4:00 pm
sponsored by countdown. this is al-jazeera. alarms the whole ramadan you're watching the al-jazeera news our life my headquarters here in doha coming up in the next 60 minutes iraq's president sides with protesters and says he'd rather quit and put forward a prime minister rejected by the people. also turkey's president says he'll send troops to libya requested and will present deployment legislation to parliament in january. and a 2nd attack and bakita fast just
4:01 pm
a day after dozens of civilians were killed in the north. also hit by corruption cases and to repeat elections alias israel's prime minister benjamin netanyahu faces a primary challenger from his own party. and i'm we're hard in with sports it was a basketball battle in l.a. with le bron's lakers falling short against the clippers we have that and more christmas in the action coming up this is our. welcome to the news iraq's president says that he would rather quit the name a new prime minister rejected by protesters but is refusing to designate the nominee of an iranian backed parliamentary group now there have been protests across the country for the past 3 months demonstrators have been calling for an overhaul of iraq's political system well joining me is our correspondent
4:02 pm
dorsetshire bari from the iraqi capital also this opens a new that iraq has never really walked before potentially no prime minister and potentially no president. certainly that could be a possibility but from what we gather at this point this resignation is being seen as an attempt by the president to put pressure on other groups to try and come up with an alternative candidate from analysts that we've been speaking to the president saying that this candidate that is put forth by the largest coalition bloc in parliament or that it's been are is not acceptable to the people and therefore he will not go ahead and put him in the power position of prime minister now this resignation that he's just submitted to parliament of course has to be passed by voting in that parliament and we believe that many of the political parties in parliament they will not accept the president's resignation so we're
4:03 pm
seeing this move as being something that the president is trying to do to prevent from this nominee that is dani the governor of from becoming iraq's next prime minister. to this particular candidate. well that's because he doesn't have a very good reputation and 1st of all his province alone is one of the most volatile provinces in the country it's because it is home to over 70 percent of iraq's oil reserves and it has some of the biggest oil fields in the country so it's a very wealthy province but this spite that the people that live there don't even have the basic necessities such as clean running water all the time and electricity in this is one of the things that has seen mass protests across the province over the past year and a half and they say the people of buster of said in the past that they are they've had enough of these politicians benefiting from the wealth that comes from their
4:04 pm
province meanwhile the people don't see any of that money they've blamed neighboring iran for having in influence in their province and they say that they want to be able to enjoy the benefits of the wealth that comes from that area this governor has been in position for over the past 2 years and he's faced many accusations of corruption and bribery and this is the main point the coalition party that nominated him in parliament is the largest bloc but the president technically according to the constitution is the lodge to make sure that this nomination is in place but because of the reaction that we've seen over the past 24 hours he is adamant that he will not go against the people and also the clerical establishment that is the establishment that is prominent and that of grand ayatollah ali sistani will have a tremendous amount of power and influence in iraq have said that they support the people and that is what needs to be done more and that the politicians need to
4:05 pm
listen to the demands of the iraqi people before anything else we've also heard from bloc that is the bloc coalition in parliament that belongs to the influential shia cleric other say that they will not be accepting the president's resignation in parliament. this causes a real problem for the caretaker prime minister as well who was the prime minister himself but where does this leave sort of people watching events unfold because while they say they don't want politicians who are tainted or have corruption allegations against them they look to an unknown figure in iraq e society that they think can deliver the what they are looking for but who would that individual be and where would they come from. well that is the $1000000.00 question and that is why this process has been so difficult. the prime minister.
4:06 pm
submitted his resignation to parliament and it was accepted on december the 1st legally under the constitution the president had 15 days to come up with an alternative prime minister to create an interim government before they could hold elections but since there was this constitutional disputes about who the ruling coalition bloc was in parliament it took longer than expected and then finally the federal courts put it to the speaker of parliament to determine who the ruling party was and that's when they came back with this group that nominated danny so it's been a lot of technical issues they've had and a lot of constitutional issues legal issues that they had this is all because their constitution is relatively new it was drafted in 2005 and that's when it became law in the country but the issue is the people have said they want independent candidate and independent of the political spectrum in the country in the reality
4:07 pm
of that is this person doesn't exist at the moment in iraq the protestors have been demanding somebody who is not part of the political establishment who doesn't have a background in politics but this person that they have in mind they don't have a candidate it's a somebody they wish for but in reality they haven't put forth any kind of names that have viable options for the ruling parties in parliament so the issue now is there is a void that there is an absence of somebody to fill that position the only reasonable . move move forward one can assume at this point is for the iraqi parliament to call for elections but that itself is also a challenge because the electoral commission in the country has said that they need anywhere between 6 months to one year before the country is ready to hold elections for logistical and security reasons so really it's at a place right. now where it's very very critical and this is all what was put on
4:08 pm
the president for himself i had said that he was under tremendous amount of pressure and that he didn't really want to go against the will of the people and he had threatened in the past to resign and now we've seen that he's actually gone ahead with it and submitted his resignation but we believe that it is very unlikely he will his resignation will be accepted what this is likely to do is force the various political parties in parliament to try and come together to try and find a suitable candidate but who that candidate is and could be is really a big question indeed it is and of course we'll continue to follow this story throughout the news for the moment also thank you let's move on to our other top story and that's that turkey's president says that he plans to send troops to libya with the tripoli based administration saying that it will request millis military support if the conflict escalates turkey says it wants to support libya's internationally recognized government which has been and a months long offensive by forces loyal to warlord khalifa haftar present reza
4:09 pm
tiber the one says he'll present a bill on the deployment to parliament in january from the beginning we have objected to the coup perpetrated by the retired general against the lawful government we provided and are still providing assistance to libya's legitimate government against the coup plotter who is receiving support from certain european states libya is a neighboring country as we share maritime border lines in the mediterranean sea once the parliament comes into session we will present the proposal for dispatching turkish troops to libya based on the security cooperation agreement once indorsed by the parliament we will be able to effectively back the legitimate government some states who support the coup general with their jet fighters tanks and militia object to this move and criticize turkey because of it. mahmood of the wire head is standing by for us in the libyan capital tripoli but 1st let's go over to mohammed atta in untucked here in turkey just talk us through the process obviously the president is very certain about a request that has been potentially made by libya now he has to persuade not only
4:10 pm
parliament but the people of turkey that this is the right move for them. yes it is a hole and he's halfway through the process. because last week there was a vote on the 2 agreements that he had signed with the government in tripoli and they sailed through parliament with a huge hole that was the military corporation argument and then the maritime border one which is even more controversial than the military cooperation one and the ones the new year begins president cécile take a bill to parliament that is going to not only authorized the deployment of troops but also give a monday of what they can and can't do once they're deployed in libya so that is what is happening right now but again this is something that has got to regional
4:11 pm
implications with tension already rising between turkey and greece on one side as well as cyprus because of. the energy reserves in the eastern mediterranean sea so it is going to have region or medications indeed it is and of course so we'll continue to follow that from ankara and from and tell you where you are at the moment it's cross over to mahmoud of the wire had to say in the libyan capital tripoli and also and obviously this news to a certain extent will maybe bring some relief to the government in tripoli but it's still uncertain as to whether they've actually made the request. well what we know for certain is that the government forces are requesting get. military commanders to military commanders they
4:12 pm
they say they are in need of military commanders to run the battles on the ground especially during the past few days after half of those forces have advanced and taken control of throughout egypt locations in southern tripoli including get a military camps strategic military camps in southern tripoli helped by russian mercenaries from the wagner company now remember that in order for turkey to send troops to d.n.a. it needs a new new mandate because the agreement signed with libya last month does not entail sending troops in fact it only entails a military and security cooperation which that includes military equipment and navy vessels maybe and also logistics but it does not entail sending get troops
4:13 pm
there is why is distressing on an official request from the d.n.a. is a must for the turkish government to send to send it to troops to fight along with the government of national accord to defend the capital tripoli against have the forces now as i'm a speaking with you. there is a huge traffic of displaced people leaving their homes in the neighborhood in southern tripoli as the fighting is coming closer to their areas have to his forces as they said have been advancing during the past few days helped by russian medicine as in this case their government forces on the ground say that they are in need of military assistance namely military commanders on the battles in southern tripoli. well of course so we'll continue to monitor
4:14 pm
that event as well through the news. thanks for joining us from tripoli let's tell the african continent because people in the morning after 2 attacks in just 48 hours at least 12 soldiers were killed when they were ambushed on wednesday night in in some province near the border it's the same region where an army base in the nearby time were attacked on cheese day 35 civilians and 80 gunman were killed warning that some viewers may find the images and it induces report disturbing officials in brooklyn a fossil say these are the bodies of some of the men who attacked positions and civilians in the north the military says it killed at least 80 of the attackers it's one of the worst attacks by armed groups since 2014 this attack on a restaurant and we're going to go in 2017 killed dozens of people the government of blocking a fossil has declared 2 days of national mourning for victims of tuesday's attack
4:15 pm
well certainly. we have to think about solidarity and national cohesion people women for the most part were getting water and got murdered in cold blood by the terrorists while they were retreating we must show compassion with the populations that is why all flags will fly at half mast for 2 days and all christmas celebrations are cancelled. all there are thousands of international forces in west africa sail region the violence has increased in the past form and there are fears of more attacks in november the army launched a new offensive against local and foreign armed groups operating in the country. many believe the recent attack in more than brooklyn a fossil was a response to this new offensive bricking a fossil has seen many attacks in the past 5 years that killed more than 700 people with half a 1000000 forced from their homes the crisis in northern mali has worsened recliners security problems with practice i cleared it with al-qaeda and i still regularly
4:16 pm
cross the border to launch attacks. brooke you know fossil is due to hold its presidential elections in 2020 and president marco bori ones to restore peace before the vote but is not clear if his army is up to the task of a decrease al jazeera approach or. well it is only the latest in a series of recent attacks on military personnel in the west africa region the share. face the most number of attacks well earlier this month 71 soldiers were killed on a military base in the jazz west and in mali at least 53 soldiers were killed on a military post in november how it happened just weeks after 2 other raids on military bases which left dozens of soldiers dead also that month at least $37.00 people were killed and begin a fast so when gunmen ambushed a military convoy transporting minors to work and interests joins us now from nigeria's capital a bit more information and details coming out now about the latest attack.
4:17 pm
well basically the attack as you know happened 24 hours after the. cheese did attack that killed 35 civilians and what that shows actually is that. this new offensive by the broken of fossil military was certainly a draw response from these groups these armed groups most of the areas we're talking about not manned by security forces there are so vast so wilderness in some parts deserts and all that and the security forces not only in broken apostle but across the cell do not have the resources or enough manpower to deal with these problems not to fight us as we know have moved in because of the fighting in the middle east after they were displaced in libya we also so a lot of movement of fighters from libya
4:18 pm
a lot of weaponry coming into west africa especially the and elected and these are people who were a group who are well trained in the guerrilla warfare tactics like we saw in the one state tag which was an ambush by the way of these 12 soldiers who were killed so there is fear in the region that things may get worse before they get better and as we see. as the fear in the region of course again is such that people think that because most of the countries in the region i'm not strategically important to the west or other members of the international community they will be left to deal with these problems on their own way and that is what has been going on for much of these years except of course for small interventions by international forces in mali and from. man by united nations troops under the new smyrna and the french forces in the sahara of course and that was more going to be about that question really about the intervention of both the u.n.
4:19 pm
and the french forces and the investment in the area that would have allowed you might say the indigenous forces to to patrol and to protect the people that live within look where where was the breakdown in your opinion as to why these attacks continue. and why the local forces the local security forces can't seem to protect their own. well basically. these forces don't have enough resources to deal with the problem look at money for example and look at how vast that area is the north in particular much of it is desert and you have a lot of armed groups even before the arrival of a i then i still there were rebellions in the north of mali there were also issues a rebellion in this year of problems in brooklyn a fossil and many other countries in this hell and west africa so in nigeria you have boko haram that is spread not only in nigeria it is going to across the border into cameroon chad niger republic and some better spear that some of them are also
4:20 pm
moving into booking a fossil so without enough resources to deal with these problems to tackle these train fighters from the middle east from libya north africa and the rest it will be difficult for these forces to to to to to take care of the problem and there are also fear that because of these countries many of these countries don't have any strategic value to probably some members of the influential members of the international community they may not see a response like we saw in syria in other countries international forces are involved an action has been taken so they feel that they are abundant and as we said basically much of the push ups or much of the what load is being handled by local forces and they don't have enough resources to deal with this problems when we went to mali a few just a week ago the the complain is that they are left on their own and they were say
4:21 pm
why is the international community despite the presence of 15000 forces in the country these attacks still continue at a distance thanks for joining us from a big thing. but the middle east now and syrian activists say that the freezing temperatures are slowing the government's offensive on the last rebel held problems of it labe another fighting force 130000 civilians from their homes this month many into makeshift camps the region suffered weeks of artillery bombardment and strikes by the syrian government and its russian ally when he syrians are on the move north towards turkish border but the turkish president as warm that his country can't cope with another influx of refugees from italy province russian backed syrian government forces are now focusing on capturing the rebel held city of. the area is key for damascus as it sits on an important motorway which links the capital to aleppo what syria's largest city bad. how can they do this to
4:22 pm
us even israel wouldn't do this this is so wrong 20 houses large and did a ground all at once how can this be possible there are no frontlines here just civilians god to punish all of them all of these muslim states even turkey turkey is supposed to be the guarantor to stop this madness but the key protecting russia iran and even assad may god there are some on. israel's that many in the young who is facing a leadership challenge from within his own look could party the former education minister gideon saar says that he'll be better placed to form a government after national elections in march that we are who is israel's longest serving leader but he's been weakened by corruption charges as well as back to back failures to form a government this year. the tops are going to report. in april there were fireworks and a jubilant crowd as prime minister benjamin netanyahu and his wife took the stage
4:23 pm
to celebrate winning the largest number of seats in the israeli election. tonight is a night of an immense victory 5 months later in front of a sparse crowd a somber netanyahu addressed supporters once again after winning the most seats but failing for a 2nd time to form a government. there can't be and won't be a government that leans on the arab parties since then netanyahu has become the 1st sitting prime minister to be indicted for bribery fraud and popular breach of trust charges he says are politically motivated now he's fighting to retain control of his likud party. on thursday more than 100000 likud party members will decide if they'll put their support behind the man who's become the longest serving prime minister in israeli history. or if it's
4:24 pm
time for new leadership former interior and education minister gideon sar is vying to replace him i think that it's a very good thing that. he could have had the primaries i think that. had to call ridge to confront. and i think it's a good indicator that the days are. his last days in power but netanyahu is popularity has remained consistent among his base the economy has been good and the security situation is stable during netanyahu is more than 13 years in power he's transformed israeli politics and shifted the country to the right some say he's divided the population. and it is a battle against corruption charges he's attempted to deal with genom eyes law enforcement the judiciary and the media at work all over the world this populism.
4:25 pm
using. claiming that the courts and the media and other elites are after me and i'm a present of of the people and also you have to remember that at least from the point of view of the right wing and the time you know i was very successful by day's end is really so find out if he can pull off another victory even if he does he faces another challenge on tuesday the supreme court will rule on whether an indicted prime minister is even allowed to form a government natasha going to name al-jazeera west jerusalem. look about top story the potential resignation of the iraqi president. joining me now as well would kabul and he's head of policy analysis of the arab center for research and policy studies and he joins me here in doha good to have you back on the program we spoke just a few hours ago on the previous news hour talking about the situation unfolding in
4:26 pm
terms of the threat by the president to resign and how much of a grave development is this in terms of iraqi politics well it's simple what and and what i'm sol actually has been playing for the bost few weeks in fact since the very beginning of this crisis to take the sides of the protesters he indeed contributed to that and as ignition of the prime minister he tried actually to convince the prime minister to resign and actually meeting morse and bottom demand behalves of the of the protesters and right now in fact he's trying to this is the push out of that is being put on him by iran backed factions who are actually seem to be keen on nominating one of the of the old guards who are actually representing the interests of the president right now is trying to get in the heat back on these political factions and hence he is that a thing actually to resign he in fact i mean he did actually submitted his
4:27 pm
resignation today to the parliament so i'm not really surprised by this by this more but. in terms of the next move i mean if you have a president that doesn't want to be in position because of the potential for a candidate that is deemed to be inappropriate or corrupt and you have a caretaker prime minister who nobody really wants there anyway in terms of prime minister former prime minister i mean where do you go who takes charge of the process and try to sell the next candidate whoever that may be to the public just just from that point of view will talk about the candidates in a moment and absolutely right i mean surfing's arg. and more complicated and fact but i think the president actually is trying to contribute to solving the crisis by asking the political parties the political factions to put forward somebody who would be accepted by the by the protesters why it's it's being so difficult for the for these parties for these political forces to put somebody who's really
4:28 pm
acceptable to the protesters so i think he or he is trying in fact to say look i'm not willing to go along with you by actually nominated somebody and try to who is always more or less the same as the as the the outgoing prime minister we need somebody fresh we need somebody who actually arab resent. those acceptable to the to the to the street who would've resent different. political forces which is in fact this time the people who are protesting against the government so i think he's he's quite right actually to try to put the pressure back on those factions who are trying actually to blackmail him in fact because don't forget that they're threatened and they're fierce bless to force him to resign bet written to force the president to resign if he does not go along with that candidate is that they are putting forward for the by ministry so he's actually he's just turning the heat back on them ok well if he is trying to turn
4:29 pm
the screw on them you have a scenario here where any politician at national or local level is unacceptable to the man on the street at the moment in iraq as we see it from outside the borders of the country then you have the public who say that we don't want anybody in position that is influenced by outside forces whether it be a regional neighbor or an international partner that only really leaves you with a member of the public or a technocrat even speaking to dorsetshire bari our correspondent in iraq a short time ago she said there's been a massive intellectual brain drain from iraq over the last sort of 15. 20 years and that's put pressure on trying to find you might say a technocrat the could be acceptable to the public at large. i mean we have 55000000 people in iraq i mean nobody can be by the argument that you can't find somebody who is acceptable to the protesters or the protests are calling for look i
4:30 pm
mean this political class is so caught up it is so affiliated with external powers we want somebody who would resent our interest the interest of the iraqis we don't want anybody that could present the interests of iran or the united stairs or anybody else yeah we need somebody who was an iraqi who was an iraqi national leader and i don't really think that iraq doesn't have that money the problem is with these political parties that they are so keen on actually putting in charge somebody who represent their interests they have so much visited interests and the position of the prime minister to the extent that there are not willing actually to give it up and i allow in the protesters to invoice the prime minister that they want to represent their interests well we shall see what happens in the next hour or so we'll continue to focus on the subject well and carl always good to speak to you thank you know internet and phone lines are going down in parts of the philippines damaged by typhoon of fun phone at least 16 people were killed as roofs
4:31 pm
were ripped off and trees toppled in some our province travel plans of or have been disrupted in flights and ferry services stopped the storm has now moved away into the south china sea. for more on the situation the philippines has overturned with a weather forecast i've been well so we're looking at the storm now starting to weaken i think will be another 15 hours or so before it does get downgraded to a tropical storm it is still well organized still a powerful enough typhoon you can see the position the storm still has an eye on it it is still well organized and holding up right good these feeder bands just extending just a little to the north and the east and that's hoping to keep its shape and maintain its intensity we've got the system making its way towards central parts of vietnam as we go on through the next couple of days sustained will this wind still around 245 kilometers per hour gusting to around 180 kilometers process damaging winds still a possibility in the region and you can see how the winds still be coming in on the
4:32 pm
more the east the monsoon joining up with our storm which is circulating away as we go on through friday into saturday we'll continue to drift towards vietnam started to see those showers just stayed off a little bit we are still looking at around 202300 millimeters of rain in parts across northern parts of the philippines in particular so flooding certainly likely we'll see similar amounts of rainfall heading towards fiji over the next couple of days actually you can see this clutch of storms here that's another tropical side close maybe to the west of the islands but we are looking at widespread flooding and wind damage over the coming days. still ahead here on al-jazeera is news or as if it were yesterday the pain still felt by survivors 15 years after a devastating tsunami killed hundreds of thousands of people across asia. also one of the world's toughest yacht race is up the way a skipper's make their way from sydney to hobart we'll have that story to do stay

with us here on the al-jazeera news hour. on this the last time you were out on the streets protesting whether on line you feel the weight of the system going to walk through each and every love with one layer for the further into the jail or if you join us on set the entry has to start from day one whether again you and attention or your carswell this is a dialogue everyone has a voice for by the artist those that support russia's call right will be varying accounts but i want to give people the reason why join the global conversation on how does iraq. in 2008 al-jazeera documented a groundbreaking. preparing some of india's poorest children for entry into its toughest universities 'd. we return to see how
4:34 pm
the students and the scheme of helping change the face of india. super 30 announces iraq. with me still robin you watching the al-jazeera news are a reminder of our top stories iraq's president says he'd rather resign to name a prime minister who's rejected by protesters behind his refusing to support the nominee put forward by the largest parliamentary bloc which is backed by iran. also turkey's president says he plans to send troops to libya with the tripoli based administration saying it will request military support if the conflict escalates
4:35 pm
administration has been under a months long offensive by forces loyal to warlord khalifa haftar. and at least 10 soldiers are being killed in a 2nd deadly attack in kenya fast as probably it came just a day after dozens of civilians were killed in a coordinated attack there by 2 days of mourning have been declared. more than are our top story of the political crisis unfolding in iraq political analyst ever the rushdie joins me now from baghdad would you have expected the president to resign in this way and does it really put pressure on parliamentarians to try and find a suitable candidate. well 1st of all it's clear on something very important is that it looks like the political blocks inside the parliament does not known actually and between brackets does not known it's changed now it's not it will not go back before the 1st of october so everything the political environment all the
4:36 pm
political environment have been changed and so that's why they always put someone or they always make a nomination for someone who was inside the political process who already known to be corrupted and it's already known he has been locked out of the one of the blocks and it's supposed to be that he will be entered and turned independent and also known as professional one so so that's why i don't think the political process understanding what's happening now except the president the president knows very well how much it's different the situation is different he's now he knows very well that the demonstrators are real demonstrators there already that they're already about 25000 casualties until now so you can imagine blood and wondered man and you know casualties we dose orphans and so on so all those issues made so many pressure on the on the shoulders of the president so he knows very well how much important to stand to be the last man to stand for the people ok so what needs to
4:37 pm
move now then for that change in you might say the political landscape to evolve and for the public to be pleased if that's the right word to use. for a candidate to come forward where will they be looking for a candidate if they are looking for a candidate at all. well i think the president himself now knows very well that he is inside the crisis and in front of him is there all the political blogs so either he will dissolve the parliament all he should resign one of those one of these 2 things so and he made it on the message he said i'm ready to resign if you want me to resign so it's now in the hands of the parliament and i don't i don't i don't think he will eventually resign i think there will be some sort of early election asking for elections especially that we are we're already have the electoral law have been voted we have the electoral committee already submitted so
4:38 pm
why we are not going to the elections which can be held in about 2 months so i think the pressure will be very harsh on on on the political blows to go forward either to dissolve the parliament and go for the early elections or to stand against the demonstrators which is i don't think it will be for benefits for the political close anymore if an election is called as you're suggesting let's just talk about the various alternatives that could happen if it is that election is called would the demonstration stop or would people then go to the ballot box or would people then try and bring their road you might say civil society leaders or technocrats forward to vie for those seats locations where they believe there is a corrupt politician. well definitely the people is looking i think that they are looking for elections and definitely they will participate there will be a huge participation in the next elections and that's what the major debate and i
4:39 pm
think it is the major demand for the demonstrators as that ok we don't need you anymore we need another faces to see in the political process yes we are accepting this political process but without your faces we need a new face is that the only way that it can be happen is by early elections this is 1st and secondly i don't think that the most traitors will go home now i think they will they way they will wait until the the date of the elections and from that date maybe there will be some sort of her calmness and the in the political process to see what is going to happen after the elections after the new parliament and maybe nomination of the new prime minister a new government and so on and there she thanks very much for your insight thanks for joining us from baghdad better to south asia now or where police in india are being accused of using authorized and excessive force against protesters that new delhi is jummy a university around 2 weeks ago an independent investigation by civil rights groups
