zira. you're watching the news our life from a headquarters and. coming up in the next 60 minutes protesters clashed with security forces across iraq antigovernment demonstrations intensified. as world powers back a cease fire in libya the european union says it will consider military support to uphold any peace deal. as a deadly new virus spreads beyond china's borders there are fears it could be transmitted from human to human. ship hijackings double in the gulf of guinea making it the world's most dangerous waterway. the kansas city chiefs reach the
1:01 pm
super bowl for the 1st time since 1970 s. the 49 ers after the play that nobody wanted me to san francisco it's the biggest day in american sport. hello we begin this news hour in iraq that's where there are reports that protesters have been killed in the capital baghdad after police tried to break down barricades on the outskirts of the city dozens are said to be injured in the latest round of mass demonstrations rallies are also broken out in a number of cities in the south of the country including measure. protesters have cut off the south of the country by blockading major roads let's bring in imran khan who's joining us from baghdad and as we're reporting clashes have been taking place throughout the morning in iran and the numbers seem to be getting larger.
1:02 pm
right where we are right now i'll just get that out the way to give you a closer look is about how off comments are way from where the clash is all taking place in effect a front line between the protesters on the police now you can see all of these little cause what they doing is they bringing people have been affected by the take 2 ambulances nearly hit in the last couple of hours i've seen about 15 people being brought to the suffering from the effects of the national security council also the police to try and go in less people but just take a look at the crowds huge how many people will be able to arrest remains unclear we haven't got a number of how many people the police. arrest what is going on here is that more and more people are arriving as they see the pages on the news this is now one of the largest demonstrations in recent weeks that we've seen it's also likely to be
1:03 pm
one of the most violent. meanwhile around the protesters seem to have made good on . what effect is that having. province is that face for example. have actually been completely cut off the only vehicles that are getting through. and food supply trucks but we haven't seen the levels of violence in the south that we've seen here relatively peaceful what is the burning tires on the roads and the highways. anybody but the question is crucial the reason they're doing this is because they feel that the government isn't listening to them although there is a caretaker prime minister from is that he has said he will resign. until he resigns and there's a new prime minister in place elections can't be called on the protesters are getting very frustrated because they feel that they don't mean but now they cut off
1:04 pm
these roads the question is how much more can they escalate how much pressure can they put on the government all right imran khan thank you for that update from baghdad let's speak about this with he's the head of policy analysis of the arab center for research studies joining us here in doha time around thanks for your time with us on the where is the protest movement headed to cutting off the south and the clashes that we're seeing taking place in baghdad how much of an escalation is this well this is a clear exclusion because. we thought we all actually thought that the killing of qassam something with an end to this protest movement which started as you know down in an october and the many so far to force the prime minister to resign and also to change the electoral law and also to change the commission which she was really over to see elections in and so far we haven't seen actually any brokenness
1:05 pm
since the forced the prime minister to resign and they have been calling actually for one of the least. and they wanted an independent figure out of home d. would contribute to choosing as prime minister but also on the other hand we have seen actually the political class which they are demanding actually to be more is trying actually to undermine the whole protest movement by trying to buy time and more time actually in order either to the new with the mandate of the prime minister of the outgoing prime minister. caretaker prime minister. or to have a prime minister from then on choosing which is. most of the blocs within the parliament who are many a close to iran and particularly quite a few candidates for war but up with this actually have actually rejected rejected ok i think they are putting more pressure not to see if the government will actually stop their demands so if this is an escalation as you say it is then how
1:06 pm
much longer can the government take its time well i think you know i mean in the biggest in the last few weeks actually they tried to. convince the president of the republic in order to approve one of the kind of put forward for the prime for the prime minister they have so far feel they tried actually to buy also some time after the killing of cause i'm sorry money. there also failed and now i think there will be trying to have within blocks within the bottle a man to agree on someone that can keep the structure of the political system in iraq intact on one hand and on the other hand try actually to fight to do to look very much like the art of meeting the demands of the of the protesters but then see if that is going to work anyway ok we'll leave it there thank you for much.
1:07 pm
it's considering ways to support a ceasefire in libya including a possible military led mission on the ground for ministers are meeting in brussels . brought together libya's warring sides and several. fighting broke out south of tripoli just hours after that summit came to an end and . joseph burrell says any peace settlement will need the block support meanwhile oil prices have risen to more than $65.00 per barrel amid concerns over supplies out of and much of the country's oil infrastructure remains under blockade by have to forces the state oil firm has warned its output will be reduced by more than 90 percent. of the standing by for us in the libyan capital tripoli we'll get reaction in a moment but 1st let's bring in has who's been following diplomatic developments from berlin on what more burrell had to say hashem and particularly the e.u.'s point of view because the e.u.
1:08 pm
countries have really been divided when it comes to libya so so what extent are they now finding unity on the way forward particularly when it comes to this military mission. so there in this is what is happening on the diplomatic front after the conference where the e.u. in particular and the international community were trying to put up this facade of consensus about how to move forward when it come when it comes to grappling with how to enforce the cease fire agreement and the arms embargo to that they are now trying to figure out what is the most practical way to do it on the ground so that when it is someone who has been extremely critical of the recent evolvement of the russians or the turks in libya saying that we cannot afford to have or see those countries having. a permanent military presence in libya therefore it's up to us the european union to take
1:09 pm
a front stage would have come to libya he's thinking about asking the e.u. bloc to reactivate the naval mission that was established in 2015 to curb the human smuggling of the coast of libya that mission was abandoned in 2019 against a backdrop of huge divisions between key players in the european union about how to deal with libya now when it comes to the ceasefire agreement does it boys talking about monitoring and managing the ceasefire it remains to be seen how they will be able to achieve that on the ground i was talking to libyan officials about that potential of this this been a discussion about a peacekeeping force deployed to libya but many libyans are divided about the presence of foreign troops to monitor a cease fire agreement i think the debate now is to try to convince libyans themselves and this is exactly what is going to happen in geneva in about a week or 2 weeks from now to bring all the different factions in libya to come to geneva to talk about how to put together all the mechanism to maintain
1:10 pm
a permanent cease fire for the political process to start which is going to be a task monitored ultimately by the united nations ok hassam ahead about a thank you for that update let's bring in what i've been well had he is joining us from the libyan capital tripoli and we are getting reports that rival factions are now responding to the conclusions of that berlin conference with what we're hearing . will the fighting did not stop until this morning we have been hearing good sounds of heavy fire in southern tripoli over the past couple of days and as the berlin meeting was being killed the fighting did not stop but the situation here and as you can hear now there is just a heavy sound of probably artillery fire so both the question now is whether or not
1:11 pm
both saraj and have to can reign in the arm with groups on the ground we know we have been speaking to military commanders on the ground they say that they cannot retreat until half the us forces pull out from southern tripoli as a prerequisite for any peace deal with the other faction meanwhile many people here look at berlin conference conclusions as at it of this agreement that the u.n. a brokered deal that was sealed in 2015 and brought about the 3 bodies here in libya their parliament their high state council and the government the government of national court many people here in the west of libya say that they believe in conference is not promising and that there is no practical or concrete result on the ground until. those who committed the work crimes are being tried they mean have the forces and they go on t.v.
1:12 pm
that all the displaced people are returning to their homes and their full deescalation on the ground but on the other side many people here believe that they cannot speak make peace with the other side until have the forces pulled out from southern tripoli many military groups on the ground say that they are determined to move on to continue fighting until the late the other side the question now is whether or not key and the. show we'll put pressure on the law is libya to deescalate ok mahmoud thank you for that update from tripoli. at least 6 people have been killed by a series of russian air strikes in syria the attacks happened in western aleppo nearly 30000 civilians have been displaced over the last 3 days in the latest round of shelling in the area and the u.n. has called for an immediate end to hostilities saying the latest cease fire has yet again failed to protect civilians here with the news hour and al-jazeera there is
1:13 pm
plenty more ahead including scrambling to contain the violence lebanon's president meets security officials after a weekend protests hundreds injured. claims africa's richest woman ripped off her country to enrich herself. it's coming up in sport tennis action from day one of the australian open including the moment when one player broke the net. but 1st the spread of a new and potentially deadly virus appears to be accelerating in asia south korea has become the latest country to confirm its 1st case of a new virus that has originated from china patient numbers have tripled and 3 people have died since it was 1st detected in the chinese city of han we'll speak to katrina you in beijing in just
1:14 pm
a moment but 1st here is her report. stafford hospital are working around the clock to identify a mystery virus which has been linked to star's severe acute respiratory syndrome at least 3 people have died and the number of those confirmed have the virus is growing but chinese officials say the outbreak is under control. all the identified new cases have been a benefit to a visit native hospital and we have concentrated resources experts to treat patients in one place. the virus which causes pneumonia like symptoms originated in a meat market cases have been confirmed in beijing in shenzhen and found in chinese villages japan thailand and south korea human to human transmission has not been ruled out and that's a problem because this week marks the official beginning of china's busiest travel season hundreds of millions are using public transit ahead of chinese new year celebrations checks are being conducted in railway stations and airports but that
1:15 pm
doesn't mean is the growing concern about the spread of the virus people here are looking to the government to do to keep them safe but i don't think the government is doing enough because i'm just not hear enough details about it i don't think they will give us the true number of those infected i'm worried and that's why i wear a mask when i'm out others say they trust the government's handling of the virus i believe the government or give us an accurate information i think they're more worried than the public they were have to figure out how to deal with it so i'm not worried but the outbreak has breathed back on easy memories of the 2003 saw outbreak which killed almost 800 people worldwide and left more than 8000 sick authorities initially withheld information about the epidemic leading some to question the chinese government's transparency around the virus british researchers say they could be as many as 7200 cases videos are circulating on chinese social
1:16 pm
media of passengers being tested on flights from move on but the government has appealed to the public to remain calm 8 people were arrested earlier this month for spreading rumors about the outbreak online but preventing the spread of the virus may not be as straightforward as controlling the spread of information. joining us from beijing and there is a real concern about the spread of the virus and how it impacts on the upcoming holiday season and travel for millions of people. that's right the government has stepped up monitoring as you saw in that package and in public transport they're testing with infrared testers testing people's temperatures specially people who are coming out of but this is supposed to be a big celebrate celebration period people are having parties and gathering and actually in the city of itself people have been told to remain indoors as much as possible pay attention to their washing their hands and things like that so this is
1:17 pm
really affecting some people's travel plans already we've had a colleague who's actually from one hand and he's decided not to bring his children back back home to her and just to prevent just a really minimize any risk so people are a saudi to have concerns especially those who are traveling from the south of china but as we also saw some people do believe that the government is doing its best to message from the government has been consistently that this is a control and a preventable outbreak and they're truly trying to manage public opinion about this to make sure that as much as possible they prevent any panic being spread through this very important holiday period ok katrina thank you for that update from the. let's speak to torak your service she's the spokesperson of the world health organization who's joining us from geneva thanks very much for your time with us on the news hour how do you explain the jump in cases because china is reporting 139 new cases of this virus and in 2 days. well this increase in cases was expected
1:18 pm
as china has increased the surveillance and testing it is something that but we will see likely in coming days more cases inside china and maybe outside as we have seen in travelers what is really important is is to try to understand this a virus better it's a new virus we start still don't understand how easily it's being transmitted between humans we don't know what is the source and we are still looking into data about its severity so as we as we move forward we will get more information about the virus but for the time being it is important for all countries to be aware of this new virus to be ready to test. people who may have symptoms and who may have been coming from affected area and on and also to treat those who need medical care again this is this is something that it's new or do good points really is that
1:19 pm
china was able to quickly identify duce new virus to share genetic sequence all countries could develop or gnostic best show you should already devise on infection pressure control measures in hospitals in a monetary and in in clinical treatment of cases as well as on a risk communication so i think that what is important really that countries are ready they make sure that their health systems can deal with any any cases of a new coronavirus yet you are not. by you i mean their world health organization is not currently recommending restrictions on travel or trade from what we understand but what is your of that ins to countries who said be or could be preparing for any outbreak. exactly at this time we are not advising any trouble or trade restrictions what we are really saying to governments is to
1:20 pm
to be on a on alert. to to diagnose people to provide clinical care to or to make sure that the population has accurate information exactly as you were saying in your introduction we also recommend to people to take precautionary measures that are usually taken to avoid respiratory illnesses such as hand washing covering. awarding contact with people who obviously seek going to local markets to avoid unprotected contact with animals so this is what needs to be done now to understand the virus better but also the same time to to prevent further spread. introducing it that the measures that have been announced and we are commanded by the world health organization are right and we thank you very much your service for speaking to us from geneva. iran's foreign minister is threatening to pull out of
1:21 pm
the treaty of the nonproliferation of nuclear weapons if its nuclear activities are reported to the united nations iran has denied claims it's violated the 2050 nuclear deal despite having rolled back its commitments to the pact iran's foreign ministry has also criticized european powers for failing to salvage the agreement to iran has been scaling back its commitments under the deal after the us withdrew in 2018 britain france and germany triggered it is mechanism this month citing iranian violations. lebanon's president is meeting with the heads of security agencies to discuss the recent wave of violent protests michelle golland says more needs to be done to preserve peace and stability after 2 nights of unrest left more than 500 people injured on sunday there were violent confrontations between riot police and protesters outside lebanon's parliament frustration has been growing
1:22 pm
over a financial crisis and the failure of politicians to form a new government and let's bring in xenophobia she is joining us from beirut so how serious is the security crisis in the country. well for now it seems to be under control call has been restored yes over the past 2 nights violent scenes here in central beirut outside parliament square protesters and security forces engaged in hours long battles like you mentioned over 500 people injured on both sides not just the protesters the security forces as well protesters hurled stone sticks anything that they could find while these security forces used tear gas rubber bullets water talents to disperse the crowd but so far the number of protesters just really limited to a few 100 and the area of confrontations limited to this area the central beirut district the question is will the situation escalates will there be more
1:23 pm
incidents of violence as long as the economy continues its freefall and people continue to lose their jobs and you mentioned the president meeting with these security agencies that's of the security agencies as well as the army according to the national news agency they're going to be discussing how to bring about peace and stability now we know what the position of the internal security forces is that yes we will allow protesters to vent their anger peacefully but we will not allow them to quote assault the security forces. damage public and private property but human rights groups are criticizing the security forces for quote their actions saying they use the excessive force excessive amounts of tear gas and the very fact that they the rubber bullets were hitting the eyes of the protesters their injuries to the eyes so security forces also coming under criticism for the way that they reacted to the protesters who in turn were provoking the security forces and what's
1:24 pm
being said by officials in on why there is through a delay in the announcement off a new government and a government formation. those in power the ruling alliance the politicians who the protesters want to leave power are bickering amongst themselves over shares in the next cabinet they're not in agreement on who is going to get what and in the interim this political vacuum it's been since the end of october that lebanon has had no government no economic plan to save the country which their state is in near bankruptcy and this is why people have become more and more angry and frustrated they say that their politicians are you know competing over seats in the next cabinet and not addressing the issues that should be addressed so there is no agreement in the horizon at least for the time being
1:25 pm
there were a lot of meetings yesterday between the prime minister designate the president and the house speaker so so far no government a political vacuum a country in economic turmoil and fears that the security situation could worsen in the days and weeks ahead ok xenophobes or thank you. more thunderstorms are for cost across australia that's where the heaviest rain in months is already flooded areas that were burning just days ago. issued severe weather warnings in new south wales southern queensland parts of victoria andrew thomas reports. for weeks australia burnt and choking smoke filled the air but this is dust a huge dust storm rolled across the towns of dubbo and parks over the weekend dramatic but not dangerous and elsewhere it's now flooding in melbourne to run chill rain storms and hail stones the size of golf balls
1:26 pm
qualifying matches at the australian open were abandoned smoke from bushfires had been a big worry for players now it's further rain interruptions this story obviously. you know would have a lot of troubles if they had to cancel matches and you know luckily they have 3 close. courts with a with a roof. still has so many matches so many players. let's hope they're through the worst of. the rain has also been heavy in parts of the states of queensland and new south wales for those tackling the bushfires it's just what was needed vote dozens of fires are still burning the water has dampened them and none of the threatening homes or lives but the economic impact of the fires is still being felt tourism in summer is usually the backbone of kangaroo island's economy but this cruise ship is
1:27 pm
the 1st to visit the island of australia's south coast since the fires earlier this month most tourists are staying away they think. and that's not so we really need to send that message out that they are and so accessible australia is huge varied weather is normal but the start of 2020 has been exceptional. andrew thomas al-jazeera sydney let's not check in with kevin and get an update on the forecast that australia have that's right those thunderstorms very welcome but of course they're coming with a big punch as you saw in the video we're talking about thunderstorms severe thunderstorms very gusty winds flooding as well as some of these hail stones that are coming out of these storms are quite large i want to take you you saw some video there of the flooding i want to take you specifically over here towards camera the capital of the area look at the hail that has come down across much of the capital city now some of these hail stones were anywhere between 60 and 70
1:28 pm
millimeters in diameter of course you can see the damage they caused with these vehicles we did have a lot of delays at the airports as well as on the rails because of this and they also are dealing with some very heavy rain in this area now we're still dealing with very heavy rain across parts of new south wales as well as victoria this is currently where those rain showers are this is all dealing with a storm system that's making its way over here towards the tasman sea now as the system makes its way towards the east we'll start to see the rain show subside across much of the area temps wise we will be seeing those terms just start to pop back up particularly melbourne here as we go towards wednesday $32.00 degrees is expected high but we do have a front that's going to be pushing in from the bite that's going to bring some very gusty winds as well but take a look a 5 day forecast here for sydney we expect to see kind of a roller coaster in terms of the temperatures 31 degrees on tuesday popping up to 37 on thursday then dropping down to normal as we go towards the end of the week back to you daryn kevin thank you very much for that well still ahead on the

al-jazeera. and. that. hello again the top story at this hour there are reports that protesters have been killed in the capital baghdad after police tried to break down very caves on the outskirts of the city.
1:31 pm
as it's considering ways to support a ceasefire in libya including a possible military mission on the ground fighting broke out south of the capital hours after a. south korea 3rd country took its for its 1st place a new corona virus that has originated from china numbers have tripled and 3 people have died since it was 1st detected in the chinese city of. operating off the west coast of africa have doubled the number of ships they've hijacked in the last year the international maritime bureau is warning the gulf of guinea has become notorious for piracy with 90 percent of kidnappings reported taking place over there mabel chiefs from west african countries are meeting in senegal to try to find a solution to this growing threats. reports from jeff carter. it's
1:32 pm
a calling she often finds hard to explain it comes from a deep desire to defend her country and its waters after visiting senegal's naval headquarters on a school field trip 16 year old has made up her mind she'll be joining the navy in the since it's a noble cause protecting the ocean from polluting vessels and saving people's lives at sea even if it's dangerous i want to be part of the mission the navy is on a drive to recruit more soldiers at sea while piracy globally has dropped the number of boats attacked in the gulf of guinea has doubled in the last year this has become the world's most dangerous waters not only is it a major transit route for cargo ships the shores of senegal are also rich in marine life attracting illegal deep sea fishing vessels that are polluting the sea floor shows promise of the bus problem 90 percent of the world's trade happens on water we need to protect the oceans to protect our economies and the trade most attacks are taking place off the coast of nigeria in angola to oil exporting countries the
1:33 pm
attackers are gangs often made up of poor fishermen frustrated in seeing this wealth they have no access to taking away from their shores senegal discovered 50 trillion cubic feet of natural gas and a 1000000000 barrels of oil it has just allocated exportation rights to multinationals. the drilling has been started by there's this expectation that this newfound wealth will be equally redistributed among all senegalese especially among the fishermen communities who have suffered from illegal fishing on these waters they say the ocean is a precious resource that needs to be protected. while the trumpet ministrations says it's pulling back u.s. troops in africa in march the u.s. navy organized its largest naval games in africa and the gulf of guinea with $3000.00 troops $33.00 countries including senegal. there are no physical boundaries on our territory a war says and so to protect it we need men power and soldiers willing to take
1:34 pm
action and neutralize the enemy when needed. and so this will require a new strategy for senegal and the region with fresh recruits willing to take risks needed to protect the ocean and its untapped well. and let's bring in nicholas now he's joining us from that conference to talk talk us through what participants are hoping to achieve nicholas. well one of the aim of this conference is to get these navies these countries that don't usually talk to each other some of them see each other as rivals to dialogue to share information because what they have to protect is not the ocean it's a precious resource for many of them just to give you an example senegal in mauritania for a long time saw each other as rivals even as foes now they have to act as friends because they have a common resource to protect oil and gas and that's one of the main interest of these conferences to get these these these armies these navies to dialogue and also
1:35 pm
these are navies that are ill equipped that don't have the equipment to deal with this growing threat that we describe in the story now they're on a buying spree trying to equip themself with this growing threat of piracy and one of the leading companies that is providing ships here is israeli shipyard now they've been providing ships to these really defense forces for the last 60 years and they've just provided 2 ships to the sinegal navy they have dozens of contract through west africa and joining us now is mr brier prior evo are. your company has been selling ships to west african countries what are these countries looking for these countries are looking for securing the easy which is an enormous area for each country contains a lot of. important. products for the country like oil and gas etc looking for securing the. money come because of the policy i want you to secure it
1:36 pm
either by maybe. by coast guards oh by any lawyer foremost unit that should do that for them to show us a little bit what you're selling to them i mean this is one of the ships you write that you know that you've sold to be used to open the 45 which is a move to put up a vessel that can carry a lot of a lot of type of. payload for example. which is about a 7 allows them to bolt suspicious to check. every not they have to be nice they want to control a weapon so what are the cynical army or navy going to use this boat for which the aim of getting the texting the easy. coastal area. making sure the disavowed any is shown on to do a region no. fishery stealing no. entity to do it what else without any
1:37 pm
permission they're going to use it to see who is coming in who's going out who's doing a lot to money told the area and to particular now these boats costs millions of dollars in many of these countries can't afford them hardly going to pay for for a boat like this basically you are right this is not the cheapest in the market but . the idea is that we have time to head down which in 2 main ways the 1st one is financial packages that we are offering to customers and we are allowing them all enabling them to do it along a longer period in the better way for them and the other one is we have time to share wisdom to know how and make sure that they would be able to do it by themselves at the end of horses in their own country and it brought here from the israeli shipyard thank you very much and of course we're talking to many of these heads of navies one of the challenges in tackling the piracy is the fact that there's a long legal cases that take place for instance you have lots of shipping vessels
1:38 pm
merchant navy. that would rather pay the ransom to piracy or pay. pirates rather than that get the navies of these countries involved in impounding those ships the reason why is because oftentimes there's a long legal matter that takes place and so these merchant navies lose money so those are some of the issues that will be discussed in this conference among the heads of navies is not just to try to stop pirates but also try to enforce the law because this is a growing problem especially here in the gulf of guinea 90 percent of the world's trades continues to happen on water and this is a precious resource that people here want to see protected during right nicholas thank you. lee documents suggest africa has wealthiest women siphoned hundreds of millions of dollars of angolan government money to offshore accounts a journalist organization says the papers implicate the former president's daughter
