on al jazeera. this is al jazeera. hello and welcome i'm peter w. watching the news live from our headquarters here in doha coming up in the next 60 minutes iran appears to be standing down. donald trump seeks to dial down tensions with iran and wants europe to take on a bigger role in the middle east. iran's president says the real revenge over the assassination of its top general will be to push america out of the region. questions remain over what caused the crash of an aircraft in iran 176 people were killed. these allegations are untrue and i should have never

been arrested in the 1st place miss urns former chief makes his 1st public appearance since skipping bail in japan ahead of a trial on allegations of financial misconduct. u.s. president donald trump says iran appears to be standing after a series of strikes on iraqi military bases hosting u.s. troops the strikes were in retaliation for the assassination of the top iranian commander qassam so the money he was killed in a u.s. drone strike in baghdad on friday mr trump said he'll be imposing new sanctions on tehran until it changes its behavior white house correspondent kimberly how has the latest. with the u.s. and iran edging dangerously close to war president donald trump proclaimed that
5:02 am
tehran appears to be standing down truck gave no indication that the united states intends to strike back hours after riding in missile attacks on 2 bases used by the u.s. military in iraq we suffered ok. all of our soldiers are safe. and only minimal damage was sustained at our military bases it was a stark contrast to the president's threats of retaliation without hesitation that have dominated his twitter feed in recent days instead flanked by top advisors and generals trump made a surprising suggestion that members of nato to become much more involved in the middle east process it was an astonishing claim from a president who once called nato obsolete he also encouraged u.s. partners and allies to abandon the j c p a way an agreement put in place in 2050 and by world powers to live it iran's
5:03 am
nuclear program we must all work together toward making a deal with the rain that makes the world a safer and more peaceful place however truck didn't ounce new sanctions would be coming without giving specifics he also left open the possibility of diplomacy speaking directly to iran's leaders he insisted the united states desires for iran a great future one that you deserve one of prosperity at home in harmony with the nations of the world the united states is ready to embrace peace. with all who seek it but missing from the president's speech evidence that the u.s. killing of iranian general qassam solomonic was justified and necessary to prevent an imminent attack on americans it's evidence opposition democrats are demanding
5:04 am
from the trumpet ministration also absent a clear strategy something the administration has promised to provide in closed door briefings on wednesday to members of congress including top republicans iran didn't just taken off ramp it took a u. turn because they know they have no capability to fight against america at least based on the presentation that was made. it does not meet what i consider to be you know the threat but if president trump chooses to respond by sending even more soldiers to the middle east he breaks a major campaign promise to pull the united states out of what he once called its for ever wars can really help at al-jazeera the white house. ok live now to washington correspondent john hendren so john when he says the sanctions more sanctions in place until iran changes its behavior what does that mean. well there aren't that many more sanctions that you going to levy against iran
5:05 am
particularly from the n ited states but it seems to be the targets would be a series of businesses and individuals. but those sanctions would be largely symbolic and one of the reasons for that is there are already sanctions against $700.00 individuals and businesses in iran there are even secondary sanctions against other countries who trade with those those bodies that are sanctioned in iran so that iran cannot essentially launder that money so the united states could target yet more people yet more businesses and government institutions but already it seems to have had a crushing effect on the iranian economy the troubled ministration has been targeting iran since pulling out that. iran nuclear agreement in 2015 and since then the economy is scheduled to shrink just over the next year by 9.5 percent it's
5:06 am
a $440000000000.00 economy. and inflation is at about 30 percent right now which is very little more the trump administration can do but by ratcheting up these sanctions it's sending a message that it is still not satisfied and that it wants to cut a deal with iran that with these other countries as well that would finally resolve the disagreements between the 2 countries reaction like john in the holes on capitol hill after we were hearing from mr trump. well that's extraordinary it's extraordinary to think that just 24 hours ago the world seemed on the brink of a new war in the middle east and then you heard president trump saying that iran had stood down well the united states and stood down as well there is among the things that he said was not the word retaliation the world seemed to breathe a sigh of relief and then the but the administration went to capitol hill and tried to present its case for why it is asinine it custom somani and republicans were by
5:07 am
and large convinced that that was a necessary thing to do democrats on the other hand said no that there was no imminent reason to believe that there were attacks to take american lives and in the senate which is controlled by republicans there are a couple of key republicans who are also very unhappy with what they heard from the trumpet ministration just listen peter to how angry this one republican mike lee is as he talks about it. i had hoped and expected to receive more information outlining the legal factual and moral justification for the attack that was left somewhat unsatisfied on that front which i would add it was probably the worst briefing i've seen at least on a military issue in the 9 years i've served in the united states senate when i found so distressing about that briefing was that one of the messages we received from the briefers was do not debate do not discuss the issue of the appropriateness
5:08 am
of further miller military intervention against iran. and that if you do you'll be emboldening iran nancy pelosi a little late so it's a day out symes tomorrow morning your time we understand joan will try something to see things she has to rein in the administration what's she going to do. that's right nancy pelosi wants to introduce a new war powers act that is something it would rain in president trumps ability to declare war or were to engage in military hostilities with iran and the reason for that is the trouble ministration has been using to authorizations for military force one was in 2001 the other was in 2002 and as rand paul a republican in the u.s. senate said it is ridiculous that the administration is using a 2000 to act which authorized war in iraq to assassinate an iranian general so
5:09 am
in the house nancy pelosi and her democrats are offering a resolution that would in her words limit the president's military actions regarding iran she says that our concerns were not addressed by the insufficient war powers act notification and by the administration's briefing today there was a similar bill in the senate and 2 republicans have signed on to that the democrats need at least 4 but it is now conceivable that limits on the president's ability to engage in military hostilities with iran could pass in both houses peter john thanks very much well earlier on weapons to iran's president hassan rouhani said the real revenge this. money will be kicking u.s. forces out of the region that's money and sees him on all. the heads of dia's soleimani as you saw his revered head and his body had videos
5:10 am
and pictures the revenge for vets is to force america out of this region the real revenge of the ultimate response by regional nations as we america is expelled from this region and its head of aggression its castle for eva. that's a big since iran with war all for the reaction the. president rouhani has had some strong words for the united states he said the united states should know if they commit another crime even if it is a threat that they would receive a decisive action from the armed forces also we've had. enough for many speaking in the rare live broadcast usually they're recorded and then put out on state t.v. but you have to live broadcast to speaking to followers he said that yesterday's missile attack was a slap in the face for the united states but military action alone wasn't enough and that the u.s. presence in the region needed to end but we've also had response to what the nato
5:11 am
secretary general secretary general who condemned iran's missile strikes against u.s. forces devolves reached the foreign minister said that those those attacks were an illegal and he said that the nato had been nothing in the region except for destruction and instability but also the foreign office spokesman has said that the nato had become a tool to justify u.s. u.s. crimes and terrorism so we're still having some very strong language come out from iran despite donald trump saying. that iran is standing down iran also released video footage showing them assembling the missiles and those missile strikes and again trying to appease public opinion here people have been out in the streets over the last few days asking for revenge over the assassination of qassam so the money. jonah holes in london he says donald trump used his speech to give nato
5:12 am
powers a dressing down for what he considers the muted response to the killing of cost some sort of money. remember donald trump has a fairly checkered history with nato ones calling it obsolete now apparently supporting it but frequently railing against its members calling them to take on a greater share of the burden a greater share of the cost for their own defense on the collective coffers of nato now i think he will see nato alongside european powers as having disappointed the administration my compo the secretary of state said as much in failing to full throated lee support the actions last week against carson solomonic. an opportunity i think in this address to give everyone a sort of dressing down here a bit of naming and shaming and in nato as case presumably as i said to take up some of the burden in iraq opening the door for the u.s. possibly to draw down its forces there something we know donald trump is keen to do and something of course that we also know that the iraqi parliament at least he's
5:13 am
keen for him to do. let's bring in max blumenthal who joins us live on skype from washington he's the author and editor of the gray zone dot com an online news website max blumenthal welcome to the news hour is there an overarching strategy here i mean all u.s. actions in this region still have potential consequences here. well if you listen to donald trump's beach the strategy is the status quo that produced this kind of escalate tory cycle donald trump's speech sounded to me like an impersonation a very slurred in person asian of benjamin netanyahu who is rife with the kind of dissent from ation he's used to justify his maximum pressure policy and it was bookended with a promise to sort of deescalate this latest round because even elements in donald trump's domestic base are in open revolt against escalation towards actual conventional war with iran donald trump couldn't even pronounce the name of the man
5:14 am
that he called the worst terrorist in the world but the most significant aspect of his speech today is a restatement of the maximum pressure policy of sanctions then even hardliners in washington agree that sanctions that were split in place in 2017 which almost every democrat in the senate voted for are responsible for this escalation with iran it's left iran with no choice but to begin to retaliate because the demands that the u.s. has imposed on iran for lifting the sanctions would mean a complete dissolution and suicide of its revolutionary government has to say that mr trump hasn't simply spurred on tehran's proxies however. well if you consider what happened today with an attack on the green zone by what i would consider possibly iraqi partners of iran mark asper the secretary of defense made a stunning statement today during
5:15 am
a press conference at the pentagon where he said that the u.s. must now distinguish between iran and its proxies meaning the popular mobilization units that would've been a great policy to have imposed or a strategy to take before the us decided to kill the one of the most important iraqi military figures mohandas who is the general leading the popular mobilization units in the same car as console the money so they started wised up after they've realized the catastrophe that they've produced inside iraq lindsey graham today representative carolina saying it be a nice idea if we got a deal going with iran and presumably several of the countries that's my extrapolation get a deal going we had one that was called the g c p o 8 we had it from 2015 yet i didn't hear him say anything in favor of the j c p o a lindsey graham seems to be the key representative in the senate of the permanent war state and is one of the major forces who's been pushing trump not only towards
5:16 am
this maximum pressure policy but towards actual hot war with iran and regional war so it's unclear when trump or any of his allies talk about a deal what they mean and it seems that they've completely shredded the j c a p o n alienated all of europe the j.c. pos just now there's a hollow hawk of a dead mess that probably will never be revived does he mr trump i mean does he genuinely believe he can get nato or the nato countries to do more given that just last choose day germany and the nato countries said we are leaving the area asap. well this might be trumped by finding another way to justify not paying so much into nato his budget which president after president has been annoyed by even barack obama complained about having to pay so much into nato one nato is really struggling to obtain to. demonstrate its relevance
5:17 am
but what i see happening here is just general frame of u.s. european relations i mean trump made this statement a week after he threatened to impose sanctions on the government of germany for the nordstrom deal with russia to get gas at a very cheap price much cheaper than u.s. gas you know after trump has supported bragg's it so basically europe is going to after being alienated on the iran deal and now being threatened with u.s. sanctions and now this latest statement by trump i think we're going to see a more independent europe and this maximum pressure policy towards iran won't change unless there's another administration in place in washington ok we'll have to leave it there thanks very much for talking to us michael intel the in the states. 20 more ahead here on the news hour for you including australia's bush fire crosses firefighters and residents brace the return of dangerous weather conditions this weekend also ahead 5 years in the making i'm finally it's open how russia or

possibly be a terrorist act it's too hard to tell at this stage the crash is a major setback for boeing would struggle to regain trust after the grounding of its 737 max aircraft following 2 fatal and crashes within 5 months. the boeing 737 is one of the most popular aircraft in the sky with a good safety record investigators must now to turn in how and why so many lives ended here. al-jazeera or staying with the story of the canadian prime minister just in food for a news conference about the crash of a couple of hours ago he said canada expects to have a role in the investigation. ukrainian airlines plane just landed in toronto from kiev according to the airline there are 138 passengers who weren't on that flight because they died in the crash this summer day comes in the wake of deeply concerning events in iraq canada condemns the missile attacks launched by iran
5:22 am
last night i am relieved as are all canadians that all personnel deployed in iraq are safe. because in toronto he says canada is seeking more from the plane crash investigation. canada has a large and rather influential iranian canadian community let's not forget that more than half of the passengers on that plane or bound for this country 63 of them full blown canadian citizens others may have been on their way to citizenship or students researchers working here as student on student visas or work visas so this is not something the government can take very lightly least of all because it's a tragedy for so many canadian families communities universities businesses we're hearing of all sorts of reports from around the country the people who died the canadians who died in this they were real estate agents dentists there were 2
5:23 am
married in june nearing professors from the university of alberta in edmonton in the west of canada they and their 2 young daughters died these stories are emerging in the media so the government is very keenly aware it needs to get to the bottom of this justin trudeau said that they weren't ruling out anything when they were looking into this they offered canada's help with the investigation they called repeatedly and firmly for a thorough investigation and when asked about iran's refusal to submit the black box to boeing or u.s. authorities mr trudeau said he hoped that other countries perhaps ukraine or italy would involve canada in their aspect of the investigation were they to become involved he did say however it's an iranian led investigation and they're going to be reaching out to the iranians to talk about it that's a little difficult because canada and iran don't have diplomatic relations they were broken off in 2012 by a previous government but mr trudeau said they can work through allies and eventually direct with the iranian government they seem determined to get to the bottom of this bring some sort of closure to those people who are grieving.

firefighters and residents in the south east of australia are bracing for the return of dangerous weather conditions in victoria and new south wales on thursday the authorities have issued new warnings and evacuation notices residents in high risk areas to leave 25 people have been killed and thousands left homeless by the bush fires which have burned through an area the size of south korea. for more on this we're joined live by jessica washington who's in sydney and so jessica before we get so what we think will happen tomorrow there are questions being asked about the potential political fallout here as well. that's right there's been so much attention on the prime minister since this crisis began this sense of frustration that prime minister scott morrison simply hasn't done enough to appease people's fears about this bushfire crisis we know of course that when this crisis was unfolding even in the midst of
5:25 am
a state of emergency prime minister went on an overseas holiday since he's returned he's really been unable to shake off some of that anger that's been directed at him he's been suring visiting bushfire affected communities getting quite a frosty reception from many voters who say he's not welcome in their community the anger is really very much or not so much about the money that the government is allocating to these bushfire affected communities the government has said that that amount will be uncapped the anger is more towards the facts that were paid many people are asking what information was known before this crisis unfolded we know that just months before the bushfires began the group of fire chiefs actually requested to meet with the prime minister they said that the drought conditions the incredibly dry ice age of australia made the country at risk and meant that the impending bushfire season would be far more dangerous than anything we had experienced in the past the prime minister did not meet with those fire chiefs at
5:26 am
the time and they say that if he had perhaps the disaster could have been dealt with in a much better way is it likely these fires might be a turning point in australia's environmental policy. what we're hearing from ordinary australians is that this bushfire season has made them much more aware of the climate the dangers of climate change the fact that this is really having a personal impact but climate change is not something in the fall a distant future that it's something that is happening now there are protests planned calling on the government to change its environmental policies but these surely governments really navigating a bit of a tricky line strangely it is one of the world's largest producers of coal incredibly reliant on fossil fuels but there is also this sense that something needs to be done in terms of changing environmental policies we haven't heard any indication from the prime minister or from senior ministers that we can expect any
5:27 am
changes in terms of a certainly its reliance on fossil fuels but that is the sentiment that's coming from many people in the public that something does need to change we've just from some independent ministers who are saying that they will be putting forward an initiative trying to sort of forward plan to make sure that australia can be better prepared for disasters of this nature knowing that a straightly is one of the countries on the front lines of climate change jessica thanks very much. still to come here on the news for you the desperate search for the disappeared mexico's missing people now numbering more than 16 hours. and in the sports news the olympic flame isn't the only source of heat making an impact but we didn't use olympics.

further economic sanctions on tehran he was speaking off iran launched more than a dozen missiles of air bases in iraq which hosts u.s. forces. but loss to be heard in baghdad on weapons day night 3 rockets reportedly fell inside the heavily fortified green zone starting a fire there are no reports of casualties. and ukrainian passenger aircraft has crashed moments after takeoff 176 people on board were killed because of the crash in tehran is being investigated. let's return to our top story the tensions between iran and the u.s. in his speech on western states highlighted some of his foreign policy achievements specifically highlighting the fight against eisel in iraq and syria we killed the savage leader of isis al baghdadi who is responsible for so much death and looting the mass beheadings of christians muslims and all who stood in his way he
5:32 am
was a monster al baghdadi was trying again to rebuild the isis caliphate and failed tens of thousands of isis fighters have been killed or captured during my administration so let's bring in now lincoln mitchell he's a political analyst and a scholar at the salzman institute of war and peace studies at columbia university he joins us from new york lincoln mitchell welcome to the news a deescalation undoubtedly is a positive thing that's a step in the right direction but is there a sense for you perhaps in which they've got rid of the symptoms they haven't dealt with the course. well they certainly haven't dealt with the cause and that's been going on for years but i'm not sure the symptoms have fully subsided yet if we want to continue with that medical analogy i don't know that iran is through here and i don't know that the u.s. will not be easily provoked so i think this is a good development but i'm not putting too much weight on it is there a clear strategy as far as this administration is concerned i think would ever
5:33 am
regarding this administration whatever you begin a question with is there a clear strategy the answer is no this is not it other than the strategy of trying to keep donald trump in power somehow in the united states and trying to not be impeached they don't have a clear strategy here they don't have a sophisticated approach to this they haven't really thought this through they may get lucky here and so far they have and that lucky break they're getting is certainly good for the united states but they haven't planned this out to 3 or 4 let alone 567 moves down the chess board and that's true of every policy did they get lucky because of what the iranians didn't do this time yesterday i.e. the iranians didn't kill any americans they apparently knew what they were doing and they went for a bit of a big 10 mc target knowing that real people weren't really going to get killed. that's what we think happened and tehran tried to thread the needle here in
5:34 am
a way that they could send a message that you can't just you know take out our our leaders and at the same time show their people that we're going to fight back and the same time not push the united states too far they thread that needle rather well and the question is is the united states going to be ok with that and begin to walk away because if our response united states response is to tighten sanctions or to do any other you know military type actions meant iran is going to have to respond much tougher so right now the question to united states is is donald trump able to walk away and say enough and you know it's interesting because trump is always full of bluster but on matters of war and peace he's been more cautious than most republican presidents in the recent past have been so so we don't know what's going to happen here we are not a 1000000 miles away from the election campaign in the states as far as mr trump is concerned and iran and foreign policy is the juice worth the squeeze now. not quite
5:35 am
sure what that but that metaphor means but. i guess as we move election is 10 months away and 10 months is a long time in american politics particularly with this administration so what we heard today was trump doing what every incumbent has to do which is to say look at my successes look at my accomplishments and between the economy and foreign policy there is something that trump can say that it would be a compelling message for those american voters that can look packed the racism the bigotry the corruption but but the question that the question for trump is that will voters be thinking about that in 10 months and what happens if things with iran go south what happens if this turns into a real war and there are casualties if that happens 34 months from now this will very much backfire on the president as he heads towards reelection forgive me if my next question is is fantastically simple in your opinion did he do what he's done talking about donald trump here did he do what he's done since last friday because
5:36 am
of impeachment and does he get out of the consequences of the potential consequences of what he's done because of the imminent election campaign. i think that's actually a very important perhaps the most important question he did this not to get out of being impeached because the house of peach him and the senate was always going to acquit him what he did was he changed the nature of the trial in the senate what we will see if this kind of climate between iran and the u.s. stays where it is is that as the senate impeachment trial moves forward switch mitch mcconnell is smart enough to want to do relatively quickly the republican senators will say donald trump is fighting terrorism donald trump is standing up for america and for that the democrats want to impeach him that is you know irrelevant to the issues that are around impeachment but it's probably the best message the republicans can use right now is it going to persuade voters on balance probably not but they could do a lot worse this is what donald trump's singular political talent is getting us and
5:37 am
all of us whether we're americans or not to talk about what he wants to talk about and right now talking about iraq and talking about isis is a lot better than talking about impeachment and talking about ukraine just looking forward through the next 10 months i mean lincoln the chances are if you and i had a conversation say weeks from now we would be talking about iran would be talking about another aspect and there might be a dynamic to who mr trump is that plays to his favor because the speeds of the tempo and the timbre of donald trump is super fast all the time and it's difficult to keep up with it sometimes and you have to have a long memory and you can remember things and think well oh that was 2 months ago and you go oh no that was just last week that's right you know there's an old saying in american politics not supposed to a politics everywhere when you're in a hole the 1st thing you should do is stop digging and what donald trump has done extraordinarily successfully and surprisingly successfully is turn that after him
5:38 am
on his head for donald trump when you're in a hole jump out and immediately start digging another one ok we'll leave it there lincoln mitchell great to get your thoughts as ever on the news hour good to talk to you. my pleasure well the targeted killing of the iranian general custom sort of money by u.s. forces will be debated during thursday's session of the u.n. security council iran's foreign minister who has called the attack illegal was not granted a visa by the u.s. and won't be allowed to attend al-jazeera kristen salumi spoke to legal scholars ahead of the briefing the united nations came to existence after world war 2 with the stated goal of eliminating armed conflict and the suffering it brings under its charter assassinations on foreign soil are prohibited with narrow exceptions for self-defense when it comes to the killing of iranian general kasam salaam mani international law experts say the argument that he was planning an imminent attack put forth by the united states falls short that self-defense exception is very
5:39 am
narrow it's really aimed for emergency situations not situations where other kinds of steps could be taken to prevent a conflict from escalating but this isn't the 1st u.s. administration to use such logic. of all arc is a major blow to most active operational affiliate president obama in particular use the so-called war on terror to justify hundreds of drone strikes against individual suspected of association with al qaeda including an american born citizen anwar. the us circumvented its own prohibitions on assassinations by calling the attacks targeted killings aimed at non-state actors with few politicians willing to tie the president's hands on national security we suffered ok shelties some say tromp has now used the same vague legal justification on
