6:00 pm
but there's simply no space. this is al-jazeera. this is the news live from doha coming up in the next 60 minutes now it's the white house's turn president donald trump's legal team presents its defense in the next phase of the u.s. impeachment trial. china's president says his country is facing a grave situation over the corona virus outbreak and he poses more travel restrictions. rescue workers in turkey is searching for survivors after a powerful earthquake kills at least $22.00 people. the death of a young man in libya highlights the hoss conditions of migrants held in detention camps and install one of tennis's faces rivalries will have its latest installment
6:01 pm
at the australian open. to set up a 4th round match this afternoon to. the lawyers for us president donald trump is set to begin his defense of the senate impeachment trial shortly they'll have 3 days to counter democratic argument that he abused his power in dealing with ukraine trumps accused of pressure in kiev to investigate his rival former vice president joe biden by withholding military aid he's denied any wrongdoing will go now to heidi joe castro who is standing by on capitol hill in washington d.c. let's start heidi with what we can expect today we know the line they're going to run and they've said it through out this shouldn't even be happening it doesn't warrant impeachment this shouldn't even be before the senate that's what we'll be hearing today. that is absolutely the crux of the argument stand and we just heard
6:02 pm
a preview from some of the president's defenders speaking with the media moments ago saying that the democrats case that was laid out over the last 3 days calling it false hoods quote sandwiched between hyperbole and conjecture that is the aggressive line of attack we are expecting obviously from the left the reaction to those arguments from the impeach a manager's a very different response we heard especially the closing arguments of adam schiff the lead in peace manager described as commanding and compelling but again it really depends on who is responding and from which part of the political spectrum they fall but further not just attacking the democrats in in their line of defense of the president from his team we also expect the airing of more favored right wing theories we saw some of this preview yesterday by one of the president's attorneys
6:03 pm
jay sekulow saying that it was the democrats accusing the democrats of being the ones that invited for an election interference dating back to 2016 and that controversial steel dossier expect a lot more of that as well and of course on the facts republicans say that that trump did not do anything wrong they say that it was his regular authority and that he was trying to combat corruption in ukraine when pressing its president to investigate the bidens and they say that these articles of impeachment which allege abuse of power and obstruction of congress they say they are legally deficient but i want to bring up one other big development in this is from last night when there was an audio recording released by one of president trump's an associate of the attorney of president trump. and he says that this is president trump's voice from a meeting in 2018. mortaring that marie johann of it sure was the u.s.
6:04 pm
ambassador to ukraine at the time ordering her firing now how does that all apply well they say that because trump got rid of you're gonna bitch eventually a year after that recording was made at that is part of his abuse of power scheme that he got rid of her not for legitimate reasons but perhaps part of this clip pro quo which the democrats are alleging when he was hoping to get these political favors in return from the ukrainian government. as you're speaking as well we're just watching to the side of you the images that are coming live we will go there the moment that this hearing begins to get under why we're listening to the prayers of the moment ahead of that hearing that massage q. there are moderate democrats moderate republicans rather than the democrats were hoping that they might be able to sway them to at the very least vote for allowing more witnesses or more evidence to be brought is it any indication that they might have been swayed by the democrats' position or are we going to see this very much
6:05 pm
a long partisan lines and that the republicans will just fall into line beyond all doubt. sure well those 4 moderate republicans some 4 or 5 at this point they've held their cards very close to their chest during the duration of those opening arguments from the democrats but we know that they have stated previous to the beginning of this trial that they were at least open to the idea of calling more witnesses upon the conclusion of these opening arguments from both sides and ultimately it doesn't even it doesn't matter so much what others how others are responding to these arguments because they very much as we said from the beginning are staunchly on their sides and not open minded but those 4 in the middle it's hard to say whether or not they have been swayed certainly they've been pulled in one direction or tried the democrats have been trying to hold them in one direction over the course of the last 3 days when it was their turn to argue for the
6:06 pm
president's removal really arguing for these moderate republicans to be open to more witnesses and now it'll be the president's team's turn to try to hold those moderates in the opposite direction again heidi what we've had the opening prayer we've had the swearing in and now we're about to listen to the beginning of the proceedings today this is from his lawyers because that's half of this trial of the articles of impeachment exhibited by the house of representatives against donald trump president of the united states. and majority leader is recognized probably as we should expect 2 to 3 hours of show. if needed pursuant to the provisions of senate resolution $483.00 the counsel for the president have 24 hours to make the presentation of their case the senate will now hear you the citing officer recognizes mr sibal no need to begin presentation of the case for the president. thank you mr chief justice.
6:07 pm
senators leader mcconnell democratic leadership thank you for your time and thank you for your attention i want to start out just very briefly giving you a short planned for today we we are going to be very respectful of your time as leader mcconnell said we anticipate going about 2 to 3 hours at most and to be out of here by 1 o'clock at the latest we're going to focus today on 2 points you heard the house manager speak for nearly 24 hours over 3 days we don't anticipate using that much time we don't believe that they have come anywhere close to meeting their burden for what they're asking you to do in fact we believe that when
6:08 pm
you hear the facts and that's what we intend to cover today the facts. you will find that the president did absolutely nothing wrong and what we intend to do today and we'll have more presentations in greater detail on monday but what we intend to do today is go through their record but they established in the house. and we intend to show you some of the evidence that they had to sit in the house that they decided over there 3 days and 24 hours that they didn't have enough time or made a decision not to show you and every time you see one of these pieces of evidence ask yourself why didn't i see that in the 1st 3 days they had it it came out of their process why didn't they show that to the
6:09 pm
senate and i think that's an important question because as house managers. really their goal should be to give you all of the facts because they're asking you to do something very very consequential and i would submit to you to use a word that mr schiff used a lot very very dangerous and that's the 2nd point that i'd ask you to keep in mind today. they're asking you. not only to overturn the results of the last election. but as i've said before they're asking you to remove president trump from the ballot in an election that's occurring in approximately 9 months they're asking you to tear up all of the
6:10 pm
ballots across this country on your own initiative take that decision away from the american people and i don't think they spent one minute of their 24 hours talking to you about the consequences of that for our country not one minute they didn't tell you what that would mean for our country today this year and forever into our future they're asking you to do something that no senate has ever done. and they're asking you to do it with no evidence and that's wrong and i ask you to keep that in mind i ask you to keep that in mind so what i would do is point out
6:11 pm
one piece of evidence for you and then i'm going to turn it over to my colleagues and they will walk you through their record and they will show you things that they didn't show you. now they didn't talk a lot about the transcript of the call which i would submit is the best evidence of what happened on the call. and they said things over and over again that are simply not true one of them was there's no evidence a president trumps interest in bird sharing that wasn't the real reason but they didn't tell you that burden sharing was discussed in the call in the transcript of the call they did tell you that why let me read it to you here's the president and we'll go through the entire transcript i'm not going to read the whole transcript will make it available i'm sure you have it
6:12 pm
but will make available copies of the transcript so you can have it the president said and they read this line i will say that we do a lot for ukraine we spend a lot of effort and a lot of time but they stopped there they didn't read the following much more than european countries are doing and they should be helping you more than they are germany does almost nothing for you all they do is talk and i think it's something that you should really ask them about when i was speaking to angela merkel she talks ukraine but she doesn't do anything a lot of european countries are the same way so i think it's something you want to look at but the united states has been very very good to ukraine that's where they that's where they picked up again with the quote but they left out the entire
6:13 pm
discussion of burden sharing. now what is president selenski say. as we disagree no he agrees they didn't tell you this didn't tell you this didn't have time in 24 hours to tell you this. yes you're absolutely right. not only 100 percent but actually 100 percent and i can tell you the following i did talk to uncle of merkel and i did meet with her and i also met and talked with mccrone and i told them that they are not doing quite as much as they need to be doing on the issues with the sanctions they are not enforcing the sanctions they're not working as much as they should work for ukraine it turns out that even though logically
6:14 pm
the european union should be our should be our biggest partner but technically the united states is a much bigger partner than the european union and i'm very grateful to you for that because the united states is doing quite a lot for ukraine much more than the european union especially when we are talking about sanctions against the russian federation. you heard a lot about the importance of confronting russia and we're going to talk about that and you will hear that president trump has a strong record on confronting russia you will hear that president trump has a strong record of support for ukraine you will hear that from the witnesses in their record but they didn't tell you about
6:15 pm
so that's one very important example they come here to the senate and they ask you remove a president tear up the ballots in all of your states and they don't bother to read the key evidence of the discussion of burden sharing that's in the call itself that's emblematic of their entire presentation. i'm going to turn the presentation over to my colleague mike purpura he's going to walk you through many more examples of this and with each example ask yourself why am i just hearing about this now after 24 hours of
6:16 pm
sitting through arguments why and the reason is. we can talk about the process we will talk about the law but today we are going to confront them on the merits of their argument now they have the burden of proof. and they have not come close to meeting it in fact and i want to ask you to think about one issue regarding process beyond process if you were really interested in finding out the truth why would you run a process the way they ran if you were really confident in your position on the facts why would you lock everybody out of it from the president's side why would you do that we will talk about the process arguments but the process
6:17 pm
arguments also are compelling evidence on the merits because it's evidence that they themselves don't believe in the facts of their case and the fact that they came here for 24 hours and hid evidence from you is further evidence that they don't really believe in the facts of their case that this is for all their talk about election interference that they're here to perpetrate the most massive interference in an election in american history and we can't allow that to happen it would violate our constitution it would violate our history it would violate our obligations to the future. and most importantly it would violate the sacred trust
6:18 pm
that the american people have placed in you and have placed in them. the american people decide elections they have one coming up in 9 months. so we will be very efficient we will begin our presentation today we will show you a lot of evidence that they should have showed you and we will finish efficiently and quickly so that we can all go have an election thank you and i yield to my colleague michael purpura. mr chief justice. members of the senate good morning again my name is michael prepare i serve as deputy counsel to the president
6:19 pm
it is my honor and privilege to appear before you today on behalf of pride president donald j. trump and what is the president's response well it reads like a classic organized crime shakedown shorn of its rambling character and not so many words this is the essence of what the president communicates we've been very good to your country very good no other country has done as much as we have but you know what i don't see much reciprocity here i hear what you want i have a favor i want from you though and i'm going to say this only 7 times so you better listen good i want you to make up dirt on my political opponent understand lots of it on this and on that i'm going to put you in touch with people not just any
6:20 pm
people i'm going to put you in touch with attorney general the united states my attorney general bill barr he's got the whole weight of the american law enforcement. behind him and i'm going to put you in touch with rudy you're going to love him trust me you know what i'm asking and so i'm only going to say this a few more times in a few more ways and by the way don't call me again i'll call you when you've done what i asked this is in some in character what the president was trying to communicate that's fake that's not the real call that's not the evidence here that's not the transcript that mr cipel loney just referenced and we can shrug it off and say we were making light or a joke but that was in a hearing in the united states house of representatives discussing the removal of
6:21 pm
the president of the united states from office there are very few things if any that can be as grave and as serious let's stick with the evidence let's talk about the facts and the evidence in this case. the most important piece of evidence we have in the case and before you is the one that we began with nearly 4 months ago the actual transcript of the july 25 2019 telephone call between president trump and president selenski the real transcript if that were the only evidence we had it would be enough to show that the democrats entire theory is completely unfounded but the transcript is far from the only evidence demonstrating that the president did nothing wrong. once you sweep
6:22 pm
away all of the bluster and innuendo the selective leaks. the closed door examinations of the democrats hand-picked witnesses the stage public hearings what we're left with are 6 key facts. that have not and will not change 1st the transcript shows that the president did not condition either security assistance or a meeting on anything. the paused security assistance funds aren't even mentioned on the call. second presidents alinsky and other ukrainian officials have repeatedly said that there was no quid pro quo and no pressure on them to review anything thurber president selenski and high ranking ukrainian
6:23 pm
officials did not even know did not even know the security assistance was paused until the end of august over a month after the july 2005 call forth. not a single witness testified that the president himself said that there was any connection between any investigations and security assistance a presidential meeting or anything else 5th the security assistance flowed on september 11th and a presidential meeting took place on september 25 without the ukrainian government announcing any investigations finally. the democrats blind drive to impeach the president does not and cannot change the fact as attested to by the democrats' own witnesses that president trump has been a better friend and stronger supporter of ukraine than his predecessor
6:24 pm
those are the facts we plan to address some of them today and some of them next week each one of these 6 facts standing alone is enough to sink the democrats case combined. they establish what we've known since the beginning the president did absolutely nothing wrong. the democrats' allegation that the president engaged in a quid pro quo is unfounded and contrary to the facts the truth is simple and it's right before our eyes the president was at all times acting in our national interest and pursuant to his oath of office. but before i dive in and speak further about the facts let me mention something that my colleagues will discuss in greater detail the facts that i'm about to discuss today are the democrats facts this is important because the house managers spoke to you for
6:25 pm
a very long time over 21 hours and it repeated lee claim to you that their cases in their evidence is overwhelming and uncontested it's not i'm going to share a number of facts with you this morning that the house managers didn't share with you during more than 21 hours i'll ask you as mr cipel loney already mentioned that when you hear me say something that the house managers didn't present to you ask yourself why did they tell me that is that something i would have liked to have known why am i hearing it for the 1st time from the president's lawyers it's not because they didn't have enough time. that's for sure they only showed you a very selective part of the record their record and they remember this they have the very heavy burden of proof before you the president
6:26 pm
is forced to mount a defense in this chamber against a record that the democrats developed the record that we have to go on today is based entirely on house democratic facts pre-cleared in a break in a basement bunker not mostly entirely yet even those facts absolutely exonerate the president. let's start with the transcript the president did not link security assistance to any investigations on the july 25 call. step back on july 25 president trump called president selenski this was their 2nd phone call both were congratulatory on april 21st president trump called to congratulate president selenski on winning the presidential election on july 25 and that's where we break away from this hearing
6:27 pm
we've been listening to michael purpura who is that typically counsel to the president outlining the defense of president trump in this in this hearing saying very simply the president did absolutely nothing wrong going to the transcript of that call between president trump and ukrainian president zelinsky saying that the facts with exonerate the president before that we have from the white house counsel he says he doesn't believe the democrats in their 24 hours of presenting the case against donald trump came anywhere close to meeting they have a burden the burden of proof let's go live now to our studios in washington d.c. and our panel will she have a tendency to look how the trial has gone so far this week she had. yet just threw out the stage now the democrats having the rest of the their case with their opening statements the beginning of of the white house counsel's opening statements we thought we'd take stock and we have several people with us to analyze
6:28 pm
last week's hearings all about for frank or joins us he's a republican strategist former advisor to the late senator john mccain on the story from supporter rina show republican strategist and found a strategies and douglas sloan democratic strategist and senior principal consultant for the national capital strategy group at all for 1st of all. is there any concern or tool. in the slightest following the democrats are putting all cubans oh i don't think so at all i don't think anybody can recall that it was so much repetition for 21 hours they did a good job i think framing potential commercials and too for the election and how to energize their base but what's very clear here and this is going to be of course an acquittal in very short order possibly by the end of this week or early next week is the following i've been a long time since i try to criminal case i'm a lawyer from way back but it's always better to be the defendant it's always better to go 2nd somehow it's easier to rebut something then and to explain to
6:29 pm
people why certain elements have in bed been made from a legal standpoint the problem is is politically tied to a legal issue from a legal standpoint this is a case obviously for summary judgment dismissal from the outset there is a burden there is no underlying crime that's being charged the problems with. things like abuse and obstruction when there's a debate about the powers of both the exact branches of the government is the following it's subjective so unless you have elements of a crime it's very difficult to come to the conviction level of any for any and any any any case in this particular case it's a political agenda coupled with subjective interpretations for example of the transcripts with my colleagues will have a different view whereas if you didn't trial has actually been strengthened by this in some ways i do think shortly our fund raising numbers show that the polling number with our base show that the fact that the country's evenly split as it
6:30 pm
always has been with donald trump at most instances when there have been political crises of course the president's popularity is a numbers go down and this case i think the president will actually be strengthened by this and especially after his acquittal douglas a lot of that's not even we've heard quite a bit from actually from from the left of the democratic party to you may have constitutional principle on your side but in the end the entire democratic strategy against ultram since he was elected has been has been completely fluid has only boosted the president 1st with russia which was which some of interpreted as a desperate attempt to try and explain why hillary clinton lost of the most unpopular candidates in u.s. history and now with ukraine gate it's just strengthening trump what the democrats should have done instead of looking abroad for ways to attack is look at his policies he's been transforming america quietly while attention has been on all of this stuff people should have been mobilized against his policies on the environment or inequality on immigration not for the firing of some right wing attorney general like jeff sessions well i believe that regarding 1st of all
6:31 pm
regarding russia gate as you call it even the president minutes along with all of our intelligence agencies that russia did interfere in our elections in 2016 but a few $1000000.00 look at our intimate and long well that's no longer up for debate number 2. to in regards to what happened due in ukraine this is very serious when the president is approaching a foreign power and seeking their assistance to. do an investigation on a political opponent that has never happened before we were looking at things that have never happened before in the history of this country and just to address the republican strategist point here regarding crimes being committed when the constitution was written there were no criminal statutes so in terms of the actual crimes that's not what they were talking about rising levels rising to the level of enrichment right now the president came up and fly to saudi arabia and decided he
6:32 pm
wouldn't do his job anymore and he would be impeached your strategist has a democratic strategy fail he's going to be acquitted by the end of next week he's going to run on this he's making lots of money affairs well 1st of all i'm not going to say that it's failed because 51 percent of the american public he was very interested in how you parse the words he says our base our base is been polling this way i know if i did one percent of the american public believe that this president should be impeached that is unheard of we have never seen these type of getting the clinton era was only around the 30 percent mark we've never any of these type of levels before and on top of that this president has never risen above a 50 percent approval rating his approval ratings right now are at 42 or 45 percent and was i never had a president in modern history since polls have begun and it's had this low approval rating so in terms of you know what he's doing well among the base but that's not the only people that are coming up we're going to have all of the american public come out to vote and he's polling horribly 51 percent of the people united states and its president years ago that is unheard of and yet reassure the public comments
6:33 pm
in the senate it's unlikely to vote for impeachment i do want to get to that here's a car if i have. the i think. the reality is that 75 percent of this country want to see this present removed that is more remarkable to move and a little more than half the country want to. impeachment check the polls of course i'm skeptical of a lot of them is 2016 but that is a number that we should not ignore but you are no public constructor just the rip you to get i'm not claiming republican majority of the items you'll talk see in the summit this is not really cowed by a little troll here he has total control over the if you're hoping for a mine are going to be a little that the republican senators are derived of their duty here and they are not willing because the statement they put out in the twitter verse in the public sphere so far have shown that they do not want to be impartial jurors sen mitch mcconnell has gone so far to think i'm not an impartial jury these people are not only hypocrites they are concerned with their well you know that isn't let me get this straight i'm
6:34 pm
a former republican strategist i do currently work with many republicans at various levels running for congress i would literally only just stay out of the trouble will come people are not in for them jump it all in in the sense that well the congressional sorry let's talk about the ones they're already seated those are the ones that are scared the ones that are running for congress now and they're not scared of him because they believe what he's done is open the door for anyone to come in and say i'm best suited to take this country in a new direction how this president has taken the country in a new direction by saying we welcome foreign interference we want russia to help us russia if you're listening help me in this election having said this is proof there's video out there and our founder it was a total no you can't you can say it's rhetorical but couldn't use it that this is no no we should take this president this is this is very little this is sort of this is fantasyland of course the economy the president's accomplishments on trade deals and the mexico canada trade deal the movement on china really tara. let me
6:35 pm
let it go as you said about the thunder here that have yielded results yes oh and there's no you know you're you know i don't know where the results of the result is of ancient law and that is what we can expect a lot of noise for data is there some model we all heard to i listen to you don't listen to you polite you like i don't hear and take i think over. oh i see this is the economy what i want to run on it well actually that's a story that was really president salva response on lethal aid to ukraine as well there was a crisis in our. foreign aid what he did domestically for the economy and look at these guys like look at trump helping our economy absolutely these are like you know i don't know if it is mobilizing their quality they're all being distracted by at least the issues of foreign interference in the democrats what we're looking to do to trump and if i may on this we can have a debate about that that's a legitimate i disagree with you on trade i disagree with the world that we don't have record low unemployment i disagree on the president's i think very very successful policies that's a legitimate debate for the election and that's no question let's go back to what
6:36 pm
the program is really about which my colleagues here are voiding as in the house the only bipartisan vote was against impeachment in the senate i'm making a small prediction as have the 3 of us back i am making a prediction it will be a bipartisan vote to acquit the president if you're going to said to acquit meeting democrats in the senate will join with every republican to acquit the president and a majority of at least 55 or 56 posts to acquit the president is the most asinine production i've heard that well you will see how senator we will see how senator jones when we get back to the right we will see how soon we have what we are talking about i'm not sure we're productive and well because we've heard the fact that i don't have our equipment at 5 through these in this case of the facts or the this in this case this is a wholly subjective determination ok i'm going to make it because you're in there i want it and i realize there is no way to drive here bribery what is what i want a president who actually has not been i don't i was not
6:37 pm
a student he had not been charged as a writer it doesn't matter if he has been charge or not there's no court of law doesn't matter it does not appear i am going to look at pro quo you want irish and give me a free market i can't take this i lost you i'm going to you're going to love me and let me why are there we know that either everyone should get there and there really is a trial you know it is there but i don't know why there is a trial without witnesses. just i mean if you 1st are going to be running out of that i'd like you said let's listen this is what is going to die having which is it in the end going to bolster donald trump let's face it he's going to he's going to be acquitted and he'll rather last we just want to turn it all right if we don't have the rest for a slow down it'll get a lot longer with this is a scolding this is well that i think but he's not i don't know why that but i think you are now saying that you know well he says it's about the are under 50 percent so this will not help him with this larger electorate that it's who he has to convince he has to get independent votes yes you can win some seats are going to democrats he's not convincing as his resume had nothing at all sir douglas as you know reno and 68 well we'll stop that but. it is interesting about independent
6:38 pm
voters because actually there's evidence that again independent voters are against that but he has been a little bit perturbed by by the republican democrats try to i would rather talk about health care immigration and not so much in order to have realized that a larger amount i would have about him sounds like i'll take that vote out jihad thank you for that stay with us here on al-jazeera going to be back after the break and you. hello it is feeling generally more winter nassar out the middle east although the cloud and this cold here goes through iraq and that's where the lot of the rain falls snow of course in the mountains that's on these ways 3 where usually following these things you get quite a wind across iraq dancer's the gulf which is quite cold the bucs are in baghdad is 60 next when they're hot is 80 and you could almost add wind chill i know it seems wrong some possible with the give 18 degrees it does feel comparatively cold is
6:39 pm
there for a couple of days got a strong wind there were a few showers in oman and yemen they've gone now so it's dry it's just a feeling is it a bit or wintry it's too dry and levant by the way for a couple of days at least the weather is more active in the west and then the cloud that spreads from it will bring little rain into morocco coast allowed and this cloud might say can you see a scattering of showers inland now dearie tunisia and in libya in the next couple of days what otherwise north africa is fairly dry down the rift valley the rush hours seasonally the rain is heavy dango through tanzania and it has been in madagascar there has been flooding recently it looks at the showers or rather we can have a spinner there that's a tropical cyclone dianne that's just gone through this so it's on its way out into the ocean. but. i enjoy bringing my neighbor's children so they can see and get more

you're watching al-jazeera has reminder about top stories this hour lawyers for u.s. president donald trump have begun their defense of the senate impeachment trial by have 3 days to county democratic documents that he abused his power in dealing with ukraine. you can move on to other news now and for more protesters have been killed in iraq in security forces crackdown on anti-government demonstrations one person died in the capital and 3 in nasiriyah police moved into the streets surrounding towns risk when after a large group left camps in an area of the capital they'd been occupying since october some of those leaving that area are supporters of populous clip of tata who

that has been the cat and mouse game that he's seen so far off of these subjects protests of death has been that the protesters the 3 square protests of the fallen back a little bit but they are saying that they will continue their protest until the government is what it is intriguing why the government is cracking down to them now because there has been no announcement of the interim prime minister the country's being ruled by a temporary government and there's been no reforms that these protesters have been asking for and they say they've laid down their nice 500 of them more than 500 euros and more than 25000 have been wounded and it will be completely in vain for all of their efforts since october if they leave now some of thank you and some of the job are joining us from baghdad. china's president says his country is facing a grave situation of the outbreak of the coronavirus siege in ping warns the virus is now accelerating the military has been deployed to the epicenter of who by province but local government is urgently appealing for more supplies including

people who traveled before restrictions were put into place this as there's growing evidence that people might be carrying the virus without showing symptoms unwillingly passing it on to others the detail in park here in central beijing would normally be teeming with people out celebrating the 1st day of lunar new year but like right across china the festivities here have been canceled over concern of spreading the virus nationwide measures are being put into place on airplanes trains and buses to detect infected people the people of the han are being told that starting sunday no cars will be allowed on the streets of the city center hundreds of military medical personnel have been sent to han to help with the growing number of cases and this is in addition to the more than 1000 civilian medical staff who have already been sent in from around china to hospitals are overcrowded and some who've been treating patients have been infected so as the people of china heavy muted celebration it's still far from clear what impact the coronavirus will have on the chinese new year ahead scott either al-jazeera beijing

well in hong kong at least 5 cases of the virus have now been confirmed in a news conference on saturday its leader kerry lead raised the threat level on the territory as a result of the outbreak. and yet the all responses reached imagine sea level person a department to meetings and we have a command center so we can get the fees from the experts and come up with strategies and initiatives when we deal with this public health event i think you'll understand that we need to be quick in making decisions when we can make decisions for the society of hong kong. the french culture. working to provide transportation for its citizens to build the city did france and so few cases have been reported. there the french health minister and us prison has confirmed there are 3 cases of patients with current virus in the country now we've learned a little bit more about those cases there's one couple a man and

a woman who came from china they are tourists we understand who came on holiday to paris when they fell ill they had flown in from. and in fact they've now been hospitalized we understand that their case isn't too serious but of course they are remaining under strict surveillance there's also a man of 48 year old who also had come from china he had visited will have recently he fell ill and he is in the southwestern city of bordeaux we believe he works in the wine industry now the mayor of bordeaux has said that he had about 10 to 12 people have come forward to say that they have been in contact with this man who works in the wine industry they also work in the wine industry and of course they will have their health checked by the relevant authorities the mayor of bordeaux has said in fact the chinese new year celebrations in the city in southwestern france have been canceled as this health scare continues now the french health minister says that these cases and france are the 1st in europe that doesn't mean
6:50 pm
that there aren't any elsewhere she expects other cases to be found but she believes that these 1st cases have been confirmed in france because french authorities have been very quick to test the patients and very quick to announce that they had this virus. the death of a teenager or train migrants in a detention center in libya this week is again highlighted the plight of 40000 people living in the tents that are often makeshift and many are run by armed groups many of the people living in them would retain while trying to make the dangerous crossing to europe aid agencies say the conditions are appalling or tony burke who joins us now from the city of misrata on the libyan coast and agencies describing him as poor as just appalling conditions you've been there tony tell us what you saw. that you're breaking up a bit i couldn't quite get there so question there but it's all about the conditions in these centers and basically 8 go ahead sorry no that's right just
6:51 pm
asking what you saw when you when you visited them. well we were restricted in exactly what we saw we were moving around to see but their living conditions were pretty horrible basically mattresses on the floor of a giant warehouse no creature comforts of any sort and they basically were just sitting out in the sun it was a decent temperature when we went there but they all complained about the conditions they'll complain about their lives and some of them being in detention centers like that for about 3 or even 4 years now we have spoken to aid organizations and they say they have a big problem in trying to get access to these centers so it's very difficult and also they they find that they can't get all the facilities improve the way they want there's about 11 detention centers the official finger is something like $43000.00 migrants are in these detention centers but it could be more it could be less nobody knows no one is keeping a record that shows also that these people are very much on the backburner when it
6:52 pm
comes to you know concern in libya because of obviously they've got their own problems they've got a conflict going on they've got something like 160000 people who displace so they can't handle those people let alone 43000 migrant workers but it's a pretty appalling situation across the board and of course some of them were will will try again and again to try and get across that dangerous journey across the mediterranean sea to try and find their dream the end of their dream and a place in europe but as everybody says now the welcome mat in europe is no longer there it's not really a case of them being invited in so there's not the appetite to help these people so it's pretty desperate situation all around tony what can be done in circumstances such as this when you describe in just how bad the conditions are in europe of course of course as you say staying where you're not welcome here either so where does that leave them. leads them to despair disappointment frustration and i don't know what the solution is to be
6:53 pm
honest because there's no system in place to help these people further than them applying for political asylum in a country or for resettlement that can take 2 or 3 years their paperwork sometimes gets lost some of them are not registered some of them have no recourse whatsoever they're just dependent on the authorities here in libya and the aid organizations don't really have enough resources to track down everybody amala to everybody and help everybody so i think the possibility is for these people that they're eventually going to be deported from libya and go back to their country of origin and for some of them they'll just start all over again we spoke to one lady who'd tried 4 times to get across the mediterranean sea 4 times she being captured and one time she was kidnapped and abducted and her relatives back in nigeria had to pay a ransom that's a familiar story you hear over and over again so all there's no quick solution there's no hope for these people or that i can see it's pretty much
