not to trust. a stranger came to town witness on al-jazeera. this is al-jazeera. and our army is a problem and this is the news hour live from doha coming up in the next 60 minutes we must be clear no one even the president. donald trump is charged with abuse of power and obstruction of congress as house democrats announce articles of impeachment. war.

village and nation peace ethiopian prime minister ahmed received the nobel peace prize for ending 2 decades of hostility with neighboring eritrea. but 2 days before voters in algeria go to the polls a court sentences 3 former political leaders to long prison terms and. cheese at the international court of justice to defend her country's treatment of the muslims. sports pakistan is open for tourists cricket as it prepares to host sri lanka it's 1st international match in over a decade. the u.s. democrats have officially revealed to articles of impeachment against president donald trump in their bid to remove him from office the articles outlined charges against

trump including abuse of power and obstruction of the congressional inquiry will trump and his white house team are accused of withholding aid to ukraine to pressure it into investigating joe biden a potential democratic challenger in the 2020 presidential race in service to our duty to the constitution and to our country. the house committee on the judiciary is introducing 2 articles of impeachment charging the president of the united states donald j. trump with committing high crimes and misdemeanors the 1st article is for abuse of power it is an impeachable offense for the president to exercise the powers of his public office to obtain an improper personal benefit while ignoring or in injuring the national interest this gives rise to the 2nd article of impeachment for obstruction of congress here too we see
6:03 pm
a familiar pattern in president terms misconduct a president who declares himself above accountability above the american people and the bulk of congress's power of impeachment which is meant to protect against threats to our democratic institutions is a president who sees himself as above the law we must be clear no one not even the president is above the law well our white house correspondent can be held to standing by for us but 1st let's go to heidi on capitol hill and we have known what the charges would be heidi so talk us through what the chairs of these committees involved in the investigation of the hearings have been saying about why they're focusing on these charges. well elizabeth there is an argument that they're trying to focus the public's attention on what's been dominating the headlines in the u.s. for the last 2 or 3 months which is the ukraine scandal there was an argument
6:04 pm
earlier that perhaps the russia inquiry should also be included of course that's when the special counsel had found incidents that trump may have also obstructed justice which many had thought what might be a 3rd additional article of impeachment well that is not the case we heard from democrats who made this announcement today though that trump had a pattern of conduct they said that in 2016 campaign election interference from russia and that now in 2019 he as president solicited election interference from ukraine and continues to want foreign assistance to help him win reelection a year from now in 2020 and adam schiff the house intelligence chairman said that this means trump is a clear and present danger he addressed concerns and questions why democrats are not wait waiting for the courts to finish their process in order to compel perhaps
6:05 pm
more witnesses to testify of course this is because trump has prohibited members of the white house staff executive branch and also documents from being a mail to impeachment investigators which is really making democrats operate with one hand tied behind their backs so some had said why not go through the court process to try to compel those testimonies welsh if said that's going to take 8 months if not more than a year before that is finally resolved and he had very strong words saying not pressing forward now with this and pietschmann is like being implicit in allowing the president to continue cheating in the next election thus having to take out. chanelle even without the testimony from trump's inner most circles and republicans have accused democrats of doing this in a way that is not focusing on the primary evidence and but the because for lack of
6:06 pm
that testimony democrats are really handicapped going forward but they're still moving forward nevertheless. heidi thank you for that how does your cost on capitol hill let's bring in our white house correspondent kimberly held the white house's knowing what's likely coming kimberly and yet president trump was defending himself even before the charges were announced. yes defending himself before during and after these charges have been announced the president tweeting in just the last few minutes once again calling this a witch hunt and also countering the statements of gerry navl he is the gentleman wearing the glasses who is the judiciary chair for the democrats he says now just said that i pressured ukraine to interfere in our 2020 election ridiculous and he knows that is not true both the president foreign minister of ukraine said many times there is no pressure navl are in the dems know this but refuse to acknowledge this is a white house that has not stopped fighting because now the battle goes to the
6:07 pm
public opinion court of public opinion and the narrative well we are watching very closely the events that happened on capitol hill this is a president that is a master marketer who knows how to package and even portray himself as the victim. saying that he has no wrongdoing that he's committed no wrongdoing and the polling seems to show that this president in his ability to package this what most people consider sort of a career ending or devastating sort of mark on the radar has been just the opposite not only are we seeing the country evenly divided but when you look at some of the polling from key battleground states the president won in 2016 and the democrats need if they're going to win the white house in 2020 it seems that the support for the president during this impeachment hearing has gone up in those areas so this is what we're going to see a battle of the narratives moving forward as we watch very carefully for not only
6:08 pm
the vote in the house of representatives but of course the trial in the senate where we already predict the outcome will be the president will not be removed from office given this is a body dominated by members of his own party committee thank you for that company live in washington d.c. we are going to stay with this let's bring in michael isikoff chief and vestiges of correspondent at yahoo news and he's also joining us live from the u.s. capitol mr is the cough or is that pleasure to have. on algis there are so before we get to what happens next in the house of representatives then the senate how momentous a step is this would you say given it would make trump i think only the 3rd president to be formally in paint and some 2 and a half centuries of u.s. history. yeah there's no question this is historic this is a momentous day and we are moving inevitably towards the. impeachment of the president next week now i do have to say the 2 articles we
6:09 pm
haven't actually seen the language yet but they are it is quite striking because it is clear that there's been this debate within the house democratic caucus for some time about whether the impeachment articles should be very narrowly focused on the ukraine allegations or should go broader to include some of the alleged misconduct in the moller report obstruction of justice obstruction of. by the president in trying to get robert muller fired. and it is clear that the moderates here have one that it is not going to include the mahler stuff it's not going to include other material such as amalia moments that some of the progressives in the house democratic caucus wanted for fear that if it went broader then that would make life more difficult for some of those moderate democrats in
6:10 pm
swing districts and so in the focus of these challenges on ukraine and perhaps not isolating moderate democrats will the challenges have any impact whatsoever on republicans and republican support at all. well look right now we have seen no evidence of any republicans in the house who are willing to vote for impeachment which means this will be this could be a purely partisan vote next week and that is pretty striking even bill clinton's impeachment which was quite divisive there were 5 democrats who voted in the house to impeach bill clinton it looks right now like there may be no republicans who will vote to impeach donald trump and all of that i also have to say the 2 articles does sound rather slim. there were more
6:11 pm
more article voted against andrew johnson in 868 against richard nixon in 1974 and i believe there were 3 against bill clinton that were voted out by the house judiciary committee in 1998 against bill clinton so this does seem like a very narrowly focused impeachment there may i should say be some language in a preamble that refers to some of the president's 'd misconduct in the mall or pro but we have to see that we actually have to see the wording on that and assess it off thank you as always for your time michael isikoff live and washington d.c. thank you. we are going to move on to other news now an ethiopian prime minister has received the nobel peace prize for his efforts to foster pace the neighboring every tray. is recognized has roman ending a decades long military standoff and reestablishing the nation's between the 2

britain's prime minister is drawn into a controversy over a lack of beds in the national health service and the world anti-doping agency finds itself facing criticism from all sides after head in russia a 4 year ban from all sports. now 2 days before voters in algeria go to the polls a quarter sentenced 3 former political leaders to lengthy prison terms that comes as anti-government protests continue across the country calling for the presidential election to be boycotted like a cage reports. anti-government protesters out again on the streets this time less than 48 hours before the polling stations in algeria opening their value in to avoid court of the voyage claiming it won't be fair is

every day there will be a march and we will not start to express our refusal for this election it tells me a fraudulent since the beginning. analysts already predict a voter turnout of less than 15 percent there is little evidence sentencing former politicians will persuade algerians to tell us their ballots paraded in these ministers now. is not going to trade the mind of the protests and the people who are actually asking and humbly ask him to peacefully ask for constructive change. if that change doesn't take place the future in algeria could be an unstable one nickel gauge. well let's get more on this now we're joined by dalia gollum a resident scholar at the carnegie middle east center and she's joining us live from beirut very good to have you with us on al-jazeera let's start with the sentences because they are significant sentences but how skeptical of you of the
6:19 pm
timing you know 2 days before the election. yeah you know the timing is very important in this election as well as the trial so actually i was seen by many on a jury and as a masquerade and a political joke actually many algerians refer to these election and these trial as the circles of the circus story so for them it's a dirty political trick that is here actually to convince them that the regime is changing but they are not really convinced but miss garden what the protesters rather these you know various people not have been tried i mean isn't this just the thing that so many protesters have been demanding that those who abuse their power for personal gain face justice yes now that's true but you know where a majority are algerian these sentences could have been a great step in a regionalization to democracy if they were actually made in
6:20 pm
a different way meaning that the 1st thing is the lack of transparency in all these trial years you know they are closed the hearings and everything is happening behind closed doors and so people are as important to us former marine and ministers such as we are. but also other you know business tycoons such as that had that and so on so far have been you know very important figures and that would interrupt so they shouldn't be trialed that under and behind closed doors that the 2nd thing that judeans don't want is the fact that these people are judged by military quartet and that is a matter of fact shows that exact and the very nature of the algerian we jeems we jim story that is actually. a military one it is at the end of the day the military who are a lot of things the reins of power that national is in the driver's seat and you guys are not fired but they want them to be more transparent. right and we've had
6:21 pm
a number of. key beautifully allies sentenced so far beautifully because younger brother i believe and also the chief of the intelligence agency yet the demonstrators who are calling for these elections to be boycotted say that the elections can't be fair because key allies remain in power i mean how free and fair do you think the upcoming election will be. well i think there's 2 things in which we don't have doubt in what the 1st one is that elections are going to happen and the question is not there whether they are going to happen or no they are actually happening and they are they started abroad and the 2nd question is about the transparency there is no doubt about the last questions parents after this election but there is 2 white car park mistakes the 1st one it is about to turn out to action there is no you know. labor plots in nigeria right now but i
6:22 pm
expect that the turnout to be very low how low we will see but to this we clearly the new elected president in a very very very and you know in a very free agent position you will likely to get messy and he will be put out and there are enormous pressure but the protesters on the one hand and by the military who brought him and color and the 2nd the wild card will be about the security situation now we don't know what is the next to last of the security forces whether the military are going to crackdowns you be on the protesters or now whether they will just you know capitalize and rely on you know the internet division or whether they're actually they will just you know continue to ignore me for the demands that relying on the exhaustion of the popular movement crucial things to what watch out for in the upcoming election if gannon thank you for breaking them down for us down

got him live in beirut thank you thank you. now gulf leaders have made a show of unity at a summit in saudi capital despite the divisions within the gulf cooperation council the group called for greater military and financial cooperation the diplomatic blockade of qatar was also a major issue at the summit which they cut the reply minister attended saudi arabia the u.a.e. behind in egypt cut diplomatic and economic ties with catherine 2017 accusing the country of supporting terrorism which there has repeatedly denied the g.c.c. secretary general said there are ongoing diplomatic efforts to end the crisis no this is one of them as you may have noticed since the crisis began we've been moving in 2 axis and the 1st is the crisis itself and the core of the problem his royal highness the emir of kuwait has been mediating between all concerned parties and this was at the highest level as you have seen all of this state leaders have
6:24 pm
been hailing the air force exerted by his royal highness the emir of qatar and this mediation is still ongoing but the other axes involved the concerns raised by that was leading the country to separate the day to day cooperation between the respective member states this should be set aside and i mean defense cultural and economic cooperation which should be separated from the crisis itself. or let's bring in argentina senior political analyst bashar who's joining us live here in doha so positive signs positive communique about one. yes us fighters the atmospherics are concerned but really when you look a little deeper you scratch the surface you know there's that there isn't anything tangible no steps have been taken no real decisions have been taken either what we have is sort of and that was fear of optimism of sort based on some necessities of sort like like vagueness aside these
6:25 pm
food security economic unity strategic unity facing up the challenges it's all good in that sense but the fact that that meeting went on for 40 minutes and the fact that it did not have anything tangible of course is as a bit of a negative thing the fact that there was a good reception for all the leaders including the qatari prime minister and the fact that the king the host today everyone with that kind of optimism that might be considered a good thing but could the positive atmosphere lead to a more substantial process might want to specially and regards to ending the rest absolutely especially if you think. that the the whole optimism is also anchored in something else which is the events on the ground the last 290 years it's really very simple the boycott has failed the very cut of qatar has

failed the war in yemen has failed the gulf real council has failed its own members it's been divided the strategy of use of iran and other places in the middle east has failed so in a sense there is a learning of lessons a process of learning lessons so for example to say we there need to be a political solution in yemen that's a lesson learned late late is better than never cut that needs to be a and indispensable member of a united you see see lesson learned and hence you have this new optimism based on apparently lessons learned now with saudi arabia 'd and the united arab emirates than move on quickly to fix the fairly or is in the mistakes of the past i think it's not going to be done in any one event it'll be done in a process hopefully shorter than longer. and iran thank you as always for your

things that's why people are celebrating here on the base just one of the main priorities of the fact that this would happen right now in argentina but french economic crisis this country this period was a run of 40 percent inflation which percent poverty rate from 60 percent if you break up the possibility of this thing once again but it's something that nobody so much when we took most of the stuff 4 years ago the problem is we started argentina's economy to restructure it in a way that did not happen you leaving office was very high poverty rates with very high inflation. point that the fact that this was just speaking right now in congress when he was talking about right now being in an emergency situation the fact that he's calling on the population to be without it guarantees that he's going to be a bit sensitive to take some extraordinary measures you know that's what the
