the losses involved were particularly devastating. or castles football team have been playing saudi arabia
10:30 pm
in the semifinals of the gulf cup in what was a highly politically charged match as you'd expect it was the 1st time the saudis have played on country soil since the start of that blockade of that night almost 2 and a half years ago and saudi arabia that will be going through to the final against behind after a one nail victory. on the headlines for you know the process to impeach the u.s. president has moved forward a step after the speaker of the house of representatives ordered the drafting of over the impeachment nancy pelosi said donald trump abused his power by withholding aid to ukraine and a bit to get the country's president to investigate his political rival joe biden the white house hit back telling blowsy and democrat colleagues they should be ashamed it's likely that a full vote on the charges will be held before christmas. i democracy is where does
10:31 pm
it state the president leaves us no choice but to act because he is trying to corrupt once again the election for his own benefit the president has engaged in abuse of power undermining our national security and jeopardizing the integrity of our elections his actions are in defiance of the vision of our founders and the oath of office that he takes to preserve protect and defend the constitution of the state at least $58.00 to migrants have died off the makeshift boat sank off the coast of mauritania it's one of the deadliest sinkings to hit people attempting to cross europe so far this year 83 survivors of the group who set off from gambia a week ago managed to swim ashore but were described as exhausted and starving they have been violent scenes in paris at the start of a nationwide strike police used tear gas on rises he set fire to a truck and smashed windows during the protests against planned pension reforms
10:32 pm
