fighting has broken out over an ultimatum they were given they were told to either retire or join the rapid support forces saddam's military have deployed special forces to contain the violence let's get an update from her morgan she's joining us on the phone from hard to hit but what are you hearing and seeing with. one's irene alexander center what is happening right now and how do we have to go back to back to the man in military ousted president all but this year now one of the demands of the point is that next week when the president came out it was as big a response in the national security and with the transition to the council that's over already standing the operations unit in the national security intelligence now that unit has been on duty they have the power to arrest and kill people down and they were believed to be the more dangerous unit in the intelligence service and that is why i put that have been demanding a response now as specifically that was issued by the military. police unit or i

just a constant retire or join the reputable sources and what happened to think it all came out and said that they do not want to join the ranks because they have not need enough money to retire and so they are demanding that the government take action and they are saying that unless something is done they will continue with gunfire now we've been to several parts of the capitol where there are the fired i'm seeing people closing down their 3 in their shops and people being robbed by the members of things so there's a lot of attention in the air and. a if you think will get worse and worse in the capital of whom and how significant is it that we are getting reports that the army has now raised the security alert level. it is quite significant there in the fact is people are concerned that they would be able to eventually because remember they are armed they will eventually be able to cause some kind of

a me. read to me in the within the ranks and so people are quite concerned and there's a lot of concern as i said the deployment of the army the type contains the situation to areas where the gunfire is ongoing and 5 has lots of streets to those areas but there is an expression heavy exchange of gunfire between the military and the intelligence services so people are concerned that i think end of the day will be loss of lives because most of those. 8 could come feyerick change within residential neighborhoods where they 5 think that the an intelligence center that would be able to get people to get citizens who are not involved in the crossfire or not to become fire between the military and intelligence is all right have i thank you for that update from hard to. now libya's fragile cease fire is in doubt after warring sides failed to reach

a breakthrough during 8 hours of talks in the russian capital so the warlords $24.00 have to did not sign a deal formalizing the truce but moscow says the talks are not dead however the outcome is anger turkey's presidents are accusing have taught of running away from the negotiations and he had this warning for have to his forces. in the coming days we will carefully monitor the choices that will be made between after and the legitimate government after those attacks against the people of the government of libya continue we will never refrain from teaching him the lesson he deserves while russia which supports have to campaign says it will continue to push for negotiations over a violence but there have been reports of have to his forces gathering in southern tripoli threatening the truce that was brokered by turkey and russia earlier this week so we have 3 correspondents covering the rapid developments my head is in tripoli jim is in the turkish capital ankara but 1st let's get an update from step
4:06 pm
in moscow so step one moscow says that the talks are not dead what are they basing that on and so what happens next. well the reason after not giving any explanation for most of today why have to suddenly left moscow without signing the agreement now the ministry of defense has released a statement in which it says that after positively reacted to the final agreement of the draft agreement on the ceasefire and that he wants 2 days to discuss this with his allies in libya meaning the local tribes they also said that the main outcome of the talks on monday are that both parties have agreed to this indifferent to cease fire and they also say that does all has created a positive atmosphere heading into these talks in berlin which are scheduled to so far still for january 19th and they also mention that these into libyan problems
4:07 pm
that have piled up over the years need thorough work so this is interesting because our earlier minister of foreign affairs assegais life for had a very short statement didn't mention anything about a new deadline he was just saying that the talks were inconclusive so something must have happened in the last couple of hours saw the work has been continuing behind the scenes and this must have been a new agreement or a new statement coming from hafta agreeing on this today's deadline i also spoke to had offered the russian a libyan contact group here in moscow was actually in the talks yesterday for 8 hours and i asked him what actually went wrong and he said well hafter came up with some new conditions at the last minute bringing them to the table he said it's nothing to be worried about he was very convinced that he will sign eventually when asked when this will happen he said you can see exactly where until now we have
4:08 pm
this this 2 day deadline ok step vasant thank you for that update from moscow let's bring in jim i'll show ya he's joining us from the turkish capital ankara and earlier on earlier on accused hastert of quote running away from the negotiations what are we to read into your demands comments. well he wants to show the international community that it is half that and half those allies who are to blame for any resumption in fighting for the instability that continues in libya not the same time show that it is his political efforts and those of the target leadership that are trying to establish some sort of peace and push for a political solution the reality is that that's what has developed over the past 24 hours at least in the sense that the recognized government of tripoli the internationally recognized government of tripoli which turkey backs has agreed and has signed on the paper which stipulates having an open ended cease fire and
4:09 pm
working towards a political solution and the ones that haven't been the other side namely that of hospitably see that's put the russians in a precarious situation because they've supported qatar so much both financially and through something mercenaries militarily but they are not alone in terms of sponsoring crafters. project in libya there is the united arab emirates and egypt who obviously have their own considerations as well turkey's president insists that things must go on as they have been planned them as we heard there had a warning if that doesn't happen that he wouldn't hesitate to ensure that turkey responds to any attack by halftime forces ok jamal thank you for that update from ankara let's now find out how this is all impacting on the ground in libya and bring in what i've been well had he's joining us from tripoli so what is happening on the ground as all of this takes place outside of the libyan capital.
4:10 pm
we'll there in it's quiet on the front lines but it is still very tense. like a said earlier we're getting reports from government military sources saying that have forces are now sending reinforcements and the positioning the grouping in certain axes in the southern part of the reason why the peace talks have been derailed in moscow is that as you know during that have to has been supported by regional and local allies and those allies here for example in libya they include the eminence of the former regime of them and get definite and they have been very hopeful relying on have to to impose the military rule in take in case he takes control of tripoli in the contrary so that they can be any state that had to move them on will get that few within have to others to tell it's. little also cities year certain cities and tribes in libya they have been investing and have to they
4:11 pm
have been promised to be part of the new libya led by have to in tripoli 1st for instance the city of the major support of have to here just about 80 kilometers to the east to southern east of the libyan capital tripoli it's the major supporter of have to here in fact it has a central command running the battles in southern tripoli. this city only 24 hours ago the elderly council in that city issued a statement blaming head start for what they call going to most courts without consulting them so this now because have to now demanded a longer time to consult his allies i believe that he will definitely consult his local allies and also regional allies as you know egypt and the united arab emirates of the major supporters of house at the united arab emirates for example has been investing a lot it has had over the past 4 years providing have those with all. the weapons
4:12 pm
crafts drawn in fact it has an air base in the east eastern region of libya so egypt along with united arab emirates the fact that they are supporting the what is called their counter revolution is in the middle east didn't want want any partnership board helped out for example that you didn't or that the western camp led by sort of which represents a majority of libya did not want in fact a partnership would have to have that as to. be in regime the military rule in libya ok i'm a hoarder thank you for bringing us right up to speed from tripoli let's now speak to him if i had he's an associate professor specializing in conflict resolution at the door high institute joining us here on set hi there thanks for your time with us from here than ours so what could be happening right now behind the scenes for
4:13 pm
the russians to come out and say well hang on a 2nd. needs 2 days to discuss and decide you know what i think that it is under tremendous pressure from many different sources that is his main support in abu dhabi the united arab emirates who's funding him from day one in this operation against tripoli and there's also his local allies in the with that. or in other places but also that is another party that also a key player in this process which is europe that has been also neutralized in the talks what i call. here more school what most trying to do is trying to do this unilaterally aside independently from europe so there is the preparation for the battle in conference that should take place soon and would have done some large be a part of this saw and here comes more school is
4:14 pm
a trying to do this independent of from europe from the united arab emirates from his local allies so house that is under tremendous pressure is trying to consult all these parties before he signs which is not an easy task because also he is if he says no he will come under the pressure of you know from law school that mosque or has been a key part of a key a lawyer for him in the past and now now that is the russian medicine it is that they are fighting with him on the ground great from wagner's company and several other security companies but and also in the past when he ran into a financial crisis in the in his economy russia was the party to. allow him to print his money in order in moscow russia is key player in the whole conflict because with the russian interest russia russia shifts the balance of power so that he can't afford to see north to russia until but on the note of russia what does
4:15 pm
russia do next because when they brought half that and satirize to moscow to reportedly sign a deal and come up with this breakthrough it didn't happen so does it put russia in a precarious position and does it continue to support have that on the ground well if he says nor then he has many questions that he will have to answer to russia because russia this is a very. detailed mental moment for their intervention in libya which is they can say very seriously but what. is there an end game in the that end game in libya that is in my view is only a sort of an agreement that he conciliation between all the parties because you cannot eliminate one party over the other because that's what is trying to do by the way of the conditions that have to listed in the moscow talks like for example keeping all recognizing his forces in the south of tripoli and also at some point he refused to talk to. the trouble the government because in his view if i signed agreements with tribal governments then i am recognizing them and the house of
4:16 pm
representative is not tickled lines inc the. tripoli government so he is trying to impose his conditions and this that the government in tripoli must answer this now russia realizing that what changed the whole the whole scene is that the agreement security agreement with. and that russia saw turkey is intervening in the sun trying to shift the balance of power of the gun so that while she had to step back and try to bring all the parties together and come up with a solution that suits their interest and does not leave tripoli only for turkey who signed the agreement with. you know with the government and also who tries there with. europe and that's why he is trying to bring everyone under.
4:17 pm
to 11 last point on this is that in that agreement that they have negotiating now. the implementation of it the people who are in charge of the implementation will will have to be meeting in moscow which also means not only the agreement moskos them but the implementation as will this is a key factor in any agreement the difference between sign an agreement and they implement this and that could be one of the challenges and most schools are trying to control that as well ok we'll leave it there we thank you very much for your analysis. now 3 european countries say they're launching a dispute mechanism under the iranian nuclear deal after accusing to herat of repeated violations or france britain and germany say iran has been scaling back its commitment to the 2015 agreement to limit its nuclear program since may last
4:18 pm
year that's despite their efforts to deescalate recent tension and restart negotiations with the us which abandon the deal and $28.00 of the dispute process could lead to the reintroduction of sanctions under previous u.n. resolutions let's bring in jonah how on this he's joining us from london what more of these european countries saying about why if they've decided to do this. well during remember that iran has gradually been stepping back from its commitments as you mentioned there under the nuclear deal the j c p o ever since donald trump withdrew the united states from the deal in 2015 but clearly it was iran's decision last week in the wake of the killing of customs all the money that it would no longer consider itself bound particularly by iranian enrichment limits that prompted this move by the so-called ethe report in france and germany and the e.u. that oversees the whole thing a line from the joint statement released
4:19 pm
a short while ago says we do this in good faith with the overarching objective of preserving the j c.p.o. away and in the sincere hope of finding a way forward now the e.u. will have formally notified china and russia the other signatories to the deal of its intention to launch the dispute resolution mechanism it's the biggest step the europeans have so far taken away from the deal in response to ron's actions as you said again britain france and germany have been working to keep that deal alive since donald trump withdrew trying to circumvent u.s. sanctions to preserve what remains of the can omit benefits of the deal for tehran and of the dispute resolution mechanism if no resolution has been reached within 15 days that's a deadline that can be extended at will then that could result in the so-called snap back to sanctions that were in place before the deal was reached in 2015 now just up barel the e.u.'s foreign policy chief said that was not the intention here
4:20 pm
the intention is to bring iran back into full compliance with the deal here's mr burrell speaking earlier. namely the dispute to salute to make the days he's not to dream bows sanctions. game of these mechanisms used to resolve issues relating to the implementation of the agreement within defray with the joint commission. i think it's has to be clear they did to if he's there for to find solutions and return to full compliance within differing work of this agreement. now separately boris johnson the british prime minister has been speaking here in london in the last few hours about all this he says it's time for a brand new deal a deal he says that should be negotiated by donald trump a trump deal he called it from the u.s. perspective he said the current deal is a flawed deal let's replace it and replace it with
4:21 pm
a trump deal he added president trump is a great deal maker by his own account and by the account of those. all right john i thank you for that update from london let's find out if there's been any reaction from to wrong and bring in dorset tomorrow she's joining us from her door saw. well there hasn't been any official reaction yet but this is likely to be a event that the iranians were aware of at the europeans would have notified theory about their intention to launch the inspection is the. way this is something that will be seen here most likely as an attempt by the remaining signatories the european remaining signatories of the deal to try and salvage this deal to try and get iran back to full compliance trying to figure out the problems that they have the main issue the iranians have with this nuclear deal as the united states left it and since then imposed
4:22 pm
a series of sanctions on iran and that's left the europeans in a very very difficult position in say they're not complying but what is important to note is from the statement that was issued by the european signatories they say that they rainy and reducing their commitment to the nuclear deal since may of last year is actually not a legal step within that. had they had issues with compliance on our part they should have launched this dispute mechanism then since then every 2 months they are now reduced step by step their commitments and as of january 5th the last technical restrictions that they had on their enrichment program was abandoned by the iranians and this is what's prompted the europeans to launch this dispute resolution mechanism for now this is most likely going to provide an opportunity for the iranians to go back to the negotiating table with the europeans to try and sort out the differences that they have but as for negotiating a new deal it's very unlikely that the iranians will be open to that it given the
4:23 pm
current political climate that's been created by the latest events that have unfolded mainly the assassination of the major general hossam cell in money and also in terms of m x. when it comes to the mechanism but has been triggered what should we really looking out for. well according to the nuclear deal they now have a 15 day period to put together a committee to investigate the problems that the european signatories have with iran so if they don't come to a resolution after the 15 days they can renew it for another 50 day period there's really a lot of leeway with this the timeline of this it's up to the parties to extend it over and over again really but eventually if they feel like they just cannot reach a resolution they will send this to the united nations security council where the security council will have 30 days to the side whether or not that this is they're
4:24 pm
able to solve it or not resolve it and if they can't they find that there is no solution to the problems that all sides are having they will have a vote at the security council to bring back the sanctions that were imposed on iran prior to the signing of the ceiling 2015 but many people here we've been speaking to feel like that is not the goal of what the europeans have just done today they're trying to find a way to bring the reins back to discuss the problems that they're having to try and bring them back to full compliance under the new creative deal. on the issue of sanctions at the time of the lifting of sanctions when the g j c p a was actually signed. bring some relief to people in iran who had been suffering under sanctions for a very long time so are they worried. about the possible threats of now the reimposition off u.n. sanctions on top of the sanctions that the u.s.
4:25 pm
has imposed several times. i think there's a feeling that this nuclear deal was never fully. beneficial for iran many people here didn't see the full benefits of what they were signed up for what they were on a government promise the iranian public never came to be and that was as a result of a number of factors but they signed this deal in the summer of 2015 and it became implemented it was implemented the sanctions some of the sanctions were lifted in january of 2016 there was a certain kind of hope at that time that this was the beginning of a new era for iran and the international community but since the election in the united states and the president trump coming into power and one of in the 1st few months that he was in office he withdrew from the deal and imposed a series of sanctions on iran the europeans haven't done anything really according
4:26 pm
to the iranians to uphold their end of the bargain none of the agreements they had for the european companies to come and invest in iran's oil and gas sector the automotive industry the aviation in the street none of these agreements actually were followed through they were abandoned or withdrawn because of the sanctions the united states imposed on iran so iran never really believed that they saw what they wanted out of this deal and that's why they decided to slowly scale back their commitments and that is now why we're here today the europeans say that's something they should not have done there's no more no more technical restrictions on iran's nuclear program and that was the whole point of this agreement for the rains to limits their nuclear program and get sanctions relief in return then that's something that has not happened and that's why we find ourselves in this position all right thank you for breaking that down for us from tehran. susan iran analyst he's joining us from london thanks for your time with us on the news. one
4:27 pm
step closer to the demise of the nuclear deal or. europeans are saying about saving its. i think it's the former option definitively because essentially the american as the global remain the global superpower has always written the j c p o a p o it was designed as you know to exchange sanctions relief for. limitations on iran's nuclear program and of in a variety of ways and when the u.s. pulled out actual territorial sanctions on iran on any company trading with iran in the world it spooked the entire financial sector. and the europeans by saying that they want to do
4:28 pm
a dispute mechanism are essentially throwing their lot to move the u.s. because the u.s. is a lot of economic leverage on europe now it will go down the road of the european the russians and the chinese may well put some impediments in the way to full fledged u.n. sanctions but my understanding is that the u.s. . for the national security for the u.n. security council can push for u.n. sanctions which would essentially on paper make iran a global pariah which exact is exactly where the u.s. wants it when you say that the russians and the chinese can put some impediments in place what sort of impediments are you talking about what i mean there. so as far as i understand that a lot of the legal ease is being pulled over. in the last few hours and it will do it the next few days by i understand that there are convened for the u.n. security council and there are various committees and subcommittees and it goes to

various from foreign ministries but it doesn't need unanimity in the u.n. security council in order for the u.n. sanctions to be placed on iran. we thank you very much for speaking to us from wanted thank you. our president says all those responsible for the shooting down of a ukrainian airliner will be punished after a 3rd day of protests into iran on monday in a televised address hassan rouhani also said no single person could be blamed for what he's calling and unforgivably error 176 people died when the military mistakenly shot down the jet last wednesday. do you think it's right in this incident was that without precedent in the history of our country there has never been a time when a person in charge of our air defense systems or an officer has committed such an error against a passenger plane in the country's capital and so close to the international

4:31 pm
starting here across melbourne very warm conditions 34 degrees there we do have a front that's coming through and with that front we're going to be seeing an increase of rain an increase the winds as well by the time we get to thursday the rain really increases not just for victoria up towards new south wales as well as into queensland and by the time we get towards friday we're talking about the storms across much of this area now with those sort of storms we could be seeing some heavier amounts of rain that could lead to some flooding across some areas on a daily basis in some areas we could be seeing anywhere between $35.00 to $50.00 millimeters of rain of course is going to be very hard for that water to get into the ground and some of those bushfire areas but we are going to have at least 3 days of extended rain here across sydney from thursday. all the way to sunday morning back to you daryn kevin thank you very much for that updates well still ahead on the al-jazeera news hour the u.s. from use china from its list of currency manipulators ahead of a signing of a deal to end their trade war. driven to suicide the hidden mental health crisis

now one of the demands of the protesters was the reform of the national security sector and what happened was that the operations unit and that national security and intelligence services which had the power to arrest people and were armed we're told they were given the option of either joining the rapid support forces paramilitary group or retiring some of them opted for retirement and said that they will be waiting for. their pension to be paid out now was going to those people who have to be to retire rather than join the russian forces saying that the money that they're given is not what they want and not what they deserve and that they deserve more and that they have more rights that the intelligence services is not giving them enough holding back so they're saying that unless that is met and they have refused to join the rocket support forces then they will continue firing at the army that has been deployed and in the air now several streets and has been has been a lot down people have been prevented from going partly because they're concerned
4:36 pm
that there will be people who will be killed in the crossfire between the army and the intelligence services we've been to parts of these areas where the fires and we've seen people being robbed and seen people being assaulted so there are concerns that this will result in a security breach so is there a sense from what you're seeing and hearing that. this is a situation keep on folding. yes indeed people are already describing it on the streets as a mutiny because the members of the intelligence services are still active they have not come through or not been retired yet and they're not part of the rapid support forces and they are armed so people are describing the fact that they were able to gather and fire at the forces as a mutiny and so their concerns that this is something that is going to unfold and let the army basically does something make some moves now with. all the streets leading to the headquarters where these buildings where these shootouts are

democrats chuck schumer is the leader of the democrats in the senate he said look china is still a currency manipulator the united states shouldn't be taking that tab away and it says we're giving away a lot and not getting a lot in return calling into question whether or not donald trump really is the great negotiator that he says he is katrina you is in beijing and she has more on the reaction there. one way to describe it is that china and the u.s. have a rocky stormy relationship and this this currency manipulator announcement this phase one trade deal is one bright spot it's a break in the rain it's a break in the lightning in the storm but this is not the short answer is no this is not the end to the trade on here state media and what we're reading analysts here also believe that this trade war is going to last for months if not years because we've seen that you know these trade talks have been going on you had more than a dozen talks between. goshi ages and they almost collapsed last year so you get

the sense that phase one was really the low hanging fruit the things that the u.s. and china were able to agree on and that china was able to happily agree on everything that they wanted social they basically just pushed that to phase 2 but phase 2 they're going to have to discuss the real thing is that really at the heart of this trade war that could be getting to the u.s. the technology race for example some structural changes that china has pretty much said no one been very reluctant to change so there is quite a lot of pessimism as to whether we will even get to a phase 2 let alone a fair use 3 but for now i think china at least the state media here are focusing on the fact that look this is not the end but we're still working on it and that's the good things are so far that's a that's what we've seen from beijing. to corruption investigators in malawi you say they're looking into allegations that judges were offered bribes to switch the results of the presidential election peter move for rico was reelected last me
