teams on the ground at now hopes the meeting in paris will push politicians to create a competent and credible government to bring the moon to documentaries and life moves on air and online. iran launches dozens of ballistic missiles at 2 iraqi air bases both of which host u.s. forces. from doha santamaria continuing coverage here on al-jazeera of events out of the gulf the u.s. aviation authority has banned u.s. airlines from flying over parts of the region. also the iranian military chief whose death sparked the escalation between the u.s. and iran is money being laid to rest. there is
7:01 am
a lot of fear and anxiety just worry about what's to come and why the death and the assassination of course until the money has caused fear for iranian american communities in the u.s. . coming from the gulf everyone's just past 7 am here in doha as it is in baghdad it is 7 30 am in teheran it is 11 pm in washington d.c. on come all santamaria continuing coverage of developments out of the region this weapons day the top line is that iran has launched more than a dozen ballistic missiles at u.s. iraqi facilities in iraq this is at least 2 bases we're talking about one is in erbil the other is the. base in anbar province also iran's revolutionary guard has issued a warning to other u.s. allies in the region and that includes israel saying they will be attacked if their
7:02 am
countries are used for strikes against terror rob also developments we're seeing from the u.s. f a a the federal aviation authority which has now banned u.s. airlines from flying over this region we're talking about airspace in iraq to the west iran and the east the gulf of oman as well and then the waters between iran and saudi arabia and other words the gulf itself it is sizing quote the potential for miscalculation or mis identification. so let's go through some of the reaction so far and obviously the 1st person we wanted to hear from will waiting to hear from was the u.s. president donald trump he hopped on twitter and he said this all is well missiles launched from iran at 2 military bases located in iraq assessment of casualties and damage is taking place now so far so good we have the most powerful and well equipped military anywhere in the world by far i will be making
7:03 am
a statement tomorrow morning here are our correspondents covering developments harry falls that is in west jerusalem we'll be talking to him and a little bit about as you say the threat towards israel there's a summer binge of aid in baghdad then as i said beg in terror from and we're starting with kimberly how could i white house correspondent at 11 pm outside the white house and as donald trump saying kambli we have to wait till the morning to actually hear from him it would appear but take us through reaction in the meantime . yeah our morning wednesday morning you've hit that we haven't quite yet so we expect the president to sleep and then we presume that he will be making some sort of statement but when we got the official daily guidance as it's called from the white house there was no mention of any address by the u.s. president so we're left wondering when this sort of statement of clarity will
7:04 am
happen what we should say is that we had been for many hours here in washington and it wasn't just reporters it was or very americans simply holding their breath feeling in a state of heightened security given the fact that the president just hours earlier had used very tough language towards iran saying that if it did strike on any u.s. interest that in fact there would be an attack by the united states his exact words we have to as retribution so given the president has said that telegraphed essentially his next move when word came down out of those 2 strikes on bases that have a u.s. military interest by iran it was almost as if we were expecting in the very next breath that there would be reports coming from the pentagon of some sort of retaliatory measure by the united states we have not have reports of that now in the region we know it is daylight typically in those type of attacks do not occur
7:05 am
in daylight so it seems that there has been some sort of pas that has taken place despite the president's tough talk now this may have something to do with the consultation the president has been doing in the last few hours with partners and allies we've had readouts not just from the emir of qatar where we know that iran iraq was discussed but also the white house press office releasing a statement saying that the president also consulted with the chancellor of germany angle of merkel so we do know that the president is perhaps awaiting his. options his next options we also know the pentagon is conducting what's called a battle damage assessment but expect there won't be a lot of details in that come out because typically the united states will play down if there had been any significant damage to any of their military operations not wanting to have a p.r. victory to the so-called enemy in this case iran does anyone talk about potential diplomacy kimberly pump
7:06 am
a is technically the chief diplomat of the united states he is the secretary of state. but it's his counterpart that would be mohamed jevons or if the iranian foreign minister kind of get into the u.s. at the moment. at 6 actually right i'm glad you asked that question because the exact words we heard from mike pompei as he gave a briefing about iran earlier on tuesday he said the united states seeks a diplomatic solution his exact words wanting to deescalate these tensions but at the same time looking for ways for iran to cease its so-called malign activities and you're right as the u.s. seeks a diplomatic solution to the tensions in the back and forth between iran and the united states the united states is also in the same breath prevented the iranian foreign minister from attending the meetings that will take place at the united nations security council on thursday the u.s.
7:07 am
state department has the ability to issue this these officially they're saying that there were some processing problems well we know very well that the united states couldn't do that the state department couldn't do that if they wanted to but right now not granting the visa for the iranian foreign minister to attend those very important meetings were negotiations and a diplomatic solution presumably could take place so while the united states is saying on the what have they want to diplomatic solution on the other hand we've seen very aggressive action and very tough talk from the trumpet ministration thank you kimberly how in washington at the white house this so let's go through the iranian reaction now starting with what the foreign minister said tweeting homage officer if he said iran took and concluded proportionate measures in self-defense on the article $51.00 of the u.n. charter targeting base from which cowardly arms attack against citizens and senior officials were launched we do not seek escalation or war but will defend ourselves
7:08 am
against any aggression on top of that's we have heard the advisor to iran's president hassan rouhani tweeting quote any american military action against iran will lead to a wide war in. all of the region and then as well we should remind you about these pictures from k'naan in iran the burial ceremony for possum's eliminate the iranian military chief who was killed in a u.s. airstrike on friday his death of course is what has sparked this latest escalation in tension it is his death that the iranians say that these rocket attacks today are missile attacks are in retaliation for the funeral was supposed to conclude yesterday of course. but there was that terrible stampede which happened 40 people were killed right as our correspondent in teheran now the language that mohammed serif used in his tweet i thought was interesting aside it was very
7:09 am
specific words donald trump saying hey all is well zarif is talking about specific articles of the u.n. charter. he has devolved briefs a diplomat and whenever he talks he will his position and the ring in position is that they're active within international law that they are acting proportionately and that this is self-defense as far as iran is concerned that this is a retaliation for that specific incident the assassination of course and so the money and not an excuse or a way for a wider conflict do you see the revolutionary guards have issued warnings of issued warnings. issued warnings to regional countries saying that if state has u.s. bases it should ensure that no attack is launched against iran from those bases otherwise they would become targets but before this before these missile strikes
7:10 am
took place the language coming out from iran was that the united states had made the mistake that it was a miscalculation and that iran would avenge the general got some so the money now that's exactly what's happened the politicians the political establishment here were under immense pressure from the public because out in the streets hundreds of thousands of people came out for the funeral procession of course and so the money over those $3.00 and $3.00 or 4 days and people on the streets are asking for revenge the politicians are saying that they would eventually and even the supreme leader ayatollah khomeini said that he would be avenged and that's exactly what they've done but as far as iran is concerned that this is one specific retaliation to a specific incident that is assassination of course and for the money and they do not want a why do they do not want to why the escalation that is now down to the united states and how they respond to these missile strikes ok assad begs thank you for that and
7:11 am
from teheran we go to baghdad here is the son of binge of a design comes up in iraq and this we forget in all of this this attack has happened in iraq we're all talking about the escalation between the united states and iran or retaliation or however it will be interpreted these attacks are happening in iraq it leaves the iraqi government in quite a position. some of binge of i can't hear me that's unfortunate we'll try to reconnect with him in the meantime maybe harry can hear me our full sit in lester islam yes again you know how yes are you ok hi harry so iran's revolutionary guard issuing a warning to israel take us through that. yes the. i.r.g.c. according to iranian news agency linked to it is saying that if there is further
7:12 am
escalation from the united states then u.s. allies in the region including israel will feel the force of further iranian action and according to reports on the telegram account the port city northern port city of haifa was mentioned in specifics and so that is of course very much within the the general terms that israel has been operating under for some time according to the. leaks that were put through to the israeli media on monday after a security cabinet meeting here there was an intelligence report given to the israeli political leadership saying that the assessment was that there would be no immediate attack on israel that this was for now a u.s. iran issue but if there were of course a wider escalation then israel would very much run the risk of being drawn into
7:13 am
that the israeli prime minister benjamin netanyahu reportedly telling his colleagues during that meeting that this was an attack carried out by the americans on iran and any response was likely to target u.s. interests in the region rather than israel but the question of course remains what happens next and if there is further escalation than israel which has already been in some form of conflict with iran for several years now in terms of its strikes on your main interests inside syria and more recently inside iraq then there is the very high possibility of israel being drawn into a wider conflict here we keep hearing that we have potential wider conflict thank you harry for sits in west jerusalem. and now we'll try again with some a binge of aid in baghdad can you hear me osama yes come out like and. take us through then developments as we say you know we just obviously focus so
7:14 am
much on the escalation of the retaliation between the united states and iran but this is all happening in iraq. let me just quickly run you through what happened in the early hours of the morning kemal more than a dozen missiles hit an illicit base a number of problems here in iraq multiple other missiles landed near u.s. bases in erbil that was confirmed by the u.s. president as well as we've been following this story the i.r.g.c. in iran said that it is in retaliation to the killing of qassam silly money and they almost timed it to the time of death where the americans fired missiles at us i'm still in money since then we've been hearing reports of of damage material damage but no casualties as yet we've heard from some iraqi officials fearing that there might be some iraqi casualties but now as day breaks things are expected to
7:15 am
become clear we also heard from the prime minister of the kurdish region masoud barzani who said that he's spoken to the u.s. secretary of state and suggested some suggestion made some suggestions for deescalation after these attacks so this is what iraq had been anticipating what iraqis had been fearing and expecting and the iraqi government saying that it does not want to get bogged down it does not want to grab get dragged into this war between the united states and iran many iraqis who we've been speaking to were afraid of this and it seems to have happened it is interesting that we have heard from all sides we've heard from the iranians the americans the kurds but the government that we have not heard from if the iraqi government the last communication from the iraqi government has been the problems to spoke to the cabinet saying that the only way forward for iraq to go or get out of this crisis is if international and foreign troops leave iraq east or summer.
7:16 am
in baghdad thank you for that update. just before we take a break there is another development out of iran to tell you about this is a ukrainian airplane ukranian international airlines plane that has crashed near the airport in teheran a mom khomeini airport crashed after takeoff so says a spokesperson for iran's civil aviation authority. 170 or i've seen other boats a 180 passengers and crew on board it is a boeing 737 plane not one of the max jets which we've seen in previous crashes of course this is i believe a 737800 which was perhaps 3 years old so very little detail at the moment but we know it's a ukrainian international games plane it's a boeing 737 it's crashed after taking off from tehran airport and there were up to $180.00 people on board more on that and when we get it let's grab
7:17 am
a break shall we so much more to come though global markets are reacting to the unrest in iraq oil prices surging more than $3.00 a barrel we'll be talking about that with our economics editor in just a minute. hello again welcome back to international weather forecasts we're still watching that very powerful storm here across the eastern part of the mediterranean this brought a lot of flooding to turkey parts of greece and now we're watching the storm here across lebanon and into parts of israel as well windy conditions will also be a problem associate with the storm and temperature wise we're talking into the single digits for many locations jerusalem here on wednesday only getting to about 8 degrees damascus finally getting to double digits but we're only talking 10 degrees by the time we do get towards thursday well here in doha not looking too bad but we could be seeing some rain in the forecast over the next few days onesies
7:18 am
going to be a nice day with the temps are about 31 degrees but by the time we get to thursday and friday expect to see some off. don showers in the forecast temps are still staying into the low twenty's what here across parts of somalia expect to see dry conditions over the next few days we do expect to see mogadishu with a turn for there of about 30 and as we go towards thursday nairobi you could be seeing some showers as well attempt a few of $24.00 degrees and southern africa plenty of showers across much of the area we are going to see temperatures though come down as we go towards the end of the week capetown clouds will be pushing across much of the area for you a temper of $28.00 degrees here on wednesday but by the time we get to thursday we do expect to see 26. was the last time you out on the streets protesting whether on line you feel the weight of the system going to walk through each and every level or layer further further into the jail or if you join us on set free entry has to start from day one
7:19 am
whether again you're in the tension or you're incarcerated this is a dialogue everyone has a force for there are states that support crushing coverage will be varying accounts but i want to give people the reason for joining the global conversation on how does iraq. root. on the top stories out of the gulf this hour iran launching more than a dozen ballistic missiles at u.s. iraqi facilities in iraq at least 2 bases targeted one is in erbil and the. airbase in anbar province is the other one there's been
7:20 am
a warning from iran's revolutionary guard to the attack that israel and other u.s. allies in the region they themselves would be attacked if their countries are used to strike against terror from. global oil prices of started to fall though they were surging more than $3.00 a barrel following iran's missile attack the price of crude spiked at more than $71.00 a barrel before stabilizing tokyo's stock market stock benchmark stock market has fallen 82 percent since the attack hong kong's down nearly one percent as well our economics editor our bid is with us here in the studio but this is absolutely no surprise i guess that strait of hormuz that tiny little area where what is it 20 percent of the world's oil goes out you know $34000000.00 barrels every single month go to the united states through that particular strait and if there had been an attack on the or a blockage of the straits of hormuz then you know we would see or oil prices shoot
7:21 am
up to $150.00 a barrel and that would be catastrophic for the global economy but what we have seen is a very limited strike on bases in iraq and that has been so much for relief to the markets so initially we saw the markets for by 2.2 percent in japan but that man has recovered we expected u.s. markets opened lower by about 1.7 percent but few just again how pead back and all this because of president latest tweet. is all was all that well oh yeah and so that has kind of calmed things down if there was an immediate response from the united states then we could have seen a next escalation and we could a scene market's going even even verve that any that's interesting this i feel if we do if this if is sort of attack as you've said it's a very limited a tag in in iraq ear bases but omens feel like if this of haven't in years ago there would've been in immediate freakout on the markets in the or but things have changed i haven't day not coming out of this sanctions on iranian oil america's
7:22 am
become more oil dependence so it seems the market can cope a little bit her now i think that there's a there's a coping mechanism now one thing that's happened is that nearly 88 percent of trading is done by computers and and computers are getting wise a to what's happening the picking up on news headlines tweet send everything else that's going on and the make him assessments as to you know how far to push things and the initial reactions from a from from computer trading would have been an over reaction but because of ai computers are up between more i know it's you know computers a thinking through things a lot more and you know there's been a measured response to this so if you know i think i think they but that should be seen in the in a good context because there has been a huge mountain concerns that you know if the east unexpected event in the world and computers could overreact and that could have a knock on effect he cannot make events well just to go bitch the original point
7:23 am
you made about iran itself in the and the strait of hormuz that's it's kind of it's weapon isn't it people talk of a lot about asymmetrical warfare in the middle east and that's it's sort of ace in the hole that it can well i think some of the race in the so was the fact that you know. aramco facilities back in september and we did see a spike in oil prices then as well but again you know we haven't seen the kind of reaction if there was an all out war you know what we call me some oil oil market watchers are expecting more prices to hit about $80.00 a barrel and we certainly are nowhere close to that and you know we've seen or prices come down from the $71.00 today as well so you know it's things have calmed down and hopefully they will remain that way ok he is our economics editor at al-jazeera looking at the reaction on the markets in the world thank you rob it how let's look a little more context as far as the u.s. military presence in the middle east this is obviously key u.s.
7:24 am
has been in this region for decades it has now about 60000 troops deployed across 20 countries bases and facilities in the region including behind the united arab emirates jordan and syria kuwait specifically has more than $13000.00 u.s. military personnel it's got an army headquarters 2 air one naval and then the largest u.s. military base in the middle east is here in qatar houses another $13000.00 troops and more specific to what we've seen today in iraq an estimated $6000.00 u.s. troops which includes in the green zone where the u.s. embassy in baghdad was recently attacked it's when call with us now former deputy national intelligence officer for trans national threats at the cia that title right he's with us on skype from boston going thank you for your time and it's getting late there as well i mean take us through i was going to ask your reaction to the attack but maybe more your reaction to donald trump's measured reaction so
7:25 am
far. well the happy incident so far has been that he has stayed away from the cameras he issued his characteristic tweet but even there one would have to say that although characteristic because things he presents himself was always on top of everything and going swimmingly in this instance it serves to reassure so when combined with what i think most of us are coming to assess is a remarkably calibrated response via the iranians the the tweet indicates that so far we are avoiding the worst spiral downward that was easily imaginable but then you think about the sum of money attack itself which is technically triggered this reaction that was supposedly the worst case scenario option that was presented to don't
7:26 am
trump was put in there tonight the other options than good and he went for that very major option so it's look i guess the point i'm making is that you cannot predict where either of the sides are going to go. well none of us have a crystal ball and particularly in a situation where the slightest misunderstanding or miscue can have a truly horrific irrevocable consequences that we all should be on an end certainly . trump is very bombastic we all know that and has so far refrained in general from going. putting into effect his his rhetoric with regard to north korea or so far in this case with regard to iran even has been relatively restrained i don't don't misunderstand me to be speaking in praise of donald trump but until the silly monny
7:27 am
assassination he had talked tough and actually been relatively restrained in military actions the sanctions have been severe so we can't predict where this will go but at least for the last 6 hours both parties seem to be seeking to avoid the abyss the stomach trouble so have a big picture problem he was the president who said no more endless wars we're going to get out troops out of the region and that's always a great thing when for a president at home to be able to bring troops i'm in fact more troops are going bad they're being moved around the region and we're getting it looks like closer to the idea of accompli. yes well you're making the error that all of us have made of trying to avoid making it which is to seek some sort of coherent
7:28 am
explanation for what donald trump says and does then and i'm not being facetious unfortunately he there is no coherent strategic policy to bond. pompei oh the secretary of state claims that there is but he is blowing smoke trump is a visceral superficial mind whose only interest is in what he believes makes him appear tough and successful from one moment to the next he is otherwise a combination of some attitudes he's an isolationist that is true internationalist but he really knows virtually nothing and there is not a strategy thus the dilemma for the iranians in all of this since he's been elected is what does he seek sanctions have gone up and we killed children money and we don't like it we've never liked united states what iran does through its proxies in
7:29 am
the middle east but beyond that it's unclear what trump seeks that's not surprising so everyone is disoriented because you can't react rationally the something that almost doesn't exist in a rational way i also think about sen will hear from donald trump in the morning hopefully and it's not just on trumpet secretary pompei oh it's defense secretary esper as well it's about how they choose to interpret this homage of answer if the iranian foreign minister said iran talk and conclude it. concluded proportionate measures that could be interpreted saying right we're done with reacted to the killing of so the money and we don't want anything more but there's always the likelihood of donald trump saying no you hit a spec we'll hit you back escalation rather than retaliate. yeah absolutely and i point out to you that no country is a monolith although all of us tend to ascribe coherent homogeny adding to
7:30 am
our. opposing parties so people think that the united states has had a strategic intent and even if it attempts to unify leaders attempt to the government has so many facets to it that are only at odds with one another that it's hard to have a coherent strategic policy similarly that is true for any country and notably for iran so i noted that concluded word also i think that is quite significant but he is a moderates relatively speaking and he doesn't control everything and it only takes in something is dangerous is this situation when you have 2 militaries and systems at odds it takes one mistake even an innocent woman by oneself all turns someplace and then everyone loses control and many people die so we don't know what will happen i think serif is trying to contain this i've been very impressed by the last few hours of iran's steps and i've even been impressed by the apparent her
7:31 am
strengths coming from the white house but they don't control everything i think how always appreciate getting up a spec to on things thanks for joining us today in time take through some other reaction as we've been talking about the idea of retaliation or escalation the thoughts now obvious mile out 70 who is a retired iraqi brigadier general who gave us his view on how far they are running government may go in terms of retaliation to the assassination of some of money. iranians are taking the credit to hit back directly they wouldn't even leave their proxies to deliver the message to the americans that is expected and by the way it's kind of saving face for them because killing so they money is as is an insult from the americans to iranian
7:32 am
establishment to iranian a state as a whole and therefore i think iran ian has to retaliate i mean they are they are compelled to retaliate in a way that will be selecting the target would be with the same. volume or the size of killing soleimani as well it's going to be impacted as well as what has impacted on iran so if you're on has selected this option but i don't think show this is going to be. the only retaliation from iran the conflict has already been begun in air and. on iraq between the united states and iran iran has proxies and they were delivering always the message to on iraqi soil to americans who are supporting the
7:33 am
iraqi forces but i think this time it's different than other time the the killing as i said the killing of journalists or they money was an insult to the iranians so i symmetrical where for that that we we are expecting is not going to be. in a way to prevent it so we cannot prevent this kind of where prayer. by any means. even by the primitive means i don't think show iranian would be accepting to sit on the table to negotiate any kind of resolution or compromise with the americans. iranian also well give liberty or freedom to their proxies and region to retaliate in a way they selected so.
