middle east peace plan a day ahead of its unveiling but the palestinians reject it. also mourning the dead in the libyan city of misrata but they vow to keep fighting the forces of warlord khalifa haftar. and south africa considers nationalizing one of the world's few privately owned central banks. hello welcome to the news our china says the number of deaths from the corona virus outbreak has risen to 106 the number of people have factored by the illness has also risen to more than 4000 comes as the head of the world health organization visits the country for talks on the outbreak has more from beijing. the streets in the capital beijing are almost empty and the most likely stay that way until next monday now that the lunar new year holiday has been extended to help

curb the spread of the corona virus more countries and territories have increased restrictions on people from a province or even banned their entry in some cases as the chinese government continues with its plan on containing and treating those who have the virus but i have to keep wearing the same mask if i throw this away no mask then i'm asking the government to sell more masks so i found out that everything sold out to buy food and vegetables now i hope the situation can get better after the chinese new year holiday china's 2nd most powerful government official premier league has been put in charge of the coronavirus situation he travelled down to will hutton visited the construction site of a hospital that's been purpose built for the virus. we should build this hospital as soon as possible we set a date this february 2nd we bringing all the medical resources from all over the country will bring thousands of medical stuff to other hospitals in here he then
5:03 am
spoke with medical workers on the front lines of the virus outbreak. throughout the day safe and save lives because what you're doing now is to save lives your nation is relying on you while the people of china might be relying on those medical workers the entire world watches as the number of dead and infected continues to rise and scott joins me now from beijing scott just bring us up to speed now what we know about the death toll those infected and of course the restrictions that the chinese authorities are putting into place in terms of the movement of people. yet the number of dead so hill is now 106 and more than 4000 have been infected now you know when we see these restrictions obviously in the epicenter will be a province and the city where it all started yes the restrictions there are very tight and there is increasing around the world as well other countries and
5:04 am
territories within china are restricting people who have even just been to to the province to the areas not allowing them to come in this is going to really become a major factor in the coming days to help because that's when this lunar new year holiday now extended holiday comes to an end at the end of the week it actually will is has been extended until sunday but most likely people will travel starting on friday and saturday so that's what we're really going to see this massive movement of people and there are all these restrictions in place it's going to be very difficult because what's going to happen in a lot of places like high speed rail way stations at airports they have to screen these people to find out where they're from and to find out where they've been so that's going to really kind of snarl things we know that that high speed rail line here in beijing they're already starting to see big numbers coming back people kind of getting in front of this big way we're expecting later in the week of course transparency for the chinese always be the point of contention they've obviously
5:05 am
been criticized in the past about the sort of previous outbreaks how do you assess the way that getting the facts across and the information across to their own population and into really to the to the international community from where you are in beijing. well it's interesting the way the numbers are released in the something's that's going to happen in about an hour's time the national health commission is going to have a press conference they had one yesterday and this is something they say they're going to do on a daily basis and that is to combat the criticism of the numbers have kind of been all over the place you've got you know a province releasing numbers a dead end infected you've got other provinces doing it there really hasn't been essential eyes clearing house of these numbers so that is led to a lot of confusion and a lot of anxiety so i would imagine that this national health commission having a press conference every morning is part to. ease the tension about what the numbers are and kind of that lack of transparency one thing that's interesting too
5:06 am
you know we saw in that story that chang the prime minister went down to one and you know visited those sites where the building these new hospitals this is something that the central government is trying to assure the people that they're on top of that that they're there you know they're doing things to make sure that they're there that this is going to be contained it's very interesting because it's yeah they're containing the virus but they're also trying to contain the anger here that's something that the central government is always very worried about when the public is not happy with the way things are going well of course will continue to monitor events certainly in china with you through the day scott hyla thank you well the curl of break has also said the jitters through global financial markets asian shares slipped again early on choose day as china took drastic steps to control the virus to see in the u.k. france and germany also dipped on fears about the potential economic empowerment meanwhile china's along with slid to the lowest level this year affecting commodity

linked currencies like the australian dollar was all secret is asia business editor for al-jazeera online joins me now from kuala lumpur nice said not so just explain to us perhaps why we're seeing this reaction in the markets and what seems to be the driving force behind it. well so what you have to remember as always is there are 2 forces that drive financial markets and that's greed and fear and right now with all the uncertainty surrounding the virus and the impact the potential impact that it's going to have it is that fear element that is driving the markets so viciously when market traders are faced with such a scenario what they switch to is a default risk off. the fall mode as it were so what that means in practical terms is that they're going to be selling off things like stocks commodities like oil for example so what that money goes into is
5:08 am
what they consider to be safe haven assets like the japanese yen us treasury bonds gold for example gold prices have surged to their highest level since about 2013. in the markets over here in asia we've seen a big sell off in places like korea remember a lot of markets are still closed for the chinese new year including china and hong kong. but when these markets open up chances are they're going to see a big sell off just like you pointed out in europe in america we've had big sell off so overnight on all 3 of the big major indices in the u.s. and that is once again feeding through into the markets over here in terms of what you just said about those that maybe you feel the worst of the economic fallout the traders the stock brokers the banks how far down does this filter to the public at all or is it just really the higher echelons you might say of the economic barket

those that really we don't really have the hands of. approach to. you're right there is still a lot of uncertainty as to how this impact the virus is going to feed through into the broader economy but what we can say for sure already is that industries like tourism like airlines like hotels restaurants all of these sorts of things across asia and possibly beyond are definitely going to feel an impact one place in particular possibly going to feel feel a disproportionately large impact is hong kong right on the edge of of hong of mainland china still very much a gateway between china and the rest of the world and don't forget china hong kong is already in a recession because of months of the anti-government protests for example.

trump by calling for trump's full but national security advisor john bolton to appear before the senate following his claims that trump ordered him to tie military aid for ukraine with an investigation into rival joe biden we now have a 3rd witness who is apparently a direct witness to the president's timing a military aide to investigations of master but bolton we could not have made a more powerful case for calling him than the case the president's lawyers just did in trying to contest that link between military aid investigations so once again they underscored the importance of john bolton as a as a witness who would corroborate exactly what the uncontested evidence that the house put on shows that president trump used hundreds of millions of dollars of military aid to coerce an ally to conduct these political sham investigations. there was hired to castro house will all the coals that bolton to testify democrats

say the new information from john bolton that trump directly linked to u.s. security aid to his demand that ukraine announced investigations into joe biden could significantly bolster the impeachment case this is stunning it goes right to the heart of the charges against the president. ambassador bolton essentially confirms the president committed the offenses charged in the 1st article of impeachment that article is abuse of power for allegedly putting his personal interests above that of the united states trump denies the allegation he's characterized bolton once his national security adviser as a disk run toward former employee who wants to sell more books i haven't seen a major script but i can tell you nothing was ever said to john but i have not seen a baby. i guess he's writing a book i haven't but several moderate republican senators appear to have been moved by bolton's revelations only 4 republicans would need to side with democrats to

welcome back you're watching the observer news are with me sell robin a reminder of our top stories health officials in china say the death toll from the corona virus outbreak has jumped to 106 the number of people infected has also gone up but it comes as the head of the world health organization visits the country for talks of the outbreak. republicans are under growing pressure to ally with this is to testify of u.s. president donald trump's impeachment trial. excuse me it followed of a book draft by a former advisor john bolton in which he claims the president told him to tie military aid for ukraine to an investigation into his political rival joe biden.

meanwhile doll trump has been talking up his long delayed middle east peace proposal which is due to release on shoes day israeli prime minister benjamin netanyahu and opposition leader benny council in washington to discuss the deal which the palestinians have already rejected. let's get more now on one of our top stories of course president tom's impeachment trial of the political fallout from it richard goldstein joins me now live from washington d.c. he's a democratic strategist and former outside adviser to the clinton white house during the 1999 in pietschmann trial good have you with us on the program sir how much of a gain changer are john bolton's revelations if they are what they are supposed to be for both political camps. well by rights they should be a game changer because the complaint from republicans has been well we haven't heard firsthand from anybody who actually spoke directly with the president hearing
5:31 am
him say that he was predicating the delivery of this military aid on political favors by presidents alinsky well john bolton is that person and he's written about it. but i will tell you this just so people watching don't get their hopes up i think most of the republicans have set their mind that there will not be witnesses no matter what i mean it's an odd argument on one hand they claim well we haven't heard firsthand but they don't actually want to call the people that have 1st hand experience and i think it's a simple political calculus which is that donald trump knows the senate republicans know that if they're witnesses they will not reflect well on president trump and therefore if there are witnesses they will make him weaker and by results make the senate republican candidates weaker well if you're one of those you don't want that to happen to you so people come up with all sorts of convoluted explanations i'm sure but here the day i'm fearful that there will not be witnesses and this trial

will be over relatively soon by the end of this week saturday sunday something like very briefly that how would you rate the fact that you have the likes of mitt romney sort of suggesting that he's going to vote in a way that would suit the democrats. well let's here if there are 4 mitt romney is right we me is a funny duck in the sense that his state utah was the state that voted least for donald trump a very state that he carried don't trump is not very popular because. the residents of utah tend to be fairly moral people and they don't like the immortality that they associate with donald trump and mitt romney knows that so he doesn't suffer a political damage to himself to his brand by virtue of staking out the position he does other senators susan collins is a classic case who is a moderate republican senator from maine who's up for reelection this year she's
5:33 am
a real spot because her state is generally considered something that's more of a democratic than a republican state and she's a republican and she has to appeal to democrats but the more that she does if she votes to have what this is something that's against donald trump the trump supporters in maine could say hey listen good luck we're not going to vote for you so and she knows that so it's a tough call for her ok well so while the drama plays out in washington d.c. the road ready to the white house begins in earnest you might say in 2020 with the iowa caucuses next week i mean how much of an impact. proceedings in the senate going to have of the way people vote in these caucuses in iowa. well as you know every senator who is running for president has to be in his or her chair during this whole impeachment trial so as a simple matter of retail politics people down the stretch in iowa. running in these caucuses like to press the flesh have as many events per day in the run up to
5:34 am
the caucuses next monday that's obviously not going to happen until maybe next sunday. so that's a problem joe biden's out there mayor people are judges out there they obviously don't have jobs are tying him to washington if you look at the polls bernie sanders is having a little bit of a boomlet and yet in some of the polls joe biden's doing pretty well as well remember 345 months ago people considered joe biden a dead man walking that somehow or other they thought he was just you know like a little puff of air and he was going to collapse well that hasn't happened there was a poll that fox news put out yesterday that had biden beating trump nationally by 9 that's about as big a lead as as biden has had over trump so somehow or other with all this talk of the republican to spend a lot of today in this impeachment trial talking about biden and his son and they think it's going to damage him i think a lot of democratic voters view is if trump doesn't like him maybe there's
5:35 am
something. some reason for me to support him so i actually don't think at the end of the day the impeachment trial is going to affect all that many people in iowa fact is i will voters tend to be much more liberal therefore bernie sanders supporters than more moderate which are biden's. new hampshire is the next state that the neighboring states as sanders then we move into states that are more friendly to biden so i think this contest is not going to be over all that with all of the political shenanigans that are going on a couple hild to you at the moment assessing your own way the american public during anywhere closer to dare i say it's a vote to the tea political for tea impeachment for tea basically fatigue. so again i would say the answer if you look at the polls is as follows. after the house finished its impeachment the public was about split whether they thought donald trump should be impeached which he was and removed now if you look at the
5:36 am
polls if you kind of assess them the numbers are like 50.7 for pietschmann and remove all 45 for 4 quid him to let him off the hook that means there are more there are people who actually voted for trump for president who won him removed and if you look at the number of people who say they want witnesses at this trial that number has gone up it's now anywhere from 2 thirds to 70 percent of the public is saying they want witnesses so i know republicans are hoping there is fatigue but i would say if the polls are any indication the public is tuning in enough to have a sense that yeah if if the republicans vote down the idea of witnesses that won't sit well that won't be consistent with a sense of fairness and therefore we'll see if there's any long term political consequence but right now i would say the polls are not trending in the republican favor certainly interesting times richard goldstein thank you very much for your

a true reflection of the current state of the economy which is deteriorated ferguson's nationwide protests started in october against corruption in the mismanagement of public funds the new government will be going into the new year it was the boss of the budget of the old government so it's really very absurd and surrealistic and we are definitely against it but unfortunately because of the forceful way that the protestors were treated we couldn't stop the session from happening last week newly appointed finance minister said that $4.00 to $5000000000.00 of foreign loans are urgently needed to buy basics such as wheat medicine and fuel for the coming year this year's budget includes further cuts to government spending but it's not clear if this among other economic changes will be enough to meet the demands of millions of lebanese side. al-jazeera fatal. when china stopped taking foreign recyclables over 2 years ago innovation was

needed to deal with the world's plastic problem the engineers in australia say they've developed a technology to help reduce plastic waste and to thomas explains city. thanks. but plastic to be recycled it has to be collected and transported 1st to a sorting center. then to a recycling plant but often these big plants are a long way from where the plastic was disposed of sometimes in other countries but at the start of 28 c. china banned most of its importation of plastic waste and that's forced to rethink . in australia engineers have developed a potential solution a micro recycling factory but we're actually showing here is that a micro scale you can set up these these centralized facilities where it's not one
5:48 am
big mega facility or transporting a lot of waste you actually take that factory on site on the location and safely convert that into a high value product all the machinery fits into a single room mixed plastic waste like this that used to be parts of a computer printer it's crushed and fed into a machine. on the high temperature and pressure the mixed plastics turned into a single long filament that can be used in 3 d. printing to create nearly any product the scientists say there's 0 waste and no need to transport this machinery is within a university but the idea is this whole micro recycling factory is small enough to be put inside any business that has ways to recycle or any business that wants to manufacture products from recycled materials. this technology is in its infancy and has not yet been tested in
5:49 am
a commercial setting but that should happen soon those behind the technology also think it can be moved around your mobile unit could actually be travelling on the back of a truck and going across to a very small towns now imagine these communities could suddenly start recycling and be forming materials you can imagine a future where every town actually has a micro factory that's taking milk at the available end of life products and reforming those into valuable materials and becoming part of this global supply chain there inventors hope these micro factories will become a compact solution to a very big problem andrew thomas al-jazeera city. well still ahead in sports why because those cricketers all still on top of the world in t.v. 20 pizza we'll have those details straight after the break.
