donors to bail out the economy. u.n. experts call for an investigation into any role saudi arabia may have played in the suspected phone hacking of amazon boss jeff bezos. the international court of justice has ordered me and miles government to take emergency measures to prevent soldiers from committing acts of genocide against rangar still living there around 3 quarters of a 1000000 of the muslim minority fled to neighboring bangladesh during the military offensive against them 3 years ago. she denies genocide has been committed and accuses refugees of exaggerating abuses and the bar is live for us now at the hague so take us through what happened in court today.
2:02 pm
well firstly very briefly let me give you some context this case was brought against me by the gambia with the backing of dozens of predominantly muslim countries the accusation is that myanmar has breached the un convention on genocide that all important 948 conventions signed in the wake of the 2nd world 'd war on the whole of course not only designed to make sure that genocide never happens again but also to punish it to an earlier hearing happened in december the civilian leader of myanmar suit she was there to contest these accusations and what the court has been asked by the gambia is to do one key thing which is to say century put the brakes on any forms of genocidal violence by asking for something called provisional measures which is essentially an emergency injunction and what's happened here today of the i.c.j. is that they have ruled that that injunction that these provisional measures are
2:03 pm
absolutely necessary and now myanmar face a long list of conditions things that it is compelled to do to prove that it is living up to international scrutiny well for more on this i'm joined by dr sidney rose from the university of leiden he was formerly worked here at the i.c.j. a significant step forward but it is of course only the start this isn't a final ruling on genocide but it does mean potentially longwinded case will begin now yes yes it's important to note that this provisional measures order does not represent a finding that genocide has taken place instead it's as you said an injunction that requires myanmar now to prevent acts of genocide to ensure that its military security forces do not commit acts of genocide and there are also other requirements that myanmar for example report back to the court and that it prevent the destruction of evidence let's talk specifically about some of the conditions one thing that seems of course an awful awful lot of people off guy. the timing the
2:04 pm
court has asked me are mark to report back 4 months from today and then consecutively every 6 months so incremental progress supports what does that say to you about the amount of trust the i.c.j. the international community has in myanmar is she following suit well yes it does indicate that there is some concern on the part of the court about compliance with this provisional measures order and the timing is partly on account of the fact that these cases take a long time there will be several rounds of written proceedings written pleadings and then there will be some years from now oral proceedings and then a final judgment and so in that that time span the court would like to do what it can to help ensure that myanmar is complying and it's also important to see this in a larger context where there have been problems in the past with compliance with other provisional measures orders and so the fact that these provisional measures these the simple all important emergency injunction has been issued
2:05 pm
a tall surely that is a validation that there are serious serious crimes going on in myanmar at the moment that may well fall short of genocide but still nevertheless very serious indeed yes i think so this is the 1st international judicial pronouncement on the situation of there are hinges in myanmar and even though it doesn't of course involve any sort of finding that genocide has taken place i think that what the court says here carries great authority and that the international community will pay attention and look to it as we rose thank you so much for joining us we're just also clarify this isn't a criminal case meaning that no individuals are being held accountable here nevertheless a later case may happen at the international criminal court that's also based here in the hague despite the likes of unsung suchi the civilian leader of myanmar finds herself in the crosshairs of international criticism accused of very serious

allegations of being complicit perhaps in some of the world's worst crimes or i mean barca that thanks so much. now nearly 20000000 people in china are being affected by a shutdown of public transport aimed at stopping the spread of the deadly coronavirus services in and out of will hand of already been suspended that's where the virus was 1st detected people love being advised 12 voyde large crowds in the neighboring city of wine gang old transport services will be shot down for midnight local time to prevent people leaving the chinese government says subway trains will be disinfected every hour and the world health organization is starting a meeting right now to decide whether to declare an international public health emergency scott joins us live from china's capital in beijing so what does it look like there is life come to a halt so some people. absolutely almost 20000000
2:07 pm
people we're seeing in the central province that's obviously where the epicenter will hon that's the epicenter of this virus so further clamp down further sick transportation locked down again nearly 20000000 people it's very hard to imagine that but that is what the government here has done to move forward with their containment of this virus you know and that's by air land and water that they have locked down these transportation systems in these cities around the epicenter if you will and as you mentioned semi they've also done things like disinfecting subway cars here in the capital beijing on an hourly basis they've cancelled you know we're just entering the new year the lunar new year holiday period here tomorrow friday is going to be 7 days of holidays they're talking about canceling some of the celebrations here in the capital because of this virus but the chinese government says and reiterate they're going to continue to communicate with the outside world what they're finding with this virus. china will continue to
2:08 pm
maintain an open transparent act in responsible manner for the global health and safety and reports any outbreaks we will maintain close communication with the world health organization relevant countries and regions including hong kong and taiwan we also believe that the emergency committee at the world health organization will basically findings about the outbreak on truth science in patiala recent analysis and sound judgment. and we'll hear from the w.h.o. in just a couple of hours they're going to start their meeting to decide if they will consider this coronavirus here in china to be a global health emergency that word should be coming out in the next couple hours again they were supposed to announce that over the last day or so but the laid it because they said they needed more information just give us an idea scott of how well connected integrated this area is into the rest of the world.
2:09 pm
it's very well integrated because when you when you consider all the travel the 10s of millions of people who travel in china on a normal basis this is the very central part of this country so it's a hub a transportation hub in the middle part of this country but also it's connected both away to the west to europe and to the east all the way to the united states that's why we've seen a very global concern over the spread of this corona virus but what's really concerning when as i mentioned there we're going to be starting a 7 day national holiday the lunar new year it starts on friday continues throughout the week next week what we need to look at you know you have this global hub where the epicenter for this current virus was but you look at you know a lot of concern a lot of these these transportation lockdowns are happening right now but a lot of the people the chinese people who would have traveled millions of them who have traveled for this holiday probably have done so over the last several days if not a week before so we're just seeing the holiday starting now the concern for
2:10 pm
a lot of people is what's going to happen after this week's holiday and all those people go back home to those places that hopefully don't have transportation lockdowns because a big concern is and this is hopefully what we'll hear more from the w.h.o. what the just station period is for this virus because there's concern that there could be some people who are out there who are carrying the virus but who are symptomatic so that means you've got these people traveled from their homes gone to a different place and they're going back again so you have all this intermingling of millions and millions of people so that's the concern and you know really needs to be more information and more scientific analysis of exactly how this virus works alright thanks so much scott heide live there fighting has intensified in syria's last rebel held province over the past 2 days 8 civilians have been killed off the government as strikes hit a town in southern italy and 2 camps for displaced people in the east there are also reports of heavy fighting between rebels and government forces simcoe saw
