then the challenges are that somalia is still essentially run by a transitional government the constitution is not complete it says that some on is a federal republic with a federal government and a member state but the federal government in the member states are generally not cooperating the federal government is trying to impose itself on a member state both with financial inducements and by force and so its attention is not fully focused on this fight it's focused on fighting administrations that should be its partners which it perceives as its rivals for power in somalia and it raises questions doesn't it about its capacity to deal with the al-shabaab threat given the pull back of the african union troops and you mentioned that the american drone strikes they've increased their bombing this year and still we're seeing what we've seen played out today. well absolutely i think the most important
