listen so if you reprint place china as an enemy of the well and that's really that years we meet with global news makers and talk about the stories that matter on the edges era. china accounts a 106 coronavirus deaths as the u.s. and others moved to fly their citizens out of the outbreaks ups under. the watch of 0 life from a headquarters and. also ahead inflicting explanations about what brought down the u.s. military plane in a taliban controlled part of afghanistan. demands grow for donald trump's former national security chief to testify at the impeachment trial but the president's
11:01 am
allies say john bolton is irrelevant. and tension in the air waves britain is about to decide whether china is one way will be allowed to help build its 5 gmo bomb that. follow the u.s. japan britain and others are working to get their citizens outs of the chinese city of it's at the epicenter of an outbreak of corona virus china has confirmed 106 deaths while infections have doubled to more than 4 and a half thousands and the government has lockdown rouhani and other cities in the surrounding province and has urged everyone to delay foreign travel to help slow the viruses spread beyond china shores and research yours at johns hopkins university in the u.s. are mapping the oprah ache the big red dots indicating the highest number of infections mainly over
11:02 am
a province elsewhere in the world cases have been confirmed in southeast asia australia the u.s. and europe and thailand's just reported 6 there were infections while 2 more have emerged in canada scott idlers in beijing and has more about the impacts china's restrictions are having. we're looking at almost $50000000.00 people on a lockdown in central china we're hearing too that some of the train service here into beijing is going to start to be limited even further now this is a concern because we're looking at you know an extended lunar new year but it's coming to an end toward the end of the week and when you look at the train stations here a lot of people are coming back early even though the holiday has been extended because they're worried that there's going to be even more restrictions on the train service here into the capital so that's a concern to the what's becoming to look like an airlift by some nations of their citizens out of the epicenter of this coronavirus and will han we know that the united states is evacuating its consulate in the coming hours by aircraft they are
11:03 am
also going to let citizens and he says that they can fit in what to leave on that aircraft as well in the coming hours japan is also going to have an aircraft to leave. with any citizens that they want to get out now that's just a couple of countries and we know that in the works those are the ones we know about taking place over the next couple of hours we know that there are other nations also putting in plans into place france for one is very interesting because they're taking it a step further those citizens who are evacuated will face a 4 and 14 day quarantine once they make their way back to france so taking even a step further that's the incubation period for this virus that scientists have so far been able to tell let's find out what's happening in hong kong bring in a brown so what sort of measures are being put in place in hong kong to contain the virus adrian. well here in hong kong announced on tuesday that the government was going to school civil servants to
11:04 am
basically work from home until monday and civil servants of course of beknown leave for the lunar new year holiday since friday now they're being told to remain at home until monday schools of calls universities and kindergartens have been told that schools are to remain shut. until the middle of february all part of efforts to try to contain the virus now this instruction is not going to apply to medical workers m urgency workers of course they're needed right now but certainly the government all is also hoping the. owners of private businesses will also be telling their staff to remain at home until monday here in hong kong there is deepening our knees over the fact that we now know according to mainland media that up to 7000 citizens removed arrived in hong kong by rail or by plane in the days before the lockdown of that city and in fact 11000 also arrived in bangkok
11:05 am
about 10000 in singapore it's a reminder that it is not just a domestic transport up of china it is also an international transport hub here in hong kong on tuesday the state of hong kong's health service has been under close scrutiny particularly its public hospitals a number of doctors and nurses have been talking to local media about their concerns as to whether hong kong can contain a major outbreak they say that hospital occupancy rates are currently about 99 percent 90 percent 99 to 98 percent and that if there was a major outbreak you know the hospitals are simply overwhelmed right now because this is the high season for cases of flu also we're being told that on wednesday several groups are planning protests we don't know how big those protests will be but these are protests not over political reform which we've seen during the past 8 months these are protests by people demanding that the government close the border
11:06 am
with china to try to prevent that disease spreading across the border in greater numbers ok adrian thank you for that update from hong kong. and breaking news we're hearing about israel's prime minister benjamin netanyahu so he says that he is now withdrawing his rick. quest for parliamentary immunity over charges off corruption let's find out more about this and speak to harry fawcett he's joining us on the phone from west jerusalem so what exactly does this mean then for the indictments against netanyahu harry. well it means they can now proceed they have been halted since. few weeks after the last election in september 2nd consecutive inconclusive election leaving israel still with the caretaker government and kazakh a prime minister netanyahu before the deadline for him to do so offers indictment run out did apply for parliamentary immunity presumably in the expectation that
11:07 am
because it was a lame duck israeli parliament will knesset that that would hold the entire proceedings until a new election and potentially a new government had been installed at which point there could be a proper consideration of his request instead there was a big legal argument as to whether the current knesset could hear that case it was decided that it could and the timing of this is significant because today is the day that the parliament was due to vote on whether to institute a committee to hear this case netanyahu has immunity all indications were that it was going to vote in favor of such a committee and at that committee and indeed the why the knesset would vote to deny netanyahu his immunity request so it was pretty much a foregone conclusion he's decided instead to withdraw that request meaning that the indictments will go ahead and that a court date can now be set the other important thing of course about the timing
11:08 am
the more significant timing today is that later today in washington d.c. netanyahu and trump will together. donald trump's plan for peace in the middle east a circle deal of the century so potentially netanyahu wanting to clear the immunity question out of the way in order just a few weeks out from the election on march the 2nd to allow for more focus on what he says is a historic opportunity for israel in terms of this trump peace plan the thing is that of course it also allows the court case to proceed and so that will itself become a live issue again. century of the election yeah harry and a lot of questions like you're pointing out being asked about the timing of this specifically on the on social media and so forth but just talk us through a little bit more about his indictments because they are for bribery fraud as well as breach of trust talk us through the details. that's right there are 3 separate corruption cases cases 100-200-4000 they range from accepting and
11:09 am
indeed soliciting lavish gifts from sort of from very wealthy billionaire friends known israeli some of them to more importantly as far as the legal system is concerned trying to manipulate the media in a way in which one of the cases case 4000 to do with the main telecoms giant in this country he's accused of having indulged in bribery and is dictating all favorable coverage in return for regulator e. assistance to this company and so that is a very serious charge bribery it's the the most serious charge of the lot and this could if it went to court and he was convicted it could lead to jail time for benjamin netanyahu so obviously now that this request for immunity is off the books
11:10 am
the attorney general can submit this to the jurors when district court and the wheels of the legal system can start to move indication that he will be in court any time soon certainly not before the election on march the 2nd most are predicting that any court case would start probably later in the year towards the end of the year but nonetheless the key question about whether an indicted try minister facing trial is able to form a government should he win the next election is still alive that's one of many things in this very murky legal situation you find himself in that still has to be resolved ok harry thank you for that update from leicester asylum. now the u.s. is disputing claims from the taliban that its fighters shot down an american military plane in afghanistan and it crashed in a mountainous area of gaffney province large parts of which are taliban controlled and pictures posted on social media so the burning wreckage of what could be an 11
11:11 am
aircraft with provide communications in remote areas well a spokesman for the u.s. special forces says there's no indication it was downed by enemy fire bringing them both robbie his joining us from kabul to kind of talk us through and break down the conflicting reports we're getting about what exactly happened to that plane thing. well they're in a really gives you a sense of the terrain within which not just the american forces are operating but the taliban as well when you look at how piecemeal the information with regard to this crash has been we've been detail and we have been piecing together the details ever since the story broke yesterday but let me give you some latest developments now when we heard of this crash in gussie province we activated one of our stringers to head to the area here rives in the area of the crash site earlier this morning and what he can tell us is that american aircraft we believe helicopters
11:12 am
are hovering overhead and firing warning flares at any one that approaches the crash site so we now do you know in contrast to video that we saw from earlier yesterday that the crash site now seems to be clear of people in the american helicopters overhead are trying to protect the crash site and are strong they did confirm to us that bodies are still laying at the site so this is the latest development it's been a question that's been going on and on ever since the story broke of who actually controls the wreckage who actually controls the crash site video that we saw earlier today that showed that the crash site the wreckage was still on fire people were wondering around freely we know what was in that video we heard after translating some of the conversation some of the chatter that was ongoing in that video witnesses were talking about looking for the black box witnesses were talking about trying to pick up some debris to keep as souvenirs the wreckage was still on fire and this is likely what was happening in the immediate aftermath of this crash
11:13 am
was uncontrolled people were able to walk around freely but we did do now know from our stringer on the ground that the u.s. forces are trying to control that site this according to our stringer who witnessed what was happening there now we did hear earlier this morning as well again from the taliban another longer statement released by the spokesman for the taliban's of had in which. he reiterated what he said yesterday about the crash saying that it was a cia plane and he also had a vague message that kind of points to the fact of whether or not the taliban are claiming responsibility for this there's been reports that suggest they have claimed responsibility but then it begs the question do they have the capacity to shoot down a plane at that height most experts would tell you probably not and there's also been reporting to suggest that they have not claimed responsibility as yet and american sources background briefings do seem to suggest that they don't believe that it was brought down by any sort of external threat but in this message the
11:14 am
spokesman once again has a vague statement that seems to suggest that the taliban would like to take credit this is something that happens commonly in afghanistan every time there's an incident like this in that statement he says it should be mentioned that a number of enemy aircraft and helicopters have been downed by much idea and how months bulk in other provinces of the country in recent days are still not directly taking responsibility but not saying they weren't responsible either and this sort of goes along with the m.o. of the taliban now they've been taking the lead on messaging it has to be said we've been hearing more through social media with regard to this crash than any official sources now we can't confirm this but afghan journalist an afghan journalist posted from the crash site graphic images earlier today on this facebook account that appeared to show a burned body at the crash site ok as they must be with an update from kabul zain thank you.
11:15 am
well pressure is growing from u.s. democrats for a key witness to testify donald trump's impeachment trial they want the president's former national security adviser john bolton to appear before the senate so it follows that reported revelations that trump ordered bolton to keep military aid to ukraine frozen until it investigated a political rival. we now have a 3rd witness who is apparently a direct witness to the president's timing a military aide to investigations about bolton we could not have made a more powerful case for calling him than the case the president's lawyers just did in trying to contest that link between military aid investigations so once again they underscored the importance of john bolton as a as a witness who would corroborate exactly what the uncontested evidence that the house put on shows that president trump used hundreds of millions of dollars of military aid to coerce an ally to conduct these political sham investigations. now
11:16 am
republican senator ted cruz dismissed any need to hear from john bolton saying the democrats had already failed to prove their case i don't believe the testimony is necessary the house managers have a burden of proof a burden of proof to prove their case they have fallen woefully still short the standard on the can under the constitution is high crimes and misdemeanors they have not demonstrated any law was violated and the president was entirely justified in asking for an investigation of corruption concerning ukraine and potentially hundreds biden and joe biden. so kastor reports from washington so just democrats say the new information from john bolton that trump directly linked to u.s. security aid to his demand that ukraine announced investigations into joe biden could significantly bolster the impeachment case this is stunning it goes
11:17 am
right to the heart of the charges against the president. ambassador bolton essentially confirms the president committed the offenses charged in the 1st article of impeachment that article is abuse of power for allegedly putting his personal interests above that of the united states trump denies the allegation he's characterized bolton once his national security adviser as a disgruntled former employee who wants to sell more books i haven't seen him at this group but i can tell you nothing was ever said to john boehner but i have not seen a baby. i guess he's writing a book i haven't seen but several moderate republican senators appear to have been moved by bolton's revelations only 4 republicans would need to side with democrats to cold bolton to testify i think it's increasingly likely that other republicans will will join those of us who think we should hear from john bolton inside the
11:18 am
senate chambers the president's legal team ignore the bolton development completely not a single witness testify that the president himself said that there was any connection between any investigation and security assistance a presidential meeting or anything else by the end of the week the u.s. senators will likely vote on whether to call bolton and other witnesses but with or without witnesses the odds remain squarely in the president's favor it would take a 2 thirds majority of the republican controlled chamber should we move trump from office castro al-jazeera washington. well more now on our breaking news we were telling you a moments ago the the israeli prime minister benjamin netanyahu has now announced that he won't be seeking immunity from prosecution in his corruption case and he made the announcement in washington that's where he's been discussing a donald trump's middle east peace plan to be unveiled later today on that same
11:19 am
yahoo's main rival benny gantz has also been there he's now on a flight back to israel. our white house correspondent kelly holcomb reports. the president alongside israel's prime minister benjamin netanyahu u.s. president donald trump announced he is releasing his long awaited middle east peace plan many of the arab nations have agreed to it they like it they think it's great they think it's a big start trump didn't say which arab nations supposedly liked the plan only that he'll unveil it on tuesday after white house consultations with the israeli leader and his political opponent blue and white chairman benny gantz katz was invited to the white house and met separately with trump amidst an intense election campaign back in israel. but missing from any announcement are the palestinians there are concerns tribe's plan will deny palestinian refugees the right of return
11:20 am
palestinian leaders have declared proposal dead on arrival given there's been no consultation this is actually the fraud of the century the fraud or the century. cancelling everything get into international and international. discussions broke down when the us embassy to disputed jerusalem from tel aviv in december 2017 the white house also cut off aid to the palestinians closed the palestine liberation organization offices in washington and recognized israel sovereignty over the golan heights move seem to support netanyahu especially as he attempts to win reelection amid corruption allegations 1st. that the people of the structures the opportunity to introduce the israeli elections are in march trump denies he's interfering instead trump is touting this plan as an economic opportunity for palestinians.
11:21 am
months ago his son in law jared cushion or proposed a peace to prosperity plan to raise $50000000000.00 to improved. the lives of palestinians in the west bank and gaza it's something they should want they probably won't want it initially but i think at the end they will think in the end they're going to want it the unveiling of president trump's middle east peace plan has been delayed repeatedly initially the white house said it was waiting until after the israeli elections given israel is now preparing for its 3rd vote in under 12 months the white house now says it's moving ahead with the plans release can really help at al-jazeera the white house let's talk about some of the breaking news from israel and its own yahoo withdrawing his immunity request with akiva eldar he's a columnist of the monitor he's joining us live from tel aviv via skype thanks very much for your time with us on al-jazeera so. the reports seem to suggest that netanyahu didn't really have the votes anyways in the knesset to win this fight
11:22 am
later on today so why do you think that he would drew his request at this particular time. other few reasons 1st of all not and you know hate to be the loser he once was quoted as saying i always get what i want he wanted the immunity and he wasn't able to get it he was hoping that maybe the meeting was drummed with guns the head of a new position next to him which didn't happen this you know during they met with the president separately that maybe the president will be a kind of a matchmaker and they will end up the stream of them coming out of the white house shaking hands and going for a unity government. and with no need even for the march elections but. guns who doesn't have a lot of experience in politics was smart enough not to fall into this trap and he
11:23 am
made it clear that he is going back to his or right back to israel in order to vote against the immunity. of the other hand netanyahu also likes to come up as the victim that the knesset as we know as you just mentioned are in he had no chances so he could say that. there is a plot of the politicians they didn't really intend to look into the facts and judge him for early so. i think that he this was his best way to come out from this but we're looking at it and i keep elder yeah what does he actually gain from this request from withdrawing his request because now that this paves the way for a trial and he's indicted on 3 corruption cases. yes but he doesn't have the majority in the knesset to get the immunity so it was just you know
11:24 am
a cheap shot at trying to was very transparent to gain a few more weeks and it didn't look very presidential so to speak to go through the knesset or the you merely ation and every day again until the elections to catch the headlines whereas the corruption at 1st so i think that now he is looking at the elections he is hoping that the deal of the century will hijack the headlines and instead of the immunity process in the knesset and here he can lead with his slogans that you know this is a one time opportunity it's an historical move and blah blah blah and that people some people i think the people on the floating boat the guns wanted to move to his side will probably make many of them will buy this and what do you think happens next i mean any indication you're getting that he'll actually be in court
11:25 am
before the upcoming israeli election and also another question for you can an indicted prime minister let's say he is indicted can he then form a government if he wins the election. while the supreme court asked this question they asked the self this question and they said that it's too early it's a theoretical question but when push comes to shove and he will have the majority and ask the president for the mandate the president has the power to decide because if there is no precedent to do this of the president will have to decide whether the an indicted person can get this mandate if he does it will still be appealed to it will go back to the supreme court and the supreme court
11:26 am
will probably make a very clear judgment that. you you mentioned it's not really democratic and not really. honest to give an indicted member of knesset the power to form a government and what will happen now is that the attorney general will submit the indictments to the court they will the. they will probably hold the process until after the elections so but but yes it may be sarette a cli we may be in a position that netanyahu and you know it takes time until he you form a government after the elections because of the coalition you need to form and all this that we will see the prime minister spending a few hours in court and then go down to the office and make decisions about peace and war rights ok to sting yeah very interesting ok akiva eldar we thank you very
11:27 am
